rates nearly half an inch an hour, and that's moving out of burks and into lehigh county. so the yellow showing you the more moderate rain and that's going to continue traveling through the lehigh value. northern delaware, scattered lighter rain, but it's a little bit more september in parts of newcastle county, precip rates here have been close to about a half an inch and hour with some of the heavier rain we have seen in that area so. that's what we're watching over the next couple of hours, to potentially move in. this is where you see the heaviest of the rainfall. some of this could be dropping at about two inches an hour. the good news is that it's moving fairly quickly. so you see that precip rate a little over one and three-quarter inches an hour.

so we will continue watching that that's all the rain to our south and west, but in the meantime, we have the rain moving through. chester county, burks county, all of delaware, this is going to run through friday, so we do expect heavy rain in the forecast, we have the potential for some flash flooding but it really depends on where you live. we'll take a close look at the timing with glenn huschwartz. >> by 5:00, you can see some of these brighter colors, some of this is going to be moving up. storm ranger 10 is in kent county, delaware, that's the area that's going to hit hard, that's 11:00 tonight. then watch what happens as we

head towards is possible for at least a portion of the area for a portion of the morning rush. in the meantime, the rain starts to move into the philadelphia area later this season, the temperatures don't really go anywhere. some of the suburbs for example in burks county, 59 degrees, by tomorrow morning, lehigh valley, 60 degrees with rain, and you can see the rain spreading across the entire area, temperatures not going up very much during the day tomorrow. the other big weather story is tropical storm matthew, that just formed right near the caribbean sea and it does have the potential to affect the united states as we go into the next week or so. we're going to be back with more on that. and the timing on our heavy rain in a few minutes. >> a lot going on, glenn, and storm ranger 10 is giving you

the most accurate weather in the area. that's what our team has taken it to north dover, where they're live right now. >> we'll have a live report from dover coming in about 15 minutes. let's go back to our breaking news. >> police are on the scene of a shooting in south carolina and nbc 10's rosemary connor is monitoring from the nbc 10 news center. >> two students and a teacher have been wounded in this shooting. take a look, this is some of the first video from the scene that's just coming into the nbc 10 newsroom. as you can see that it shows people running outside away from the school. this is an elementary school locateded in townville, north carolina. we also know that a teenaged suspect is in custody. as for the victims, the injuries to the two students do not

judge here. the district attorney of bucks county says that the shooting death of this 2-year-old is no accident. he is silent as people bring nicholas wiley in to face a bucks county judge. it was on september 12 and nbc 10 was there as police investigated the shooting scene. nbc 10 was also there at the homeowners, when grand parents of wiley spoke with police. those grand parents said the 2-year-old liked to play with toy guns. >> there's ed to suggest that little benjamin was at least familiar with toy guns. history he had not had this symbol of death available to him, he would be alive. >> reporter: no buone commentedn the death of the 2-year-old boy. >> we told him, don't leave your guns out.

and he had no knowledge of the root closures at the time. he was in lawrenceville braising adair pharmaceuticals for bringing great paying jobs to new jersey. governor christie says that he has made the garden state into a better place to do business. camden county officials are trying to figure out what caused this school bus to crash into a pole in oakland. this happened around 8:30 this morning. fortunately, no one was hurt. a mercer county man simply trying to take out the trash died when a driver lost control and ran into him and then his house. nbc 10's south jersey bureau reporter sidney long is live at that home. and sidney, neighbors told you this crash was horrific and also preventable? >> reporter: denise, they did, understandably people nearby are shaken. look at the damage to the

victim's home. it says a lot. as do the photographs of neighbors who rushed across the road to help. danny quinlan was taken out the garbage when his life suddenly ended. >> my dad heard the bang, i don't know if they knew that danny was outside. >> reporter: jennifer stag isn't believe that her older brother's life ended like this. >> i still can't process it. >> reporter: when a driver truck him when he set out the family's garbage. hamt police aidifieded the driver of the su la landed inside the porch. a neighbor heard the crash too. >> i was out here within about 30 seconds. >> he grabbed a fire extinguisher before grabbing his cam to take this video of this home. >> the car was in the house still running and the guy just jumps out the driver's side, he's standing out in the front

time since he's been in office. the vote was to override the veto that did not allow the families of september 11 victims to sue saudi arabia. that bill now becomes law despite the fact that pentagon officials warn it could put u.s. troops at risk. a call for the two men who found a backpack full a bombs in new jersey. the city in elizabeth are honoring the pair with keys to their cities, lee parker is homeless. he was walking with his friend when he found five bombs inside stuffed in a trash can in elizabeth. they then went to police. fingerprints on the backpack helped police minute point ahmad rahami as a suspect. rahami was arrested after a shoot-out with police. he's accused of setting off bombs in elizabeth and seaside park, new jersey.

and in real time back to the studio. in addition we get to see them 360 degrees within 30 seconds. i'm erika from dover air force base and i'll see you in just a bit. >> all right, erika, and this is just the beginning of what is going to be a wet period for us. let's check in with glenn "hurricane" schwartz. >> it's just going to get heavier and heavier as the days go on. even though it's not raining right where erika is now, there's rain and heavy rain headed in that direction. we do have some showers from wilmington up to philadelphia up through the lehigh valley and the poconos. we have scattered showers not especially heavy, but look at this, down by richmond, virginia into washington, that's moving into the northeast, straight toward delaware and that's why we have sent storm ranger 10 down into this area. now the ideal range is within 60

miles. but we do have storms within that distance. and the leading edge of that cluster of storm near richmond is getting within that 60-mile range, and we can track this storm here 517 in denton. 603 in river view. 518 in sea ford, 603 in milton. so that's the great advantage here, we can get close to the storms, get more detail on the storms and be more precise on tracking them into your neighborhood. we have a first alert out for heavy rain for all of delaware, burks county, chester county, through friday, these are the areas likely to get the heaviest rain, and the best chance to get at least some localized flooding. we're seeing some rain in the wilmington area, we have had

some showers there, but that's nothing compared to what's coming. look at temperatures, near 70 degrees, 69 degrees in some areas, that's going to seem warm compared to the next few days, because we have cooler air coming in, we have northeast to east wind, sustain eed wind at miles an hour in atlantic city. here's the future cast, and look at the waves of heavy showers and storms coming up from the southwest from maryland in through delaware, they will cover the entire area, but the worst of it may even stay west of our region, many inches of rain, flash flood watches out there, but as you can see, there's plenty of rain around our area, even as we go through 11:00 tomorrow night into friday. even some showers coming in off the ocean, and it's going to be a while until we get out of this mess. and it's going to be uncomfortable. here's philadelphia, look at this, temperatures the next

it is in kent count, most of the scattered showers north of delaware. we'll take a look up near the lehigh valley and the poconos, we have some heavy rain falling in the poconos now, rain almost half an inch an hour. and just to the north of king of prussia, we have some light rain moving in, too. there you see that area of heavy rain and thunderstorms, it's all going to be approaching delaware, possibly south jersey, we'll be watching it moving into the philadelphia area as we go through the evening. precip about an inch and a half an hour, so this is much heavier rain, there you see the scattered showers continuing through your evening commute, even through the day tomorrow. so for a closer look at that timing, we'll head to chief meteorologist glenn "hurricane" schwartz. >> that rain that you just saw moving towards our area,

delaware getting hit first and then moving into parts of new jersey and you can see this is our future cast, hour by hour, by 6:00, as you can see, some of that heavier rain getting very close to where storm ranger 10 is right now, that's why we send it down to where the rain is likely to be the heaviest. and by 7:30 and 8:00, we have these waves of showers and thunderstorms coming up. so overall the heaviest rain is in delaware and chester county and burks county, aktds that's why we have the first alert for those areas. this huge area, in the middle of the night, starting to come up through the philadelphia area, parts of new jersey, even up through the lehigh valley, that is part of the morning rush. the whole system will stay well west of the rest of the area, so they're going to get a tremendous amount of rain around washington. our temperatures are going to be going down to about 64 in

lehigh valley. but the heaviest is south of washington and down by richmond. that's a lot of area and there's a lot of lightning with it and it's move toward the northeast. and that's why we sent storm ranger 10 into central delaware ahead of that area of rain. the leading edge of those storms within the 60 miles and almost out to the 30-mile-per-hour range where we get even more greater precision, and to time this general area, 5:51 at sea ford. 7:25 at dover if it continues moving at that speed. we see first alert now, for the heaviest of the rain, in delaware, burks county and chester county. other parts of the area are going to see some heavy rain, and we could possibly expand the first alert if necessary, want to stay tuned for that. at least with some periods of heavy rain and the flash flood

threat and the future cast is showing some of that heavy rain from virginia and maryland coming up through delaware and even into the philadelphia area, another batch coming up later tonight and for the morning rush, that doesn't look too pretty, does it? a lot of colors, the heaviest, the worst of it is way to the west of it. but it's going to be bad enough for around here. and so here's central delaware again getting hit hard, this is noontime tomorrow and we have tracked the worst of it and hope it stays to the west. here's some more in delaware, as we go through thursday night and into friday morning, here's some more for friday's morning's rush perhaps. coming in off the ocean, those storms start moving the other drekation by friday. and with winds coming off the

ocean, temperatures going nowhere. down by dover, as you can see, gradually increasing as we go through thursday afternoon. and by the time we get to thursday night, those areas in our first alert, are pretty much all well over 1 inch, and as we go into friday morning, we're getting closer to an inch of rain in the philadelphia area and maybe by saturday much of our region will have that. but the bull's-eye is still, again, going to be farther to the west. tropical storm matthew, a 60-mile-per-hour storm is coming into the caribbean right now. it's moving rapidly, it's expected to become a hurricane, category 1 and category 2, moving northward later this week, these are the different computer models of what's going to happen next week, and the general trend is in a northerly direction, so it's possible it could affect at least the

the lee that are jik turt -- we are told she could be at least a half century old. later local firefighters used their muscles and special equipment to help stranding center staffers move the creature next door to the fa facility's pool. there she joined a 240-pound la lager head. >> this is larger too than we normally get in. >> reporter: the younger turtle is being hand fed. the center wants to find an aquarium to house her. the plane they usually use for transporting turtles is likely too small for this one.

first alert weather team tracking the rain on the radar. >> rain clouds are there and rain has started falling in many areas already. but more rain is on the way tonight and for several more days. >> storm ranger 10 is on the move. this radar on wheels can go right to the storm and bring you the most accurate weather forecast. >> let's begin with meteorologist sheena parveen. what's the latest right now? >> we have the showers moving through the area, and we have driven it down into delaware because that's where we have some of the heavier range approaching for parts of maryland.

you will only find it here on nbc 10, and it's picking up some of the showers getting closer to sussex county, getting closer to view, we have more showers and storms approaching from maryland, so we track these storms, they're mostly moving arrange 25 miles an hour. if you're in hartley, expect it close to 6:00. dover, 6:18. the heavy rain in some cases could include lightning too. another area of rain is about to move into sussex county too. milton 6:07. so again we're going to be watching all of that very closely for the rest of the area. pretty much some spotty light rain. unless you're in lancaster county, you dealing with showers. close to a half an inch an hour, with some of the heavier rain, if you go farther south, we have some of the higher precip rates almost two inches an hour, but that's pushing it a
