coming up next. hack attack. new evidence that cyber criminals are targeting the presidential election. >> nbc 10 news starts now. how did it happen? >> i thought we were going to die. >> a tragedy in hoboken. a speeding new jersey transit train slams straight into the station. >> we heard people screaming in the first car. they were trapped. >> loud screech. >> we are learning more about the victims, the operator behind the controls and the technology that could have prevented the crash. >> that crash left one person dead, more than 100 others injured. tonight the train engineer is out of the hospital. investigators say he is cooperating and pulled one black box from the wreckage but it is

too unsafe to get the second recorder from the engineer's compartment. >> reporter: the only people with access to this terminal right now are the investigators. this is a place where normally 15,000 commuters would pass through every day but right now it is torn apart, so unsafe crews can't get in to fully check the wreckage. the speed limit on this stretch of track is 10 miles per hour. wins say new jersey transit train 1614 was going much faster as it approached the terminal this morning. >> i was confused. by the time you register you are not slowing down and approaching the station you already hit. >> reporter: it crushed passengers and sending debris flying. >> this gnarly noise and huge bang. >> once we pull that we will have more information about the speed and braking. >> reporter: they plan to talk to the train's engineer, tommy

gallagher now out of the hospital. nothing in his background has raised red flags. some were able to walk into emergency rooms. hoboken's mayor tells us she visited some of them today. >> beautiful stories of commuters and fellow people helping each other through this crisis. >> reporter: injuries from flying debris were too severe. the city is mourning the young mother killed standing on a train platform. >> this is a tragedy and we are thinking of them and we are with them. >> reporter: tomorrow could be a rough commute for new jersey transit rail and bus customers. no trains will come out of this terminal there will be normal schedules for other lines so you should prepare for overcrowding and delays. >> a similar crash happened at the same station back in 2011. a p.a.t.h. commuter train

slammed into a bumper. authorities say in that case the engineer failed to slow down the train as it came into the station. the ntsb says it will look into whether positive train control could have prevented the crash. reports filed show positive train control is fully active on amtrak's northeast corner. new jersey transit's most recent filings show no locomotives, no track segments equipped. the safety system is designed to prevent accidents by automatically slowing or stopping trains that are going too fast. one way to make the trip safer. there are safety measures you can take, as well. experts say you should try to ride in the center of the train so there is less impact from a collision. you should choose a rear facing seat that way for the train brakes you are pushed into the seat. count on nbc 10 for continuing

coverage of the deadly new jersey transit crash. watch today starting at 4:30 a.m. we will have overnight updates on the investigation and real time information about how the crash is affecting your commute. to our weather. the flooding we are seeing right here in delaware. this new video from bethany beach just into our news room. some streets are closed because of high water. we declared a first alert because of heavy rain and sheena parveen has a new tool. >> it is showing us where the heavy rain is. so we have moved storm ranger 10 into new jersey and it is able to see a more detailed view of the heavy rain in parts of cape may county and parts of delaware right now. so storm ranger ten showing us some of the heaviest rain in cape may county about 3 quarters of an inch per hour falling here shown by yellow areas.

moving into parts of cumberland county. some can be crossing the expressway and now we slide into new castle county. a little farther south dealing with heavier rain, as well, shown by the yellow up through parts of chester county and delaware county. aside from that we have more heavy rain trying to move on shore y. showed you cape may county. let's look at suffix county. near georgetown and they do not need heavy rain. precipitation anywhere from a little over a half an inch to maybe three quarters of an inch per hour. we are still seeing heavy rain. there is still flood warningings. this is going to go until 5:30 in the morning. earlier today we saw up to about ten inches of rain. here is the weather pattern we are under. that's why we have a first alert out.

delaware, all of new jersey and philadelphia area until tomorrow or through tomorrow evening and that is for heavy rain, localized flooding and moderate coastal flooding. we will talk more about the timing of this into the weekend. i'll show you that forecast coming up. >> a night of remembrance in delaware. hundreds of firefighters gathered to remember one of their own, wilmington senior firefighter jerry thickets after police made an arrest in the arson that claimed his life and that of another firefighter. it is still being treated as a crime scene? >> reporter: jim, wilmington police officer is watching this home. outside of the crime scene tape and door being partially boarded up this scene looks largely untouched. on the fence, though, there are a long line of flowers and flags left for the two fallen officers and four injured firefighters. i will say that earlier tonight

we went to a viewing and found out what he meant to this community. >> a large flag hung in memory of a firefighter who served millmington for more than 20 years and died in the line of duty. a line of firefighters and friends from all over the region gathered inside grace lutheran church to grieve with his family. >> somber. >> reporter: raymond brock is a retired chief. >> an amazing young man. dynamic, would do just about anything you ask him. he was a family man. >> reporter: hours before the public viewing police arrested beatrice ruiz. the arrest shocked neighbors.

>> this is a good girl. >> reporter: paperwork says she was angry, drunk and on medication when she start ad fire in the basement. >> we go in there and risk our lives and for someone to intentionally set a fire is horrible. >> reporter: ron philip was one of many out of town firefighters who came to pay respects. he said moments like this bring the brotherhood of firefighters together and unites them with others in the community. >> it is an honor that everyone comes to show their support. >> reporter: funerals for both firefighters will both be held tomorrow. memorial service will be held on saturday. live in wilmington, i'm brandb hudson. to decision 2016 and the trump campaign starting to focus on bill clinton's sex scandals according to a talking points memo obtained by nbc news.

the trump campaign instructed supporters to tell reporters that hillary clinton bullied women connect today her husband's sexual misconduct. trump thinks he is not getting enough credit for not talking about steks scandals in the debate. >> she said things about me i thought were inappropriate, calling me a racist which i'm not. i think i would have had the right to do things and say things if i wanted to say them but i chose not to say them. >> trump, by the way, has been married three times and has been candid at times about his own extramarital affairs. hillary clinton campaigned in iowa. clinton told the crowd in des moines how she is getting ready for her next two debates with trump. >> i have no idea what he is going to say the next time, but, you know, i will spend some time

preparing for it. >> clinton said that trump was mocking her for spending time to prepare. election systems in at least 20 states have come under a hack attack. officials are pointing the finger at russia. intelligence sources tell nbc news there is no doubt the russians are trying to fluns the presidential election. today leaders warned the russians want to sow doubts about the security of the election. the philadelphia parking authority board accepted the resignation of former director at meeting. he stepped down in the wake of sexual harassment allegations. documents show the first incident happened ten years ago. despite his resignation he is still set to receive a pension of more than $154,000 a year. a bill designed to help you make more money on your next

back in june. beyonce live nation gave philadelphia students free tickets to tonight's show. what did they pay you at your last job? it's the question many people looking for work dread on applications. today a philadelphia city councilman took the first step towards making it illegal for employers to ask. >> reporter: putresia greenwood spent hours applying for jobs online. >> cover let skpr a resume. >> reporter: whether on application or interview employers require that she share how much she has made in past jobs. s s >> i don't like it. it's not good at all. they're not judging me on my character, on who i am, my qualities, my skills and my experience. >> reporter: philadelphia city councilman doesn't like it either. >> it is kind of a common sense

argument. why should somebody's previous pay determine what the pay on the next job is. >> reporter: greenly introduced a bill to ban employers from asking applicants about salary history. the legislation seeks to close the wage gap for women and minorities whose census figures show continue to make less than white male counter parts while doing the same job. >> if you base your person's salary on what they previously made that continues the inequities. >> reporter: in massachusetts a similar bill passed in august. congressional democrats have introduced a bill. new jersey and pennsylvania lawmakers are among a handful across the country following suit trying to capitalize on momentum. >> i think the business community doesn't like regulations. i'm sure it will be some of that. >> reporter: as for patricia the change can't come soon enough. >> hopefully the city council will not wait too late to pass

it, two or three years. it should be immediate. >> reporter: nbc 10 news. back to another big story tonight, the wet weather out there. storm ranger 10 is radar on wheels, advanced technology that takes you closer inside severe weather than ever before. meteorologist sheena parveen is tracking conditions. >> a while, if we are lucky we will see sun later in the day on sunday. storm ranger 10 a very valuable tool here. it is the only radar on wheels that you will find on tv. we can drive it wherever we want to get a more specific view of the storms moving in that other stationary radars may be seeing gaps in. we have driven it to glass boro. it is picking up heavy rain. storm ranger 10 is able to give us detailed look as heavy rain is approaching. cape may county you see the yellow shaded areas.

heavy rain has moved in from the atlantic. cape may seeing heavy rain and moving towards maurice river. rain breaks about three quarters of an inch an hour. some rain could be causing localized street flooding. now we are looking at new castle county. we have heavier rain developing here. rain rates close to an inch an hour there. this continues up into parts of chester county and delaware county. we still have heavy rain moving into delaware where we have already seen way too much rain today. we also have it moving into parts of pennsylvania suburbs. we will do it to the pennsylvania suburbs here. that is where we have heavier rain than we have seen pretty much most of the day today especially near burkes county. allen town starting to see the more moderate rain muoving in.

we look closer into cape may county. anywhere from half an inch to three quarters of an inch falling. we still have a flood warning. we can see an additional two to three inches of rain overnight on top of what we have already seen today. take a look at the radar estimated rainfall even confirmed earlier today. over ten inches of rain and combined with the rain we have seen this afternoon we could see areas that have seen already over 12 inches of rain. so flooding is a major concern. never drive through flooded roadways. we have a first alert out for delaware and new jersey and the philadelphia area through tomorrow for that heavy rain and also moderate coastal flooding possible. winds gusting 30 to 35 miles per hour. it will be a windy day tomorrow. future weather overnight the rain continues for morning commute. we will see somes around.

keep the umbrella handy. then we go into saturday. still looking at rain in the forecast on saturday. scattered showers throughout the day saturday. sunday we can start to see breaks of the cloud cover. that is when we could finally start to see the sun. weekend forecast mid 60s tomorrow. that's a high temperature windy, too. saturday mid 60s. by sunday we could be getting into the 70s with sunshine that we see. stay tuned. we will be right back.

tonight the team's coach spoke at philadelphia university. coach preston brown was on hand for a discussion at the law school. brown was one of several guests to address the topic of social activism and protests in sports. lots of love for music superstar in our area. some lucky fans got to meet the boss at the library. people lined up around the building in the rain to get a copy of his autobiography "born to run." all the tickets to the free event were gone in a matter of minutes. a lot of smiles there. sports is next. approve this message.
