5:00 pm
democratic national convention is under way. good evening, everyone, i'm jim rosenfield. we're going to be bringing you complete coverage throughout the region as well. but we have to begin with the weather threat that's bearing down on the area. have you been out there? did you get wet yet? let's get right to first alert chief meteorologist glenn "hurricane" schwartz to bring us up to speed. glenn? >> yeah, jim, some places haven't gotten rain at all, while others have had more than four inches of rain and more is on the way. you can see not everybody's getting rain. but most folks are seeing at least some. the yellows and reds indicating the heavier rain. the heaviest lightning right around dover. as you can see, it's not moving very much. that's part of the problem here. you've got heavy rain that isn't moving much. that's a bad combination, you end up with flood threats. middle town getting out of it, and dover right into it as we zoom down just to the north.
5:01 pm
chestwold, trenton, just getting blasted with some heavy rain. this is drifting, it is not moving, it's drifting toward dover. it's been within 20, 30 miles for the last hour. here we are further to the north, i-78 in berks county, and just to the northeast of reading, some heavy rain. now look at allentown. allentown is getting into it now. the lehigh valley which didn't really have much rain earlier now has it. we've got flood advisories for berks county, from south philly all the way into northern delaware. and also severe thunderstorm warning for that storm near dover. that goes until 5:30 p.m. could get strong wind gusts with that, and some hail. the flood advisory goes until 6:30. there will be some areas that sea ponding on the roads at the very least. again, you don't want to drive
5:02 pm
through flooded roads. the doppler estimates showing where it's rained and what areas are getting heaviest rain. nothing in berks county and mercer county. but these blues indicating over an inch. the purples indicating over two inches of rain. a lot of that falling in delaware. but we're also seeing some pretty heavy rain in berks county as we saw just east of pine grove, south of summit station. up to three inches of rain. and that's just in a couple of hours. more rain coming overnight, and into the weekend. i'll have the timing on that in a few minutes. >> back here live at the wells fargo center for the final day and night of the democratic national convention. here are the headlines we're following right now. anticipation building for hillary clinton to take the stage tonight. the first female candidate from a major party to win the nomination, will address the delegation gathered here tonight and the nation as well. she'll be introduced by her daughter, chelsea. former philadelphia mayor michael nutter is also scheduled to speak tonight.
5:03 pm
katy perry is tonight's musical guest as the convention comes to a close. the area is buzzing, not just here in south philadelphia, people will soon be gathering throughout the area to watch things unfold here in the wells fargo center. and we kick off our coverage tonight with nbc 10's drew smith. >> reporter: on the final day of the democratic national convention, there is still plenty to see around philadelphia. as some last-minute political art has gone up in old city. and in north philly, it appears even graffiti vandals are getting in the spirit. >> this has been such an incredible event. >> reporter: around the city, convention viewing habits vary. >> i've been, like, off and on. >> kind of a political and civics nerd. >> reporter: for the political junkies who can't get in the wells fargo center, there are dozens of watch parties. many bars will turn down the music and turn up the tvs tonight. >> a big buzz all week, actually. we have a license to stay open until 4:00. >> reporter: there are a few spots around the city where
5:04 pm
people will be able to watch outside right here at commerce square. if the rain holds off. expect a lot of people down here to watch clinton's speech. >> the rainstorm, that will add a little more excitement. as i did on monday, i just took off my shoes and slushed through the water. >> reporter: one bernie sanders delegate may be forming his not so happy watch party. he says his dnc credentials were revoked. >> they said they wouldn't give them to me unless i agreed to calm down, sit quietly and not show any dissent. >> reporter: after four days, it's still a city charged with all kinds of political energy. in philadelphia, drew smith, nbc 10 news. >> we've watched history unfold here at the wells fargo center this week, that's for sure. but the most pivotal moment comes in a few hours when hillary clinton accepts her party's nomination for president. we continue our coverage with nbc 10's lauren mayk once again on the floor of this convention. lauren, we've got a front row seat to some more history
5:05 pm
tonight. >> reporter: jim, the first woman to be nominated for president by a major party, no matter what happens in november, that is what makes tonight so very significant. and so different from any convention previously, in the republican or democrat. it's something the delegates are thinking about tonight. >> i think last night was a big night because of the speech by obama. would i think has been the best president. i am so happy to have supported him. but this is what i -- i'm a woman of 64 years old. this to me is everything. that i'm going to see a woman president before i pass away. this is everything to me. so emotional. >> reporter: we are expecting a lot of emotions here tonight. but jim, let me show you what we have noticed when we got into the hall today. there are some changes. let me show you this. turn around a little bit. see in front of the delegates, there is sort of a blue tarp, a
5:06 pm
blue wall. they've placed seats inside there. and then on the delegate seats when they arrive, they found these packets. you can see them on the chairs here. they have instructions telling them not to open them until they're told to. that they are part of a card set. i can tell you a few moments ago they played a video on that screen instructing delegates on what to look for when all of this is going to take place. so jim, we will be watching. >> so it has some sort of message as we understand it, or some sort of pattern to it. we'll see how that plays out later tonight. lauren mayk, thanks so much. bernie sanders spent the day taking his message to the suburbs. he's pushing for unity after his defeat created dissension among the democrats. you saw it this week. deanna durante was there as sanders urged supporters once again to back the woman who was once his rival. >> reporter: his message was not as much pro-hillary as it was against donald trump.
5:07 pm
>> my fear about donald trump is that he is a demagogue who does not believe in the constitution of the united states, who is making the cornerstone of his campaign, not economics, not health, but bigotry and hatred. >> if trump becomes president, it's not because we didn't try to stop him. >> reporter: supporters say despite sanders' plea today, they'll be skipping the convention tonight. >> i'll do my best to not get trump elected. that's my priority. i have until november 2nd to decide who i'm going to vote for. >> what we have seen of corporate america getting rich ceos making tens of millions of dollars a year throwing workers in this country out on the street. >> reporter: in speaking to his base, sanders did not touch on his future in politics, or the change he's making back to an independent. but credited his supporter of making the democratic party stronger. and in that his supporters are
5:08 pm
finding unity. they don't want to hear hillary clinton's acceptance speech but say they will do what they were asked and put their votes behind hillary clinton. in valley forge, deanna durante, nbc 10 news. >> democratic vice presidential candidate tim kaip kaine is mocking donald trump today. kaine said trump was ignorant of basic civics. trump referred to kaine as a terrible governor of new jersey. kaine was governor of virginia, not new jersey. kaine said he's not a trash talker, but he plans to have some fun with trump. >> we have 50 states, and -- [ inaudible ]. >> trump likely confused kaine with foreigner republican new jersey governor tom cane, he led the state from 1982 to '90. as for trump himself right now, he's holding a rally in
5:09 pm
davenport, iowa. there you see the microphone awaiting his remarks there. we'll bring you more on that as we see him at the podium. in the meantime, we have much more from the democratic national convention. local businesses preparing for one final night of partying. a look at how they're getting set and what they hope to see when the sun goes down, ahead at 5:15. for now we toss it back to the studio. >> nbc 10 has been giving you extensive coverage of the dnc all week long on live broadcasts from the wells fargo center, continuing this afternoon and evening. plus, we will also bring you a one-hour special at 7:00 p.m. and be sure to download the free nbc 10 app for instant updates and behind the scenes footage of the democratic national convention. in addition to the action at the dnc, tonight we are keeping our eye on the weather. storms are already rolling across the region. right, glenn? >> yeah, those storms could cause some big problems in parts of the area. you can see the big one right over dover right now.
5:10 pm

we have slow-moving showers and storms moving through much of the area right now. the heaviest storms are near dover, delaware. there's also more along the atlantic city expressway, approaching the jersey shore. more on the track of these storms and what to expect for the weekend in a couple of minutes. thanks, glenn. dozens of children at a day care were among those forced to evacuate a delaware county neighborhood this morning. it was all because of a gas main break. this happened in clifton heights. a paving contractor hit the main on east berkley avenue around 9:00 a.m. residents and about 40 children had to wait while peco crews fixed the line. we have another chance to become the country's next

5:16 pm
>> reporter: the city promised businesses would get a boost this week. much of it depends on location. most delegates are staying in center city. and south philly. and tonight will be their last night spending money in town. in center city, randy gyllenhaal, nbc 10 news. >> and the clock ticking down to another historic night here at the wells fargo center. we continue in the next half hour, as we welcome our political punchout team to tackle tonight's headlines. but for now let's send it back to glenn on the storms that are rolling across our region. glenn? >> yeah, jim, parts of the area continue to get pounded with some heavy rain and thunderstorms. right now, the worst of the storms are in the southern portions of our area. central delaware, out toward extreme south jersey. there's still rain up in pennsylvania and central new jersey, but not nearly as much as what we are seeing elsewhere. we do have this one area in pennsylvania that not only is
5:17 pm
heavy, but it hasn't been moving. so we continue to have problems. rain along i-78, we have not seen much movement. we've seen hamburg in that heavy rain area for quite a while now. and so, again, anytime you get rain like that, that doesn't move, you have the threat of flooding. you can also see where the cluster of lightning bolts touched down near dover. and they're getting the heaviest rain of the day there. and that is in dover, and pleasanton acres, getting heavy rain. although it is drifting a little bit to the south. camden now getting into it, where they weren't just a little while ago. now, the other area that's getting smashed is toward the jersey shore. this is at least on the road to the shore. the atlantic city expressway right here. so the blackhorse pike getting some of the heaviest rain down near mays landing. and galloway, egg harbor, as you
5:18 pm
can see. now, that's not too far away, right from the beaches. so some of that heavy rain will be headed that way. we have radar estimates of rainfall that continues to go up in parts of the area. and in other parts of the area they haven't seen a drop of rain. there's bucks county. totally dry just about. mercer county, totally dry. long beach island, much of the jersey shore, totally dry. but these areas in magenta here, over two inches of rain. some places getting as much as four inches of rain estimated by radar here. we're in delaware. this is south of newark and pensville. and this area has had two, three, up to four inches of rain that's fallen in just a couple of hours. now, as we go by the evening, we're going to continue to see some of these storms. moving gradually west to east.
5:19 pm
tremendous amounts of moisture in the atmosphere here. way more than a typical summer afternoon. even a summer afternoon that has thunderstorms. an exceptional amount of moisture up there. of course, you can't see it, but we can measure it with satellite. it is near record levels. and when you have that kind of combination, you've got potential trouble, because you have a lot of moisture for the flood threat. here comes some more rain later on tonight. and so we could be seeing heavy rain during the night tonight, and even into first thing tomorrow morning. the morning rush, we could have showers and thunderstorms. and everything's so saturated now, that you have the possibility of even some flooding during the morning rush. so you've got to take it easy. tomorrow afternoon is not going to be as active as this afternoon has been. i think we'll get a bit of a lull there. but we do have more that's going to be coming in on saturday. here's the flood advisory, goes from south philly down to northern delaware.
5:20 pm
but just west of the schuylkill expressway pretty much. but this area, flood advisory continues to expand that goes into berks county, i-78 again up toward the lehigh valley, that area really isn't moving much. and we've got this flood advisory that isn't moving very much either that's getting down toward new hanover, and pemberton. so, look at the forecast here. thunderstorms, thunderstorms, thunderstorms. temperatures are in the 70s. the heat wave is pretty much over. we've been getting into the mid-90s today. lehigh valley still a threat tomorrow morning. jersey, jersey shore. and of course, for the weekend we're going to be seeing more showers and storms. saturday and into sunday, the shore, i think the greatest chance of storms is on sunday. >> thanks for that, glenn. papal misstep.

5:30 pm
dover right now. and in the next hour or two, it's moving relatively slowly, until 6:20 to get to north cape may, and 6:30 to cape may itself if it continues on that trajectory. we haven't seen much in the way of storms continuing to move in the same direction. but you can see the heavier rain over dover now. it's starting to taper off at chestwold. it has tapered off considerably in brentford right now. at least it is moving. now, we can't say the same about the rain in berks county. this is hamburg. look at it. it's in it, and that's three hours' worth of moderate to heavy rain. allentown, not seeing much of a change there either. in some parts of this area it's just not moving. that's why we have flood advisories there, from philly down into central delaware. and now all the way toward the
5:31 pm
jersey shore, long beach island in the flood advisory. we still have the severe thunderstorm warning for the dover cell for a little while longer. and you can see on the radar estimates, that it's really concentrated south of philadelphia. in dover, especially south of wilmington, and in south jersey, basically south of the atlantic city expressway, those areas have really gotten pounded as we head through the day. the only exception in southeastern pennsylvania is what we've been showing it in berks county. and up toward lehigh valley. up to three inches of rain in just an hour or two. and some of that heavier rain spreading all the way into the allentown area. there's that heavy rain in delaware and south jersey. more on where all of this has gone coming up in a few minutes. >> glenn, we'll check back with you. back to the wells fargo center where the dnc is getting under way. hillary clinton accepts her

it was reagan-esque. it was morning in america compared to a midnight in a mad max move any cleveland. and that is here. that is not going away. that is the foundation that secretary clinton is going to stand on when she accepts this nomination. >> it was wonderful theater last night, great speeches. but at the end of the day, we still have the same unlikable, untrustworthy candidate in hillary clinton. and she's already sold herself out, and selling the white house out to wall street, by accepting millions and mlgs of dollars of campaign contributions. the american people aren't going to trust her. last night was more fiction as it pertains to her record. i don't think it will make a hill of beans going forward. >> mark, do you think she can do that, and what's on her plate tonight, in terms of what jim is referring to, which is those who do not like her. >> well, jim is, of course,
5:44 pm
distorting her record of achievement. but that's for another time. what she needs to do is two things. she needs to present a choice between herself and donald trump. but also, a choice between two americas. america of inclusion, america of justice, and america of optimism. and i believe that that is what she will do out there tonight. yes, she has some work to do. she's been a fighter and a hard worker her whole career. she's going to do just fine tonight. >> do you feel that the stark sort of when the democrats talk about the tone of the rnc being sort of pessimistic, dark, the president talking about hope, keeping it alive, and continuing his message that he brought to his convention back in '08? >> it's funny that mark mentions justice, and perhaps even the rule of law. she doesn't understand either. doesn't believe any of the rules apply to her.

we're going to hear a lot of that back-and-forth throughout the campaign cycle. what michael bloomberg says onstage doesn't mean much of a difference in the polls going forward. they'll both take their cases to the american people and the best person will win the election. >> guys, thanks for being here, as always. lots to talk about. but for now let's head back to the studio. glenn schwartz tracking the storms. >> some places haven't even seen a drop of rain yet. the radar over the past few hours, still showing some rain in pennsylvania. but not nearly as much as delaware and south jersey. the one exception in pennsylvania, up in parts of berks county and lehigh valley. we continue to see that. remember, i-78 has been the target here. we've been looking at this map for hours now. and the rain continues. hamburg continues to see that rainfall. if you get rain like that, over

and over and over again, hour after hour, it's got to produce some flooding. now, this is an area that has not been hit that much so far today, from vineland out toward the shore. but more of that is coming. the dover storm has already moved to the southeast. so we've finally seen some movement in this particular storm. dover seeing a little bit of improvement as this storm goes over delaware bay. and here we are for the rest of the shore. right along the atlantic city expressway. galloway township. now we have the rain all the way to atlantic city. and it's about to get heavier as the rain is in egg harbor township now. now, the heaviest rains in the brighter colors. the areas of the map color have no rain. much of berks county, nothing. parts of uber montgomery county, not much. but you can see, one little peek up here along i-78, two-plus

inches of rain, and several other areas of delaware and south jersey with two to three inches of rain. and more coming. here we go, overnight tonight, and into the morning, still some areas of heavy thunderstorms. there's another one in that same area, i-78. if they get another storm like that in the middle of the night, there's going to be some pretty significant flooding. now, we're going to see things quiet down during the day tomorrow. once we get past the morning rush, i think. some sunshine comes out. don't think we're going to get into the 90s again. but that's not it for the weekend. here comes saturday. more storms. and some of it on the heavy side. there's i-78 again. enough already. here comes more. this saturday night, some of it on the heavy side. and then we've got more coming in for sunday. look at that. sunday afternoon. with some heavy rain out there.

cities and towns just use the cameras to generate revenue. across the country many have shut their cameras down. a new study from the insurance institute for highway safety said that might be a deadly idea. the study said in the sample cities, fatal accidents went up by 30% in intersections where cameras were removed. cameras in historically dangerous intersections do cut down on serious accidents. in some of those spots rear-end collisions happen more often as drivers jam on their brakes at a yellow light just to avoid a ticket. >> the accidents are less dangerous for motorists compared to the t-bone crashes which is basically a right-angle crash. >> reporter: tim furlong, nbc 10 news. local restaurants are feeling the heat and making changes. a team of reporters is inside of wells fargo center giving you all access to the final night of the dnc. good night to be indoors.
