franklin parkway. this is where we'll celebrate the sounds of philadelphia a little later on. you definitely want to keep that umbrella handy. this fourth of july may be a rainy one. we're tracking that rain and possible thunderstorms in the first alert neighborhood forecast. good morning. this is "nbc10 news." i'm rosemary connors. happy fourth of july. let's get to meteorologist erica martin. when it comes to the wet weather, it depends on where you live. >> it really does. we're seeing this system. in fact, it's a cold front -- or a stationary boundary that's now a warm front. a soorz of low pressure systems working their way in from west to east. but associated with that, of course, is lots of moisture and showers working their way in from the southwest to the northeast. current temperature, 68 degrees. notice the wind direction there, even though it's mild right now. your july 4th outlook, humid and overcast. i'll go with cloudy skies as showers work in towards the area. showers from southwest to

northeast. watching, more importantly, the rain for the afternoon/evening hours because it does look like we will get steady rainfall, especially after 3:00, 4:00 p.m. and the possibility of some localized flash flooding. so, of course, you want to stay tuned to us and watch us on social media, follow us on twitter and facebook. overcast skies by 5:00 p.m. and the showers with threat of isolated thunderstorm. here's a look at doppler radar. notice everything moving in quickly. yesterday rosemary and i talked about this, that this system was due here a lot earlier. you can see the clouds really thick, all due to the southwesterly flow. coming up in my ten-day forecast, we'll talk about what to expect for the rest of the week because even though we do have some active weather today, and that's one big story, the next big story is the possibility of a heat wave bit middle to the end of the week. jessica, how's traffic? >> fortunately, it's a bit

light. we're watching center city around 24th street. all lanes are open. actually, surprisingly, decent amount of cars out there. so you can see headed westbound toward schuylkill eastbound, no delays. expressway looks great. no delays. you can see eastbound into center city, at the most it will take you 13 minutes. the blue route to the vine, speeds are into the 50s. we have fourth of july prep, the welcome america festival preparation on ben franklin parkway that's closed between art museum circle and 20th. >> thanks. we're following breaking news from overnight of a shooting at a family cookout in philadelphia that left a teenager dead. nbc10's matt delucia is live at the scene to walk us through what happened. >> reporter: the 16-year-old was the only one shot. police tell us there could have been more victims. there were close to a dozen victims outside at the time. take a look behind me.

it happened in this alleyway here. philadelphia police tell us that this is 34th street moore, a philadelphia housing authority gome development. shots were fired just before midnight. take a look at this video. the chairs now overturned in the backyard. police say someone started shooting from a car. this was a drive-by. several bullets hit the house and shattered the glass on the front door. here are a couple things police are trying to figure out right now. for one, they don't know if the 16-year-old was targeted since he's not from this neighborhood. rather, from northwest philly. he was here visiting family. also two different types of shell casings were found at the scene. investigators are trying to sort that out. was there a second shooter? was someone shooting back at the car? the teen was taken to chop but pronounced dead. at this point, no arrests have been made. live in grays ferry, matt delucia, "nbc10 news."

wawa welcome america is painting the town red, white and blue. today is the finale of the festival celebrating our country's 240th birthday. philadelphia's own leisle odom jr. is joining the wawa welcome america festivities. odom plays aaron burr in the mega broadway hit "hamilton." the tony award winner tells nbc10 he hasn't performed in his hometown in about 15 years. >> i have had a moment to think about that. i'm going to read a section of the declaration of independence. i'm really excited about that, being part of a show that's also about celebrating the birth of our nation. and the birth of our independence. i'm really excited to come back and see those sights again. i haven't seen them since i was a kid. >> he will read an excerpt from the declaration of independence during the freedom of america ceremony. we'll bring you that ceremony today at 10:00. followed by the independence day parade. from 5:00 to 8:00 this evening,

nbc10 will bring you the wawa welcome america july 4th concert, and can also see them on telemundo 62. tonight at 10:00 join nbc10 for the wawa july 4th fireworks. again, that's tonight at 10:00 p.m. ♪ this is my country >> the eve of our nation's birthday, yesterday, features the philly pops performing at independence hall. an estimated 10,000 people filled the lawn on the mall to take in the music and singing. fans entertained for seven straight hours. food trucks offered tastes of the holiday. plenty of ice cream to go around. everyone was enjoying just about every minute of it. >> great. i enjoyed it very much. >> this is where it all began. this is the birthplace of liberty. that's what we're celebrating.

one from bangladesh and another from vietnam. at 1:30 they'll gather at the betsy ross house in old city to take the oath. in camden another ceremony will take place on the battleship "new jersey" ." a live look where 45 other people will celebrate july 4th by becoming citizens, born in 29 different countries. you will want to keep the nbc10 app close by tomorrow morning if you are riding septa. dozens of train cars are being taken off the tracks because of some safety concerns. septa inspectors discovered dangerous cracks on many of its cars. the cracks could cause a train to derail. septa was forced to take 120 of its new silverliner 5 train cars off offline for repairs. 120 cars, that's a third of the fleet. it could take all summer to repair them.

it's getting muggy out there. humidity at 94%. notice the greens on our radar, already getting picked up here. while some is not making it to the ground around philadelphia, however farther south we are seeing scattered showers to start the day and areas of patchy fog. that's something to be mindful for early morning and overnight hours. futurecast, notice how everything is working its way in from west to east. as i pause this, later this afternoon, notice the green here. i do expect this to get here a little earlier. that's pretty much the story we were talking about yesterday and saturday. i'm going to go ahead and stick with that for today because i do see the threat of these showers getting in earlier and i expect isolated pockets of heavier downpours and some rounds of thunder later tonight through the overnight hours. that's something to be mindful of. of course, if you follow us on social media, including twitter and facebook, you'll always be

philadelphia city offices are closed today. trash and recyclables will not be picked up until tomorrow. those collections will be one day behind schedule for the rest of the week. and city services like the courts and library are also closed today because of the holiday. now let's take a look at some headlines we'll be watching this week after the holiday weekend. bill cosby is due back in montgomery county court on thursday. his lawyers are trying to win the right to cross-examine andrea con stan, the former temple university employee who says cosby drugged and molested her in 04. atlantic city showboat is set to reopen this friday, according to new owner, but only as a hotel not a casino. he says there will be around 850 rooms available. we are expecting an official announcement about this some time after tomorrow's -- after, rather, the july 4th holiday.

now to our decision 2016 coverage. hillary clinton's presidential campaign is trying to move past her interview with the fbi over her private e-mail server she used while secretary of state. the presumptive democratic nome knee told nbc's chuck todd yesterday on "meet the press" that she wanted to get the interview on saturday over with and was happy to do it. clinton's supporters expect she'll be cleared of wrongdoing before she accepts the nomination later this month at the democratic national convention here in philadelphia. >> there won't be an indictment and i think that means that she did what many secretaries of state have done in the past. >> clinton told nbc news she will do everything she can to earn the trust of the voters. on the republican side of things, donald trump's campaign is not commenting when it comes to its latest tweet about hillary clinton. take a look. the presumptive gop nominee tweeted this out on saturday. the message attacks clinton as corrupt, showing what appears to

be a star of david over a pile of money. trump deleted the tweet and then retweeted it with a circle instead of the star. it first appeared on a white supremacist website last month. hillary clinton is expected to target donald trump when she campaigns in atlantic city on wednesday. analysts say clinton will hit trump hard on his business record in the resort town, which includes a string of casino bankruptcies. on friday clinton will stump with vice president joe biden in the battleground state of pennsylvania. they plan to hold their first joint campaign account in scranton. biden was born there, of course. clinton's father was also raised there. we're just three weeks away from the start of the democratic national convention right here in philly on july 25th. count on nbc10 for complete coverage of the dnc. good morning.

i'm meteorologist erika martin. dry continues now but in a moment i'll show you our doppler radar. we have a southwesterly wind and we are expecting a lot of moisture in the atmosphere. humidity at about 94, 95%. current temperature, 68 degrees. we expect a warm-up by wednesday, so one of the bigger stories later in the week would be the possibility of a heat wave. do not forget to look at bottom of the screen for your local neighborhood forecast and follow us on social media, including twitter and facebook. the big story right now, this is one of the weathermakers, one of the ingredients we need. if we get this into motion, notice there's not much going on. pretty mild wind speeds but all of this southwesterly, which means we have a lot of moisture moving up. a sign the weather is on the move towards the northeast, bringing with it plenty of moisture and widespread showers. satellite and radar image, the weathermaker yesterday and for this system today, a low

pressure system that's developed over kansas. moving across the ohio river valley. it will dip down. as it does, it will pick up steam, including that warm front that will continue to work its way northeast ward. that means it doesn't look like we're going to miss the opportunity for those scattered showers, especially later tonight. so, fourth of july outlook, humid and overcast to start the day. we may see a few breaks in the clouds. at minimal, at best. showers northwesterly to southeast. it looks like we're tracking the possibility of heavy and steady p.m. rain, especially after 7:00 p.m. in addition, the threat of some isolated thunderstorms, we talked about that yesterday. unfortunately, i'm not going to drop that because it's very important, especially with the fireworks. futurecast, i'll get this into motion here. notice the clouds developing quickly. even though this looks like it's not very organized, i want you to see here, notice how everything is broken up. we're seeing some pockets of some moderate to darker green.
