>> 77 degrees already this morning. that is very warm. we have a "first alert" out. we hit 95 degrees yesterday. we are beginning our heat wave, we have a "first alert" out because of that but also air quality. it's going to be for pennsylvania suburbs. not so much lehigh valley. it includes philadelphia, it includes delaware. we're talking extreme heat through 6:00 p.m. friday through the rest of today. extreme heat plus humidity will make it feel around 100 degrees. it's potentially dangerous to stay hydrated. never leave children or pets in the car. you want to avoid the prolonged periods outside in the middle of the day. those who suffer from respiratory issues like asthma. you want to be cautious of that if you are outside for a long period of time today. temperatures, 77 degrees in philadelphia. look at dover, almost 80 degrees right now. it is warm and very humid, 76

degrees in trenton. now, here is the excessive heat warning up for the same warnings. mercer county up to new castle county. areas in between until friday. temperatures will be in the mid-90s but it will be feeling closer to 100 degrees when you factor in that humidity. potentially dangerous. that's coming up, tracy. >> sheena, average thats for that. new overnight, philadelphia police are searching for a gunman who shot a 16-year-old girl and a 23-year-old man. police think the teen was an innocent bystander. she was shot in the side. the man is in critical condition. officers think he may have been the intended tart. well, the septa slowdown now in its third day in transit authority in dealing with more than just damaged trainings and cranky passengers, investigators are working to find out if a septa or amtrak train is

responsible likely for brush fires in three stations that caused big delays during the afternoon rush. nbc10's matt delucia is live at the wynnewood station. >> reporter: the trains added to the slowdown we've been experiencing. take a look. this is what the fires looked like. this area was hit especially hard. overbrook and bryn mawr station, between those two, it caused big delays. several trains were forced to stop during the delay. this is on top of the delays we've been seeing since tuesday. when 120 regional railcars were pulled from service because of repairs. now, fortunately, there was no added damage as a result of the fire. some people resorted to taking

cabs or driving themselves into the city to avoid delay. and the overcrowding issues. we watched several trains roll through because they were full. the first train of the day here in wynnewood is expected a little after 5:00 this morning so we'll be starting to see some of those passengers arrive a little later on. we're going to hear from the folks caught up in all of that mess yesterday afternoon. for now i'm live in wynnewood, matt delucia, "nbc10 news." septa riders could have another way to get to the city. uber x and the city reached an agreement to allow riders to arrive to philadelphia and the convention. it's 4 minutes past 4:00, 77 degrees outside. happening today, bill cosby is expected back in a montgomery count toy courtroom in a sexual

assault case for a hearing that's expected to focus on his accuser. nbc10's katy zachry is live in north town in what is likely to happen. >> reporter: tracy what we understand, bill cosby will appear here at 1:00. his attorneys will argue that his trial cannot go forward until his accuser andrea constand until they can cross examine her. his attorneys are appealing the late may decision to send his sexual assault case. the victim former temple university employee andrea constand should have been required to testify at the may 24th preliminary hearing and that defense attorneys should have been able to

cross-examinaticross examine her. at that time, a lower court did agree and they upheld the sexual assault charges against bill cosby. coming up in the next hour, we'll look at the different scenarios that could come from today's hearing. and we'll let you know what that would money for bill cosby. new from overnight, we're following developments from minnesota where i man died after his family said he was shot by police. authorities in minneapolis say police were conducting a traffic stop when an officer fired at least one shot at a man driving the vehicle. police say a woman and a child were in the vehicle and witnessed the shooting. they were not hurt. the shooting comes in the wake of a protest over a deadly shooting in la. protesters are outside of the area where alton sterling was killed. that incident was captured in a video that appears to show police shooting sterling as he

was held on the ground by officers. convenience store officers said sterling was outside the store for years. it brought national outrage and protests including here in philadelphia. demonstrators marched and officers took about a dozen people away in handcuffs as dozens of others watched on the on-ramp on 76. >> whether or not you believe it, there's a consistent amount of people saying is this what we feel it's any community's duty to respond. >> the fraternal order of police launched 27 in delaware county said, quote, where was the protest when the folcroft police officer was ambushed and shot seven times last week?

i guess that is okay by their standards. well, good morning, it is a warm start to the day and it's very humid outside already. we do have a "first alert" for the heat today and also the poor air quality. but the heat wave has started. yesterday, we hit 95 degrees. we need three days of this, we'll get three days of this 90s, and that is making it feel hotter than it actually is. it's closer to 90 degrees. we expect temperatures in the 90s and that will be the heat wave into the weekend. aside from the heat, poor air quality, that means high pollution because of the air making it so hot. if you suffer from asthma or weather-related issues be careful outside because that can affect you definitely from the heat and you definitely want to stay hydrated. thunderstorms return for the afternoon. not for everybody, we'll see scattered storms and hopefully,

huntington park section. police say it it started some a woman in a car almost hit a person on darian street. the woman in the car got into a shouting match with people on the street who told her to slow down. police say the car returned and a man fired off eight shots before. >> if i catch her, i will bite her head off like i was a pit bull. >> the boy was hit in the leg and arm. he'll spend the next couple of days in the hospital. he's expected to be okay. >> happening today, fbi director james comey will testify on the agency's decisions not to recommend charges against hillary clinton. meantime, the justice department investigation into eat mail scandal is now officially closed. u.s. attorney general loretta lynch says she accepts the fbi's recommendation not to charge

feeling like 100 degrees with humidity. take a look at the neighborhood temperatures for today. this shows you which neighborhood is in that fgs f"f alert." the philadelphia neighborhoods, temperatures mid-90s. now 93 degrees. if you're in lehigh valley, afternoon thunderstorms but you're not in that "first alert." still a hot one, around 90 degrees. the chances are lower in delaware, if you're along the jersey shore, wildwood coming in at 90 degrees. south jersey neighborhoods, 95 degrees in harvinfield. we're going to see afternoon thunderstorms spark up across the area. this is 4:30 this morning. we'll see showers around this will be lowering temperatures but only in the areas. mostly north of philadelphia today. then we go through tomorrow. lunchtime for your friday looks
