an unsteady world. donald trump is -- this is his night in cleveland. last night, it was cruz chaos. former republican presidential candidate ted cruz overshadowed last night's event at the rnc. good morning. i'm vai sikahema. this is the fourth and last day of the rnc. this is a live look right now from the convention in cleveland, after a night filled with booing and tension, the party is hoping for a more unified group tonight. seems like they won't be getting that from texas senator ted cruz. it appeared, before his state's delegation in cleveland this morning, he said he has no plans to vote for hillary clinton.

cruz says he'll listen to donald trump's speech tonight, but he will not endorse the party's nominee. >> if we can't make the case to the american people that voting for our party's nominee is consistent with voting your conscience, it's consistent with defending freedom and being faithful to the constitution, then we are not going to win and we don't deserve to win. >> this comes just hours after cruz was booed by conventiongoers. nbc's peter alexander has more on all the action from last night. >> reporter: ahead of donald trump's night, an evening billed as the republican ticket's debut. >> i accept your nomination to run and serve as vice president of the united states of america. >> reporter: trump joining indiana governor mike pence on stage, the new running mates trading the traditional embrace for an air kiss, before trump abruptly walked off. >> we will make america great again. >> reporter: but overshadowing

president, he wouldn't automatically come to the defense of nato allies, as required by the alliance's charter. if russia attacked baltic neighbors, trump said he would decide whether to come to their aid, only after reviewing whether those countries have fulfilled their obligations to us. >> that was nbc's peter alexander reporting. new jersey governor chris christie, meanwhile, spoke to the new jersey delegation during a breakfast in cleveland this morning. he called cruz's speech last night awful and selfish and talked to the delegates about why he thinks hillary clinton is a bad choice for america. nbc 10's tracy davidson is also following all the action in cleveland and she has a look at the protests anticipated today and how one demonstration led to arrests yesterday. >> reporter: more arrests could come today as crowds outside the convention center plan for protests. there's a parade planned. there is an evening rally planned, ahead of donald trump officially accepting his party's nomination. now, a flag burning on the

streets outside the convention center sparked the most turbulent protests yet, yesterday. 17 people were arrested. the cleveland police chief said the person who started burning the flag caught himself and others around him on fire, and that's why he was arrested, not for burning the flag. officers moved in to put out the flames. police say no pepper spray was used, but that an officer did use a fire extinguisher. despite this incident, delaware county sheriff, mary hopper, who is here, told me she is impressed with security. >> they're handling of the protesters, in my opinion, has been as professional as it gets. they're letting them have their say, but not to the point that it's so disruptive that the people coming and going are uncomfortable. >> the security here is incredible. i mean, a mouse could not get into this building. i've been very impressed. there's a bunch of pennsylvania police here. there's police, i believe, from as far afield as california here. >> reporter: of course, philadelphia officials are keeping a close eye on what's happening here in cleveland, as

we prepare for the democratic national convention next week. in cleveland, tracy davidson, nbc 10 news. >> and we'll continue our coverage, our live coverage from cleveland, all throughout the rnc here on nbc 10, of course, and on the nbc 10 app. and watch for our live shows each night of the convention. that's tonight at 7:00 p.m. and the democratic national convention opens monday here in philadelphia, and today the presumptive democratic presidential nominee, hillary clinton, will announce her plans for the day after the convention. clinton plans to hold a rally on independence mall on friday, july 29th. that's one day after she'll formally accept the democratic party's nomination for president. the rally will be open to the public, but her campaign says if you want to attend, you have to sign up first. right now, the convention host committee is showing off seven locations that are participating in politicalfest. this is a live look right now from the pennsylvania convention center. governor ed rendell there. other locations include the national constitution center and the historical society of

pennsylvania. each location will display exhibits about government and the political process. and you may see more congestion on the delaware memorial bridge when the dnc comes to town. that's because truck drivers will be diverted to that bridge and other alternate routes starting saturday, the secret service will ban trucks weighing over five tons from traveling on i-95, between i-76 and 676 in philadelphia. some are worried about the extra costs of taking delaware memorial bridge, because of the toll tolls. well, the heat and humidity are making a comeback. very warm, already, outside, as we take a live look at the ben franklin markway in philadelphia. looks rather muggy out there. nbc 10 first alert meteorologist bill henley is here with our forks. hey, bill. >> hey, vai. it is more humid today, and it's going to be hotter this afternoon, but we got a cooler

start first thing this morning. we were in the 60s and 70s, but with sunshine, that is quickly changing. already 84 degrees in philadelphia. look at the low 80s, for the lehigh valley, the suburbs, delaware, and south jersey. we will warm into the 90s this afternoon, but the very low 90s, and the humidity will be coming down some during the day today, but it is going to be soaring over the next several days. this afternoon, upper 80s and low 90s in philadelphia. bright sunshine for the suburbs. and up to 90 degrees in the lehigh valley for allentown and easton, new jersey. low 90s for hamilton township. looking for relief, you'll find some at the shore, especially ocean city and cape may, and the delaware beaches all in the low 80s, while wilmington is up to 91 degrees this afternoon. we have serious heat on the way. in fact, a first alert has been issued for pennsylvania, new jersey, and delaware, friday through monday. the temperatures soaring. it's going to feel like it's more than 100 degrees. i'll take you through this hour

by hour, day by day, when i come back. vai? >> bill, we'll see you then. for a second day in a row, a technology glitch left passengers flying southwest airlines stranded. and with more than 200 flights canceled by mid-morning nationwide, there was a lot of frustration felt by passengers who were stuck waiting and wondering when they'd fly out. the airline says most systems are back online now. but nbc 10's pamela osborne is live for us at philadelphia international airport, where well over 100 passengers are still waiting to find out what happened next. pam, what can you tell us? >> reporter: vai, you know, they canceled about eight flights that were departing out of philly international today. and the line of customers trying to get reseated on new flights was hours long. >> and so i've been waiting ever since. >> reporter: since 5:30? >> since 5:30. >> reporter: rhonda dewilt was hoping to be in tulsa right now. but she, like so many other southwest passengers flying out

of philly international this morning, was stuck standing in line instead. >> it's a real pain in the neck. >> reporter: jeff says he and his family were blindsided by the sudden cancellation. >> when we got down here, everything was all on time. they said there was -- that the flight was canceled. we're like, what? >> reporter: the airline says the cancellations were a result of an outage in their technology systems. >> where are you going? >> reporter: it's the same issue that forced southwest to cancel 700 flights yesterday. today? >> we just came here, we just saw this massive line, and we waited -- we've been here for probably about three hours now, waiting to find out what's going to happen next. >> reporter: they're headed out west for a family vacation. >> it's frustrating, you know? we're looking to have a couple of nice days out in seattle and then we're going to go on a cruise to alaska >> reporter: they're still hoping to make their cruise, but it's proving to be a challenge with many flights already

overbooked. and the rest -- >> some were just so overpriced, we wouldn't know if we would get reimbursed, you know, with what we're going to do. >> reporter: and the airline has apologized to its customers. they say they are working as hard as they can to make sure their customers and their luggage get to exactly where they need to be. southwest is advising all of its customers, people traveling on their airline, to take a look at their website to make sure everything is running on time. and also to give yourself plenty of time, as they are expecting there to be long lines. reporting live at philly international, i'm pamela osborne, nbc 10 news. >> pamela, thank you. good advice to those traveling via air. now for those who are traveling on the roads, let's check in with nbc 10 first alert traffic report, jessica boyington. jessica, what are you seeing? >> well, vai, we are watching 95 right now. this is right around broad street. no big delays because of this, but an accident scene here. we have a penndot crew on the scene, trying to get this guy

out of the way. but no delays. and watch for some rolling work crews out in that area as well. out in franconia, an accident on long mill road and route road. and one of the other delays we have, our norristown train 211, running about 30-minute delays for septa and all the rest of mass transit, pretty much running on time or close to schedule. the bridges are okay, but we do have construction over the ben franklin, headed westbound, so that's into philadelphia, where there's two right lanes closed, and into new jersey on the walt whitman, we're dealing with one lane closed, the right lane closed there. the schuylkill expressway, for the most part, looks okay. we're dealing with typical volume right now, east and westbound, and into center city, usually more of a drive time here, 19 minutes from the blue route to the vine street expressway. vai? >> jessica, thank you. new controversy of another shooting by an unarmed man by police. just ahead, what a florida man says he was doing when a police officer shot him that's sparking so much outrage. plus, the road to rio is paved with more problems for some russian athletes. could team russia be forced to

a man is in critical condition after a neighborhood fight in west philadelphia leads to gunshots. police tell us a fight broke out between two women near 45th and market around 11:00 last night.

over what, that's not exactly clear. but at one point, investigators tell us someone poured hot grease on another person, then a man comes into the house, points a gun in the face of one of the women, pulls the trigger. now, the gun jams. so he runs out, gets the gun working again, and fires several shots into a back window, hitting a 21-year-old man in the back. that 21-year-old man is in the hospital, listed in critical condition. police tell us the situation could have been much worse. >> there's infants in there, young babies in there, kids under the age of 5, and multiple adults when the shots were fired through these rear windows. so seven shots through there. we're fortunate only one person got struck in this incident. people need to realize, when you fire these guns, there are consequences and there are serious injuries that can occur. >> reporter: philadelphia police are asking anyone with information to come forward. and police are trying to figure out why gunmen shot and killed a 22-year-old man in the city's overbrook section. the victim was driving at wood

crest avenue and north wanmaker street when he was shot just after midnight. he crashed into several parked cars and died at the scene. officers found shells from two different guns at the scene, so they believe there were at least two shooters. and philadelphia police are investigating another deadly shooting in the city's fairhill section. they say a 22-year-old man was shot several times in the head and chest around 1:30 this morning. he died at the hospital. so far, police have made no arrests. and a man is dead after police say he was hit by a car driven by a man who's been arrested for drunk driving. it happened just before 2:00 this morning in philadelphia's nicetown neighborhood. the victim was pronounced dead at the scene, and police say they have a car and the driver. this morning, police are looking for the gunman who shot a 16-year-old boy in north philadelphia. investigators say the teenager was shot twice during a robber. the victim was visiting his girlfriend when someone robbed and shot him at ceci b. moore

avenue and woodstock street. medics took him to st. criticfer's hospital and we're working right now to learn his condition. new video appears to show a police officer shooting an unarmed man. this happened in miami. it shows charles kinsey lying on the ground with his hands in the air before being shot in the leg three times. kinsey is a therapist and was with a patient who has autism. he says he was sitting in the street, trying to calm the patient who ran away from a group home. authorities say officers were responding to a report of a man with a gun, who was threatening suicide. kinsey said the alleged gun was a toy truck that his patient was playing with. no weapon was found. the officer was placed on administrative leave, as is standard procedure. the state attorney is now investigating this case. and happening today, the city of baton rouge, louisiana, will hold a public memorial for the three officers killed in sunday's ambush. federal, state, and local

officials are expected to attend the nondenominational service. officer matthew gerald will be laid to rest tomorrow. the funeral for deputy brad garafola will happen on saturday. and on monday, officer montrell jackson will be laid to rest. we're counting down the days to the rio olympics. we are now just 15 days away from the start of the summer games. and nbc 10, of course, is your home for all of the action. and this morning, an arbitration court upheld a ban on russia's track and field team from competing in the olympics. 68 athletes appealed the ban imposed by the sport's governing body. that ban followed allegations of state-sponsored doping and cover-ups. the ruling could influence whether the entire russian olympic team is banned from the games. and for those of you watching at home, you can expect this to be the most technologically advanced olympics in history, thanks to our parent company, comcast. yesterday, comcast ceo brian

today, as temperatures climb into the low 90s. and we are on the way. that sunshine over center city, if you're heading out, that sunny skies that we've seen all day will really heat things up today. and even more so in the coming days. humidity is higher this morning. it really bumps up this evening. you'll feel the difference this evening, and again tomorrow. already warmer after a cooler morning. 84 degrees in philadelphia, low 80s for coatesville, allentown, and wilmington. these numbers are up, a couple of degrees in philadelphia. 5 degrees warmer in allentown, and mt. holly is also 5 degrees warmer this morning, than it was at the same time yesterday. well, what you're not going to see today is any activity here. this is the radar and the satellite. don't even see a cloud in the area. but showers and thunderstorms, there's a significant line moving through the upper midwest. and this is a long way from us, but late tomorrow afternoon, tomorrow evening, we could see some storms pop up in the area. it's not going to be the

widespread rainfall like you see here, but that is a possibility later tomorrow, as things heat up, and as we get those higher temperatures tomorrow. this is the hour-by-hour futurecast. tomorrow morning, they'll be in central pennsylvania. those storms kind of falling apart, but watch this area, as it heats up in the afternoon. we'll see those showers and thunderstorms redevelop in delaware and into south jersey and southeastern pennsylvania. and we could see some strong storms tomorrow. so we'll be watching that. at the same time, we're keeping track of the heat. and it's really going to be soaring. today, as we head into the 90s this afternoon, the humidity is actually going to be coming down during the day, so it will feel like 90 this afternoon. this is the heat index projection, the temperature, and the humidity together, but watch how it soars for tomorrow. high temperatures will feel like 100 degrees in philadelphia tomorrow afternoon. swedesboro, vorhees, burlington, all up into the century mark tomorrow, and then it gets even steamier and hotter for your saturday. that's 6:00 saturday evening,

parents, a new study suggests you might want to turn down the volume on your tv when you're talking to young children. researchers found background noise can interfere with language development. they divided to hers into a quiet or a loud environment while teaching them several new words. then the children in the noisy background, they were unable to remember the words later, while those in the quiet group had more success. experts say it's unrealistic to keep a completely quiet

people are talking about is ted cruz. >> reporter: exactly. after what he had to say last night, looks like he's not on the trump train yet, so to speak. he made that clear this morning at a breakfast with the texas delegation. he said he won't be voting for hillary clinton, but he doesn't yet seem sold on donald trump. >> they're booing him. >> one final -- >> reporter: republicans booing ted cruz for not endorsing donald trump. >> stand and speak and vote your conscience. >> reporter: the reaction so rowdy, trump walked in early, while cruz was still speaking, and cruz's wife had to be escorted out. >> it made me uncomfortable. it truly did. i don't like it. >> reporter: trump said he saw the speech early and chose not to change it. no big deal, he tweets. newt gingrich went offscript, trying to bring the party back together. >> the only possible candidate this fall is the trump/pence republican ticket.

that the rest of the party seems unified. vai, back to you. >> tracie, thank you. ivanka trump will introduce her father tonight, as he accepts the nomination. nbc's savannah guthrie caught up with her in cleveland for an exclusive interview. they talked about her relationship with her father and what ivanka wants to convey about him tonight. >> i know the man as a parent and i can share how he raised me and my siblings, and the father he was. but also, i can talk about the man he is as a leader and an entrepreneur and a business builder, and a visionary. >> reporter: we also talked about the controversy surrounding melania trump's convention speech earlier in the week and the comparison to michelle obama's speech. >> this is such a personal experience for her. and she shared it in such a graceful and articulate way. so, i am enormously impressed with her ability to do that. and have great respect for it.

if you want to attend, be sure you sign up first. philadelphia's police union says it is shocked and saddened by the initial list of speakers for the dnc. speakers include relatives of victims killed by police. philadelphia lodge five of the fraternal order of police released a letter asking the dnc to also have speak on behalf of police officers who were killed in the line of duty. the move falls the recent killings of eight police officers in dallas and baton rouge. >> just the fairness of, you know, give police officers who paid the ultimate sacrifice an opportunity to have their families speaking as victims and let them know the impact of how they feel, as well. >> a spokesperson for the presumptive democratic nominee sent nbc 10 this statement. "as hillary clinton has said, we need to support heroic police officers who put their lives on the line every day, as well as listen to the voices of mothers who have lost their children." officials with the dnc also said

here. >> people don't foe, but drowning is the second leading cause of accidental deaths among children. and if we break it down into ethnic groups, i have to just say, that african-americans are greater to drown than any other ethnic group. so it's a scary statistic that definitely can change if people do learn how to swim. >> the basic question, why are african-americans more susceptible to drowning than others? >> i think it's a threefold situation. generational, people, they stay away from the water, i can't save you, which we've had some incidents. i think people are naturally just afraid of it, because they don't know it. and also, they're not exposed to it. so this is some of the things that can cause these problems. >> when it comes to water safety, you say there are five important tips to remember. go through each one and tell us why these things are important. >> always swim with a buddy. there's no reason for you to swim by yourself. it's actually fun and it can be enjoyable. don't swim where there isn't a lifeguard. that's very, very, very important. tha they're there to help you.

and don't dive into water where you can't see the body. that's where we have a lot of instances of neck injuries. and parents, put down the ipads, the cell phones. pay attention to your chirp. they're there. they want you to watch them. and last but not least, learn how to swim. this will be the biggest safety factor you can have for yourself. >> two quick questions here. one is, what's the age in which kids can learn to swim. i've seen videos of infant who is learn how to float and it's just amazing. >> we were just talking about that briefly. they've been in water for nine months. they're used to it. so start them as early as possible. there's parent and tot classes. start them very young. they'll love it. trust me. >> and the ipads and the devices are often such a problem, but even if the kids can't swim, you should still keep an eye on them, and not just assume that because they can swim, they're okay in water. >> absolutely. like this, i want to say, this is one of the things that i'm -- unfortunately, this is an apparatus a lot of parents use, they blow it up and put it on their arms. i think it gives people a false

weather clouds. no sign of showers or thunderstorms. definitely heating up today. it's the beginning of a trend that's going to have us into dangerous heat in the coming days. and the levels will really ramp up tomorrow. 94 degrees in allentown, tomorrow. and then into the middle to upper 90s for saturday, sunday, and monday. philadelphia, upper 90s saturday, sunday, and monday. 94 with a chance of a shower or a thunderstorm on friday. dover, well into the 90s right on through the weekend. the exception to the high heat for days will be wildwood. it hits 90 on saturday. that's upper 90s -- upper 80s for sunday and 87 degrees on monday. so some serious heat is on the way. and we're going to see it really ramp up, starting tomorrow. this is the heat index. it will feel like 99 degrees at 3:30 tomorrow afternoon, topping out at 100 tomorrow for the feels-like temperature. but that number goes even higher come saturday, at 6:00 in the evening, 105 degrees is what

it's going to feel like, in wilmington, swedesboro, and vorhees, up to 104 for philadelphia, egg harbor township, and dover. so some serious heat on the way, and that will not be the end of it, on saturday. no, the first alert for dangerous heat for pennsylvania, new jersey, and delaware is in effect friday through monday. for temperatures that will soar, very hot and humid. 100 to 105 is what we'll feel like during the afternoons friday, saturday, sunday, and monday. now, we can get some scattered showers and thunderstorms for later on friday and saturday, but right now, we are completely in the clear. the line of showers that i'm watching is way off to the north and west. so we won't see that today, but late tomorrow and into tomorrow evening, that is a possibility. before those showers move in, tomorrow, the winds really pick up out of the southwest. and that's going to drive in the humidity into the area, leading to that big heat-up for tomorrow.
