another one, it's not as big a deal as when we're 78 a couple of days ago and now 95. that's kind of a shock to the system. and that's what we're getting into. today it looks like it's day one of a heat wave. with high humidity, too. excessive heat warning for all the area in red until 6:00 on friday. includes northern delaware, through the philadelphia area, and all the way up through the trenton region. so we have a first alert out for much of the p.a. suburbs, philadelphia, parts of new jersey, parts of delaware for thursday and friday, for the extreme heat combined with the humidity making it feel like it's over a hundred. plus we have poor air quality. it was 89 yesterday. about 94 today. and then 97 for the next couple. that's ten degrees above average. plus we're talking about the high humidity. so it's 93 right now. and as we go through tomorrow, we're going through the 90s, maybe by late in the day, maybe

a few of us will get some relief from the thunderstorms. we'll let you know when all of us get relief from the heat in just a few minutes. glenn, thank you. meanwhile at 5:00, the long, slow commute gets worse for septa riders. nbc 10 saw more packed trains and stations today. so we took your questions and complaints straight to officials at septa. >> monique, this is when the evening rush really picks up. the height of the rush hour, how are things looking right now? >> reporter: i just checked the boards over my shoulder and i can tell you optimistically, more of the trains, the regional trains are on time than late. you can see the passengers are here checking the schedule boards. so we asked septa's operations manager if the defect in some 120 cars is fixable. he said some cars no doubt will need to be replaced. in the meantime passengers share

their opinions and options. >> it's been horrible. between having to stand outside between the traipse because it's so crowded, trying to elbow your way onto it. >> reporter: when we talked to morning commuters, frustrations were reaching a boiling point on this, the second day of modified saturday service. >> bridging passengers to take another mode of transportation. >> reporter: we took their concerns to ron hopkins, assistant general manager of operations at septa. >> a bus will hold 40 people. a train holds 500 people. so you're putting ten buses to make one trip. it's not a viable option. >> reporter: hopkins also told us it's all hands-on deck for 50 engineers working round the clock determining how to fix the cracks and what caused the defect discovered last friday.

>> we have a lot of engineers, both with internal engineers, or engineering consultants we've hired, and the car builder. >> reporter: during our one-on-one conversation, hopkins also says they're reviewing leasing contracts with agencies likes new jersey transit and amtrak. >> the train sets are five cars, six, or eight cars long. so we're able to get a full train set. that's our goal. we've not confirmed anything yet. >> reporter: hopkins also told us they have arranged up to 2,000 parking spaces for those who wish to drive part of the way, or use the subway. we asked about the cost of repairs. hear what he has to say about that as well as some of the alternative arrangements passengers are making at 6:00. live for now from inside suburban station, monique braxton, nbc 10 news. >> thank you, monique. we're keeping a close eye on the

start doing his job instead of -- instead of following donald trump around holding his coat, maybe we could really get new jersey's economy moving again. >> reporter: supporters who came to see clinton in the sweltering heat liked her putting the spotlight on trump's business dealings here. >> i think it's a really bold statement. i think it's something that people need to really recognize. just because he's a billionaire doesn't mean he hasn't made mistakes. and i think it's time. >> reporter: clinton claimed trump took the casinos into bankruptcies and kept making money and others didn't get paid what they promise. but trump said, i created thousands of jobs and made a lot of money in atlantic city. which was what as a businessman i am supposed to do for my company, and my family. as president, i will make america rich again and make

america great again. hillary clinton spent a lot of time today talking about donald trump's casinos, and talking about bankruptcies. but she did not talk about the perhaps biggest trouble spot for herself, which is her use of a private e-mail server while secretary of state and the fbi's investigation of that. we talked to folks who attended this rally about what they think of that omission. we'll have that coming up at 6:00. for now, live in atlantic city, i'm lauren mayk, nbc 10 news. that's, of course, front and center with the findings yesterday. in about 90 minutes from now, pennsylvania democrats for hillary clinton are opening a campaign office in delaware county. the office on east baltimore avenue in clifton heights will be the second coordinated campaign office to open in p.a. that's where clinton supporters and volunteers will organize in delaware county. right now at 5:00, a 13-year-old boy is recovering tonight, the victim of a road rage shooting in hunting park.

a car headed southbound on darion street almost hit a person. the people inside the car got into a shouting match with the people on the street before driving off. but police say the driver returned and a man jumped out and fired eight shots before the car drove off. the boy was hit in the leg and arm. but is expected to be okay. nbc 10 cydney long has reaction from the victim's family at 5:30. a former delaware county teacher could spend nearly two years in prison for sexually assaulting a girl on his team. gregory stanzuk pled guilty in court tuesday. a judge then sentenced him to 70 to 23 months in prison. prosecutors say he had a relationship with a former student he coached on his track team. she was 18 at the time. he was a physics teacher at track and field coach at ridley high school. investigators say he grew close to the alleged victim by helping her through a break-up with her boyfriend.

now this nbc 10 traffic alert for anyone who plans on using the betsy ross bridge overnight, penndot will close the bridge overnight. the 15-minute closures will last until 5:30 in the morning. the same thing will happen overnight thursday and friday. today pennsylvania officials working to swat out the zika virus will hold a town hall. they answered questions from facebook users. they discussed the low to moderate risk for zika in pennsylvania. the risk varies throughout the state based on factors like standing water and number of travelers that may be carrying the virus. pennsylvania's taking a step toward getting medical marijuana to children who could benefit from it. applications are available online for the state's safe harbor letter. the letter will give parents, guardians and caregivers with minors with serious conditions

president obama is pulling more troops out of afghanistan, but not as many as he planned to. he'll leel about 8,400 troops in that country. he had planned to drop that number to 5,500, but he changed the plan based on recommendations from military leaders. it comes amid a resurgence of the taliban. >> the decision i'm making today ensures my successor has a solid foundation for continued progress in afghanistan. as well as the flexibility to address the threat of terrorism as it evoflgs. >> the president says maintaining this level of troops will help keep strengthening

afghan forces. fbi director james comey will testify tomorrow about the bureau's decision not to prosecute hillary clinton for her e-mail use. they 'nounsed comey's testimony today, the chairman called the fbi's recommendation against charges for clinton surprising and confusing. comey said clinton's use of a private e-mail to do state business was extremely careless, and compromising but not criminal. back here at home, bad beach behavior in new jersey, forcing people and police to crack down. police in cape may county town -- they say the cape may county town is getting a lot of complaints about underage drinking, occur fee breaking and bike violations on the beach. they rolled out extra measures this weekend, using a zero tolerance policy this summer. can you feel it. the heat and humidity. it's here.

>> no question about that. we're at the start of the summer heat wave. if you're not careful, this weather can turn very dangerous very quickly. >> you have to take precautions. tim furlong has been talking to people as they look for ways to stay cool and safe. i think i hear that they found a way to stay cool, tim. >> reporter: yeah. hat and sunscreen are a good idea. i'm wearing both of those. but a pool is a good day on a day like today as well. lots of people have to be out in the heat for work, some choose to be out in it, but we should all be taking pretty good precautions. you want to be a tennis champion, today the heat is your toughest opponent. >> focusing on tennis and not let the outside, like, the surroundings affect you. >> reporter: under this intense sun, you don't mess around with your hydration. folks like these guys who work outdoors surely taking the same precautions. the statue outside the museum of natural history, also getting

his water. as the campers learning about robotics. and learning something and enjoying the places in the cold a/c. >> the humidity is brutal. you can't be in the sun for more than 10 or 15 minutes. the kids get so hot really fast. >> reporter: not the perfect day for a float down the brandywine. it is a good day to think of your animals, they need protection as well. >> i'll let my dogs swim in the water to cool off. >> reporter: hopefully you're able to take a cool dip in a pool or tear down a waterslide today. treat the heat with respect even if you're stuck working in a hot place like a garage. >> just deal with it. not a whole lot you can do with it. drink a lot of water, take a break now and then. >> reporter: yeah, take breaks. if you're going to work and play outside try to get it done early. stay on the lower floors of your house. and check on your older neighbors. we really can show you a lot of people having fun out there.

we can make jokes about the heat, but we really do want you to stay safe out there. tim furlong, nbc 10 news. breaking news right now. we're being told that the amtrak and septa trains the right-of-way are setting brush fires off. one track is at a reduced speed for those trains. it has just been returned to service by amtrak. in terms of the fires, we know that there are three different locations of them between city avenue and the wynnwood ardmore station. the calls started coming in about 45 minutes ago. no injuries or evacuations at this point. amtrak is on scene assisting. fires related to these trains. we'll keep you updated as the locations change, and we get more information. you see the fire crews on the scene trying to push put the brush fires out that the trains have been setting off. >> you add this now to the additional slowdown that we've had this morning, yesterday morning, certainly going to make

this even more difficult to commute home. we're going to keep our eye on this one. the heat is going to feel even worse tomorrow. chief meteorologist glenn "hurricane" schwartz is tracking the temperatures in your neighborhood forecast. he joins us now with the latest. glenn? >> yes, just as today, add a higher temperature and higher humidity from yesterday, tomorrow will have a higher temperature and higher humidity than today. there's an excessive heat warning in effect until friday, 6:00 p.m., from northern delaware through the philadelphia region, all the way up to trenton. still 93 in philadelphia. near 90 in many of the suburbs north and west. 93 in many parts of new jersey. and close to 90 elsewhere. yeah, it's kind of rough out there. south jersey, let's take a look and see some of those temperatures. audubon, 96 degrees. mount laurel, and lumberton, # 2. oswego lake, 94 degrees.

princeton 90. lumberton 92. tomorrow, add several degrees to that. we're not adding any kind of showers except perhaps some isolated ones in extreme southern delaware. farther to the west, yeah, there's a bunch of activity in parts of kentucky. some of that will be moving in this direction. but in the meantime, of course, the big story is the heat wave, combined with the high humidity. making it feel hotter. so this is the feels-like temperature, or the heat index. today the temperature # 4. feels like 98. tomorrow and friday, temperature up to 97. feeling like well over 100. and by saturday, it's still very hot. but the humidity is starting to come down a little bit. so it may not be quite as bad on saturday. of course, a lot of folks are going to be hoping for some thunderstorms to cool you down. we need a little bit of rain once in a while when you get so hot. it really dries the ground out quite a bit. as you see as we go through

tomorrow afternoon, some scattered showers and thunderstorms. locally heavy rain. downpours with this. but it's not widespread. then by friday morning, things are quiet. and with the heat and humidity of the day, watch what happens here. we have more showers starting to move in during the afternoon and into the evening hours. so as we go through the next few days, look what we're finding. 97, 97, and then 95. just some scattered afternoon thunderstorms. p.a. suburbs, just about as hot. you notice it's not quite as hot on saturday. it's certainly not as humid. the thunderstorms are out of the picture for the lehigh valley. but they're not out of the picture for places to the south and east, like in new jersey, jersey shore, delaware starting to get out of the rain by saturday as well. and we'll get into the ten-day forecast and see when that heat is actually going to come back again.

afternoon payabbaseball, shade the name of the game. you'll definitely need to find some shade this week. >> we've got a heat wave on our hands. three straight days we're looking at. chief meteorologist glenn "hurricane" schwartz joins us now with the details. glenn? >> you need three straight days of 90 degrees or higher. today we've already gotten into the 90s. it's a pretty sure bet the next two days will be in the 90s. saturday probably as well. we have first alert with the extreme heat, parts of pennsylvania, philadelphia area, parts of new jersey and delaware. for thursday and friday, the combination of the heat and humidity making it feel like it's more than 100 degrees. plus, we have poor air quality. excessive heat warning covers much of the urbanized areas from tren dun down into delaware. philadelphia at 93 degrees. other parts of the area, lehigh valley at 91. p.a. suburbs at 90.

and some places, of course, even higher than that. we have temperatures 93 at leesport. allentown, look at that, 93 degrees. bethlehem, 94 degrees. we'll see when we get some relief from this heat which is just going to get worse for a couple of days, that's coming up in a few minutes. >> glenn, thanks. right now, at 5:00, the septa slowdown rolls on. the second evening commute with one-third of septa's fleet down for repairs. septa said more commuters are catching trains earlier today than yesterday because of rail car shortages. add to that now what you saw at the top of the show, at least three brush fires along the tracks in montgomery county. >> and also tonight, two bullet wounds, the price a 13-year-old child had to pay because of another person's anger. >> witnesses say a man opened fire in the middle of the street in honey park, and now a 13-year-old is recovering in the hospital.

cydney long spoke with the boy's family. they want this guy caught. >> reporter: keith, desperately, they are in shock. and angry, that a simple demand for a driver to slow down and obey the speed limit laws, especially on a neighborhood street where children play, would result in this kind of retaliation. >> i have eight children. that's my baby boy. my baby. >> reporter: 13-year-old keyion griffin will spend the next several days hospitalized. he was shot twice on darion street tuesday night as he played in a crowd of friends and family. >> he was shot just feet from the front door of his home. >> reporter: police collected multiple shell casings in what appears to be a road rage inspired shooting. witnesses say a driver who nearly hit someone -- >> somebody called them the b. word. >> reporter: they shouted for her to slow down. but she returned with a vengeance, and a passenger with a gun. >> she came back with somebody and he just recklessly just shot the whole block up.

down through the block. and he was hit. >> reporter: the soon-to-be 8th grader may spend the summer in a wheelchair. >> he's a little upset. this is going to ruin his summer. >> he's going to rot in hell. >> reporter: and for the woman behind the wheel who she said it could have had deadly consequences. >> to the female that made the call, i hope she don't have any children. because they will be motherless. because i want to press charges to the largest extent. >> imagine if another child was hit. or someone was killed. >> reporter: now, people, witnesses tell me the driver sped off. what you can see is a 25-mile-per-hour posted speed limit. we also checked with neighbors on this side of the block for any surveillance images.

police have not secured any of that video which may show a white sedan, possibly a chrysler or a honda. they're asking anyone with information on the car or the two inside to contact police. live in hunting park, cydney long, nbc 10 news. another child was injured in a separate shooting a fewer hours later in philadelphia. the 14-year-old girl was shot inside a home on boyd street in germantown early this morning. police say a group of kids was playing with a gun when it went off. the girl is in critical condition but is expected to survive. it's unclear if any charges will be filed. switching gears now with less than three weeks until the democratic national convention, the philadelphia host committee is starting to sell some swag today. a ribbon cutting ceremony at the opening of a pop-up shop. one of a kind clothing, buttons, and more, themed around

got to love that music. in just 30 days, the 2016 summer olympics will kick off in rio. among the hundreds of athletes will be south jersey's own carly lloyd. the soccer star tells nbc 10 that her success begins here at the blue barn. the court there is named after lloyd. we were there during one of her many workouts. this time last year, lloyd was celebrating her team's world cup victory. but now she's going for gold. >> i think that's what's really special about the olympics is that everyone tunes in. the whole entire country is watching. it's just something about that medal being put around your neck, and looking down on it. and it's an incredible feeling. something that just is really indescribable unless you're at that moment. >> think back, carly's been recovering from an injury to her mcl back in april. she's been posting video of her rehab.

the u.s. justice department will lead a civil rights investigation into a police shooting in baton rouge that is sparking outrage. the altercation between officers and the black man who was killed was caught on cell phone video. the video appears to show two officers struggling with 37-year-old alton sterling outside a convenience store early yesterday. sterling was tackled, and pinned down before he was shot and killed. sterling's 15-year-old son broke down as his mother speak today calling for justice for sterling. and sharing the impact of his loss on her child. >> as a mother, i have now being forced to raise a son who is going to remember what happened to his father that i can't take

away from him. >> the deadly shooting sparked protests outside the convenience store. sterling had been selling cds outside the store before he was killed. believe it or not, more people die from drug overdoses than car accidents in this country. the majority of those overdoses are from heroin and opioid painkillers. the white house wants congress to approve more than $1 billion in funding to address the crisis. erica edwards explains the plan. >> reporter: the problem is clear. >> it's terrible. people are dying. >> reporter: less clear how much federal money will be dedicated to the epidemic that claims more ñu every day. they're finalizing funding for money going toward addiction treatment, and research on opioid and heroin overdoses. the white house has asked congress for $1.1 billion.

>> if there was a natural disaster that was causing this kind of havoc to our country, this congress would be on fire in terms of getting emergency funding. >> we have so much opportunity with this bill, to do meaningful things now. >> reporter: meanwhile, the obama administration announced it's loosening restrictions. the drug has been tightly controlled because it's also an opioid, but the effects are milder and are less likely to lead to overdoses. right now, doctors authorize it have a cap of 100 patients. starting august 5th, that number will nearly triple to 275 patients. >> you're not giving another medication for the addiction, you're giving the medication to stabilize the person so that they can work their recovery. >> reporter: government money to be used for treatment would be funneled directly to states. erica edwards, nbc 10 news.

pennsylvania would be eligible for up to $46 million over two years to expand opioid treatment. today a public safety official from bensalem came to the white house to show support for the plan. bensalem's township's director is among 20 law enforcement chiefs at the white house. horan said it's a treatment problem. >> there's no threat of incarceration, there's no way to arrest our way out of this. arresting drug dealers will continue to stop the flow of narcotics into the country, but the user hon the street, they need to get off the drugs. the only way to do that is rehabilitation. >> he said addicts need to spend 60 to 90 days in rehabilitation centers to get clean. there's often only enough funding for each person to spend ten days in rehab. the nbc 10 digital team spent five months of are investigating the addiction. check out their award-winning coverage now on nbc10.com and

the nbc 10 app. we have our first excessive heat warning of the season. and probably won't be the last. this one goes until 6:00 on friday. and it goes from the usual areas, northern delaware through the philadelphia region up through trenton. the most populated part of our area. the most concrete. therefore, the hottest weather when you get weather conditions like this. we're near 90 in much of the area. 93 in philadelphia. we did get up to 94 officially during the day today. it's 91 at lincoln university right now. 90 in exton. i don't think that 98 reading in collegeville is right. 93. now 94 degrees in malbourn. warrington at 93.

along with ft. washington as well. and bensalem, 93 degrees. that's mighty hot. but we also have high humid. and not only is the temperature going to go up, but the humidity's going to go up even more. today's 94, feeling more like 98 because of the higher humidity. tomorrow and friday, 97 degrees, with even higher humidity, feeling like closer to 104. at the peak of the day. now, even though saturday, predicting for 95, the humidity will be dropping. and so 9 feels-like temperature dropping to a mere 97. that's still obviously pretty hot, but not into the dangerous category like the next two days could be. the first alert we have out for a good bit of the area. the philadelphia region, fairmont, 97 degrees tomorrow. a low temperature, 77. chestnut hill 95. yardley 93.

half a million hoverboards are being recalled for fears they could burst into flames. 99 reports that they caught on fire, or even exploded. they're made by ten companies. >> they were sold nationwide from june of last year to may of this year. you know how popular they are. nbc's stefan holt has the latest. >> it sounded like an actual bomb went off. >> reporter: kim and her 11-year-old son examining the charred remnants of his hoverboard that suddenly ignited inside their living room in december. >> i felt pieces flying everywhere. they were just on fire. huge flames. i was really scared. >> reporter: hoverboards, after seven months of fires and falls, a big announcement from the consumer product safety commission. more than half a million

hoverboards recalled. all of them made with fundamental flaws. >> this is not what should happen with a consumer product, especially one that children are using. >> reporter: they said there have been nearly 100 incidents of overheated batteries. in some cases, burn injuries, even property damage. one of the recalled models is blamed for setting fire to a 12-year-old boy's bedroom. his segway exploded. 267,000 x-1s are now being recalled. his family is suing the manufacturer. >> before you buy this type of hoverboard, really look into it. and understand there's a hidden danger in there. it could be devastating. >> reporter: many of the affected hoverboards were sold between june of 2015 and may of this year. they were all the rage during the holiday season. but many retailers tell me they've watched their sales drop. >> before it was good. we used to sell a lot.

the wynnwood station coming out of the city. this is the first time we've seen trains in the 90 minutes we've been here. i believe this is a septa train sitting on the rails. they were urging passengers to use a shuttle. not too long ago, we spoke to a passenger who told us that he took the uber from wherever his train stopped at because of these delays, because of the brush fire. to the wynnwood station. firefighters here about 30 minutes, 30, 45 minutes ago, they were checking out the station walking up and down the platform for about ten minutes with a fire extinguisher. fires at three different locations between city avenue and the wynnwood ardmore stations. at least nine fire crews are responding. calls came in around 4:30 this afternoon. no injuries, no evacuations to report. amtrak as you may have seen in some of the video is
