traffic plan would put safety at risk. is there enough space on this roadway? >> currently today, no, there's not. >> good evening, i'm jim rosenfield. penn dot will soon decide if using the shoulder is the solution, but we tracked down how it's working in other states and uncovered concerns. >> reporter: crammed into two narrow lanes, a major highway crowded between the schuylkill river and a steep bluff. many interstate 76 represent the very worst of philly commutes. >> right when you're on the curve, it's dead stop, no matter what time of day it is, total nightmare. >> reporter: whitney should know, she's among the roughly 140,000 people driving the expressway every day, nearly double the volume it was built to accommodate. to reduce the near constant

congestion, penn dot is studying speed limit changes, lane assignments, and even squeezing a third travel lane on to the shoulder during rush hours. >> too small, it's way too small. people will drive like maniacs on that road. >> reporter: can you do this safely? >> we believe that we can. >> reporter: penn dot's district executive for engineering acknowledges he's heard concerns. the nbc 10 investigators tracked down safety studies from five other states and even other countries. across the board, the reports find that break-down lane driving does not significantly increase the overall rate of crashes when traffic speeds are also reduced. but the change may impact when and where crashes occur, like on i-66 outside of washington, d.c. that highway saw a 38% increase in crashes at entrance and exit areas during low-light conditions. how do you make merge areas safe? >> that's exactly what we're going through with the studies

right now, studying all the merge points at those interchanges, and quite frankly, we don't have that figured out yet. >> reporter: we uncovered other safety concerns, too. >> went through the onramp thing and still on the shoulder right now. >> reporter: this youtube video captures the confusion of one driver visiting massachusetts and unaccustomed to break down lane driving. >> here comes a guy in the pickup truck. oh, look, shoulder is perfectly acceptable. >> reporter: local emergency crews worry shoulder driving could slow their response to crash scenes. this september facebook post from massachusetts state police captures the fear. an i-95 crash left one car engulfed in flames during nonpeak hours when shoulders should be empty but weren't. "responding troopers were dramatically hindered in their efforts to get to the crash scene due to the misuse of breakdown lanes by the motoring public." a lot is about width. >> that's what it's completely

about. >> reporter: mcclain and his team face design challenges, too, shoulders would have to be expanded in many areas by four or more feet. overhead bridges widened, and roadside signs moved. ultimately, engineers believe the expressway could accommodate 33% more traffic with breakdown lane driving, minimizing a daily frustration for drivers like jim. >> i'm a little skeptical, i guess, but, you know, something should be done. >> reporter: penn dot does not have a timeline for how long those roadway design changes would take or a price tag, but mcclain estimates that making the breakdown lanes usable would be about four times faster and about four times cheaper than a full interstate expansion. if such an expansion were even possible. for the investigators, george spencer, nbc 10 news. to the weather now and a dry summer night in the city. nbc 10 found a couple walking down south street, but we're tracking the potential for

showers, even some storms for tomorrow. meteorologist sheena parveen has your nbc 10 first alert neighborhood weather. sheena? >> yeah, jim, and the heat and humidity go up with it. the morning hours tomorrow mostly dry. temperatures mid to low 70s by 8:00 a.m., but take a look at what's going to happen through the afternoon and evening, showers and thunderstorms enter the picture, so make sure you have your umbrella tomorrow. it's going to be fairly scattered in nature, but as we go into the rest of the week, we also have a heat wave in the forecast today. we hit 88 degrees tomorrow, close to 90 in some spots with humidity possible, and then we'll see even more humidity thursday and friday. that would make a heat wave even going into saturday, so we do also have an excessive heat watch out from new castle county to mercer county for thursday and friday, the 90-degree temperatures with the humidity, also going to feel close to 100 degrees. we'll talk about this and the timing of the storm for tomorrow coming up. >> all right, sheena, we'll check back with you. developing now in philadelphia's overbrook

neighborhood, police tell us someone shot a 15-year-old boy and a 25-year-old woman at an apartment building on north 63rd street. both are in stable condition at penn presbyterian medical center. no arrests yet. a vigil to remember a local teen shot to death on his way home. hundreds turned out to pay tribute to barnes, the boys' parents were joined by local faith-based leaders near the park where barnes was killed last night. the 15 year old was shot in the head as he walked with friends after a basketball game. investigators say the boys were ambushed. police say the shooting stemmed from bad blood over the outcome of a game last week. barnes' mother has a message for her son's killer. >> whoever did it, they know, that's why they had to do this, because they are cowards, punks, bums. >> no one has been arrested. barnes would have started tenth grade in the fall. new at 11:00, authorities in

baton rouge arrested three suspects they say threatened to kill police officers during protests. a fourth suspect is still on the loose. we're going to show you a look at two of the suspects in custody, the third is 17 years old. police say the men stole eight guns and a bb rifle from a pawnshop on saturday, and when police arrested the suspects, they allegedly told officers they were going to use the weapons to shoot police during protests in baton rouge. >> they have been questioned repeatedly over the last several days about our show of force and why we have the tactics that we have. well, this is the reason, because we have credible threats against the lives of law enforcement in the city. >> the arrests come as those protesting last week's police-involved shooting of alton sterling have been met with hundreds of armed and heavily shielded police officers there. closer to home, investigators say a threat made against three philadelphia police districts is not credible. an update to a story we brought you as breaking news last night at 11:00.

police say someone flagged down an officer and warned him of a threat on facebook, but investigators found no evidence that the threat was legitimate. today, president obama once again became the nation's comforter in chief. he shared a stage in dallas with former president george w. bush, and together they grieved five fallen police officers and pleaded for us to listen to one another. nbc 10's keith jones is here with a closer look. keith? >> jim, it was a hopeful message, but one even the president had to admit he's had to give far too many times during his presidency. ♪ his head down before thousands of filled seats and just five empty ones. >> we mourn fewer people today because of your brave actions. >> on stage hand in hand, republicans, democrats, whites, blacks. >> too often we judge other groups by their worst examples while judging ourselves by our best intentions.

>> with an open heart we can worry less about which side has been wronged and worry more about joining sides to do right. >> reporter: the city's mayor says the five fallen officers didn't flinch before they were killed by a sniper during a protest against police-involved shootings. >> they know we have a common disease, this absurd violence on our streets. those that will help us fight it are our men and women in blue. ♪ >> reporter: the interfaith service was a call to action to all americans to come together. president obama says this past week of violence exposed the deepest fault lines of our democracy, but he has hope. >> that so much of the tensions between police departments and minority communities that they serve is because we ask the police to do too much, and we ask too little of ourselves.

>> this is the 11th time president obama has tried to comfort a city after a mass shooting. afterwards, he and the first lady met with families of the slain officers and those who were wounded, as well. jim, back to you. >> thank you. a follow up to a story we brought as breaking news last night. police say the smoke bombs found on top of a center city hotel were part of a photo shoot. going to show you the scene last night as sky force 10 flew over the hyatt. police have charged someone with criminal mischief and trespassing, saying he was on the roof with smoke bombs and chemicals that could have been used to make pipe bombs. a woman was with him at the time, she's not been charged. happening now, you're looking live at interstate 676, where crews are working on those bridges over that highway again. the vine street expressway will be shut down in both directions until 5:00 in the morning. the closures continue 11:00 each

house lucky to get out before it collapsed this morning. this is on germantown avenue. a mother had been renting the home with her sister and three children, and the family saw a large crack starting to form in the walls just last night. hours later, the entire building fell down. fortunately, no one was injured. new at 11:00, a wilmington man is accused of hiding a camera inside the restroom where he worked. luis lopez was charged with invasion of privacy this morning. investigators believe lopez put a small digital camera in the women's room of moe's southwest grill back in march. an employee found the camera and turned it over to police. to decision 2016 now, and the end of a political rivalry. bernie sanders officially endorsed hillary clinton for president during a rally in new hampshire today. >> she will be the democratic nominee for president. skipped the event during an election year. hillary clinton will speak monday, the first day of the convention. the democratic national convention is the following monday, july 25th, here in philly at the wells fargo center. philadelphia's former police commissioner says the national mood is so volatile, he's worried an incident will happen during the political conventions. tonight we're taking a closer look at the security measures the city is taking. nbc 10's brandon hudson reports. >> reporter: we know inside these gates for the dnc, we asked mayor jim kinney if the week of local protests and shooting in dallas will change how philly police handle the situation throughout the city. after jim kenney dished about local restaurants, we caught up with him to talk dnc security. the mayor said despite the killings of five officers in dallas and a number of intense local protests over

police-involved shootings, philadelphia police haven't made any major changes. >> certainly, police are going to be more cautious about their safety and safety of people protesting. >> reporter: helping philly cops make sure things run smoothly will be state police and transit police. fdr park, which is across from the wells fargo center, will be one of the designated areas for protesters. >> what my job is and our job is as a city is to make sure it comes off safely and successfully. >> reporter: the wells fargo center sits quietly now, but that will change in a couple of weeks. police are urging people who live and work nearby to be patient and expect traffic delays. city councilman who represents part of south philly says philadelphians have a big role during this historic event. >> when you see people coming from all over the country, welcome them, let them know where to go. >> reporter: mayor kenney will have a speaking role at the dnc, some sort of welcome address for the crowd, doesn't expect it to last long and won't be in

the first headline here. the heat will really turn up by the end of the week, especially, because it will start to feel like triple digits again. also your seven day at the bottom of the screen so you can see how hot it will be through the entire weekend. tomorrow the rain chances returning into the forecast and another chance through part of your weekend. 8:00 in the morning tomorrow, a lot of you will be waking up to more clouds around. we could even have some showers around the area for the morning commute. i don't think everyone, but i think we will see some. lunchtime, some scattered showers around, maybe a thunderstorm, and through the afternoon, through 5:00 p.m., chance for showers and possibly storms maybe even into the evening tomorrow. and the rain chance isn't just tomorrow, it's going to linger into thursday, too. there's 5:00 p.m. thursday, we could be looking at some thunderstorms trying to move through the area by thursday afternoon, and basically leaving thursday evening, setting us up for a dry friday, but dry and hot, dry with no rain, but more humidity. we're also looking at a heat

wave on the way. sort of in the making. we haven't hit 90 degrees yet, but we do expect a heat wave before the weekend gets here. because of the warm temperatures and because of the increase in humidity, we have an excessive heat watch out. new castle county, mercer county, pennsylvania and new jersey neighborhoods in between, including the philadelphia area for thursday and friday with the humidity, temperatures are going to feel anywhere from 100 to 104 degrees, so again, potentially dangerous heat heading our way. you want to avoid being outside for several hours at a time in the middle of the day and stay hydrated. so here's what it's going to look like. today, for example, we had the lower humidity, high temperature was 88 degrees, and at times maybe it felt a degree hotter than that, but tomorrow 89 degrees, more humidity. could be feeling like the low 90s. then thursday, 93 for a high temperature with humidity feeling like 101, and by friday 94 degrees, feeling like 100 degrees. so it is going to be hot as we end out the week.
