no charges and a lack of evidence to go further. >> they stuck a knife in our heart. >> reporter: not the outcome reid's family and their supporters had hoped for in the criminal investigation into whether the shooting violated federal law. the u.s. attorney's office announcing today viewing the evidence as whole the government determined the federal charges are not warranted. >> angry, upset. it's just disheartening. who do we turn to when a government that is set in place for checks and balances but yet we see where the deference go to? >> reporter: reid was shot and killed during a confrontation with bridgeton police as the passenger in a car that got pulled over for running a stop sign. police recovered a gun from the glove compartment, but reid was unarmed. the two officers said they feared for their lives that night and without proof they acted with malice or acted improperly. the feds under law cannot bridge charges. >> the issue is the law. the law has to change. >> reporter: denise nakano, nbc

10 news. we'll get rid of the crime. you'll be able to walk down the street without getting shot. right now you walk down the street and you get shot. >> that was donald trump making a pitch to african-american and hispanic voters at a rally in akron, ohio tonight. once again, he asked them what they have to lose by giving him a chance. but will his pitch work? it's a particularly important question here in philadelphia where hillary clinton is counting on strong support from black voters. she needs it to counteract trump's support in other parts of pennsylvania. nbc 10's lauren mayk. >> reporter: for reverend charles kwan it's an easy choice. >> i do believe when the dust clears hillary will be the president. that if donald trump has 1% of the african-american vote that's far more than he deserves.

trusted. this comes hours after the state department announced it's reviewing nearly 15,000 new e-mails. these were recovered as part of the fbi's investigation into clinton's private home server. lawyers for the department say they anticipate releasing these new e-mails in mid october. the department says it doesn't know how many of these e-mails are from clinton's time as secretary of state. get our continuing coverage of clinton's e-mail controversy and see how the trump campaign is doubling its spending as it pushes for pennsylvania. it's all in the decision 2016 section of the nbc 10 app. switching gears, new tonight, a 6-year-old boy is recovering after he was shot while playing in chester this afternoon. the victim's mom says her son and other kids were playing in front of a house on west 9th street when someone started shooting in their direction. the 6-year-old shot in the finger. detectives don't have a motive. and out to the south jersey bureau. a man charged with the murder of

his two girlfriends -- rather with the murder of his girlfriend's 2-year-old son is set to be arraigned tomorrow. police say 24-year-old zachary tricochi punched and kicked the child in his stomach saturday in pennsauken pennsauken. the child's mother says her son vomited and suddenly stopped breathing. zwle has bruising on his chest. >> his chest is moving? >> no. his chest is bruised. like it's turning colors. >> sources tell nbc 10 that two other children inside the home may have also been beaten by that suspect. new at 11:00, delaware county investigators made a disturbing discovery at the home of a man charged with raping a 7-year-old. police say 40-year-old matthew ma maffei sexually assault aid child in middletown delaware. he's also charged with 240 counts of child porn. they found it at his home while

serving a search warrant in the sex assault investigation. >> i was very shocked that it happened on our block, and i guess it just goes to show you that you know these guys can be in any neighborhood. >> matthew's at the delaware county prison and will be extradited to delaware. moving to our delaware bureau the city of wilmington has reached a tentative deal with its police union. it includes a 1% pay increase for fiscal year 2016 as well as an increase in biweekly fixed health insurance payments. the union still has to vote on the terms of the agreement. casinos are a billion-dollar business in pennsylvania but are they paying their fair share? or paying too much? an area casino has been locked in a legal battle with the state since last spring. it's arguing it shouldn't have to pay a $10 million fee to its local host town. and with the battle brewing fear is building in other casino towns that if one casino stops paying they all will.

in bensalem a casino pays as much as $11 million annually to pay for police, fire, and ems services. >> that money we get from the casino is absolutely the most important thing. we could never afford to lose that. >> parks casino hasn't joined the lawsuit and did not return calls for comment. casinos in the area that could also be affected include the sands in bethlehem and harrah's casino in chester. acme is officially selling wine under pennsylvania's new looser liquor laws. nbc 10 was at the granite run acme. the store offering 80 varieties of wine for sale. six more pennsylvania acme stores will start selling wine in the coming days. here's a look at all of the grocery stores in our area that are approved to sell wine. quite a few. earlier this month the state began issuing licenses for pa grocery stores. take a look at this. a great night to catch a flick

outside. nbc 10 movies at bartram village. people enjoyed entertainment on the big screen. it was much cooler tonight. feeling almost fall-like. 71 degrees outside right now. big question is will it feel pleasant when you wake up tomorrow? for that let's turn to meteorologist sheena parveen with the first alert neighborhood forecast. >> some areas may need a jacket. it's only because we're going to be in the 50s. allentown, 62 degrees right now. 63 coatsville. dover 66 degrees. 63 in vineland. mount holly. 64 trenton. 64 atlantic city. 71 right now in philadelphia. so tomorrow morning some of these areas that are in the low 60s currently will be in the 50s. take a look at the forecast. by 7:30 allentown 53. i think that's the type of weather where you might need a light jacket. just comparing to the weather we've had recently it will feel much cooler to you. quakertown 57. by 7:30 in the morning. 66 atlantic city. philadelphia coming in around 60

house pushes back against those criticizing his response to the devastating flooding in that state. the red cross has called it the country's worst natural disaster since hurricane sandy. at least 13 people have died while nearly 3,000 remain in shelters. the white house says president obama was more focused on an effective response than on optics, pointing out that he signed a disaster declaration last sunday offering up federal aid for the state's recovery. we have new video we want to show you tonight of a barn fire in ben salem. look at this view. it's from the helmet camera of one of the firefighters who was just on scene. you can see just how close he gets there to the raging flames before attacking it with the hose. version say several propane tanks explode inside this barn touching off the blaze. two firefighters were injured but are doing okay. tonight the fallout continues for ryan lochte. three of the olympic swimmer's sponsors cut ties with the

12-time olympic medalist today. speedo, ralph lauren and a skin care form sinaron candlea all announced they will no longer sponsor lochte costing him millions of dollars in the process. the news comes after lochte admitted to making up a story that he and three teammates were robbed at gunpoint in rio during the games. switching gears, though many members of team usa are making the trek home today after last night's closing ceremony. they include just over an hour ago philly native and silver medalist nia ali. she's landing at philadelphia international airport. finished second in the 100-meter hurdles in rio last week. nbc 10's brandon hudson caught up with her family tonight just before they welcomed her home. the family off lip medalist nia ali let us in their home as they prepared for a big homecoming. her little sister helping make signs to greet nia at the airport tonight.

>> i'm really proud of her. she did a good job. >> reporter: like millions around the globe reyna ali watched nia win the silver medal in the 100-meter hurdles last week. >> i felt like i know she's going to make it. i know it's going to happen. and it happened. >> i'm just so happy that the outcome that she was able to see the outcome. >> reporter: back from rio, nia's mom, nalita johnson, brought her daughter's silver medal to show nbc 10. >> it has the year olympia, rio. >> reporter: malita told us this past week has been a blur. >> we're leaving the stands and people are like can we have your autograph? i'm wondering has it sunk in? >> reporter: nia made history in her race being a member of the first country to win gold silver, and bronze in a race. mom says her olympic achievement ranks second to her greatest becoming a mom just 15 months ago. >> she really wants to you know let other mebz mothers know that you can still do

anything no matter when, no matter what time. >> reporter: in germantown i'm brandon hudson nbc 10 news. >> now, that is a great message right there. meanwhile, local olympian fresh off winning gold in rio returned to the place where she learned her craft today. cierra runge held a meet and greet at the ymca. she showed off her medal and signed autographs. she says winning gold is great but get back to the future of her sport is the most rewarding thing. >> if i had somebody when i was 4 years old come here with a gold medal i'd be freaking out and it would have been an incredible experience for me. so to be that person for those kids and to have -- kind of be that inspiration for them is something that i'm really proud of. >> an excellent role model there. as for her post-olympic plans, get this. it's back to the pool. she's already focused on training for the 2020 games in tokyo. that's an olympian for you p pfrnlths turning now to our weather, a live look at

boathouse row where it is picture perfect outside. we're enjoying a break in the summer heat to start this week. no more heat no, more humidity, just some cool comfortable weather. the question now is how long will the mild weather stick around. for that let's turn to meteorologist sheena parveen of the first alert forecast. >> for the beginning of this week very nice already. things are shaping up beautifully, especially if we go into tomorrow. 50s for some areas and 60s tomorrow morning. the nice weather is going to be around the first few days of this week. but then if you look at your seven-day at the bottom scrolling it will be getting hotter by the end of the week. enjoy while it's here. it's going to feel a little like fall tomorrow morning for some of you. allentown 53 for the morning low temperature. these numbers will be hitting around sunrise tomorrow. 59 dover 55 vineland. 59 possibly mount holly. 57 in trenton. 56 coatsville. we're not used to the 50s right now. you might need a light jacket in some of those areas. either way it's going to feel

very comfortable. low humidity. and we have relief continuing in the forecast with afternoon highs only in the 80s. and we're going to be staying dry. nice and sunny. take a look at tomorrow's forecast. afternoon highs, picture perfect. 82 fairmont. 81 chestnut hill. langhorn 82 degrees. reading temperature 781 and sunny. very comfortable. in new jersey robinsville, 82 degrees. if you're in longport closer to the shore, upper 70s, and if you're in delaware areas like dover coming in the low 80s. wilmington right near 850 degrees. but it's not going to stick around all week. so enjoy for the first few days the 90s do come back. mostly later in the week. here's a look at our temperature trend. yesterday we hit 89. today 83. tomorrow 82. wednesday we'll hit the mid 80s. and by thursday we are jumping up to around 90 again and we're going to stay hot like that as we even go into friday. the heat is going to come back before the week is over. we're also watching the tropics. we have three systems now

following each other. one right off the coast of africa. the other one just to the east of the lesser antilles. and we have another system which we're not going to worry about that one. it does look to stay away from the u.s. but this is the only one. it's not a named storm just yet. it's east of the lesser antilles. it's the only one at this point that looks like it could impact close to the u.s. now. this is showing what could happen by thursday at this time. a lot of the computer models taking the storm closer to the bahamas. at that time it could encounter some unfavorable atmospheric conditions but other medals aren't agreeing with that. they're actually strengthening it a bit. it's pretty far out. we're going to keep watching the storm for you and see if it's impacting any part of the u.s. coming up we'll teak a look at the sunday forecast. stay tuned. we'll be right back.

tonight in philadelphia. for the city finals of nbc's hit show "american ninja warrior." and as tough as these ninjas are, the course won out tonight. for the first time in ninja warrior history none of the competitors at the city final made it all the way through the course. but that didn't stop mount laurel native chris wolcieski. he turned in the best performance of the night. >> it was was one of the hardest courses i've ever done. that invisible ladder is no joke. i really wanted it. feels so good to come back and kick butt in my hometown city. it really felt amazing. >> jamie ron also known as captain nbc finished fourth and advanced to the vegas finals. i tried to tackle the course myself if you recall when "american ninja warrior" came to town initially. you can watch me on the obstacles by tapping the nbc 10 app. just keep in mind that was oun toughest course in the show's

i'm john clark from csn. good to see the eagles future of franchise quarterback carson wentz throwing off to the side of practice today. not practicing just yet but the birr hope he can play in that final preseason game. here he is throwing. he suffered hairline fractures in his ribs in the first preseason game. they're still sore. basically about carson being able to manage the pain. >> daily activities i'm feeling
