will the whole night be a washout? it's a lot clearer behind us than a little while ago. >> let's get the latest on the timing from chief meteorologist glenn "hurricane" schwartz. >> it's always good when it's brighter behind the buildings. because that's to the west. and that's the air that's coming in. and as you can see here, we have a lot of dry air coming across the region, up toward philadelphia. it is moving in. it is not going to be raining all evening. it is not going to be storming all evening. we definitely have some improvement here. now, the severe thunderstorm warning in southern chester county has expired. we still have one in parts of new castle county. that's until 5:15. it includes newark. and that is for this storm here. now, this is the track of the hail. it started off about an hour

ago. the brighter pinks indicating hail up to two inches in diameter, headed straight to the east. so right across the border, into delaware, there's the border itself. so hokasin, pike creek, right in the path of this hail that is moving eastward. now, we've had other issues of thunderstorms in new jersey. now, cumberland county here, we now have a severe thunderstorm warning that's just been issued. we also have a flood advisory because, as you can see, this storm not really moving anywhere. at least it's redeveloping right along the same area, and so you can get some heavy rain, up to three inches of rain falling there. there's the storm headed into hokasin. we have a new one developing right in the same area that the other one developed. remember, it was going to east

hall this morning as the philadelphia orchestra rehearsed before this night's free show on the waterfront. >> it's a real outreach to the community. so, you know, it's free, so the people who come are so excited. >> it's fun, hotdogs, fireworks. >> reporter: once the sun goes down, the night sky will light up. this will be the first evening of fourth of july fireworks, a tradition on penn's landing that does not disappoint. >> i just like watching them go up and explode and stuff. >> i love fireworks. it's exciting just to see the people's faces and smiles. ♪ >> reporter: also included in the festivities, bobby hill of the boys choir. he'll join the orchestra on stage tonight. the teenager became an instant sensation when he sang for the pope last fall. >> he's amazing. such a pure, pure voice.

mermaids with seaweed hair. >> reporter: karen and her kiddos are soaking it all in, peddling off into the sunshiny haze on the kickoff to the fourth of july festivities at the shore. what's the most memorable so far? >> i think i really enjoyed going into the ocean. and just letting the waves crash upon me. >> reporter: playing in the surf, or just taking a snooze in the sand. families by the hundreds come from as far away as colorado, are enjoying the boardwalk, the beach, all the best summer has to offer on one of its biggest weekends. ocean city special events coordinator michael hartman considered this weekend organized mayhem with tons of family activities and bead making and tafee twisting by the sea. >> it gives another opportunity to do something else as a family. also, the great part is they're posting on social media, in ocean city, telling everybody they're here having a good old time. it's important for ocean city to have these type of events.

last night holmes' boyfriend surrendered to police in the case. he turned himself in one week after the little girl shot herself. we are working to find out what charges the boyfriend faces. holmes is charged with murder. a triple stabbing in bucks county forced police to shut down a church fair. three people were stabbed during a fight that broke out between a group of teenagers in tulley town at st. michaels fair. police took four people into custody. the fair is supposed to run through july 10th. bill cosby's lawyers asked a philadelphia judge today to force the comedian's accuser to pay up. former temple employee accused cosby of assaulting her in 2004 after giving her drugs that made her feel, quote, paralyzed and unable to consent. cosby said the sexual encounter was consensual. in court a few hours ago, cosby's lawyer said comstant talked to police without cosby's

consent. now they say she should refund the money. the judge didn't immediately rule. stay with nbc 10 for any updates. saturday at midnight all road projects funded by new jersey's transportation fund will stop. governor chris christie issued an executive order. it's in response to the state senate refusing to take action on a proposed gas tax. earlier this week, the assembly approved a bill that would increase the gas tax by 23 cents a gallon. the plan would have gradually cut the sales tax by 1%, and eliminate the tax on retirement income. using your cell phone while driving in delaware just got more expensive. legislation with stiff penalties is on the way to the governor's desk. the first offense will cost between $50 and $100. second and third offenses increase by $100 each. supporters say young drivers are ignoring the law and higher fines may discourage that behavior. right now, at 5:00, hundreds

of striking hospitality workers are picketing the trump taj mahal casino in atlantic city. nbc 10 was there when union members went on strike at 6:00 this morning. the union said it couldn't reach an agreement on a new contract. they're looking for concessions that were made during tougher times to be restored. this morning we spoke with a union representative. >> disappointed that the taj mahal did not recognize the serious contributions that these workers bring to the industry, to the company. and to the town the way that the other four casinos that we negotiated with, and settled tentative contracts with yesterday did. >> yesterday the union struck deals with bali's, caesar's, harrah's and the tropicana. the details on the new agreements still haven't been released. we did reach out to the taj, but we haven't heard back yet. it's always sunny in philadelphia for some. >> no matter the day.

a crew is filming in center city. mayor jim kenny spent part of the day with danny devito and the rest of the cast. these pictures were taken between 10th and 11th street. the show is in its 12th season. the first time in two years the crew has returned to philadelphia. the cost of cancer, how a new law helps patients in pennsylvania afford their treatments. plus, caught in the act. why this video landed a camden firefighter in jail. it will happen in homes around the country this fourth of july. dogs freaking out over fireworks. it's going to happen at my house. but now a new medicine can help calm them down. we'll have the details coming up on nbc 10 news at 5:00.

bidding a final farewell. buddy ryan was laid to rest this evening. here's video from lawrenceburg, kentucky, where buddy's family gathered earlier today for a funeral mass and paid their respects. and you can see his two sons in this video, current coaches rex and rob ryan. buddy ryan became head coach of the eagles, taking them to the play-offs in three of his five seasons. he became a hero to eagles fans all across our region despite never winning a play-off game here in philadelphia.

ryan died on tuesday at the age of 85. read more about his life and legacy on nbc10.com and the nbc 10 app. governor wolf said he will sign lags helping cancer patients afford chemotherapy treatment. there is a big disparity in what patients pay for drugs. the pills can cost patients between $1,400 and $3,500 a month. the law requires insurance companies to cover the oral drugs. a former camden city firefighter will spend the next seven years in prison. this is the key piece of evidence that led to his conviction. 41-year-old shane straighter is wearing the red pants in this video. he was taking part in mixed martial arts competition. the problem? he was collecting disability from the state's pension and retirement fund. he said he hurt his neck and back on the job and could no longer work. he collected $82,000. the judge said he has to pay that back.

new report finds there's trouble on the roads, traffic deaths surged last year as drivers hit the highways as they never have before. according to federal highway officials, traffic deaths jumped 7.7% last year. that makes it the deadliest year on the roads since 2008. officials blame the boost in fatalities on low gas prices leading to a record driving year. 110 extra troopers will hit the highways across new jersey this holiday weekend looking for drunk drivers, speeding and aggressive drivers. state troopers will also be on alert for illegal fireworks. take a live look at i-95 in south philadelphia, where police intend to make their presence known here and throughout the state. state and local police will focus on drunk drivers and seat belt use through checkpoints and roving patrols. no one wants to drive or watch fireworks in the rain. >> oh, no. two big activities this holiday weekend, so let's get the latest on your forecast from glenn

"hurricane" schwartz. >> yeah, everything is evolving here. we started a couple of hours ago with a lot of activity in pennsylvania. it shifted into new jersey. we also have some activity in delaware. we also have a new thunderstorm in the same area as this heavy one that came across into northern delaware, now weakening. you recall east nottingham getting hit last night, getting hit again. it's going right along the mason-dixon line. we also have a severe thunderstorm warning in cumberland county and flash flood warning for the storms that are really not moving very much. the severe thunderstorm warning until 5:45 p.m. and you'll be able to see over the last couple of hours, not much movement with this storm, while these others are actually moving. and that makes a big difference. another thing that we're seeing, this is in velocity mode. you can see the doppler radar

which way the winds are blowing. when you have the red next to the green like that, this is moving in this direction. this moving this direction. so we're on the lookout for any kind of rotation, near millville, to see if that does develop into anything. and reach the ground. in the meantime, just south of vineland, we've had tremendous amounts of rain. 3 1/2 inches estimated by radar just west of millville, about 2 inches of rain, that's why there's a flash flood warning. this other cell that went across parts of atlantic county, looking like it's moving into long beach island, affecting ship bottom especially. the other area that went through philadelphia, remember bensalem, that's already up toward trenton. that's moving up in the general direction of new york city. and i'm going to let delaware off the hook. we've got the other cell coming

through georgetown. another one headed for milford in just a matter of minutes. why are we getting those severe storms in south jersey? look at this. we've got a wind gusting to 46 miles an hour out of the west of millville and south wind in wildwood. air convergence gets forced up, you end up with severe weather. and what's going to happen over the next few hours? as we go into the evening, we may see a couple of leftover thunderstorms. but most of the area starting to dry out early in the evening, and by late in the evening, even more so. so as we go through the night, and into tomorrow, we're going to be seeing improved weather. it's not going to be like this tomorrow. not even close. now, as far as the fireworks are concerned, by the time the fireworks are on, i think we'll be in okay shape in philadelphia. we do have an issue at the start

of the concert, perhaps with a chance of showers or thunderstorms. but that's just a chance. then saturday is gorgeous. sunday is nice, with high clouds coming in. and some computer models generally bringing increased moisture on monday. and especially for delaware and south jersey. the question is, how far north does this rain get. so it does look like it's going to be cloudy on sunday. with the best chance of rain in delaware and south jersey. but it's just in the chance category for philadelphia. so far, i'm just going to keep the clouds in and temperatures into the 80s. but again, i don't want you to think that there is a zero chance of getting any kind of precipitation. so as we go through the weekend, obviously saturday's the nicest day. sunday's pretty nice. monday, not so much. except for lehigh valley and the poconos where it's going to be pretty nice on monday. we'll just have cloudy skies,

ryan locte will swim side by side in the olympic swimming trials. the longtime rivals cruised through the semifinals last night each winning their heat. locte has yet to claim an event. >> that will be cool to watch. the realization of an olympic dream is on the line tonight for joe covaks. >> the reigning world champion in the shot put. so far this year, no one has tloenl the shot put further than he has. so it's pretty impressive. he attended high school at bethlehem catholic. joe and his mom sprayed a circle in the school's parking lot. his mom was joe's first coach. he's poised to make his first olympic team. >> it's wearing the usa jersey and representing the biggest country in the world. it's the purest form of sport.

we see storms this afternoon. dumping hail, heavy rain, high winds in parts much the region tonight. what neighbors in burlington county saw this afternoon. not every area is seeing rain, but let's take a live look at philadelphia from our camera at the linc. no storms. the clouds have sort of settled in right now. >> not much wind. the fourth of july weekend, of course, a lot of holiday festivities are getting under way tonight. >> here's chief meteorologist glenn "hurricane" schwartz. >> we're already seeing significant improvement from philadelphia north and west. the next area of showers not until northwest of pennsylvania. that's not going to reach us during the night tonight. we have some scattered showers and thunderstorms across the region. and a couple of warnings, generally in the millville area. severe thunderstorm warning

until 5:45. we've had hail reports and gusty winds. and a flash flood warning until 8:45 tonight. because this is the radar estimated rainfall just south of vineland, and right near millville. look at that. this is the heaviest rain, you can see over 2 inches estimated. i've got a 4 1/2-inch estimate there. just west of 49, nearly 3 inches of rain in millville itself. there has been some flooding in that area. this is fairly stationary. the sea breeze is kind of meeting a west wind, and that's why this thing hasn't been moving very much. we also have some pretty heavy showers and storms that move from northeast philly up toward ewing township, right around trenton, hamilton square about to get it. yardville getting heavy rain right now. and there's the storm in vineland.

just not moving very much. the one in chester county at east nottingham, heavy just 15 minutes ago, has weakened. there's not as much lightning with it right now. that's a good sign. this one moved rapidly through georgetown, now it's over milford in delaware, and that will continue to move into delaware bay. so as we go through the night tonight, we have the early chance of a thunderstorm. but then conditions improving, and by tomorrow morning, look at that sunshine. and low humidity. we'll talk more about the rest of the holiday weekend in just a few minutes. >> don't let the rain stop you from celebrating at wawa welcome america. organizers say the show's going to go on. >> hopefully the skies will clear up before tonight's concert and the fireworks. the big display is already set up. >> reporter: it is all set up. it's on this barge right here. you can see it's all under plastic bags.

why? it's obvious reasons. see the green blobs on "hurricane" schwartz' map? >> keep an eye on it. >> reporter: the crew can control every single thing about their fireworks show, they can't control the weather. that explains the plastic wrapping above their fireworks. today is touch-and-go. rain, fireworks and the stuff you need to make this sync with music, they don't mix well. >> a lot of wires, about three miles of wires. a lot to keep track of. >> reporter: this company does most of the shows in the northeast and handle most of the fireworks at sporting events. off penn's landing, the show took hundreds and hundreds of man-hours. they take pride in a good show. you'll see cool new stuff, including fireworks that get fired into the water and launch back out a couple seconds later. they try to stay on top of the trends in the fireworks world. >> it's always growing and changing. there's interesting people coming up with ideas.

sparkler, can cause a great deal of damage. sparklers can become very, very hot, literally thousands of degrees, and you can cause serious burns, injuries, even burn down an entire property. >> in 2013, sparklers caused 40% of fireworks related injuries. a salon, assault, telling us this man right here, grabbed a woman's breast during a back massage in a nail salon. he's now charged with indecent assault. it happened yesterday afternoon at the bloomingdale salon. the woman who was there for a manicure immediately reported the alleged assault. now police want to hear from other women in the area who may have been assaulted by him. we have new surveillance video tonight of a man that police say stabbed and robbed a cab driver in camden on wednesday. right now police are still looking for the man responsible. this video shows a better look at his face right here.

here's surveillance video of the moment it happened. investigators say the man took out a knife and demanded money from the driver while he was still in the cab. the cab driver tried to fight him off but was stabbed several times. after the cab crashed into a car, the man got out and ran off. it was actually witnesses who saw the cab driver that came to his rescue. they helped him out before the police got to the scene. here's video of him recovering at the hospital. he's expected to be okay. philadelphia police say a man fired shots at the door of a women's shelter in logan after a woman he was following would not talk to him. police say this guy tried to talk to a woman after she was shopping yesterday. she was not interested and police say he followed her out of the store and then to the shelter. she went inside. that's when he fired three shots and simply walked away. the president of an ocean county little league is in jail tonight.

the fallout continues over a private meeting between attorney general loretta lynch and former president bill clinton earlier this week. today lynch announced she will accept whatever recommendations prosecutors make into the investigation of presidential candidate hillary clinton and her private e-mails. lynch acknowledged that her meeting with bill clinton at an airport in phoenix looked bad.

>> important to make it clear that that meeting with president clinton does not have a bearing on how this matter is going to be reviewed, resolved, and affected by me. >> lynch said the meeting was a social chat. critics see it as improper contact as lynch's justice department is investigating whether hillary clinton's private e-mails violated criminal law. today president obama called on congress to act on funding to fight the zika virus. the president got a briefing from health officials today. they told him there's no evidence mosquitoes are spreading the zika virus in the u.s. mainland yet. congress has been unable to reach an agreement for the $1.9 billion the president wants. >> for basic mosquito abatement and vaccine development and making sure we've got the proper diagnostic tools. >> zika infections are linked to severe birth defects. so far seven zika affected babies have been born in the u.s. scientists in our area are getting ready to test the

vaccine for the zika virus. in university city they developed the vaccine in just nine months. when it can normally take decades to create vaccines. they partnered with pharmaceuticals to replicate the vaccine. the next step is a clinical trial with human volunteers from multiple cities, including philadelphia. a lot of people will be buying tickets for tonight's mega millions jackpot no doubt. it's up to $415 million. but there's one group hoping there's no winner. find out why, coming up at 5:00. also take a look at the skyline of philadelphia. the storm clouds have really rolled in over the last few minutes. chief meteorologist glenn "hurricane" schwartz is tracking the latest round and the storms in our region, next. plus, also next at 6:00, a replacement, what we've learned about a special election to replace the convicted former congressman.

if you're traveling this holiday weekend, you'll share space with 43 million other people. >> that's a lot of company. that means the possibility for, of course, more accidents. compared to this time last year, car insurance premiums are up 7%. amy fernandez, a busy mom from georgia, has seen her rates spike a whopping 25% in the last year. experts say it's all about the rise in accidents. >> why is this happening? why are premiums suddenly going up? >> there are more accidents these days. the cost of insurance is going up. there are more accidents and the accidents are getting bigger. >> and more accidents because people are driving more? >> driving more and driving faster. >> there are some things you can do to try to bring those

premiums down. call your insurance to see if you qualify for discounts. that's one idea. expect to see much more on the story right here on nbc 10. "nbc nightly news" will feature an in-depth report starting at 6:30. new pet stores in new jersey will be required to sell cats and dogs only from shelters and rescue organizations under a new measure. the senate just passed it and supporters said the state needs this bill to end abusive puppy mills. it would make it difficult for new stores to open and weaken state's pet protection laws. the assembly still needs to vote on the matter. speaking of dogs, a loud boom of the fireworks can really be too much for some dogs. >> makes them really nervous. there's a drug that can ease your pet's independence day anxiety perhaps. the food and drug administration approved a drug called cylio, an oral gel prescription by

veterinarians, treats noise aversion. symptoms range between minor skittishness to extreme panic. vets say the drug helps calm drugs without making them too drowsy. >> for a complete list of fireworks events, logon to nbc10.com or use the nbc 10 app. we've been tracking storms throughout the afternoon. most of the holiday weekend, looking pretty nice. >> chief meteorologist glenn "hurricane" schwartz is here with more on that. first we have to get through tonight's rain. >> yeah, there are still showers and thunderstorms in parts of the area. especially in new jersey. that's where we've had most of our problems. most of pennsylvania has dried out. we do have this one shower that was in chester county that is about to move into the philadelphia area. it's in chester county now, along route 1, coming into delaware county, and eventually philadelphia. but that's not severe. it's not nearly as bad as this one hit south jersey here. this is a flash flood warning in red.

that's a severe thunderstorm warning in yellow. severe thunderstorm warning extended until 6:15 for much of atlantic county. includes may's landing, and the flash flood warning goes until 8:45. millville and up near vineland. there has been flooding reported in this. this area is not really moving very much. we had the sea breeze that has met with the north winds. and not been moving very much. the air converges, rises, and it just keeps raining. and the doppler estimate just south of vineland near millville, 2 to 3 1/2 inches of rain with local reports up to 4. the storm that was headed toward long beach island has weakened. getting rain. but not anything severe at the moment. and we had some heavy showers move through georgetown, delawa

delaware, and milford, and that is moving out, too. just in, a severe thunderstorm warning for westcentral kent county. as we take a look at -- that's in northeastern maryland. and that continues to move in the general direction of delaware right now. and we'll have to keep an eye on that one as well. the futurecast as we go toward 8:00, when the orchestra is getting ready to go, we still have the chance of a leftover shower or storm. but the general trend over the next few hours, once we get this shower through philadelphia in the next hour, we'll have improved weather. just some isolated showers coming after that. and by tomorrow, everything is beautiful. so, yeah, we still have the chance of a shower or thunderstorm at the start of this concert. but as the night goes on, the chances for dry weather continues to increase. then we have beautiful weather

for saturday. great weather for sunday. you can see your own seven-day at the bottom of the screen, by the way. a system will come from west to east. it will mess up washington's fourth of july, that's for sure. the question is, how far north does this precipitation come. this is the latest computer model, and it's showing mainly from philadelphia southward, in delaware, south jersey, best chance of seeing some of this rain, this is on the fourth of july. so for the shore, your best bets are saturday and into sunday. because can't promise you any good weather for monday. now, around philadelphia, the clouds will be increasing, and thickening, the temperature into the 80s. but as of now, i'm holding off the rain. still in the chance category, but not necessarily likely. so saturday's the beautiful day. sunday we get some clouds. especially down south. heavier rain at the shore, and in delaware on monday.
