let's get details from meteorologist bill henley with his first alert neighborhood forecast, a close look at conditions across communities across pennsylvania, new jersey and delaware. >> morning, tracy. we saw temperatures soar yesterday. more of the same today. a warm, muggy start this morning. the first alert for the heat hazard for the suburbs, philadelphia, new jersey neighborhoods and northern delaware during the day today and into the early evening hours. it's until 8:00 this evening. the temperatures will reach into the 90s with high humidity. it will again today feel like it's more than 100 degrees. we're getting a warmer start right now, 80 degrees in philadelphia, our skies are clear, no sign of the showers or the fog that we saw yesterday. 74 degrees this morning in the suburbs and the lehigh valley is in the low 70s while it's 79 degrees in delaware. new jersey just shy of 80 degrees. through the 80s, into the 90s this afternoon, lots of sunshine for new jersey, a chance of an afternoon shower in the lehigh valley. those showers will be brief, mostly sunshine today and look at philadelphia, 94 degrees but

it will feel like more than 100 degrees. i'll take you through theç day hour by hour when i'm back in just a few minutes. right now let's see what traffic looks like this friday morning. jessica boyington has your first alert traffic. >> we are watching the vine street expressway, no surprise here. we have ongoing construction that's closing it around 24th street in between the schuylkill expressway and broad street. you can see flashing lights up ahead. right in there, that is police activity blocking off some of the on and off ramps. this typically opens back up around the 5:00 hour. sometimes they run a little bit ahead of schedule. we'll keep you updated for sure when you can get back on the roads there as well. take local vine as your alternate. main street and ford street, watch out for that. there is an accident there. the schuylkill expressway, no problems with the drive time into center city, 13 minutes eastbound from the blue route to the vine street expressway. tracy? >> jessica, thanks. back to that breaking news we're following out of france. a truck attack in nice has killed at least 84 people and

wounded dozens of others. the trucks loaded with weapons and hand grenades barreled down a street, mowing bown bastille day revelers. police shot and killed the truck driver. france is under a state of emergency and will stay on high alert for at least the next three months. nbc 10's matt delucia is live in the digital operations center. >> french president francois hollande says it was a terror attack. president barack obama is condemning the terror in france as well, offering thoughts and prayers to those injured and killed. the video may be troubling to you but it shows what happened. this is the truck driving through nice. the white truck plows into a crowd. families were celebrating bastille day at the time. this happened just as the fireworks show ended. the attack happened a little before 11:00 local time, about

5:00 p.m. our time. the death toll continued to rise injured still in critical condition. the french interior minister said there is a war against terrorists who want to hit us at any cost. >> guarantee, the safety of the people this evening we had the municipal police in nice. if the policemen had not been here this evening, we wouldn't have been able to neutralize this terrorist as quickly as we did. >> here's a live picture from nice. that white truck, investigators around it, looking for other pieces of evidence. you can also see bullet holes there in the windshield of that truck. coming up at 4:30. we talked with people here in philadelphia last night that were celebrating bastille day when the attack happened overseas. we'll share some of what they have to say. for now, live in the digital operations center, matt delucia, nbc 10 news. be sure to monitor the nbc

10 app. we'll send out push alerts as soon as we have new information on this breaking story. 4:05. new from overnight, a 15-year-old boy is in stable condition after he was shot in philadelphia's germantown neighborhood. the teenager was visiting family near the intersection of wister and furly streets. the boy was hit in the arm and the hand. he ran to a nearby restaurant and a delivery person drove him to the hospital. police found 21 bullet casings at the scene. right now they don't have suspects or motives for the shooting. now to decision 2016. a formal announcement of donald trump's running mate will not happen today as originally plan. trump postpone the announcement because of what happened in france. sources close to the candidate tell nbc news that he will choose indiana governor mike pence but trump told a cable news outlet last night he hasn't made a final, final decision. trump's short list also included

former house speaker newt gingrich andç new jersey goverr chris christie. >> i don't like coming in second, ever. but i won't need to go out to the batting cage and hit off the machine. i'll just go back to work. >> if trump wins, christie could still be appointed to a cabinet position. meantime, pence faces a noon deadline to withdraw his name from the ballot for a second term as governor. homeland security secretary jeh johnson will visit cleveland to inspect the security at the convention hall where the rnc will be next week. he will mack a similar visit to philadelphia next week ahead of the dnc. cleveland police are confident they'll be able to keep order at the rnc. the city was given $50,000 for security which it used to buy four bomb suits. the department also has bomb-sniffing dogs, robotic gear and mounted police.

six cars collided and one overt¡ed on the white horse pike just after 9:00 last night at laurel road. now to montgomery county where a a-year-old boy is recovering in the ahospital after a truck crashed through a ference and stopped at the edge of a backyard pool in telford. the boy was a passenger in the truck. he was air almosted to lehigh valley hospital. expected to be okay. no one else was hurt. police are trying to figure out what caused that driver to lose control. now your nbc 10 first alert weather. eight minutes after 4:00. the skies are clear, the temperatures are cooling down. it's not cool at all. here's a live view looking out towards citizens bank park. those temperatures, warm and missiongy this morning. they will be soaring this afternoon. we're in for another hot and humid one. very hot. the humidity will be elevated, probably not to the same level we felt yesterday but it's

jessica boyington is starting on 422. what do you see there, jessica? >> smooth sailing so far. no big problems or delays. the drive times are doing great. 422 around trooper road. eastbound traffic moving along just fine. we have an eight-minute drive time eastbound from 29 to the schuylkill expressway. speeds are up there as well. we're also watching an accident in norristown on main street and ford street. that's been out there for 45 minutes or so. out in gloucester city, this is over in new jersey, of course, watch for construction on 76 headed eastbound between 676 and 295. we'll have one to two lanes lost there until about 6:00 this morning. at least another two hours of lane restrictions. cleaning up right before the beginning of that rush hour as well. also watching the vine street expressway. 676 closed both ways in between broad street and the schuylkill for ongoing construction. tracy? >> jessica, thanks. we have a firsthand look at the damage that force ed septa

a fireworks show. police shot and killed the truck driver. the french president says the terrorist character of the attack cannot be denied. a french defense council is meeting today. they've extended their state of emergency for three months. stay with nbc 10 and the nbc 10 app as we continue to learn new information about the bastille day attack. family and friends will gather for alton sterling's funeral. cell phone video of the shooting sparked outrage across the country. reverend al sharpton is among those expected to speak at today's services. another of the five police officers killed in a sniper ambush in dallas last thursday night will be laid to rest today. funeral services will be held for officer michaelç krol.

services for the fifth officer are schedule for tomorrow. this is what led to the septa slowdown. that red mark is a dye that highlights the cracks discovered on dozens of regional rail cars. the transit agency still doesn't know what caused them. engineers used a flashlight and a pointer to show off the cracks to the suspension system. a third of septa's entire fleet is off the tracks until the problem can be fixed. thousands of riders are left with limited service and fewer seats. while the priority to get the cars back online quickly, septa says safety cannot be compromised. >> we're not going to put a cracked weld or a beam back in the service. we need to understand all the stresses. >> septa says an inspector discovered a problem after first noticing a car leaning on the tracks in the maintenance yard. they hope to have more answers next week when the material from

the broken parts returns from the lab. the pennsylvania health department has a new way to help protect pregnant women from the zika virus. they are handing out 2,500 zika prevention kits around the state. they contain insect repellant for skin and clothes and a tablet to put in standing water outside to ward off mosquitos. the zika virus to those that are healthy is really a very mild disease in most cases. but what we're really concerned is pregnant women. >> the health department also advises pregnant women to wear light colored, loose fitting clothing that covers all exposed skin while outside. so they made a movie about snakes on a plane, right? there's video of a snake in a car. several men, several men, had to work to remove this snake from a woman's car in kingston, luzerne county near wilkes-barre. the reptile was stuck up underneath the car. it was caught on camera as they

much cooler. in fact, 80 degrees right now for atlantic city and holgate. the nearest showers are off to the northwest. they're streaming past the area. you might see a few sprinkles in the pocono mountains this morning. we're watching for a chance of showers during the day. it's in the a big threat, however. sunshine to start the day. that sunshine will start the warming process but as we go into the later morning hours, there's a chance of very light showers moving through the area. that's 10:00 this morning. those showers could be continuing into the afternoon hours, just some scattered showers are possible today. ten-day outlook on 10. it will feel like close to 100 degrees today. there's a chance of showers tomorrow. we will still be hot and humid, 94. just not the elevated level we saw yesterday and we'll see again today. 90s for sunday. by monday, it's a little bit warmer, but then cooling showers and possibly thunderstorms for your tuesday.ç unfortunately, it is going to be

warming up again next week. near 90 wednesday and into the 90s for thursday, friday, saturday and sunday. >> all right, bill, thank you. 20 minutes past 4:00 right now. let's get you to work. it's friday. we made it to the weekend. let's check the vine street expressway, because it usually closes overnight for construction. let's find out if it's re-opened or what those lights are all about. jessica boyington has the answer. jessica? >> thanks with be tracy, we're watching through center city, the vine street expressway. this is around broad street, the beginning of that closure really starts. we do have that police activity there up ahead. we are losing that lane where they actually have it all blocked off. it goes down to one lane off of all traffic being diverted off the broad street exit. this is in between this point and the schuylkill expressway. it will be active until about 5:00 this morning. east and westbound are going to be blocked. you want to take the vine street local to get by. out in folsom, watch for construction, this is in new jersey on route 322. that's closed right now in both directions around route 54.

all new jersey school districts will be required to test their drinking water for lead to make sure kids are safe. the state board of education passed new rules requiring districts that haven't tested for lead recently to do so within a year. all districts have to test their water at least once every six years.

governor chris christie issued these regulations after elevated lead levels were found in the water at several districts. meantime, help is on the way to clean up the water supply in horsham, montgomery county. the state budget includes a $10 million grant. that money will go to infrastructure such as carbon filters to remove carcinogenic chemicals from well water. chemicals used in firefighting foam used at the former willow grove naval air station joint reserve base may have reached into the water supply, causing that contamination. from our jersey shore bureau, atlantic city is delaying the deadline for bids on the site of the former bader field airport. bids for the 143-acre site were supposed to be due yesterday. city council postponed the deadline to august 4th. the press of atlantic city says they failed to advertise a formal notice to sell the property. they hopeç selling the closed airfield will avoid financial
