the shooting happened here on baywatch road on july 9th. >> we didn't hear anything. i think it was 4:00 in the morning. >> reporter: police say 19-year-old college student malcolm evans was on his way to work at the fedex. >> we've had the undivided attention and support and love of everybody in the community. >> reporter: malcolm's family has gotten plenty of love. on wednesday they got an arrest. >> they were sitting in the street out front. >> reporter: a neighbor shared her photos with me. detectives showed up and brought backup. >> before you know, the s.w.a.t. team was here. and then you heard a sound that sounded like a cannon. and obviously that was the front door. >> reporter: a few minutes later they walked out with 46-year-old cheryl jennings. police say she killed malcolm. they live a few blocks apart but they didn't know each other. with a felony on her record, she shouldn't even have had a gun. she drove right past her house.

that's right about when he was shot. her family members wouldn't talk on camera with me today. once the county doubled the reward for information, a number of tips led them to jennings. >> we need the information from our community. in this case the community came through. >> reporter: so the police aren't saying what the motive might be. it was not a random shooting or stray bullet or accident. this charge is typically reserved for people police believe actually plan to kill someone. tim furlong, nbc 10 news. tim, thank you so much. let's transition now to your first alert weather. a live look from the beach there in cape may. a lot of umbrellas out there. a lot of people soaking up the sun. not even the jersey shore can escape the heat today, though. >> the camel beach mountain water park was the perfect spot on this hot and humid day. it felt like 100 degrees in many

parts of the region. >> i want to be on that lazy river we just saw there. let's get a look at your neighborhood forecast with chief meteorologist glenn "hurricane" schwartz. the heat's on, glenn. >> yeah. we warned about this. it's not going to be lasting, at least not the extreme heat where the 92 today, felt like 96 in some places over 100. it is going to be hot over the weekend. close to 90 degrees. but it will be feeling like 90 degrees, not like 100. only 86 wednesday, and 87 on thursday. right now, the temperatures are in the low 90s. 92 in trenton, mount holly, philadelphia. 91 in wilmington. it feels like 95 in mount holly. dover, delaware, 101 degrees for the feels-like temperature. feels like even hotter in other parts of northern delaware.

harmony hills, 102. marshallton, 101. there's the 103 in dover. and we have some readings close to 100, or even higher, even at some of the delaware beaches, because of the lack of the sea breeze this afternoon. now, as we go through the night tonight, it's another very warm one obviously. but not quite as warm by morning. the p.a. suburbs now 67. lehigh valley 67. we were in the 70s this morning. so there's proof that the humidity is going to be down a little bit by morning. not a dramatic difference, but at least in that direction. we'll see if it gets even cooler next week in just a few minutes. >> glenn, looking forward to that. to decision 2016. and more attacks on the airwaves. hillary clinton has released a new ad that airs in pennsylvania. it targets donald trump on race. >> trump is also accusing clinton of racial bias, and continued his attacks against the clinton foundation.

here's nbc's edward lawrence with the latest. >> reporter: hillary clinton defended her foundation on morning joe saying there were no favors to donors while she was secretary of state, just because they gave money. >> my work as secretary of state was not influenced by any outside forces. i made policy decisions based on what i thought was right to keep americans safe. >> reporter: she continued the offensive on the republican candidate, saying donald trump's beliefs and policies are bigoted. >> it's deeply disturbing that he is taking hate groups that lived in the dark regions of the internet, making them mainstream. >> reporter: trump dismissed clinton's accusations saying democrats resort to the racist argument when their policies fail. >> it's a tired, disgusting argument. >> reporter: trump supporters say clinton is trying to divert from the issues voters need to hear to make a choice. >> there will be a lot of people who are just now getting educated, just now getting tuned

into it and making some decisions. >> reporter: trump tried to clarify his immigration proposals on cnn, saying it will be more than building a border wall. >> we're going to have all sorts of everify and everything you can think of in terms of immigration. people will not come into our country illegally. we're going to fix that. >> reporter: but he was unclear on what would happen to the 11 million undocumented immigrants already here. edward lawrence, nbc news, washington. joining us now is nbc news senior political director mark murray. mark, thanks for taking the time with us. donald trump not only attacking hillary clinton on race, he's made several arguments trying to win over african-american voters. do you think it will work? >> well, he has a really tough hole to climb out from. our latest poll in pennsylvania had hillary clinton leading donald trump 94% to 1% among african-americans. and so you can end up seeing that this new effort by donald trump to woo african-americans and latinos and speak more

forcefully to them is a way -- there's nowhere to go but up. but there's a different strategy, too, for donald trump, and that is to help himself in the -- with whites, with persuadable swing voters. our own polling also shows not only does hillary clinton have an overwhelming advantage among minorities in pennsylvania, but she's also drumming him in the philadelphia suburbs. by margins that were bigger than how president obama performed against mitt romney in 2012. so donald trump has a lot of work to do, not only to be able to get more support among minority voters, but also to start performing much better in the philly burbs. >> clinton has a new ad that will air here in pennsylvania. is she worried about losing some of the african-american votes? >> reporter: well, again, i think that you're seeing the clinton campaign trying to counter the argument that donald trump's making. in addition, that ad you just mentioned, came her speech

yesterday in reno, nevada, where she was very forceful in arguing that donald trump and his past statements and a lot of his past actions should end up giving a lot of pennsylvanians and everyone pause. so you are seeing them trying everything they can to protect that overwhelming lead among minority voters, and in the suburban areas like the philadelphia suburbs. so, you know, for every action there's a reaction. you're seeing a reaction from the tlnt campaign. >> speaking of which, the trump campaign facing questions about the immigration stance. some say trump is now softening his promise to deport all undocumented immigrants. could that cost him some support in your eyes? >> reporter: you know, so far a lot of the hard line immigration folks have been giving donald trump a little bit of a pass on this issue. but i will say the policy has been very confusing to those of us who have been following it. particularly over the duration of this campaign. as you might remember,

immigration is maybe donald trump's signature issue. he always calls for building a border wall, in the past he argued about a deportation force. but in the last few days he's been a little bit confusing on what he would do with the millions of undocumented immigrants in this country. earlier in the week saying, you know what, if they pay back taxes, if they have lived in this country and been productive, maybe there's a chance for a legal status, he suggested that. the next day, he said, you know, they'll have to be deported. we're still trying to get some clarity on this issue, all of which is very striking given that this was really the issue that catapulted him during the republican primary season. >> thanks for joining us. and for more political coverage from the campaign trail, watch "nbc nightly news" with lester holt. that's only on nbc 10, starting at 6:30. and we have just learned that president obama will be in philadelphia next week. he'll campaign on behalf of hillary clinton, encouraging people to register to vote.

nearly four years after superstorm sandy more funding is on way to people still recovering along the jersey shore. governor christie made the announcement today in thoms river. they lost at least half of the dunes when sandy struck. the storm devastated the ocean front coastline causing catastrophic flooding, and tens of billions of dollars in damage. a new driver's license center in norristown had its grand opening today, promising faster, better service. the new high-tech drivers license center had its grand opening today in norristown. the center promises to focus on customer service through new innovation. state officials say long lines and waits will become a thing of the past. take a look at this. it looks like a normal scene inside a restaurant. but police said there is something very wrong about this video. how a busy mom was targeted at this local restaurant. plus, it is that time already. students heading back to school.

now, a hotter and more humid day with sunshine added in. beautiful sunny picture in philadelphia. but it's pretty hot, 92 degrees. 92 in much of new jersey. near 90 elsewhere. it's not just the heat. remember, it is feeling really hot. 101 in medford. 105 in atco. 97 in millville. these are some really high numbers. piles grove 99 degrees. audubon 99. princeton at 93. robbinsville 98 degrees. now, the humidity is going to be down somewhat over the weekend, but still close to 90. the average high is 84. we're way above that. all through much of next week.

but here's next weekend. labor day weekend. you started early, it's going to be cool. 80 degrees. and then saturday 84. and it goes up in there. you can see your own seven-day forecast right at the bottom of your screen at any time for your area. not just for philadelphia anymore. and tomorrow, we're going to be seeing the feels-like temperatures very close to the actual temperature, unlike today. 90 at packer park, feeling like 91. newtown square actually feeling like 88. the humidity significantly lower tomorrow. except for places like cape may. 84, feeling like 91. rehoboth beach feeling like 88. still, fairly humid at the shore. but not as hot or humid as today. so at the jersey shore, it's 84 tomorrow. 81 on sunday. a bit of a sea breeze. really beautiful weekend.

we expect mostly sunny skies just about everywhere as we go through the weekend. it doesn't get much better than that. now, as far as the tropics are concerned, pretty active overall. but this was the one system that was the most threatening. it's still not organized. and as it gets closer and closer to south florida, it becomes less and less of a threat. trying to find the circulation, we actually found a little low yesterday. so it's actually less organized than yesterday. but it still has a chance, because it's moving into very warm water. the wind conditions higher up in the atmosphere are going to become more favorable. and so the remnants of this as it goes potentially in through the florida straits, then could go into the gulf of mexico, and that's when it has the chance to strengthen as we go into next week. the models curve it up toward the florida panhandle. so it may not be something that we're totally done with.

now, in the poconos, we showed you the jersey shore over the weekend. here's the poconos. that's nice. 59 for a low saturday morning, 62 sunday morning. nothing but sunshine both days. and at the jersey shore, beyond the weekend, it's going to be nice. we don't expect any kind of significant rain. on wednesday we have just a chance of some showers, as a cold front comes through. and that's about it for rain chances. glenn, thanks a lot. hot and dry. that's perfect weather for a trip to the beach, of course, right? >> ted greenberg joins us live in ocean city. ted, a lot of people going to the beach to escape the heat. but beachgoers still need to watch the weather. >> reporter: they really do. but right now, denise and keith, not a lot of relief from the heat. even right here on the sand. that's because we have a land breeze blowing in. so that hot air from the mainland is coming in instead of that nice refreshing sea breeze that we like when the wind comes

off the ocean. as a result of the land breeze, if you've ever been on the beach when that happens, we have a lot of those little nasty black flies biting us every few seconds. look at how many people are still out here on the beach this evening. we've been seeing a few folks leaving probably to get ready for dinnertime. but these people are still savoring the evening here. it is a beautiful evening. even though it is hot. relief can be found in the ocean. lifeguards tell me one thing they've definitely seen a lot of this summer is people suffering from heat exhaustion. and other ailments from folks spending just too much time on the beach without taking the proper measures to stay hydrated and out of the sun. they say as we deal with another round of hot weather, it's crucial to take care of yourself. >> obviously any medical conditions on a hot day, we recommend that you stay in a cool shaded place. we always say if you start to feel that you're really tired, sluggish, maybe feeling dizzy, that's the time for you to get out of the sun, get in an air

conditioned spot. or let somebody know you're not feeling well so they can monitor you. >> reporter: and remember, we're also looking at a growing threat of rip currents in the days ahead. it's at a time when fewer lifeguards are on duty at the end of the summer season. they are urging you to only swim in protected areas. and definitely, not go in the ocean at night. live in ocean city, i'm ted greenberg, nbc 10 news. >> great advice, ted. thank you. same goes for our delaware bureau, almost time for the annual coastal cleanup. volunteers are needed for the september 17th event. that's 53 sites around the state. and you can now preregister until september 5th. last year during the coastal cleanup, volunteers bagged 7.6 tons of trash. 20,000 cigarette butts. more than 5,000 food wrappers. and 7,500 bottles and cans. the olympics are over, but you can still celebrate our local athletes. see how you can welcome them home this weekend.

it looks like a normal scene. inside a restaurant. police say there's something very wrong about the video. >> look closely at the people in the middle of your screen. police say they are pickpockets targeting an unsuspecting mom with her kids. >> deanna durante spoke with the victim from the video and joins us now in bensalem. >> reporter: yeah, this bucks county mom said she had no idea while she was sitting at a table in a fast-food restaurant with her children, that right behind her someone had his hand in her purse, stealing her cash, credit cards and identification. ruth was sitting right there. her purse just hanging on the chair. she had no idea what was happening. >> i never saw him. at all. >> reporter: it wasn't until she saw this video she was able to see just how close this man and this woman were to her kids. or how easy it was for them to snatch her wallet. before they went back to eating their lunch. >> it's a violation personally

of somebody there with their kids. i was vulnerable. >> reporter: it was wednesday at this chick-fil-a near route one, where they were having lunch. the couple came in, scanned the room, looking for targets. then they swing a jacket over his chair, and part of ruth's so she can't see what he did. >> people also need to be careful in any type of restaurant, especially, you know, ladies, not to leave your pocketbooks slung on the back of a chair. >> reporter: a lesson ruth knows now. they left the restaurant and moved across the street to target. that's where police say they got these images of the woman. and she ran up a $1,600 bill buying gift cards. police and ruth want these people caught, and they want you to learn from what happened to her. >> it's scary. he was physically very close to me and i didn't even notice. i wasn't aware. >> reporter: police tell me that they are going over other pieces of surveillance video hoping to find a clear picture of the silver sedan that the couple took off in. also, they hit other stores in the philadelphia area. but at that point the credit

hotter. feels like 97 in atlantic city right now. 101 in dover. dover feels-like temperature got up to 105 during the day today. right now we've seen temperatures at the shore, look at those numbers. ted greenberg was telling you how hot it was, and the flies get in there, too. gets kind of miserable. 95 in ventnor. 91 in ocean city. 90 in avalon. 91 in stone harbor. 70-degree ocean temperature. so the ocean starts getting colder as well. things will change over the weekend, though. we've got a lot of sunshine out there now. here's clouds in indiana. no threat of any kind of rain over the weekend. it's going to be clear during the night tonight. the temperature, though, getting down into the 60s in the p.a. suburbs and lehigh valley. that's an indication that the humidity will be down. that's a sign of things to come.

we'll see what happens through next week coming up in just a few minutes. nbc 10 is your official eagles station. and tonight we are live from indianapolis as the birds get ready for their third preseason game. >> csn's john clark joins us now. for the fans this is the last time to really get a look at the players before the season starts. >> reporter: yeah, the starters won't play in the preseason final against the jets. so this is what everybody calls the dress rehearsal. this is really where you start to get your starters into a groove. you actually start to game plan for this game. so you're not going to see carson wentz again or jordan matthews. but the third unit can hopefully get a touchdown without getting a turnover. the birds arriving here in indy. a couple of notes, the left guard isaac, he is out with an injury. so stefon wisniewski gets his chance to start at left guard.

and he told me he thinks he can do the job. even though head coach doug pederson said isaac won't lose that job. sam bradford wants a lot of consistency. >> i think it's really important for us to go out there, establish a rhythm, you know, get into one early, maintain it. just work on what we want to do this weekend. i would just like to see our offense be efficient in game thee. you know, last week i felt like we had some penalties and things that set us back. i can do a better job trying not to take a sack. that really kind of killed that drive. but really just being more efficient. keeping ourselves ahead of the change and being better on third down. >> reporter: we're going to see a couple of debuts, the new linebacker stephen tulloch is expected to play tomorrow night.

i'm hillary clinton, and i approve this message. michael hayden: if he governs consistent with some of the things he said as a candidate, i would be very frightened. gillian turner: he's been talking about the option of using a nuclear weapon against our western european allies. max boot: this is not somebody who should be handed the nuclear codes. charles krauthammer: you have to ask yourself, do i want a person of that temperament controlling the nuclear codes? and as of now, i'd have to say no. [bill o'reilly sighs] it has been a day of strange smells and cleaning up along one street in philadelphia's kensington section. that's g street between erie and vanango closed now because of a chemical leak in a warehouse there. the people nearby were told to stay in their homes when an odor was noticed last night. the order has since been lifted.

but the smell may still be there. although the situation is no longer dangerous, officials say it may take several days to secure that leak. okay. fracking and your health. a new study looks at the effects on pennsylvania residents living near active natural gas wells operated by the fracking industry. it suggests pennsylvania residents with the highest exposure to those wells are twice as likely to suffer from migraines, chronic nasal and sinus symptoms and severe fatigue. researchers believe air pollution, odors, noise and bright lights produced by the drilling are likely responsible. amtrak is getting a loan from the federal government to buy new trains, upgrade tracks, and improve platforms. about an hour ago, vice president joe biden was in wilmington to announce the close to $2.5 million loan. the money will come from the transportation department. officials say it will boost seating by 40% on the trains along the northeast corridor.

new video shows the scale of devastation in the earthquake ravaged town of amatrice. the death toll has risen to 281. the earthquake rattled residents and rescue crews today. they declared tomorrow a day of national mourning. a state funeral is planned. meanwhile, rescue dogs were brought in today to search the rubble for survivors. the dogs are very useful in the first days after an earthquake. they can sense the presence of people and have access to areas where, of course, heavy machinery can't access. dozens of dogs reportedly searching for victims in several different towns. now to our continuing coverage from the floods in louisiana. today we have traveled from baton rouge to lafayette, that's where more volunteers from our region are helping the victims of the disaster. >> nbc10.com's sarah smith is

joining us live now from lafayette for the third straight day. sarah, you have followed volunteers from the red cross. in fact, you were a former red cross member. now you're with samaritan's purse. tell us what kind of work they're doing. >> reporter: yeah, you know, i traveled down to lafayette today, and found some volunteers with samaritan's purse. they are doing similar work to what team rubicon is doing, who i followed around yesterday. they're cleaning out homes, they're bringing all of the furniture out. they're bringing out drywall, insulation. they're stripping down the walls all the way up to, you know, the water line and above, to make sure that mold doesn't acquire. and i ran into some local volunteers down here who have traveled from delaware county. >> we really believe god has led us to do this kind of work. we both have a spirit for serving people, in a time of

seven-day forecast along with other portions of the region at any time during the weather. you don't have to wait until the end. and it's not just for philadelphia anymore. you can see that we have dry conditions throughout the east coast, throughout pennsylvania. you have to go pretty far west to find any kind of significant cloud cover. it's going to be mainly dry for the rest of the month. and it's going to be mainly hot, too. we're near 90 over the weekend. and even if we don't hit 90 on sunday, we still have a good shot at getting another heat wave here monday, tuesday, wednesday. if we manage to get to 90 sunday, then we've got an extended heat wave, another one. and then by next weekend, labor day weekend, it's going to start to cool off. high of only 80 degrees on friday. low humidity to start the labor day weekend, that's for sure. 76 in allentown. going down into the 60s tonight.

it was only down into the 70s this morning. quakertown, exton, reading, also down into the 60s. the sunshine, of course, going to push the temperatures up tomorrow. but look at atlantic city. 78 degrees. at 12:30? sea breeze. still 78 at 5:00. 91 degrees in trenton. tomorrow we have your neighborhood forecast, sometimes big differences from one part of our area to the other. in the tropics, we continue to monitor this area north of cuba, bahamas, not too far from miami as you can see. if it developed, it would be quite a concern. but it has not developed any more today than it did in previous days. it has a chance to do that over the next couple of days as it hits warmer water, and better upper-level conditions. so as it gets into the gulf of mexico, according to many of the models, it does have a chance of strengthening then. so over the next five days or

there are no confirmed cases of zika linked to the rio olympics. that announcement from the world health organization. zika first erupted in brazil. there were concerns the olympics might cause the virus to spread faster because of all the visitors and athletes who might carry it back home. meanwhile, all blood banks in the united states will have to start testing for the zika virus, that's after a new advisory from the fda. we get more from nbc's erica edwards. >> reporter: you'd never know it by looking at her, she was born nearly two months ago in miami affected by the zika virus. she does not have microcephaly, the telltale small brain and skull seen in so many other zika related indications across latin america. >> changing the paradigm of the way we think about the disease. >> reporter: there are worrisome signs, problems may develop. doctors at jackson memorial hospital in miami found
