there's potential for some commuter chaos this morning. expect major slowdowns. the transit agency's advice, find a different way to get to work. before you head out the door, grab that umbrella. it's a wet start to the shortened work week. good morning this is nbc news 10 today. we'll get to everything that's happened in just a moment. first, let's check in with our meteorologist. she has the fist alert neighborhood forecast. >> yeah, rosemary, we're looking at a lot of heavy rain this morning. it may be hard to wake up with all the rain and gloomy conditions. we have a first alert out. we expect some flooding

possible. roadways, creeks and look at the radar showing all the rain. mostly right now it's in parts of delaware and south jersey. this is one section right now that we're watching very closely. this heavy rain could be leading to localized flooding on streets and roadways here in parts of kent county around dover. that is heavy rain shown about it red. we're seeing lightning in this, too. we're looking at thunderstorm activity as well. dover to smerna, very heavy rain across the delaware bay. there you see the lightning strikes. seeing the heavy rain as well towards dennis and cape mae county. all the way toward the shore this is going to continue to move in new jersey. so what you see in delaware is going to be moving across soung south jersey. this is the main flood threat this morning. the lehigh valley is pretty much out of the threat. if you're in trenlton, bucks county, even philadelphia, heavy rain expected this morning. if you look back off to our west, there is some clearing. that will be later on today.

so flash flood watch out for almost the entire area and this means that heavy rain this morning we could see localized street and creek flooding. be careful before you head out. a lot of rain is torrential and heavy much it's going to be hard to see when you encount they are heavy rain. take a closer look at the timing and that's coming up. >> let's get a check of the roads with jessica. >> starting on 95, this is right around bridge street where actually an accident scene looks like it just may have cleared out of the way. so coming from the northbound side, we were watch something police activity over here. you can see it's actually cleared under the way. we're seeing a few things happening. that was headed northbound out of center city. no big delays in or out of the city now because of. that it it is still pretty much clear. still watch the on and off ramps. a lot of the areas are starting to be slippery. we have an overturned vehicle in north philadelphia on broad street and erie avenue. that intersection is closed this

morning. follow the detours around that. also additionally, we'll have details for the entire morning. but we're expecting major throwdown for the regional rails. they're running at a modified saturday schedule. >> thank you for. that speaking of septa, a septa slowdown is expected to be a nightmare. the best bet may be to find another way to work. massive delays are expected. this morning we have live team coverage to keep you informed, nbc 10s pamela osborne is live in glenside mont gogomery count. we start with matt delucia. fill us in on the problem here. >> well, rosemary, septa's general manager said the commute could be rough. workers and managers have been preparing for today's commute  ever since friday morning. that's when a rail worker noticed a structural defect, a crack in one of the rail cars. and then 120 of the similar rail

cars were taken out of service. of course this is about one-third of the fleet. so all of them have been taken out of service for repairs. this did not affect the holiday x schedules. septa says for the foreseeable future you should expect delays. the regional rail as rosemary mentioned will be operating on a modified saturday schedule. it's the kind of thing they use for weather emergencies. now they're using it for. this there will be expanded service on other form of septa, transit, buses, trollies, you name it, to alleviate the added congestion. we're going to try to talk to the septa folks and give you a minute by minute process of what is going on here so you can get where you need go this morning and this afternoon. live in center city. >> mach for that, matt. our team coverage continues with pamela osborne where the first train will leave in just about

morning. we issued a first alert until 9:00. here's a live look at philadelphia international airport in south philly. rain and flooding could be an issue today. especially this morning. of course, it all depends on where you live. let's get to sheena parvine. >> the heavy rain is occurring right now. not for everybody though. and this is really bnt case overnight. we saw a flash flood watch issued yesterday. this is mostly south jersey and delaware that has the heaviest rain. we even have thunderstorm activity here. this is going to continue to move into new jersey. here's a look at del did he. this is parts of new castle county, kent county and dover and river view. this is heavy rain shown about it yellows and oranges. we can see one to two inches in an hour. and there is a chance we could see two to four inches in some spots. that would be localized street and creek flooding. so that's going to be the main concern this morning, especially watch for flooded roadways if

you're driving through delaware and south jersey. so we have lightning in here, too. thunderstorms moving through laurel lake, bridgeton seeing the heavier rain. dennis and cape mae county. that is heading to the shore. and right across all the major interstates right near the shore points. the garden state parkway and all these areas are going to continue to see that heavy rain moving in. so it's moving from delaware to south jersey. so we're going to continue to see that motion. in philadelphia, i think we'll still be seeing heavy rain this morning. got news is there is a back edge to all this. so we'll be clearing up. eventually, i think for most of the morning commute, when many people are on the roads, we'll see a lot of heavy rain get out of here. flash flood watch for the whole area with the extensionst lehigh valley and poconos. heavy rain this morning. street and creek flooding also possible. and torrential downpours with this heavy rain. it's going to be hard to see when driving on the roadways. take your time, be slower

throughout as you're driving. quo be seeing some streets flooding. so it's going to be everywhere with the first alert except the leho lehigh valley. around 9:00, we're going to see conditions improve a lochlt the threat for flooding in areas and thunderstorms also and we'll continue to see that heavy rain. so here's future weather. now we're going through time. p 7:00 a.m., i think we'll still have heavy rain in south jersey and delaware. we'll start to dry out a bit. still maybe want the umbrella this morning. now here's 9:00 a.m. so everything is looking much better. that's why we only have the first alert out until 9:00 a.m. we'll see big improvements later ton day. we'll see sun breaking out and then temperatures right around 90 degrees or warmer for some spots. so neighborhood temperatures today in philadelphia, pennsylvania, or the lehigh valley, we'll be around 90 degrees once the rain clears. lehigh valley will see lower rain this afternoon.

we'll take a closer look at the rain and what can you expect forrest to have day and thunderstorms this week. >> thank you, sheen yachlt we'll see you shortly. >> 11 minutes after 4:00 this morning. let's get a check of the traffic. >> we're seeing what we're dealing with as potential for dangerous situation because of the rain. also, the potential for some big delays for mass transit. we'll cover. that this is the expressway, 24th street. it is open to traffic this morning. we're not dealing with that typical morning construction that closes both directions east and westbound. you can see cars are moving along. the roads are clearly soaked with rain and wet. so you definitely want to watch getting on and off the ramps. we've seen a few accidents this morning because of. that also, watching out in northeast philadelphia, one of these accidents, overturned vehicle on broad street and erie avenue. that is closed to traffic. now also, watching septa because regional rail son a modified

. 4:14. a lot of fog out. there we issued a first alert because rain and flooding could be an issue. first alert meteorologist will be back in a few moments with your neighborhood forecast. the big story that we're watching this morning, the septembera slowdown. thousands of septa commuters may want to find another way to get to work this morning. septa pulled a third of the regional rail cars off the tracks because of a structural problem. there will be 13,000 fewer seats on the train this is morning so they're going to be jammed. and regional rail service is running on an enhanced saturday schedule. in other news, some communities in our area are moving their fourth of july fireworks shows to a little bit later on this week because of the wet weather. camden's show went on. the showers started moving in during the waterfront freedom festival right before headliner michael mcdonald hit the stage. the rain didn't dampen the

spirits of the people that came to watch the show. organizers tell us the rain did impact the attendance. the crowd was smaller than expected. also, the concert and fireworks went off 30 minutes earlier than planned because of the weather. >> you know, i'm going to stay here. >> i'm not afraid of a little bit of water. we're here to see michael mcdonald. >> a handful of cities are moving fireworks to later on this week. the rain didn't spoil all of yesterday's festivities. nbc 10s pamela osborne has the highlights from the celebration of freedom and parade on independence mall. >> behold these truths to be self evident that all men are created equal. >> tease ahese are the words th shaped america that we know and love. it's been 240 years since the declaration of independence was

and women who protect the lib that's right our country's founders so thoughtfully wrote 2 1/2 centuries ago. >> it feels good to get it and recognized for your sacrifice. >> reporter: i'm pamela osborne, nbc 10 news. >> now your first alert neighborhood weather. >> 4:19 on this tuesday. just about 73 degrees outside the nbc 10 studios. here's a live look at beach avenue in cape mae. saul quiet at this hour. roads may be a little slick from the rain down. there we issued a first alert until 9:00 this morning because of the rain. and because of flooding. that could be an issue. some communities will see heavy rain. others just showers. our immediatologyist joins us now. >> it's a good thing that heavy rain is coming now as opposed to right in the middle of rush hour. when a lot of people get on the road, a lot of the heavy rain will be out of the area. that's good news. we're seeing it right now

through mostly delaware and new jersey. north of that, we're seeing mostly light spotty showers. but take a look through parts of delaware. very heavy rain. thunderstorm moving into south jersey. we'll zoom in to new castle right around dover and smerna. this is very heavy rain shown about it reds. these are torrential downpours. some areas may be seeing fog. visibility very low this morning. again, where you see that red, that shows you where the heavier rain is at the moment. maurice river, seeing the thunderstorm activity still. you see more lightning strikes through cape mae county. all the way to the shore. up to ocean city. this very heavy rain as well. so it's all going to continue to move into south jersey from delaware. so we're going to keep seeing this heavy rain. i think we'll have flooding concerns in south jersey weflt have a flood advisory out. we're seeing precipitation rates of an inch and a half per hour. what is going to happen is the heavy rain is going to be

followed by more heavy rain coming in from delaware. i think we'll definitely see flooding concerns this morning. delaware in kenlt county, precipitation rates of an inch and a half an hour. again, since we're seeing areas of heavy rain after areas of heavy rain, that's why we have flooding concerns this morning. by 9:00 a.m., i think we'll be in the clear. everyone is under this watch this morning. this means with the heavy rain this morning, there is a chance we could see two to four inches of rain. street and creek flooding is poib possible. first alert, everyone except the lehigh valley except i showed you on the map until 9:00 a.m. we'll really see things wind down during the peak of rush hour. the flooding rain at times and thunderstorms will be staying in the forecast. also don't forget while we're tracking the rain, the seven day is scrolling at the bottom of the screen. here is future weather. as we go through the next couple

hours, heavy rain sfil till in h jersey and delaware. that 7:00 a.m. north of that i think we'll see things fairly quiet. by 9:00 a.m., big improvement. all the heavy rain slides off shore. we may have a few showers left over. later on today, much more clearing. things really start to heat up. temperatures right around 90 degrees once this rain leaves. so the neighborhood forecast right around 90 degrees. pennsylvania suburbs, philadelphia, chestnut hill, 9 o degrees with afternoon clearing. the rain you see on here is only going to be this morning, not so much this afternoon. if you're in south jersey, heavy rain this morning along the shore. heavy rain and thunderstorms in delaware. you have heavy rain and thunderstorms, too. but clearing after 9:00 a.m. if we look at lynwood and also dover, temperatures are right aren't mid up toer 80s. so very warm day to day after the rain leaves. but this morning that's what we're dealing w we'll take a closer look at this forecast and what you can expect the rest of the week. >> thank you for.

that speaking of that flooding with, we know that may be a problem on the roads. we check in with jessica. >> definitely, rosemary. two major problems today. the rain and possible and potential big delays for mass tra transit and for sept yachlt take a look at the roads. this is ash trooper road. clearly wet. either direction, though, not seeing delays. eastbound drive time from 29 to the schuylkill expressway, still only eight minutes. average speeds into the 60s there as well. we're not seeing any big delays yet. the same story for all of the drive times. 95 southbound into center city number problems on the schuylkill. if you're heading eastbound sh the blue route looks okay as well. the regional rail son a modified schedule. we're expecting big delays with way fewer cars this morning as well. alternate routes may be your best bet. >> hey, you have to find another way to work. that is the message from septa.
