pennsylvania, new jersey and delaware. >> easton, 66 degrees at 7:00. by 10:00, 75 degrees. clear skies in the suburbs, 62. 67 in philadelphia. and upper 60s in delaware. warming into the 80s this afternoon. the temperatures coming up, the humidity as the day goes on coming down. look at this, mostly sunny skies for philadelphia, suburbs, the clouds will be thinning out in the lehigh valley and delaware. partly to mostly sunny skies, 81 degrees this afternoon. we go through the neighborhoods neighborhood by neighborhood and hour by hour. let's see how traffic is looking on a wednesday morning. jessica boyington standing by. >> good morning, everyone. we are pretty much watching construction at this early hour. this is the vine street expressway. our camera right around 24th street. not a car going by. that's because we have it closed in between broad street and the schuylkill expressway. westbound traffic towards the schuylkill, eastbound traffic towards 95, at least until the 5:00 hour this morning. we probably will have your best

bet be the local vine. i actually saw a car move by. that might have been a construction vehicle. every once in a while they open a ramp or twoç and a car gets through. this is 95 southbound no center city, no problem from woodhaven road to the vine street expressway. still a 13-minute trip. new from overnight, a violent car crash and fire along broad street and this is video you will only see on nbc 10. police say a driver hit several parked cars before his own car burst into flames. matt delucia is live in nicetown. police officers are being credited with saving that driver's life. walk us throe you what happened. >> that's right. philadelphia police say that car was going south here on broad street, was speeding, lost control after hitting the center median, hit two parked cars just on the other side of the road from where i am. the vehicle ended up in the middle of brad street and then burst into flames. take a look at that video once

again. that was right after that car crash. you can see one officer on scene described it as a fireball. this happened just after midnight. one of the officers from the 39th district happened to be driving down broad at the same time. he saw the crash right after it happened. at that point he was just the engine that was on fire. philadelphia police say their officer did what had to be done and rescued that driver. >> he was able to open the door and he began to pull the driver of the vehicle who was completely unconscious. the officer was pulling hem out of the vehicle. as he was pulling him out of the vehicle, the flames were starting to grow. so the officer was able to pull the 47-year-old driver out of the vehicle. >> reporter: this is what the burned out car looked like right after that fire was extinguished. quite a bit of damage there. the driver had to be revived on the scene. now he's at einstein, he's stable with a concussion and injuries to his face. we spoke with the driver -- we

spoke with the officer i should say who rescued the driver of that car. we'll hear from him coming up at 4:30. broad street at wyoming. r(t&hác this was shut down for whiquite while because of that crash. live in nicetown, matt delucia, nbc 10 news. people in one delaware county community are sounding off over proposed cuts to the police and fire department. chester residents packed a public hearing at city hall last night. an independent consulting firm recommended the city cut police and firefighting jobs through attrition to save money to help prepare the city's finances. the residents spoke out against the plan. >> i know the majority of the fire department and the police department. and the ones that i know are very good workers and they care about the citizens. so i'm pleading to you not to cut any jobs from there. >> chester city council has until august 27th to approve the recommended recovery plan or come up with a plan of its own.

delaware's supreme court ruled that state's death penalty unconstitutional. the justices announced they took issue with the fact the law alaw lous a judge to sentence a person to death regardless of what a jury recommends. the u.s. supreme court made a similar ruling earlier this year. delaware isn't the only local state debating its death penalty. pennsylvania governor tom wolf put a moratorium on executions last year. opponents are now challenging that in chort. new jersey abolished the dearth penalty in 2007. the aclu of delaware says the death penalty is an antiquated system. monsignor william lynn is waking up a free man this morning. he was convicted of helping to shield child molesters in the church. he was released from the correctional prison yesterday. the court threw out his

conviction saying the trial judge allowed too many priest abused victims not tied to the so if he's found guilty, how much more time could he face in prison? >> he served about three years so far, my understanding. he could be subjected to at least another six months if he was to be given the maximum sentence. >> lynn was charged with endangering a boy by transferring a suspected predator priest to his parish in the late 1990s. 4:06. this morning, we have new details about exactly how much it cost to fight philadelphia's controversial soda tax. owe po opponents of the tax spent $10.6 million. the money came mostly from the coca-cola company, dr. pepper, snaple group and pepsico. the philadelphia city council passed the measure in june. supporters spent $2.5 million. the soda tax takes effect next

year. most of the money collected from the tax will go to philadelphia schools and rec centers. today more than 100 children will get a free trip to the philadelphia zoo. kids from variety club camp will not only get to check out the animals, they'll get to rock out it a deejay, get their faces painted. every year campers who have autism or downs syndrome grow vegetables. today some will get to feed the hippos the crops they grew. now your nbc 10 first alert weather. >> 4:07. the temperatures are cooling down. cooler than yesterday and more comfortable, too. 67 degrees with clear skies in philadelphia. we'll be seeing lots of sunshine today. a light breeze out of the northeast will become more easterly this afternoon. we'll warm into the 80s later today. the suburbs clear right now. just a few scattered clouds at times during the day. plenty of sunshine, 78 degrees for the suburbs and the lehigh

valley>ç starting off in the lower 60s at 64 degrees. into the middle 70s at lunch time and then upper 70s this afternoon. really nice day and new jersey in for plenty of sunshine, too. 62 degrees, one of the cooler spots. we'll see a quick warmup within . we expect winds coming off the og at 13 miles an hour. it will keep the temperatures lower at the shore. for delaware, 68 degrees, middle 70s at 10:00. upper 70s at noontime and into the very low 80s this afternoon. what you won't see any of are showers or thunderstorms but that changes the closer we get to the weekend. i'll have a look at your neighborhood weekend forecast when i come back in just a few minutes. tracy? >> bill, thanks. 4:08. let's look at your ride to work. let's start on 202.

you might find delays there. we're watching the vine street expressway as well. we're closed in between broad street and the schuylkill expressway. westbound traffic towards the schuylkill or eastbound traffic towards 95, not a lot of driving on the vine right now. take local vine as your alternate. the political fight over the gas tax in new jersey is throwing commuters off schedule. here's why. >> i would say i'm probably late to work at least two days out of the week. >> because the gas tax stall is causing nj transit bus delays. plans to get new buss are on hold because governor christie and legislative leaders can't agree on tax cuts to go along with a 23 cents increase on the gas tax. >> they always break down, the air conditioning issues, maintenance problems. i understand both sides want to take their stand. shutting down the transportation fund was just ridiculous without thinking through all the things that it was going to affect. >> potentially, the delivery of
