this morning -- >> last minute. >> reporter: trenton father of four learned the first, second and third day of school would be half days. to blame? mother nature. as the heat and extreme humidity make a comeback just in time for the new school year. does this put a major kink in your schedule? >> yeah, it does. i'm a barber. so today i had to cancel all my clients from 11:00 to 2:00 in the afternoon. >> reporter: he's now on pickup patrol at three schools where we found tiny traffic jams. >> i have to get my daughter from here. rush home, wait for my son to get off from the bus. then i have to go get my oldest one. >> reporter: at a time when families are shelling out uniform and school supply money, hitting them square in the pocketbook. >> my wife stayed at work. >> i got off work today. it wasn't inconvenient. >> reporter: but this mom going to school works two jobs and has four kids will have to enlist her support system the rest of the week.

>> we all received the communication at the same time. it went well. >> reporter: many, but not all schools have central air. so district officials were concerned about concentration in hot classes. at kids in preschool, it's making for a smooth start to all that is brand-new. >> there's the high anxiety, not being around mom and dad anymore. who are they leaving us with. >> reporter: now, some parents added that their after-school programs in the district don't take place, don't take effect, i should say, until mid-september. we did try to ask the district about this, and also about how many schools have central air conditioning. but considering today was the first day, they didn't get back to us by phone, or e-mails. we're live in trenton, i'm cydney long, nbc 10 news. >> we talked to the school district of philadelphia. they say they will continue to monitor the weather. but at this point they have no plans for an early dismissal.

meanwhile, the school bells were ringing at hills freedom world academy. this is in mount airy this morning. mayor jim kenney was there, school superintendent dr. william hight. the start of the school year appears a lot like summer. >> today starts another heat wave. and it's going to get even hotter tomorrow. first alert meteorologist krystal klei has your forecast. >> that's exactly right. temperatures are going to be on the hot side for the next few days. well above average for this point in the year. average is 81. look where we're at right now, 90 degrees in philadelphia. we're at 91 in allentown, wilmington at 91 degrees. we've got 90s all over the place. even areas like atlantic city, 87. vineland 86. and it will be warming tomorrow. let's talk about the 90s.

a summer full of them. may and june, eight 90-degree days. july, bump it up, 16, 90-degree or above. in august, 17. and that brings us to a total of 41 days. already more than what we saw last year which was 36. we are closing in on that record which is 55, 90-degree days. historically, october 7th the latest we've seen. we'll talk more about the 90-degree temperatures and how long they last and your weekend coming up. now to decision 2016. and the push for pennsylvania. today donald trump was in philadelphia to make his pitch on military issues. nbc 10's lauren mayk is live outside the union league where trump spoke today. lauren? >> reporter: denise, donald trump's recent visits to philadelphia have been very carefully planned, and for very specific reasons. last week it was to reach out to

african-american voters, and today here at the union league it was to lay out this military plan, a plan that comes with increased defense funding, and a goal to defeat isis. with a teleprompter and a serious tone, donald trump laying out his plans for the nation's military and security. >> i am proposing a new foreign policy focused on advancing america's core national interests. >> reporter: trump advocating peace through strength. and an increase in defense spending. his comments come in front of a crowd that included local republicans and military supporters. he casts his opponent even experience as secretary of state as a failure. >> sometimes it seemed like there wasn't a country in the middle east that hillary clinton didn't want to invade, intervene in, or topple. she's trigger happy, and very unstable. whether we like it or not, that's what's going on. >> reporter: both trump and clinton are now touting military

backers. i talked to a retired brigadier general here who signed a letter supporting trump. have you seen an improvement in his grasp of military matters? >> markedly. he said today, i will ask the generals, ask these people to do it. he didn't say i will do it. he didn't say he knows more than generals. >> reporter: it's something trump said in the past when it comes to isis. but today he chose this. >> immediately after taking office, i will ask my generals to present to me a plan within 30 days to defeat and destroy isis. >> reporter: part of a strategy he says will make the country stronger, and safer. >> we will make america great again, greater than ever before. >> reporter: in addition to talking about troops and naval vessels, trump also talked about cybersecurity and he used that to take another swipe at hillary clinton, saying the country has learned something from her.

that it was vulnerable to hacking. live in center city, i'm lauren mayk, nbc 10 news. >> now, prior to trump's speech, a group of pennsylvania veterans denounced the republican presidential candidate. they're hillary clinton supporters and say trump would endanger national security. >> you hold awesome power, the greatest military in the world has ever seen. you need to demonstrate a restraint with that. it's not a car you can take out for a ride and nuclear weapons aren't to see how fast you get to 100. >> the group also condemned trump's recent comparisons of inner cities to war zones. chelsea clinton is campaigning for her mother in pennsylvania this weekend, and starting today, the secret service is protecting her again. she, of course, had secret service protection when her father was president. chelsea clinton is making stops in carlisle, in state college today. she said her mother's record speaks for itself. >> it matters that she has a

record of finding allies, and of building alignses wherever, whenever possible, to actually deliver for our country and our future. >> chelsea clinton will be in scranton tomorrow. still ahead on nbc 10 news at 5:00, we are live at the intrepid museum in new york city. that is the site of tonight's commander in chief forum. plus our military analyst weighs in, after a new poll shows donald trump with a 19-point lead among members of the military. that's coming up at 5:15. pennsylvania government auditors are asking for new funding to help complete the state's backlog of untested rape kits. a report released by the auditor general's office said there are nearly 2,000 rape kits in the state that have gone more than a year without being tested. there are more than 3,000 untested kits in all. the new law requires police to pick up kits within three days of being notified by a hospital. the kits are supposed to be delivered to a lab within 15

days. >> here in pennsylvania, delayed processing of kits is one barrier preventing swift justice. and the victims of rape deserve better. >> an agreement signed yesterday will require pennsylvania state police to compile all data on rape kits, and then turn it over to the state health department. new jersey residents can now text 911 for help. the state's attorney general introduced a new technology today at rutgers university. the service allows people across the state to reach emergency services by text and by phone. the federal communications commission said calling is better than texting when possible. a cumberland county man was arrested today in connection with a dogfighting ring. 47-year-old robert elliott lives in millville. he was living in a home busted by fbi agents in june. during that raid, agents seized 13 dogs. it's against federal law to fight dogs or possess anything

having to do with dogfighting. now to a follow-up to the announcement that itt technical institute is closing its doors. two employees laid off by the move are suing. they claim itt tech violated federal law by not providing 60 days notice. itt technical institute announced yesterday it's shutting down all 130 of its u.s. campuses, including several in our area. children in delaware who use marijuana oil to treat medical conditions no longer have to choose between going to school and taking their medicine. a new law signed by governor jan markell allows kids to take medicine on school buses and school grounds. a designated caregiver would have to administer that medicine. the bill is geared toward children with a form of epilepsy. coming up at 5:00, something is missing. what apple has gotten rid of on its new version of the iphone. plus, the blame game.

for president will both be in new york city for nbc's commander in chief forum. >> they'll answer questions on national security, the military and veterans issues. the forum will take place at the intrepid sea, air and space museum in new york city. and nbc 10's randy gyllenhaal has followed the candidates there. randy? >> reporter: we are live aboard this decommissioned aircraft carrier, the intrepid docked here permanently on the hudson river now. it's got a number of retired military jets and military helicopters. it is quite fittingly the perfect place for tonight's commander in chief forum. we were told final preparations are getting under way right now. both hillary clinton and donald trump will be pitching their national security message and their military platforms. let me show you some new polling that shows donald trump way ahead among likely active military voters, as well as veterans. trump leading clinton by a full 19 points with 55%. that's compared to just 36% for

clinton. this comes from the latest nbc news survey monkey tracking poll. and trump says if elected, he will have quite the priority for our military leaders. >> i'm going to convene my top generals and give them a simple instruction. they will have 30 days to submit to the oval office a plan for soundly and quickly defeating isis. >> reporter: the same poll shows likely voters trust hillary clinton more when it comes to the handling of nuclear weapons. voters say 44% trust clinton with the launch code, compared to 25% for trump. and a full quarter of all voters say neither candidate should be trusted with those nuclear launch codes. hillary clinton saying that she's confused when trump talks about weapons of mass destruction. >> he's very loose in his talk about nukes. he says he doesn't care if other countries get them. doesn't know why they haven't

been used already. i mean, it's so mind-boggling when i hear these things. i say that can't be true. >> reporter: nuclear weapons sure to be a big topic tonight as well as isis. this forum does kick off at 8:00 tonight on nbc. most of the questions will be coming from active duty military members, as well as veterans. they'll start arriving here on the aircraft carrier in just a few minutes. live in new york city, randy gyllenhaal, nbc 10 news. >> randy, thank you so much. and joining us now is our military analyst, colonel rick keernan. he served 26 years in the u.s. army, was awarded two bronze stars and served as the pentagon spokesman during the first gulf war. >> thank you so much for joining us, colonel. we just talked about the poll showing donald trump with a 19-point lead over hillary clinton among active and retired members of the u.s. military. what do you think is behind those numbers? >> well, i think what's behind those numbers is that you only

have a certain amount of air time or in the media hole, if you will. and i think a lot of times the other candidate has had to spend some time clarifying the record on classification and e-mails and things like that. so i think in the case of mr. trump, he's gotten out there and he's come up with a message that resonates on the particular national security questions with the veterans and the active duty military. >> colonel, today in philadelphia, donald trump said that he would boost military spending by tens of billions of dollars. he would also increase the number of active troops. what are your thoughts when you hear those things? >> well, i think one of the big players in this, and it comes from being in the culture of the government, is that the congress plays a large role in the size of the defense budget. and i think while the goal might be lofty and the goal might be in billions of dollars, and there might be some needed things that are not in the budget at this time, they will

have to certainly be a conversation and a discussion with the congress about where the appropriations go, and what may have to be compensated for the systems, for the military, the number of soldiers, ships and airmen. >> both candidates, of course, will be at tonight's commander in chief forum. they'll be asked about national security, the military and veterans. what's the number one issue you'll be listening for? >> i think the number one issue is, we must remember that the person in the white house really has two hats. they are the president, of course, and they are the commander in chief. so i think the issue that everybody, military, veterans, alike will be listening for is that they can count on that person as the commander in chief to have their back, and provide them with the resources so that america can remain number one as far as being the nation for freedom around the world. >> it's an important scene, watching that tonight.

colonel, thank you so much for your time, as always. watch tonight's commander in chief forum, tonight at 8:00, right here on nbc 10. the first 30 minutes will be with clinton. the second half hour is with trump. matt lauer will moderate. now, your nbc 10 first alert weather. beginning with a live look outside rehoboth beach. blue skies, clouds off in the distance. we are looking at what is going to be a hot day at the shore, but not as hot as you go inland. that's where the relief will be the next few days. so your neighborhoods right now at 90 in philadelphia, 88 in parts of the suburbs. 91 lehigh valley. and 87 at the jersey shore. we go closer in, look at some of the jersey shore neighborhoods. we do see some temperatures in the low 80s. 83 upper township. summers point at 84. atlantic city just 81. ocean city able to sit right now at still the upper 70s outside.

so much better temperatures than the 90s you see further inland. what's left of hermine, still well offshore now. and going to continue moving off as it breaks apart and weakens. early on this morning, spot isolated showers in the northern-most parts of the jersey shoreline, but since that it's moved farther to the east. the focus is another heat wave for us that we're looking at. we made it to the 90s today. in fact, today we ended up pushing into 91. just got that number in for the high temperature. feeling like the low 90s as well. we move into thursday, 95 for the forecast high temperature. so really bumping up tomorrow. and on top of that, the humidity starts to increase. the feels-like temperature, yeah, it doesn't sound like september. 102, what it will feel like outside friday. 93, feeling like the mid to upper 90s. saturday, up to 103 as well for the feel-like temperature. if you have weekend plans, you can certainly be outside.

but remember that even though we're in september, that does not mean automatically fall-like weather. it will still be very hot, feeling like summer. officially we have not switched over to fall yet. we're looking at a dry stretch  continuing. we haven't seen much in the terms of rain. and we won't be over the next few days. everything well below 30%. philadelphia, dover, a little bump up here in reading, friday, saturday. but not looking at good chances. the same could be said of atlantic city. dry for the forecast as we move forward the next several days. sun to mostly sunny. mostly dry conditions. and as we move into your weekend, that means that things look pretty nice. although hot. 96 philadelphia. bumps down to 86 sunday. a pretty drastic drop in your temperatures, saturday to sunday, meaning sunday might be a little better to be outside. lehigh valley down to 83 on sunday. along the shore, dropping to 82. and delaware, the same. mid-90s to about the upper 80s

with the mix of clouds and sun outside, both your saturday and your sunday. here's your ten-day. 90s on your thursday, friday, saturday. record-breaking, not yet, but we're getting close to it. looking one degree shy both thursday and friday of tying records. it's going to be very close with those numbers. as we move along, though, there's the drop by monday. much more comfortable and 82. we extend that out 70, dropping down by the next week. for joey "skinny" merlino can't set foot in any of pennsylvania's casinos. the state gaming board said if he does, he will be charged with trespassing. he's been banned from new jersey casinos since the 1980s. the news comes weeks after merlino was released from a florida jail for allegedly taking part in a health care fraud scheme. he's accused of working with doctors for billing insurance companies for unnecessary prescriptions and getting kickbacks.

this week. crist krystal klei is here with the details. >> we should be in the 80s with a high temperature. now we've made it to the low 90s this afternoon. 91 degrees. tomorrow the heat continues. not just tomorrow, but as we move forward several days where we're talking temperatures in the 90s, plus. the humidity is going to be increasing as well. that means your feels-like temperatures, they're going to be bumping up to right around triple digits as we move into the end of your work week. as we move into your weekend, we will see a change. we're going to be staying dry, but temperatures are going to jump around a little bit so we'll see a bit of relief by your weekend. 90s, though, we saw 88 yesterday. we ended up just hitting 91 today. and as we move into next few days, here's what we're forecasting. 95 for your thursday, friday at 93. saturday up to 96 degrees. then those feels-like temperatures as we mentioned,

making it feel even hotter than those 90s. triple digits at least your thursday and friday. radar and satellite, clear out there right now. we have been throughout today. we've got those pockets of heavier showers that are moving along just to the west of us. not expecting that to move into our area, though. in fact, this is a very dry ten-day forecast. you've got the peak at the bottom of your screen with the seven-day forecast. when the dry conditions could break coming up. history is being made at the jersey shore this week. the miss america competition is under way, and one contestant is getting a whole lot of attention. ted greenburg is live in atlantic city with her story. ted? >> reporter: denise, in the 95-year history of the miss america pageant, there has never been an openly gay contestant until now. and erin o'flaherty is proud to be that person. >> it's certainly overwhelming for me on a personal level. >> reporter: it seems everybody

different shapes, sizes, colors, reologics and sexual orientations to be part of our pageant. >> my generation is the most accepting generation. it's never brought up. we're all friends and we have a great time. >> reporter: i asked o'flaherty if she has a significant other. her answer, can't go there. live in atlantic city, i'm ted greenburg, nbc 10 news. >> ted, thank you so much. let's go to this now. sky force 10 over atlantic county this morning for an explosion, injuring a worker outside a school in egg harbor township. the worker burned in this blast while working on underground fuel tanks next to the russell swift school. no one inside was hurt. the roommate of a burlington county woman is accused of putting a camera in their house, and videotaping her naked. 50-year-old oscar estevez lived with a 19-year-old woman in mount laurel. police say the woman found a camera behind a bathroom vent and then called police. estevez is being held on $25,000 bail.

middletown police in bucks county will not be taking over the penn del police department. in a vote last night at pendel borough hall, they voted to save the town's police force. the local community signed a petition to keep the officers. pendel has one full-time chief and ten part-time officers. more than 100 thor pennsylvania college students are looking at the chance of an unscheduled break. faculty at pennsylvania's 14 state universities are voting on whether to authorize a strike next month. they're casting ballots this week, and also next. they've been working without a contract since june of last year, and classes at all 14 schools are set to begin monday. and administrators say they will start on time. students in pennsylvania's oldest charter school started their school year today. harambe institute of science

technology charter school is on north 66th street in west philadelphia. it is the state's first and only african centered charter school. the boys and girls club of america, they were in center city today to stuff the bus. representatives collected school supplies donated by comcast employees and others. the event is part of a back-to-school campaign to prepare schools for success inside the classroom. comcast has been a major supporter of the boys and girls club for more than 15 years. comcast is the parent company of nbc 10, and nbc universal. pennsylvania's trying to make it easier to vote with a new text message service. you can now text letters pa. then you'll receive a link that has a direct access to the online voter registration application, and voter registration status, and your polling place locator.

died from illnesses related to the 9/11 attacks. in a solemn ceremony in brooklyn, the names of 17 members were added to a world trade center memorial wall. loved ones placed flowers below bronze plaques, and a bell rang as each of the victims' names were read. lawmakers in washington are playing the blame game over last night's failed zika funding vote. the $1.1 billion funding measure did not pass the senate with a 52-46 vote. senate democrats blocked the bill after republicans tried to keep planned parenthood from getting zika prevention funds. >> once again, women's health is being used as a political football with republicans waging yet another ideological battle against planned parenthood. >> the house did its job. and the senate has been blatantly political with zika funding. we'll figure out how to get this done, but we have done our job

over and over again. i think they should drop these partisan filibusters. >> today congressman david jolly of florida brought a jar of 100 mosquitoes to the house floor to help show the danger of zika in his home state. meanwhile, an outbreak of hand, foot and mouth disease forced a high school to postpone the season opening football game. three players in morris county became sick in late august. the school's fields and locker rooms have been sanitized twice. now five more players have gotten sick, and three others are showing symptoms. the disease causes painful sores inside the mouth and a rash on the hands or feet. it's spread through close personal contact and through coughing and sneezing. eagles fans are getting a closer look at their new quarterback. nbc 10 was there as carson wentz got in another practice before his nfl debut. >> amy joins us now with more on
