right now at 11:00, all eyes on cleveland, ohio for the start of the republican national convention. as donald trump prepares for his moment in the spotlight, opponents are making a last ditch swipe at the billionaire businessman. good morning. thanks for joining us. it is a big week for the presumptive republican nominee. there's heightened security in and around the quicken loans arena, known as the q. that's where the convention will begin just a few hours from now. there's a petition circulating that seeks a roll call vote on the rules package at the rnc which could be a last call by those wishing to derail trump

from accepting the party's nomination. trump's campaign manager insists very few delegates are anti-trump. he also explained in a news conference this morning the aims of the convention. >> the goal of the overall convention will be to present mr. trump not just as the political figure running for office but as the father, as the businessman, as the compassionate human being that he is. >> trump's campaign manager said the convention will also aim to show what he called the failures of the current administration. we are just a few hours away from the start of the republican national convention. nbc 10's tracy davidson shows us what delegates from our area are saying about the gathering so far. >> reporter: the stage is officially set. delegates from across the country and our local delegates will begin filling in the seats behind me within the next hour. very excited about what will happen here. we talked with the head of the gop committee in philadelphia who is upbeat about what will happen here this week and is

also confident about the trump/pence ticket in pennsylvania. >> i think it will help us. i think we will carry 59 of the 67 counties in november of this year. governor pence is going to help us do that, absolutely. >> reporter: all the delegates were welcomed at a party last night including our local delegates. that's where we caught up with bonnie and hank mccann from dover. he's a delegate, she's an alternate. we asked them about security. >> i'm concerned but just be aware. i'm not afraid. the biggest thing is just being aware. >> i'm not worried about safety. not at all. heck, i spent 37 years in the military. this ain't all that. >> reporter: both mccanns were in tampa four years ago but say they are way more excited for this convention. let's talk about tonight's theme. it's called making america safe again, about immigration and security, including benghazi and at the end of the night, trump's wife melania. we will be here to cover it for you all. tracy davidson, nbc 10 news.

-- ohio governor john kasich to suspend the state law that allows people to openly carry guns during the rnc. it's a measure the former philadelphia police commissioner charles ramsey supports. here's what he told "meet the press" moderator chuck todd during a phone interview. >> these are extraordinary circumstances right now and there's no time to have a debate in congress or anywhere else. somebody's got to take action. i think that's the appropriate action in this case. why do you need to walk around with an assault rifle slung over your shoulder or a pistol on your side if you're not a law enforcement officer, in light of what's going on, especially in the zones of either convention? >> ohio governors don't have the power to arbitrarily suspend laws. we will continue our live coverage from cleveland all throughout the rnc this week here on nbc 10 and on the nbc 10 app. look out for our live shows

every night of the convention beginning tonight at 7:00. good morning. it is a real scorcher out there. this is a live look outside at boathouse row. very dangerous temperatures, dangerous humidity and erika martin will join us with a more detailed look at how hot it's actually going to get and further into the week. >> that's right. thank you. conditions right now are muggy as you just mentioned. heat indices are going to pretty much hit the hundreds. seeing lots of 80s out there and considering that dew points are in the 60s and 70s, very uncomfortable day to say the least. you will see your seven-day local forecast. dangerous heat conditions for new jersey, southeastern pennsylvania and northern delaware until 8:00 p.m. the sun sets, conditions will feel a lot better but still very

muggy out there. we aren't going to see a break until wednesday, when temperatures will finally hit the 80s but then it looks like we are tracking another heat wave by the end of this week into this weekend. please take care of the elderly and pets. bring them indoors. current temperature, seeing 90 in allentown, trenton, 88. mt. holly at 89. conditions very hot right now and considering the dewpoints are on the rise very quickly, 60s and 70s, we have to keep in mind you want to stay hydrated throughout the entire day. today's expected highs topping out in the low to mid 90s so across the entire area, nobody's getting a break. not until wednesday. phoenixville, 91. that's your expected high. newtown also seeing low 90s for you. mid 90s for the philadelphia area. so again, throughout the entire day, seeing very warm temperatures topping out in the 90s, dew points oppressive unfortunately. if you follow us on twitter and facebook and download the news app you will get more updates. back to you. >> if you have been outside today you know it's not a place you want to be. philadelphia police are

investigating an apparent double shooting in the kingsessing neighbor. officers found one man shot four times near 55th and chester avenue overnight. they drove him to the hospital. another man later showed up at the hospital on his own saying he had been shot near that same location. investigators think the men may have been shooting at each other. time now for a quick check of the roads with nbc 10 first alert traffic reporter jessica boyington. erika was saying you don't want to be outside today and i'm guessing you might not want to be on the roads if you're on the schuykill. >> you never want to be on the schuykill. the schuykill, we are over that morning rush but now what we are dealing with are lane restrictions heading westbound. we are losing a lane so traffic at a crawl right now. again, this is headed westbound right now. just up ahead, in the middle of all this, there was a vehicle stalled out into the center lane so everyone is trying to merge out of the right-hand lane

because that's where it's blocked off and there's a stalled vehicle up ahead. everyone is trying to get around both those things. big delays and you again to see the delays around passyunk. in egg harbor township, over in new jersey, this has been here for quite some time, we are seeing some improvements here. earlier the whole garden state parkway was blocked off headed southbound around exit 36 because of an overturned vehicle. now it's only the right lane that is being taken out. septa seeing delays, thorndale, norristown dealing with delays, the airport line. investigators continue to search for answers this morning in baton rouge, louisiana, after a gunman opened fire on police officers sunday, killing three of them and wounding three others. police are calling the shootings an ambush. nbc's sara rosario reports.

>> reporter: this morning the community of baton rouge remains on edge as investigators work to learn more about this man who they say targeted officers just before 9:00 sunday morning. >> officer down, shots fired, officer down! >> reporter: the bullets from gavin long's ar-15 style rifle killing three officers, injuring three others. today, we are learning more about who they are. brad garafola, a deputy with the sheriff's office for 24 hours. matthew gerald, a rookie with baton rouge police. montrell jackson, father of a 3 month old with the force for ten years. >> i know montrell has a beautiful family, beautiful family, and a very newborn baby. he just didn't deserve it. none of these officers deserved it. >> reporter: long, a marine sergeant who served in iraq, carried out the ambush on his 29th birthday and was shot dead on scene. overnight, federal agents scoured his kansas city, missouri home looking for anything shedding light on motive. >> the violence, the hatred just has to stop. >> reporter: all this after the

shooting death of alton sterling by baton rouge police less than two weeks ago, followed by the fatal shooting of philando castile in minnesota and the murder of five police officers in dallas. alton sterling's aunt echoing that plea. >> that's what we're calling for. stop this killing. >> reporter: baton rouge's satisfactory sa-- sheriff says this won't stop officers from doing their job. >> we will keep doing what we are sworn to do. >> reporter: a job to protect and serve, leaving officers across the country with a heightened sense of awareness as the community comes together yet again to heal. sarah rosario, nbc news. pennsylvania governor tom wolf will talk about new efforts by the state to fight opioid addiction. the budget includes more than $20 million to expand treatment options. the department of human services will use the money to create 20 new centers where people can go to get help. the governor will visit two

similar centers in harrisburg and allentown today. a pennsylvania lawmaker will take on the catholic church today over child sex abuse committed by priests. representative mark rozzi will join victims and advocates for reform outside the cathedral basilica of ss. peter and paul. an amendment he wanted that would allow past victims to sue their attackers was taken out of the bill. former eagles head coach marion campbell has died. campbell was known as the swamp fox. he was an all pro on the eagles in the 1960 nfl championship team and was defensive coordinator under dick vermeil in super bowl xv, then took over as head coach when vermeil stepped down. he remained as head coach until 1985. marion campbell was 87. we are following breaking

welcome back. it's almost quarter after 11:00 and we are following breaking news. two new jersey transit buses collided in the lincoln tunnel, injuring at least 15 people. the tunnel was closed for a time. it later reopened but delays of up to two hours remained. officials say that none of the injuries was serious. no word yet on what caused that crash. an american college student has been confirmed as one of the victims of ralast week's deadly truck attack in nice, france. nicklas leslie from the university of california berkeley had been studying in nice. the school confirmed his death. also, two more arrests in connection with the attack. that makes seven people who knew the suspect who have been arrested. french authorities also confirmed this morning that 13 people killed in the truck attack still have not been identified.

turkey's state-run news agency says prosecutors are questioning suspected plotters of last week's attempted coup. among those suspects, an ex-air force commander who has been described as the ringleader. the suspects were rushed into a courthouse under tight security. the coup was quashed by local -- loyal government forces and masses of civilians who took to the streets. at least 294 people were killed in clashes when parts of the turkish military attempted to seize power. funerals for the victims have already begun in ankara and istanbul. turkey's justice minister says his government expects the u.s. to extradite the islamic cleric living in the poconos. he accuses fethullah gulen of masterminding the attempted coup. the justice minister says turkey will submit the necessary documentation but hopes the u.s.

will turn over gulen without waiting for that paperwork. gulen denies involvement in the plot. a report from the world anti-doping agency found russia's state-directed cheating program resulted in more than 300 false results. investigator richard mclaren unveiled the report in toronto. he found the cheating program at the sochi olympics involving swapping dirty samples with clean ones. he says russia's cheating also involved the 2013 track world championship and the 2015 swimming world championship. good morning. i'm erika martin. very hot day in the forecast, muggy, dewpoints in the 70s. a dangerous day in the forecast. if you look at the bottom of the screen you will see the seven-day outlook. allentown, 90 degrees. upper 80s for philadelphia along with wilmington.

dover, 88 for you. again, the dewpoints in the 60s and 70s. atlantic city, 88 degrees. that's your current temperature. topping out in the mid 90s for many. otherwise, right now, our first alert dangerous heat advisory, new jersey, southeastern pennsylvania and northern delaware. so keep that in mind until at least 8:00 p.m., once the sun sets conditions will feel a lot better, although the dewpoints will still be in the 70s. so be mindful of the elderly and pets. heat indices in the hundreds which means it will feel like temperatures in the hundreds. philadelphia has noticed a couple breaks in the cloud. otherwise the clouds are already starting to redevelop ahead of a frontal boundary. so more weather stories include rain showers after 2:00 p.m. ahead of that cold front. i do think it's actually going to be a strong one with south westerly and westerlies kicking up quite a bit. rounds of thunder especially likely after 4:00 or 5:00 p.m. and the threat of one or two isolated severe storms. so keep that in mind, especially for your afternoon and evening

commute. here it is, your satellite and radar image as we get this going. you can see the frontal boundary cutting across parts of new york state, pennsylvania also seeing active weather already so this is headed towards the southeast there. we are seeing ground clutter right here but this active weather is headed our way. i do expect some thunderstorms in the next couple ever hours so keep in mind especially for that afternoon and evening commute, i can't stress that enough. hour by hour, starting this at 11:00 a.m., notice the showers kind of moving on in, a few yellows there, some darker green so it looks benign but we get this going, pause it here, the philly metro area. even though we are seeing yellow, i do think we will see stronger storms so something to keep in mind. that's because we do have southwesterly to westerly winds moving across the appalachians. as they slide down, that will pick up some speed, lots of energy so this is why i do think don't be surprised if you see one or two strong storms by about midnight, we start to see a little bit of a break but more

happening now, president obama is about to present the medal of honor to a vietnam war soldier. this is a live look right now at the white house ceremony honoring retired lieutenant kernel charles kettles. the medal of honor is the nation's highest military honor. he is credited with saving the

lives of 40 soldiers and four of his own crew members during a combat operation in 1967. kettles led a platoon of military helicopters to evacuate soldiers who were wounded in an ambush and he helped save soldiers that were pinned down by enemy fire. shifting gears now, this saturday animal shelters across the country will come together to clear the shelters. it's a nationwide pet adoption initiative that looks to connect animals in need with loving new families and one of the shelters taking part in our area is the montgomery county spca. steven conway is joining us with this cute black kitty. how are you? >> good morning. thanks for having us. >> absolutely. you participated in our clear the shelters initiative last year. you are joining again this year. talk to us about why people should come out this saturday. >> people should come out this saturday bus rigecause right no time of year is a busy time for animal shelters. summertime is very busy with breeding season for cats.

we have 20 dogs, about 50 cats, about 15 small animals. montgomery county spca, in our three shelters. so it's a great way to come in, find what they like, take them home. we are waiving adoption fees this year so other fees are still in place. we still do background checks as well. great way for people to km in and get animals and take them home. for a nice free cost. >> you brought two friends with you. the first, tell us who you have. >> i have jaggy. about 14 months old. little bit nervous right now. the black cat has been in the shelter for the past week or so. is looking forward to meeting a new family. >> definitely. and maybe getting out of our studios. i don't think she's a tv cat, huh? all right. we will switch gears and bring a very different animal on to the

the republican convention gets under way in cleveland this afternoon and after sunday's police shooting in louisiana, there's a big focus on security there this morning. nbc news national correspondent tracy potts is live inside the secure zone at the arena where donald trump plans to accept the nomination later this week. >> reporter: good morning. we are actually getting word that he's going to make a cameo here at some point today. we just don't know where or when. of course, that stage is where he plans to accept that nomination later this week.

today inside, they will be talking about security and as you said, it's also a big issue outside, especially after what happened over the weekend. nearly four miles of field fencing surround the convention site. after sunday's shooting in louisiana, cleveland's police union wants john kasich to suspend ohio's open carry law downtown to protect 5,000 officers. kasich says he can't. >> it makes sense. it's common sense. we're not trying to take away anybody's rights. >> reporter: protests have been peaceful. >> we're not going to tolerate violence of any kind. >> reporter: in an interview, donald trump suggested demonstrators leave their guns at home. >> if they don't want to take their guns, i think that's fantastic. but i have great confidence in law enforcement. >> reporter: president obama calling for calm. >> everyone right now focus on words and actions that can unite

this country rather than divide it further. >> reporter: inside, last minute preparations for the 2400 delegates here to nominate trump, ohio delegates have to vote for kasich in the first round. he won the state. but they are backing trump. >> he's got the delegates and i think the republican party is going to come together to support the ticket. >> reporter: this volunteer from alaska tells me he likes mike pence as vice president. >> we are very confident that he has the right foundations and morals to appeal to evangelicals. >> reporter: today's convention theme, make america safe again. that means they are going to be talking about things here today like immigration, that's on the schedule. they are also talking about isis and terror and anti-terror efforts and even benghazi. there's a whole section about that in the program tonight. one of the headliners is melania trump and we are still waiting to hear exactly where and when

he's going to be appearing later today. back to you. one week from today, philadelphia will be in the national spotlight with the start of the democratic national convention. security plans for the upcoming convention are already having an effect on people who live in the area. beginning next sunday, no parking will be allowed along the broad street median for the duration of the convention. that means many south philly residents will have to plan ahead and find a new place to park. >> i have no idea what i'm going to do. it's going to be a really big issue. i will probably get a few parking tickets and everything. if i have to pay to park my car, i have to pay to park my car. i will stay in the house. >> mailboxes in the area will be locked starting next monday and ramp closures along i-95 will also go into effect. we have a list of all the restrictions online and on the nbc 10 app. new this morning, a replica of air force one, of the air

force one fuselage just arrived in philadelphia ahead of next week's democratic national convention. sky force 10 was over it on the schuykill expressway as it was carried by a truck through center city philadelphia. the fuselage will be installed at the pennsylvania convention center as part of political fest, an interactive festival celebrating government and politics. a little bit after 11:30, and it is steamy outside. if you walked out early, early this morning even before the sun was up, you would have felt how hot it was going to be today. another day of dangerous heat and humidity throughout our area. we are tracking a chance also for storms later today. we just saw a live look at citizens bank park where the phillies will take on the miami marlins tonight in a steamy game. nbc 10 first alert meteorologist erika martin is here with the forecast. >> you actually brought up a perfect word, steamy, to say the least. we do have this first alert

dangerous heat condition for today and we are not going to get a break, not until wednesday, unfortunately. where, new jersey, southeastern pennsylvania, north delaware. the national weather service has issued a hazardous advisory as far as heat is concerned. and until 8:00 p.m. so not until the sun sets, unfortunately, but dewpoints will still be really high. it will be muggy through the overnight hours. heat indices feeling like it's over 100 degrees. so our expected high for today, mainly in the mid to upper 90s for many, but as you can see here, it's going to feel much warmer than the actual temperature so along the jersey shore, we are seeing temperatures feeling like 101 degrees even though we are going to top out in the upper 80s. so unfortunately, due to the really high dewpoints, it's going to feel uncomfortable and dangerous, so stay hydrated throughout the entire day. our next weather story for the second half of the day would be right behind me, we see the showers moving on through. that cold front sliding down

very quickly. it's been moving quickly all day long. the winds coming out of the southwest eventually shifting out of the west, so expect some showers and thunderstorms for the evening commute. so the first half of the day, we have to deal with the really high heat indices and now dealing with the threat of some showers and some thunderstorms. not catching a break until wednesday. back to you. >> we look forward to wednesday. thank you. today, investigators in baton rouge, louisiana are trying to figure out if the gunman in a deadly ambush on police officers had any accomplices. police were responding to reports of a man with an assault rifle yesterday morning when authorities say 29-year-old gavin long opened fire on them. officers montrell jackson, matthew gerald, were killed as well as sheriff's deputy brad garafola. three other officers were injured. fellow officers shot and killed long. u.s. attorney general loretta lynch this morning called the baton rouge shootings senseless. speaking at the annual

conference of the national organization of black law enforcement executives, she called for unity. >> -- incidents occur and it seems as if it pulls us back into a period when we're so far apart. >> lynch was joined at the event by her predecessor, eric holder, who also called on the public to demand that lawmakers restrict access to military style assault weapons. some police officers in our area, camden county, specifically, had a chance to rub shoulders with the citizens they protect and serve. members of the gloucester township community got to know the officers at an event titled coffee with a cop. a bakery called my favorite muffin hosted the get-together. >> we have to work together, build bonds, build bridges and take each other's concerns into consideration. >> officers also let people know about community watch programs available to them. we are learning new details this morning about the community

schools initiative in philadelphia. officials made an announcement in center city. nbc 10's pamela osborne joins us with an update on this new program they are starting to roll out. >> reporter: good morning. the city plans on spending $40 million over the next five years to transform 25 existing public schools into community schools. there was a lot of excitement today as mayor kenney announced the first set of schools selected to participate. each chosen school will have a full-time coordinator who will work with parents, students, teachers and neighbors to identify their specific needs to their communities. now, those needs could include job training and expanded medical services, simply put, neighborhood schools will be transformed into neighborhood centers for all. >> i remember growing up, the school was our hub. now, it's a place just where kids go and then they leave.

now it can be so much more. we can have evening programs where parents can come in and do resume writing. we can have maybe family dinners, things like that. we have a cosmetology program. we can have maybe some individuals who are looking for jobs come in and get haircuts. >> reporter: some of these things will be in place for the new school year, at the start of the new school year. about 4500 students from nine different schools ranging from elementary all the way to high school will be among the first to try this out. i'm pamela osborne, nbc 10 news. breaking news just in to nbc 10. philadelphia's district attorney says no charges will be filed against eagles wide receiver nelson agholor. seth williams found there was not enough evidence to charge agholor in connection with an alleged sexual assault at a south philadelphia strip club on june 6th. so far we have not gotten reaction from agholor or the

eagles. another american has been identified among the 84 people killed when a driver plowed his truck through a crowd last week in the french resort city of nice. nbc's bill neely reports. >> reporter: days of grief and dozens of dead were marked in a minute of motionless silence in nice and across france. mourning among others american student nick leslie who was 20, now confirmed dead. >> something interesting about nice. >> reporter: he posted his love of nice on social media before going to the doomed thursday celebrations with friends. in texas, memorials to the two other americans killed. sean copeland and his 11-year-old son brodie. all of them victims of mohammed bouhiel. cctv filmed him practicing

driving his truck two days before the rampage. survivors still in shock. >> the terror of not knowing what was going to happen, the shock. >> it was just hell. it was just something coming towards me. the people were just lying there like rag dolls. >> he was going intentionally at high speed, ramming on the people. >> reporter: people spat their fury at the place where the truck driver died. the anger, shock and grief here won't fade easily. the french police are still questioning six people about the attack. meanwhile, the french government said this morning that so far, the investigation hadn't shown that the attacker had any links to isis which said he was one of their men, or indeed, any links to any terror network. back to you. >> i'm tracking severe thunderstorms headed our way so it looks like we could see a

after one month of feeding the mice cinnamon, those mice deemed as poor learners improved in memory and learning and the good learners were unchanged. a crucial docking port is now headed to the international space station. spacex launched a rocket carrying the docking ring from cape canaveral early this morning. nasa needs the new docking setup before americans can fly there in crew capsules set to debut next year. the rocket is expected to arrive at the space station on wednesday. they are champions in the game of chess and this weekend, two philadelphia young women are heading to st. louis, missouri in their quest to say checkmate. madison and shimaya attend george washington carver school and are participating in the tournament. they are here with their coach, douglas cox, who guided them through a program with philly

thanks for being here. good luck. we will be thinking about you guys the 23rd. erika? a hot day in the forecast. temperatures already in the upper 80s and low 90s. heat indices in just one moment. at the bottom of the screen you will see your seven-day outlook. very muggy conditions. we have our first alert forecast, dangerous heat conditions for new jersey, southeastern pennsylvania, northern delaware. we are talking about really uncomfortable conditions, at least until 8:00 p.m. once the sun sets. after that, we still have dewpoints in the 60s and 70s. so it's going to be muggy and hot. temperatures in the 90s, heat indices in the hundreds. look at this, all around we are seeing feels-like temperatures in the upper 90s. egg harbor feeling like 100 degrees. after this story ends in a couple hours, the next big story would be the threat of some showers, thunderstorms, a couple of severe thunderstorms in the forecast. rain after 2:00 p.m., rounds of thunder and one or two severe

thunderstorms in the forecast. if you follow us on twitter and on facebook, you will be updated often throughout the day. philadelphia, notice these clouds developing very quickly. so important, these are vertical clouds developing so it means we do have the potential for storms to start firing up very soon. i say another two to three hours as the cold front dips down. i will get to that in just a moment. otherwise, right now, satellite and radar image showing everything out to the northwest. in one moment i will show you the hour by hour forecast. notice here we are seeing some thunderstorms, some lightning, already getting tracked here. everything moving towards the area. very hot, muggy conditions. later on we have to deal with severe weather, the likelihood of thunderstorms i'd say widespread but one or two strong storms as i mentioned. here is hour by hour forecast. starting at 11:30 a.m., i do worry that some of these may be a little bit stronger even though you are noticing here, they are not very organized. as this cold front picks up steam down slope, you will notice the winds kicking up out of the west. a couple of really strong wind

gusts ranging between 20, 30 miles per hour. again, look at the bottom of the screen for the neighborhood outlook. by 9:00 p.m., notice a little bit of clearing but we are not done yet. this front will be stationary so a few more showers in the forecast for early tomorrow. so your ten day on 10 is as follows. notice this icon, we are seeing some thunderstorms in the forecast. temperatures in the 90s. by tomorrow, a little cooler, upper 80s, but still very muggy. dewpoints in the 70s. my pick of the week, wednesday, sun and clouds, lots of sunshine, but the good news is, dewpoints will be in the 60s and temperatures in the low to mid 80s. here's the deal. another heat wave in the works by thursday, friday, saturday, sunday, and trending pretty much in the 90s. i do think we will see one or two scattered showers somewhere between saturday and sunday. of course, if you follow us, we will have more updates for you. the big deal is, follow us on facebook, on twitter and you will get more updates. back to you.

on a day like today, penn vet in university city is packed with dogs and cats getting routine checkups. in the mix, blossom, a sweet and soft-tempered chow here for a very different reason. >> do we know whether she's spayed? >> she is intact. >> blossom has a large mammary tumor. the previous owners not only didn't treat it, they did worse. >> somebody saw this dog not getting the care that she needed tied up outside. >> she was rescued, sent to a shelter in lancaster county and is now being fostered by pam wise, who brought her to penn vet. they have a unique program to treat shelter dogs with mammary gland tumors at no cost. so they have a better chance at being adopted. >> many people do go to shelters to adopt dogs but they are looking for younger dogs,

healthier dogs, not looking for old dogs with tumors. >> the doctor began the nonprofit program and sis says the rewards are two-fold. >> the diseases you see in dogs are very similar to diseases you see in people, including cancer. >> dogs like blossom undergo surgery within days of being seen. the tumors are removed, studied and information is shared with oncologists who are treating human breast cancer. dogs with a good prognosis get a real chance at finding that forever home. >> coming up with the money to take care of her like this would have been a real problem. so i'm very thankful. >> through this program and through the funding, i can provide them that second chance at life. >> good luck to blossom. nbc 10 has a mission, clear the
