5:00 pm
i think we'll pull out a very distinct ceremony. >> reporter: at the athletes village, the national anthem played, the u.s. flag raised, a sight the american athletes to see a lot of at these games. >> this is it. this is what i've trained years for. as it always does, the crowds start cheering usa, usa. >> you get to walk in with the best country in the world with the best athletes in the world. you just get goose bumps. >> reporter: outside tonight's celebrations, tens of thousands of patrol officers, security was stepped up hours before the big event. today the olympic torch paraded past christ the redeemer statue. and rio's city palace, the final stop of the journey is tonight at maracana stadium. as to who will light the flame? it's still a secret. but the city of samba is ready to welcome the world. we're about two and a half hours away from the opening ceremony. and of course, nbc 10 is the
5:01 pm
only place to see it. coverage begins at 7:30 tonight. about 4,800 performers and volunteers will help put on tonight's show. behind me is the olympic park. you see the beautiful tennis stadium that contains 15 hard courts in front of that. i just saw them cleaning those tennis courts getting them ready. much of tonight's opening ceremony is being kept tight-lipped, and under wraps, but we do know that there's some special appearances by dame judy dench and also someone you may be familiar with, keith, brazilian supermodel su zell gunchen, who is apparently portraying the girl from ipanema. >> i don't know why i would be familiar with her, jackie. i sure hope you have a front-row seat to the opening ceremony. >> reporter: i don't know. right. >> jackie, we'll check in with you in just a bit. pretty good tease, though, i'll give you that. today, fbi agents descending
5:02 pm
on at least a half dozen locations in philadelphia. all of these raids were connected to two figures in particular. john dougherty who runs the ibew union and bobby hennon, now a member of city council. the raids targeted dougherty's home and business properties. we have also confirmed the feds raided two buildings in nnl as well. but so far, no charges have been filed. we have team coverage throughout this hour from several of those raided locations. we'll begin with nbc 10's rosemary connors outside dougherty's home. investigators are title-lipped exactly what they're looking for. >> reporter: not a word, keith. john daugherty was not in the area this morning when investigators arrived here with a warrant and began searching the property. dougherty said nothing's changed about his house since the last
5:03 pm
time the fbi raided it ten years ago. >> the government has a job to do. let them do their job, okay? i'm very comfortable with where we're at right now. once we get this ugly scenario by, everything will be fine. i'm comfortable where we're at. that's it. >> reporter: john dougherty waited on the sidewalk with his lawyer, friends and families as investigators raided his home for hours today. by late morning, and early afternoon, the feds left with boxes of bagged evidence and two computers. >> i've been under scrutiny my whole life. i don't understand why. maybe it's because i win so much. >> it's puzzling they're investigating john's home. because nothing in john's home or about john's home has changed in the last ten years since the last time the fbi raided john's home. this seems to be a pattern. >> reporter: this time around there's no word yet on what the fbi is looking for, and ibew representatives say all they know is that there are reports claiming the feds are investigating local 98's finances. the union insists it's audited
5:04 pm
regularly. >> we're at a loss to explain exactly what they think they know or allege. >> reporter: better known and johnny "doc" dougherty is the business manager of the building trades. he's considered plitingly well connected but never been a major politician himself. he made a run for senate in 2008 but lost in the primary. last year, he helped his brother, kevin's campaign for state supreme court justice which he won. he'll serve in that role for the next ten years. on a final note, representatives with local 98 say both john dougherty and the union are fully cooperating with investigators. reporting live in south philadelphia, rosemary connors, nbc 10 news. >> let's go to nbc 10's george spencer. he's live at union headquarters of ibe. george, what are you learning there? >> reporter: keith, this has been a tremendous haul of
5:05 pm
evidence that we've watched from this location today. since this morning, federal investigators have been working inside the red brick building behind me which is the union's higher level leadership offices, and at the union hall, just about half a block down spring garden here. an investigation unfolding very much in the public eye today. around mid-afternoon the boxes of evidence began streaming out, dozens and dozens of them all loaded into the back of this rented penske truck. an impromptu evidence transport for a vast trove of files and several computers. this location just one of several locations investigated with today's simultaneous searches, all connected to the ibew union and its leadership. >> the rationale would be that one place being searched doesn't tip off somebody else. so somebody doesn't pick up the phone and say, guess what, there are eight fbi agents at my front door, wanted to let you know
5:06 pm
that. >> reporter: howard bruce kline is a former federal prosecutor who's worked major cases. as the boxes flowed out of the union hall, we saw labels with descriptions like tax records, payroll records, and invoices. and yet kline said it's hard to know how far along this investigation may be. aside from investigators being able to prove to a judge that these spots may contain evidence of a crime. >> remember, now, you have to have probable cause to believe that a crime has been committed, and that the fruits of that crime are on that location. >> reporter: later this afternoon, that same yellow penske truck made its way to the other end of the block and investigators hauled out more boxes of evidence from this building that houses the personal offers of johnny dougherty. we mentioned that the timeline for this investigation is still deeply secret. but given the huge trove of new evidence that was collected today and still has to be combed
5:07 pm
through, our expert believes it is unlikely that any indictment would be imminent, if such an indictment happens at all. george spencer, nbc 10 news. >> thank you, george. dougherty has led the local 98 chapter of the ibew since 1993. he also took over last year as head of the philadelphia building and construction trades council. this isn't the first time that dougherty's home has been raided. ten years ago the fbi searched it as part of a tax fraud investigation into an electrical contractor. according to documents in the case, the fbi believed that dougherty received more than $300,000 worth of free renovations to his home, and that he filed false income tax returns. dougherty was never charged in that case. state and federal investigators are also looking into this incident caught on surveillance video back in february. a contractor claims dougherty attacked him because he is non-union. daugherty said he acted in
5:08 pm
self-defense. no charges have been filed there. this case highlights dougherty's large influence on politics all across pennsylvania. nbc 10's team coverage continues in our next half hour. our cameras were there as acts removed evidence from the office of city offices of bobby henon. that's coming up at 5:30. in the meantime, take a look at this. a gorgeous view, gorgeous day there in cape may, on the beach. if you're going to the shore this weekend, you may see some rain, though. something to keep in mind. let's check in with sheena parveen. she has your neighborhood forecast. >> it's going to be tomorrow, keith. we have showers and storms just off to our west. now, they're moving in this direction. tonight we're going to be in the clear, though. if you have the friday night

5:10 pm
and we have another heat wave coming up. that's straight ahead. >> looking forward to that, sheena. here are some of the other stories making headlines right now. pennsylvania supreme court has cleared the way for jury selection to begin in the case against state attorney general kathleen cain. today the court refused to throw out charges against her. she's accused of leaking secret grand jury material and they lying about it. her trial begins monday. the last 30 minutes we've learned crews will be testing the elevators at philadelphia's criminal justice center all weekend. they'll decide on sunday whether to open on monday. meanwhile, sheriff's deputy sergeant paul owens is in critical but stable condition. we've learned he underwent surgery last night. doctors say it was successful. beverly smith, a clerk at the cjc, there she is, she was also injured but she is out of the hospital now.
