turning now to your first alert weather. sweltering heat smothers our region with the hottest weather of the season. take a look at these kids in south philly, they had relief in the park sprinklers. they had the right idea. >> down the shore, swarms of people jumped into the ocean to deal with the hot temperatures. the beach was packed with people. look at all those umbrellas and lawn chairs. >> really, no matter where you are, it's really important to find ways to stay cool. >> it is. first alert chief meteorologist glenn "hurricane" schwartz is here to tell us how brutal this heat can be. he joins us outside the nbc 10 studios with your neighborhood forecast. glenn, i bet you wish you could untie that bow tie. >> if i would be san diego o-- would be staying out here more than a couple of minutes, i wouldn't be in this suit right

now. we do have excessive heat warning still in effect through a good bit of the area until 6:00 friday, northern delaware, through the urbanized areas of philadelphia and up toward trenton. you can see it's 92 degrees still in philadelphia. parts of the jersey shore, inland parts 92. other places into the upper 80s. you can see 81 degrees in atlantic city. ocean is 67. 92 degrees in mays landing. it was even hotter before the sea breeze kicked in. the delaware beach, 97 degrees. that's the hottest spot on our whole map. rehoboth beach is 93. you can see how important the wind direction is with these beach areas. now, the radar shows some of those showers that developed in burlington county, moved into ocean county, now out into the oh should be. but we've got two more days of this extreme heat. and then we've got some relief. more on the timing of that and more storms in a few minutes.

showing red delays. commuters heading home packed into the muggy platform as small fans circulate the humid air. >> it's hot, yeah. a little hotter than it is in georgia right now. >> reporter: tourists are getting stuck on this train in the hot weather. >> three trains passed us by in the morning. >> are you getting home a lot later? >> yes. >> reporter: jason works in center city and said he's adding about an hour to each commute. >> right now, the train problem, making it even worse. >> reporter: as passengers adjust to a new normal, septa has begun working to fix the silver liner five rail cars. cameras in overbrook spotted crews at a maintenance facility. no update from septa on progress this afternoon, but we have been told the work could take until the end of summer. the best advice is to try to beat the rush. leaving work early or late if possible. marco fernandez managed to slip out of center city just before

5:00 p.m. >> luckily i got the job done early today. drinking lots of water. trying to stay calm and patient, i guess. >> reporter: the septa slowdown has two bitter rivals working together to get people where they need to be and get them there faster. today uber and the philadelphia parking authority announced an agreement that will allow the ride sharing service to temporarily operate legally in philadelphia. uber has already been operating in the city despite its questionable legal status. and the objections of the parking authority. the parking authority hopes uber's ride sharing service will be a draw to frustrated septa riders. >> everyone needs help now with 120 rail cars out of business. so we have -- better heads have prevailed, as i said earlier, and we're making this exception to the law. >> the temporary agreement between uber and the parking authority runs through september. the two sides say the upcoming democratic convention in

philadelphia was also an important factor in striking the deal. meanwhile, much-needed improvement on roads and rails throughout philadelphia and camden, all thanks to $1.8 million in grants annoyanced today. the transportation and community development initiative is making the money possible. the cash will be used to fund 26 projects in philadelphia and camden county. a look at new video of a man police want to talk to about a pair of attempted abductions in newark, delaware. the video was recorded outside the main towers apartments on the fourth of july. a woman she escaped a man that tried to kidnap her as she walked to her apartment that morning. the same man attempted to kidnap another woman earlier outside the clone yan apartments. that woman also said she got away. police are calling the man in the video a person of interest.

call newark police if you can take a look here and happen to recognize him. wilmington police officers will be getting paid overtime to fight violent crime through the rest of thor? . the state is sending will min tong $200,000 to pay overtime in july, august and september. state senator robert marshall who is running for mayor, announced the funding this week after two shootings over the weekend. he said this money will fund 4,000 hours of patrols. a state audit is raising concerns about how veterans are treated throughout pennsylvania. the audit found flaws with the waiting list process for veterans' homes. errors like typing and an incorrect date led to some vets waiting longer to be admitted than they really should have. >> bureaucratic errors should not lead to poor care for our veterans. >> the audit is also recommending a better balance of wait lists across the state so

president barack obama said the deadly shootings by police officers about louisiana and minnesota are not isolated incidents and said the u.s. has a serious problem. both shootings were caught on cell phone video. diamond reynolds recorded this last night in minneapolis showing the moments after a police officer shot and killed her boyfriend. reynolds said castillo had a permit to carry a gun and that he was killed even though he complied with the officer's instructions.

>> we didn't do anything. we put our hands in the air. we knew our rights and we followed procedure. >> i'm devastated right now, because they took away a really gentle soul. >> the officer involved in that shooting is now on leave. the justice department has started a civil rights investigation into the shooting death of alton sterling outside a convenience store dpl baton rouge. two officers are shown wrestling him to the ground tuesday. seconds later police opened fire killing sterling. it's still unclear what led to the confrontation. both officers are on leave in that case as well. in about 45 minutes, local activists will join members of the international african church in response to the shootings. delegates from five continents and nearly 40 countries are in

before trial because her statements to police raised more questions than answers. they asked for a new preliminary hearing, or for the judge to dismiss the case. but the judge today denied those motions. so to get more perspective on this, let's bring in judge michael donia. >> he served in the superior court. thank you for being with us. cosby's lawyers said they should have the chance to question andrea constand in court before the trial. how important a decision is that as the case moves forward? >> today they tried to get another bite of the apple with the magistrate, ruling at the hearing, that the victim would not have to testify. now the trial judge has ruled the same way.ea that should put the issue to bed for now. until if there's a conviction in this case, it obviously will be a big issue on appeal. the state knows that. they know the risk of that. they're willing to do that. they obviously think that risk is worth not subjecting the victim to a cross-examination at

a preliminary hearing. so the case now should move forward. >> judge, if you can give us some kind of inside perspective, what do you think sitting on the bench, what do you think the judge is hoping to accomplish as this case moves forward? >> well, at this point i think the judge may very well come out with a management case order, something along the effect that he may set a firm trial date. maybe three months down the road. then work back from that and say, okay, i want to know which motions you're going to file. i'm going to give you a brief schedule for those motions. and i'm going to set aside these days to hear all these motions. i think that from what i'm hearing and reading, that the motions in this case are going to be numerous. these motions may take two, three, four days, especially if they bring in a 404-b motion to get other alleged victims to testify and try to get that admitted in the case in chief. so the motions in this case could take quite a bit of time.

so as a judge, you want to get a date for trial, put it in there, let the lawyers know, we're going to work backward, we're going to do the motions, but we're going to set a schedule and we're going to get these things scheduled and we're going to move this case, because not only is mr. cosby entitled to a speedy trial, the victim is entitled to have the case heard quickly as well. >> big day today. and really just the beginning. we'll be watching it all closely. judge, thank you for your time. >> thank you. it's hot, hot, hot, we drink, drink, drink. >> sound advice for kids in the blistering heat in cherry hill. plenty of water to drink and play in. they also had what they called double popsicle day here. a popsicle in the morning, a popsicle in the afternoon. sounds like a pretty good idea in the heat. glenn, any relief anytime soon.

>> we'll have a little bit of relief on saturday, lower humidity, a lot of relief on sunday with lower temperature and lower humidity. then the heat's coming right back next week. we have an excessive heat warning until 6:00 p.m. friday for the combination of the extreme heat and humidity. still 92 degrees in philadelphia now. the temperature is dropping in other parts of the area. p.a. suburbs at 87. 88 in parts of the lehigh valley. the showers in parts of new jersey have now moved offshore. looks like we're pretty dry for the rest of the evening. but there's moisture back to the west. a good bit of thunderstorm activity in kentucky, and some of that moving in our direction in the next couple of days. as a matter of fact, there's a risk that some of the thunderstorms tomorrow afternoon could be severe, with strong gusty winds. and hail. the highest risk is just west of the philadelphia area. so chester county and berks county, lehigh valley, poconos, maybe even parts of delaware having the higher risk of that.

the heat wave, though, continues. today is day two. tomorrow is surely to be day three. making it an official heat wave. so far, the high 94, feeling like 100. tomorrow, 97, feeling like about 104. and saturday, 95, with lower humidity, so it only feels like 97. the other thing that could cool us down, some thunderstorms. not so much tonight. certainly not tomorrow morning. the heat is going to be there. it's going to build up to 90-plus by noon. but then in the afternoon, we may start seeing some showers pop up. even some thunderstorms later on during the afternoon. then we dry out again tomorrow night. set us up for some showers on saturday afternoon. they move through. and then we're dry for the rest of the weekend. so from saturday night through sunday, and into monday, we're looking pretty good. tomorrow, different story.

the red marks indicate the first alert for some parts of the area. not in the lehigh valley or berks county. it's merely 90 degrees or so. some afternoon thunderstorms with that. we don't have the first alert at the jersey shore either because of the sea breeze coming in. still a threat of some thunderstorms. it's going to be very hot at the delaware beach because of the southwest wind. in the next few days, saturday is still hot. but lower humidity. sunday, lower humidity and lower temperatures. so sunday is going to be the nicest day of the weekend across the entire area. lehigh valley may not even hit 90 on saturday. but there are the thunderstorms in new jersey. on saturday. and look how much cooler it is on sunday. the shore is likely to be warm on sunday because there's more of a land breeze. but the humidity's going to be down. it's still going to be nicer on sunday than on saturday. and if you're headed to the

lehigh valley tomorrow, that's why we do not have a first alert out there. the jersey shore may not get to 90 either. the rest of us, we're going to swelter for a while. i'll tell you when we get some relief, in a few minutes. a sewer system in crisis. >> there's been mismanagement. >> for years, overflows contaminated creeks flowing into philadelphia. >> they were certainly aware they had problems as early as 1997. >> now your nbc 10 investigators look back to see what went wrong. >> could we have been doing it better? yes. >> fixing the sewer problems is going to be costly for them. homeowners are worried they'll be the ones paying for it. >> they called the nbc 10 investigators, and mitch looks into how the town is managing the sewer system that regulators say is falling apart. >> reporter: down in this woman's basement is a sewer pipe that could cost her thousands of

dollars. >> something was missed. we didn't go to defcon 4 in three months. >> reporter: homeowners may have to pay to reconnect to a reconstructed sewer system and pay to fix any problems in their existing connection. township commissioner ann rappaport told her constituents it could cost them as much as $10,000. >> i don't know what i would do for $10,000. we joke maybe sell a kidney. >> reporter: since at least 2000, state department of environmental protection efforts showed dra coney creek has repeated sewer overflows. in 2006 we found the d.e.p. fined the township more than $27,000 for failing to report approximately 52 sewer overflows between 2000 and 2005. in 2014, the township was hit with a $280,000 fine. and again in 2015, fined $13,500. >> they didn't report it. they got fined more tax dollars. probably tax dollars we could

have used to address the problem. >> clearly the evidence speaks for itself. there are problems that could have and possibly should have been addressed at a much earlier time. >> reporter: russell mcintosh consults governments across pennsylvania on how to manage sewer and wastewater facilities. he points to the township's records as early as 1997, the state issuing a moratorium on new sewer connections. he said it was a warning that something was seriously wrong. >> this has been going on for a really long time. there are a lot of failures. some of the failures, quite honestly, when you read through their report, could and should have been identified years ago. >> reporter: mcintosh said this doesn't mean the township officials intentionally neglected their sewer. they blame the problem on the damage from historic floods in 2010 and 2011. >> there is a problem now and we're working to actively correct it. >> reporter: brian said he's working with state regulators but wouldn't discuss the details. at the end of the day what will this cost the residents of the

township? >> i'm not at liberty to discuss that right now. >> reporter: the longest serving commissioner told us it could be very expensive. >> something in the range of $70 million. >> reporter: cheltonham township had repairs starting in 1998. despite spending millions of dollars, replacing the township's 80-year-old sewer was inevitable. >> what we're going through today is something that i believe we would have had to go through at some point in time. >> reporter: since we started asking questions, the township has delayed those plans that could cost homeowners thousands of dollars. the commissioners say they're considering all options. lor rein said she can't help but imagine the day when the bill comes. >> i don't know. cry probably. >> now, our investigation found other townships had the same

conditions, but didn't have the same sewer overflows. another township said they were saved thousands of dollars in repair costs. mitch blocker, nbc 10 news. >> mitch, thank you very much. we have new information in the meantime on a shooting that injured a 14-year-old girl in germantown. today philadelphia police arrested a 17-year-old boy for shooting that girl inside a home on floyd street yesterday morning. investigators say he was playing with a gun and pointed it at people, when it went off. the girl is in stable condition. now, this is the third accidental shooting that's injured a philadelphia child in the last two weeks. on june 23rd, 4-year-old sammy holmes was killed after shooting herself in the eye. the girl found a gun in a closet at her home. the mother and the mother's boyfriend are now facing charges. the mother told police that her boyfriend had the gun illegally. on june 29th, a 13-year-old

boy was shot and killed. the victim was with two other teens when they found a gun inside an abandoned home. one of them accidently fired that gun, killing the 13-year-old. the other two teens are both facing charges. turning the tables today, the director of the fbi was the one getting grilled. >> we have no basis to conclude she lied to the fbi. >> did she lie to the public? >> that's a question i'm not qualified to answer. >> next at 5:00, how he defended the government's decision not to prosecute hillary clinton. plus, what's in the water? experts say this alligator does not belong in a popular jersey shore lake. so how did it get there, and could there be more?

he insisted there was not enough evidence to charge her with a crime. and stressed that based on the fbi's investigation on clinton's use of her e-mail server, she did not break the law. >> i know a lot of my former friends are out there saying they would prosecute this case. i wonder where they were the last 40 years. nobody would, nobody did. >> republicans are now requesting the fbi now investigate clinton allegedly lying in her benghazi hearing about classified e-mails. former presidential candidate marco rubio skipping the republican national convention. a spokesperson for the republican senator said he had been planning to go to cleveland for the rnc, but now revealed he will be staying to campaign in florida as he runs for reelection in the senate. he also skipped the meeting today with donald trump and senate republicans. that was one of two congressional meetings that donald trump held in d.c. this

morning. his daughter ivanka met with him as he met with house republicans near the capital building. the reactions were mixed. some praised trump for delivering a unifying speech and hitting on key republican values. but others weren't as impressed. pennsylvania u.s. congressman charlie said trump said he has a lot of work to persuade many that he's able to lead this country. how to keep people from jumping the white house fence. that's the goal now for federal officials as they reviewed plans to make the fence about six feet higher. the national capitol planning commission considered this rendering of the fence today. take a look for yourself. the second commission that must sign off on the fence proposal. the plan for taller fence went into motion after several white house security breaches over the last two years. back in may, a pennsylvania man was shot by the secret service as he walked toward the

it will be hotter tomorrow. >> glenn, let's toss it over to you with the excessive heat warning. >> it will be hotter and more humid tomorrow. i don't think the excessive heat warning will continue into the weekend. one more day of this excessive heat and potentially dangerous heat. keep this in mind, 6 years ago today, the high was 103 in philadelphia. right now, it's 92. it is a little bit cooler in some other parts of the area. and parts of delaware, newark, glasgow. it's hotter at the beaches. 95 rehoboth. no relief at the beaches in delaware. not today. the heat wave will continue. today's official high 94. the feels-like temperature reached 100. tomorrow, temperature goes up a little, feels-like temperature goes up to 104. but saturday, the humidity is

down, so the feels-like temperature will not be too much of a factor. we have a first alert out for many parts of the area tomorrow. fairmount, for example, at 97 degrees. not quite as hot in the lehigh valley or berks county. that's why we do the neighborhood weather thing that some places are different than others. and here we can show it to you. here's the jersey shore, 85 degrees for the high. in delaware, it's going to be quite hot. wilmington at 94, dover at 92. we have the first alert out for there. and even for the delaware beaches tomorrow. it's a west wind again. today's showers in new jersey moved out. we do have more in kentucky. that's going to be moving into the area as we go into tomorrow. tomorrow we start off sunny. temperature shoots up. it's in the 90s by noon. here comes some scattered showers. and even some thunderstorms during the afternoon. they die out in the morning. then we get some more showers

coming in on saturday. not in the morning, but in the afternoon, with the heating of the day. at the shore, we're going to be seeing temperatures near 90 degrees. jersey shore, and delaware beaches even hotter. but sunday is some relief for everybody. and in the pocono mountains, we're likely to see some showers and storms on saturday. but not on sunday. sunday is just going to be a spectacular day across the entire area. the ten-day outlook, there's another hot day on saturday. but not quite as humid. sunday is nice and comfortable compared to what we've seen. monday and tuesday, still kind of hot. the humidity gradually coming back. starting the middle of next week, it looks like another heat wave coming with no relief, and storms until friday. we're getting closer and closer to the summer olympics in rio. one athlete to watch, watson.

search for this man. we'll make sure we get it back to you. stay tuned to nbc 10 nor now. a heads-up to new jersey. ferry passengers to cape may lewis ferry operating on a modified schedule. officials say one of the three boats used to shuttle passengers between new jersey and delaware has been taken out of service for engine repairs. we're talking all about water here. talk about an unwelcome visitor. jackie, take a look at this guy. >> that's an alligator right there. it was found in the lake at a new jersey campground. he wasn't the first one found there either. the gator turned up at the maple lake campground. some people out fishing spotted the first alligator in a pond adjacent to the lake. a caretaker pulled the second gator from the same pond on tuesday. officials believe they were likely pets that got too big, so the owner decided to let them go. they say dumping them was

chief meteorologist glenn "hurricane" schwartz is here with your neighborhood weather and how long it's going to be here. >> yeah, it's going to be here at least through tomorrow. if anything, it will be a little bit hotter than it was today. and the excessive heat warning does continue for the urbanized areas from northern delaware all the way up through trenton. it's 92 degrees in philadelphia right now. it's dropped into the upper 80s in many other parts of the area. and it dropped to near 80 degrees in atlantic city. now, it was warmer there a few hours ago, and then the sea breeze kicked in. ocean 67. it's still 90 in mays landing, but it was hotter there, too, a come of hours ago. the showers and storms, morristown, new jersey, that was the exception rather than the rule. most of us did not see any rain during the day today. and that will be a different story tomorrow. 94 for the official high. it felt like 100. tomorrow up near 97. saturday 95. but it won't be quite as humid as it has been.

and so the excessive heat warning may not continue into saturday. i'll be back to talk more about the relief and timing of those storms in a few minutes. right now, we have new information about breaking news we've been following this afternoon in philadelphia's port richmond section. the coast guard searching for someone who disappeared after jumping into the delaware river. witnesses telling nbc 10 the victim is just 16 years old. we're told he jumped into the water. was in the water for about ten minutes, and then went under. we'll continue to follow this breaking news. we'll have more information as soon as we get it. a win for prosecutors in bill cosby's sexual assault case today. the judge said andrea constand does not have to testify before the trial. aundrea cline-thomas is joining us outside the
