driver. good morning. i'm pamela osborne. it's the third major terrorist attack in france since january of last year. france's president said extend the nation's state of emergency which has been in place since last november's attacks in paris. the attack happened in the resort town of nice. the truck plowed through crowds lining the promenade to celebrate bastille day. france's version of the fourth of july. the truck traveled about a mile before stopping. here's what we know at this hour. at least 84 people are dead following the truck attack. france's president says some 50 people are between life and death right now. a father and son in texas are among those killed. officials believe the suspect is of tune nishion descent. nbc news correspondent bill neely has the latest from nice. >> reporter: a 20-ton truck, a driver on a killing spree.

there were celebrations on this sea front. terror as he drives towards dozens of people witnesses say he zig-zagged through through the boardwalk for about a mile. thousands scattering running for their lives. >> people holding babies, screaming, shouting. mothers running for cover. it was horrendous. >> reporter: eyewitnesss recall bodies every ten feet. as many as 200 were hit by the truck. dozens died, among them two americans, a father and son from texas. shaun copeland and his 11-year-old boy brodie. the truck was finally stopped by police bullets. windshield riddled, the driver killed. officials say the driver fired shots from a pistol. he's been confirmed as a 31-year-old man everyone nice, a petty criminal known to police but not to french intelligence.

neighborhoods in new jersey and northern delaware at greatest risk. the first alert will expire at 8:00 this evening when the temperatures and humidity will be coming down a bit. high heat and humidity during the day feeling like it's 100. we're well on our way. 87 in philadelphia. 94 is what i'm looking for this afternoon. 90s for delaware. >> special report. just moments ago, dawn timmeney made his vp pick official with this tweet saying "i am pleased to announce that i have chosen governor mike pence as my vice presidential running mate. news conference tomorrow at 11:00 a.m. we had expected him to make this snauns. at this moment. but because of the events unfolding in france, he decided to delay it. as i turn to pierre alexander, in the end not a surprise, mike pence has been sitting in a hotel room in new york since last night. what do you make of the choice? >> it would have been outrageous for him to come new york.

they put him up in a hotel and have him cool his heels and beak say no to him this is the choice trump has been focused on. what's important about pens is he brings, political, legislative experience, has a dozen years in washington. he though not that popular as the governor. indiana right now, approval rating only about 43% is a favorite among social conservatives. what's going to be striking to a lot of people right now are some of the disagreements between these two on issues like free trade. perhaps notably on the muslim ban nap mike pence referred to as offensive and unconstitutional. this is a man who when indiana had its primary endorsed ted cruz though he still had fondness force dawn timmeney. it refocuses the attention on the principals, the candidate, dawn timmeney himself. >> chuck todd is joining us from washington now. there are few really big moments

in the presidential campaign. the choice of vice president is one of them people say it's the first presidential level decision. with that predicate, what do you think of mike pence? does this shore up trump's conservative bona fides? it sends the message that the professional political operatives in trump world wanted to send to the republican party which is that dawn timmeney will play pragmatic politics when necessary. this is a very pragmatic political pick for a nominee that is struggling to have his party united. mike pence is somebody that can campaign with any republican in the country in any district. dawn timmeney is not going to be invited to campaign with every senator up for re-election that's a republican. mike pence is somebody that can. it's a way of showing some leadership. i have to say i am surprised in this respect because the most successful vp picks are those that seem to help animate or reinforce a larger message, a

larger meaning to your campaign. what's amazing about this pick, savannah, is that mike pence represents everything dawn timmeney ran against. right? both as conservative orthodoxy leadership, people that have been there and haven't solved these problems. and yet he went this direction. i'll be curious to see how comfortable he is with pens as his running mate in two months. >> get out your imaginary electoral map that is always swirling in your head. pens hails from indiana. he's not terribly popular right now as the sitting governor of indiana. on the other hand, for the trump campaign, the strategy runs right through the heartland. could he potentially be strong and help shore up those votes in that kind of industrial midwest? >> look, he could have been. the best industrial midwestern governor trump could have picked would have been john kasich. he wasn't available. when you looked at the republican governors that were available in the midwest and the

rust best, pens was about the only one that wasn't either political an enemy of trump, see the governor of iowa or the governor of ohio, or was somebody that wasn't in deep political trouble like the governor of michigan. so i get what xoens help with which is the rust best vote strategy, iowa, ohio, you name it. but the question is going to be is if there are enough votes to swing those states. are there enough working class voters to flip it. >> let me turn to peter. what an extraordinary process this has been. you've been around a few political campaigns. this was a vice presidential search conducted in the wide open dare i say it almost like an aepisode of the apprentice. >> we're so would by sources of dawn timmeney he was at his beverly homes yesterday surprised by all this new as it was taking place. he didn't want the leaks to come out the way they did. >> they did.

now it is official, mike pence, the governor of indiana, long time congressman will be on the ticket. full wrap on nightly. some of you will return to "today." >> breaking news now. skyforce10 is over a partial building collapse in south philadelphia. crews are on the scene along man then street. we're told no one was hurt. stay with the nbc10 for updates on this breaking news. now to breaking news from west philadelphia. we've learned that 12 children were taken to the hospital after a van crashed into an apartment building at 52nd and hazel avenue. police say it was mostly as a precaution to make sure everyone was okay. the van belongs to a daycare center. police tell us its brakes failed. the driver was also taken to the hospital. no word on that person's condition at this hour. a 15-year-old boy is in

stable condition after he was shot in philadelphia's germantown neighborhood. the teenager was visiting family near the intersection of which is ter and furley streets when someone opened fire last night. the boy was hit in the arm and hands. he ran to a nearby restaurant and a delivery person drove him to the hospital from there the. police found 21 but the casings at the scene. right now, they don't have any suspects or motive for the shooting. and police say a motor psych al driver hit a woman pedestrian and another vehicle in the oxford circle section of philadelphia. an nbc10 camera was on the dean at dev row and outer lanes of roosevelt boulevard. officers say they saw is the motorcycle speeding at about 90 miles an hour before the crash. both the ploert cycle driver and the pedestrian victim are in critical but stable condition at a nearby hospital. a water main break is causing some problems for people in manayunk.

philadelphia's african-american museum is on high alert as people investigate a -- police rather investigate the threat of violence during the upcoming democratic national convention. philadelphia homeland security investigators have checked the threat which came in an anonymous letter yesterday morning. law enforcement sources say the letter said a group possibly white supremacists would carry out some sort of attack. this comes just after our nation's top security leader said we need to to ramp up security for the dnc here and the rnc in cleveland. threat has visitors concerned.

>> it's sad and scared. >> very disheartening that this is where we are. >> my biggest concern after all the events that just happened. >> reporter: is the museum will open today as usual. the president and ceo said they will share more information about the threat after the investigation is complete. new video shows us how a group of three men pulled off a jewelry heist inside it the philadelphia mills mall in northeast philadelphia. it happened inside the jc penny store. one suspect distracted an employee while another went behind a display case, broke a lock and snatched several gold chains. a third man acted as a lookout. if you see the men or recognize them, give police a call. and this morning, we have new details from our south jersey bureau about a car crash in camden county. police in stratford now say one person has died in this crash. several other people were hurt and taken to hospitals.

six cars collided and one overturned on a white horse pike near laurel road just after 9:00 last night. police temporarily closed the pike in both directions while they cleared the accident scene. there are new details about the investigation involving philadelphia eagles wide receiver nelson aguilar. reports say he will not be charged with sexual assault following an accusation last month. aguilar was accused of sexual assault after an alleged incident with a dancer at cheerleaders, a popular gentleman's club in outphilly. he was with two teammates. he was the eagles first-round pick last year. several media outlets are reporting that the philadelphia district attorney seth williams will announce a decision today. a 5-year-old boy is recovering in the hospital after a truck crashed through a fence and stopped at the edge of a backyard pool. you see it there.

the boy was a passenger in that truck. he was airlifted to lehigh valley hospital but is expected to be okay. no one else was hurt. police are trying to figure out what caused that driver to lose control. president obama talked about the issues of race and policing during a nationally televised town hall meeting. the president call for local police departments and communities across the country to work together. it the teenaged son of alton sterling, the baton rouge man shot and killed by police, was in the audience. >> i want to -- a generation of young people to grow up thinking, i don't want them to think they have to mistrust the police or alternatively that the police who are doing a good job and out there taking care of their communities that their constantly at risk not just from criminals but also because the community mistrusts them.

>> the president said more needs to be done to help communities deal with those addicted to drugs and people suffering from mental illness. >> now your nbc10 first alert weather. >> heading out the door, another hot one brewing. temperatures are already warm and it is muggy. and they're still climbing both humidity and the heat will be high. humidity maybe not as high as yesterday but it's still pretty steamy outside. some of that steaminess will be around this evening. a warm summer evening but our first alert for heat comes to an end at 8:00. right now 86 in south jersey. philadelphia is 87 degrees along with delaware and the suburbs have made it into the low 80s, as well. one of the cooler spots this morning, lehigh valley into the low 70s. now 84 degrees and climbing. clouds we'll see a few during the afternoon. there's a slight chance of a pop-up shower. but it is really not going to hold back temperatures for long. 89 at society hill. 87 in bustleton right now.

a bit of a westerly flow, a changing from yesterday when we had a southwesterly wind and they tend to bring the temperatures up a bit more and give us more humidity. in spite of the westerly winds, the temperature are already very warm. it looks like the humidity won't be quite as high as yesterday. clouds moving through the area. you can see clouds at the shore. no sign of showers with those clouds. the first showers of the day were in central and south central pennsylvania. we saw a few of those in the allentown area. just a slight chance of seeing any more showers during the afternoon. mainly it looks like it's going to be dry. hour by lawyer forecast keeps it dry as we go into the afternoon and evening hours. by this evening, the temperatures finally start coming down but it is going to stay hot even though it's not going to be excessive heat we saw yesterday and will feel again today. 94 today will feel like it's near 100 degrees this afternoon. tomorrow, still in the 90s for

fans. dario sar risch, a young player the team drafted more than two years ago has finally signed with the organization. sar rich landed in philadelphia thursday afternoon. he was the 12th overall pick in the 2014 draft but the pro a chose to spend the last two years playing for a pro team in turkey. head coach brett brown says the city of philly will-in-law if love with him. comcast sports net's john clark caught up with the 6'10" forward to ask him why he decided to come to philly now. >> you had to pay money to get out of your contract and you could have made more money in the short term by staying over there. why are you coming there. >> because i say after two years after my league career, i would come here and i want to do what is important for me. >> and former villanova guard ryan arcidiacono s has signed a two-year guaranteed contract

crowd celebrating bastille day in nice, france. right now, investigators are trying to uncover new details about this attack and how it was carried out. we have learned more about the suspect. his name is mohamed bouhlel. police believe he lived in the town of nice where this attack happened last night. he drove his truck onto the promenade full of people celebrating bastille day. the truck traveled about a mile before stopping. here's what we know at this hour. at least 84 people are dead following the truck attack. france's president says some 50 people are between life and death. a father and son from texas are among those killed. officials believe the suspect is of tun nishion decent. officials say he was a petty criminal phone to police but not to french intelligence. no terror group has claimed responsibility for the attack but in the meantime, france

7:05. tuck watch that game right here on nbc10. nbc10 first alert meteorologist bill henley is tracking the latest round of intense heat and humidity. bill? >> the temperatures are moving up quickly. 87 degrees in philadelphia. 80s for the lehigh valley, the suburbs and delaware. even at the shore. we're expected to be cooler, not with a westerly wind. that's what we've got blowing today. 88 degrees in ocean city. upper township at 89. also 89 in summers point. look at atlantic city, hole gate and little, egg harbor all at 87. it's going to be a hot one today. and with the high humidity, a first alert is in effect for hazardous heat this afternoon. we're talking philadelphia, the suburbs, new jersey and delaware. until 8:00 this evening. that's when the temperatures will start coming down. the beginning of the phillies game will be hot and very humid. tuck combine the two and it will feel like 100 this afternoon. climbing temperatures, 94

degrees in philadelphia. and not far behind the suburbs and new jersey. look at the lehigh valley. there have been scattered clouds. we saw an isolated shower earlier today. most of the day dry and enough sunshine in the lehigh valley for 91 degrees. look at the weekend forecast. there are some showers in store for parts of our area. that's when i come back in just a few minutes. pam? all right. nbc10's south jersey reportert cindy longing is live in washington township. people aren't shying away from being outside. >> reporter: that's because they have a cool and safe spot to enjoy a very warm summer morning at the whitman square swim club. the lessons some of the kids are getting their lessons here today. they have three pools. we're going to pan over to our left. the swim team are undefeated. they just wrapped up their warmup here a few minutes ago.

pam, the water temperature is 84 degrees. and in the pool, burning calories or getting your day's workout in before noon, in the pool is your best bet. today is aqua zumba day. it was packed. the calorie burn definitely a few degrees cooler for prans compared to instructors beside the pool. they wear lightweight clothes and keep their thermoses close by. some of the kids also got a good warmup for the cameras, as well. the club's management tells me it is a requirement for all members, guests and swim team athletes to come prepared with water bottles as well as sun bloc and hats to protect themselves on days like today. >> we make sure that we have a ice machine here and our snack bar offers water to make sure everybody is staying hydrated and safe. we make sure we keep the water nice and chlorinated so the temperature doesn't get too high. if it does, we tell everybody watch out, pools are still kind of hot today.

owners. police had been treating the club as a crime scene since the shooting. now the owners and the community are asking why somebody would force their way into the building. >> unbelievable what people will do. that's just the bottom line. i don't know ow to respond to it. >> that's not right. what would you want to gain from that? >> police believe someone wanted to take pictures inside the nightclub. 49 people died and dozens were hurt when omar mateen opened fire there last month. new this morning, pennsylvania senator pat toomey is proposing a bill that would would allow local police departments to receive surplus military equipment like armored vehicles and riot gear. president obama banned the sale of military-style gear to local departments last year following the controversial response by police to civil unrest in ferguson, missouri. critics said armored vehicles and assault rifles

height-tensions. senator toomey says obama's order to do this puts police at risk. he says the gear is essential force officers dealing with riots and possible terror attacks. the nbc10 investigators looked into how military style equipment is being used in pennsylvania, new jersey, and delaware in the fall of 2014. you can see their full report on nbc10.com and the nbc10 app. alton sterling, the man shot and killed by a police officer in baton rouge last week, will be laid to rest today. family and friends are gathering for sterling's funeral at southern university in baton rouge. cell phone video of the shooting sparked outrage and protests across the country. the reverend al sharpton is among those slated to speak at services for sterling which are slated to begin in less than an hour and a half from now. baltimore police fatally shot an oorped man they say was firing at officers last night.

police heard shots coming from a building and arrived to find a man shooting an ar-15 style rifle. when he turned the gun on officers, police fired back, killing him. the investigators don't know his motive just yet. the republican national convention rules committee rejected an effort yesterday by supporters of never trump movement. they wanted to allow delegates to vote for the candidate of their choice. the committee blocked the proposal by a voice vote. the republican national convention is just the latest big event in what has been a big year for the host city of cleveland. the town has already seen an nba championship in 2016 and cleveland is hoping to make the most of its moment in the spotlight but as nbc's national correspondent brian mooar shows us, with tens of thousands of

this is "nbc10 news." happening this weekend, more service changes for riders of septa. this time it, affects people who take the trolley. the center the city trolley tunnel will be closed for overhead maintenance work beginning at 10:00 p.m. tonight. it will remain closed till 5:00 a.m. monday morning. passengers should use the market line between the 13th street and 40th street stations to get to and from center city.

it's a busy highway that cuts through center city, but officials are considering changes to the vine street expressway. this afternoon, federal transportation officials and local city officials will unveil new design concepts that would help reconnect the community communities bordering the expressway between 6th and 15th street. and today, philadelphia officials cut the ribbon on a new pop-up park at eakin's only. crews have been getting the only ready and artists have been working on an original mural for it. the oval will feature an outdoor beer garden, lawn games and movie nights, and it will be open through august 21st. new this morning, pennsylvania is raising tuition at its 14 state-run universities. the state's higher education board approved a 2% hike yesterday. that means tuition for full-time pennsylvania residents will cost more than $7200 a year.

officials say it's the smallest percentage tuition increase in a decade. to new developments now today involving the spread of the zika virus in the united states. for the first time, a woman has transmitted the virus to a man through sex. it happened in new york city. health officials have known for some time that men can spread it through sex. the cdc is now updating its recommendations. it says women should use protection if their sex partner has traveled to a zika infected area or has the infection rather whether their partner is a man or a woman. and researchers have found a connection between red meat and the risk of kidney failure. a new study found people who ate the most beef and pork had a 40% higher chance of developing end stage kidney disease compared to those who ate the least. sub stit to youing one serving

enough sunshine now to achieve those 90s today. we are watching more clouds in the west. there's a slight chance of a shower during the day today. a better chance those showers hold off till the weekend. this evening, it will be nice and drive. overnight tonight, the clouds start moving in to delaware and south jersey. during the morning, we could see scattered showers at the shore. saturday morning at 11:00. then they'll be clearing out as the day goes off. enough sunshine to warm well into the 80s on saturday. inland though, 90s today, tomorrow, and sunday. we'll have a chance of some scattered showers but most of the day sunday, it will be dry. by monday afternoon, getting hotter. 93 degrees the high temperature. then showers and storms due in on tuesday. a little bit of a respite from the high heat for tuesday and wednesday. then a warming trend and we're back in the 90s for thursday. and climbing friday, saturday, and sunday.
