companies can face a $1,000 fine. the car can be impounded. are you going to be keep driving? >> no, i'm not going to keep driving. like we are hurting, if i got a ticket, how i can pay that ticket. >> reporter: whaen meanwhile, passengers say the convenience is still too good to pass up. >> are you still going to be using uber or lyft? >> yes, definitely. >> reporter: now, we wondered if passengers could face consequences for using these ride sharing apps. we took that question to the ppa, and they said passengers will not be issued fines. meanwhile, state lawmakers are expected to take up the issue in two weeks. reporting live from the 30th street station, aundrea cline-thomas, nbc10 news. now back to hurricane matthew. that storm is not paying us a visit here, but that doesn't mean some people from our area won't be dealing with the impact. you saw the first responders heading south earlier. well, also dozens of local red cross volunteers packed up and headed south today. nbc10 was here at the red cross headquarters in center city.
11:16 pm
this group got ready to go to south carolina. volunteers not going to the hurricane zone will be monitoring the storm and taking calls to help people find shelters. so what is the difference between a category 3 hurricane and a category 4? wind speed. the weather channel's mark elliott shows us exactly what that means in terms of damage. >> let's start off with a category 1 storm. and the damage here not too bad. a couple of shingles fall off. we can have some palm fronds bending in the wind but everything basically remains intact. category 2, that's where you really start to feel it. look at the windows of the house. they can be hit from debris from the outside and already start breaking in a category 2. your trees are significantly bent over in the wind, and the siding of the house itself can break, flapping there in the wind, adding to those eerie noises inside. category 3, i've heard only a category 3, but it's not only anything except really bad news. in a category 3, you can have
11:17 pm
the door of the house blown in because the winds get so strong. you can have the roof of the house start to flap up and down in the wind as it lifts off those weak points. and a lot of those trees start to fall. category 4, the damage is even worse. you get most trees falling and most of your windows breaking, most of your shingles fly away. then cat 5, which is the highest the category scale goes. by cat 5, no shingles remain anywhere nearby. the holes in the roof get so big that the walls of the house start to fall because they're not attached to anything anymore. there won't be any trees up in the neighborhood. that's just catastrophic damage. but, again, that's just from the wind. there are other impacts from hurricanes, and they all vary through the season. >> what a vivid demonstration there, she no. now we understand what the damage can be like and we hope that everyone in florida does not in fact have to deal with damage like that. >> which is why it's very important to heed the warnings. this is still a category 4
11:18 pm
storm, still bringing a lot of rain to florida. storm surge is going to be a big issue, and the wind. now, the main area with hurricane-force wind is right around the center of the storm, extending from that tropical storm force wind a little bit farther. but here is that radar picture as it gets even closer to florida. you can clearly see the eye of the hurricane. it's about 54 miles off florida's coast, directly west -- or east of florida's coast, but it is traveling to the northwest. so at this point, it seems to be moving just parallel to the florida coastline. if we take a wider view out, some of the moisture from this on the northern side -- and this is pretty far north -- extends up into virginia. but of course all the moisture is basically in florida at this point. now we look a little bit farther to the west with our local weather. that line of rain, that's our rain for this weekend. so i'll show you more on that coming up in just a second. closer look at matthew now, category 4, winds sustained at 130 miles an hour right near the center. it's moving to the northwest at 13 miles an hour. so, again, it's just off
11:19 pm
florida's coast at this point, and we expect it to get closer as we go into tomorrow morning. so that northwest track could at this point leave it just offshore. if the center stays just offshore, expect it to still be a major hurricane with the warm waters. there is cape canaveral. so by tomorrow morning, it could be a major hurricane right off cape canaveral. so i expect many areas along the coast to be receiving hurricane force winds tomorrow morning. then by tomorrow afternoon, it continues up towards jacksonville, possibly as a category 3 at that point. could remain just offshore, and then into the weekend we start to see it turning up towards the south carolina coast and of course taking that very dramatic turn out to sea, looping around, weakening, possibly heading back towards the bahamas, but that's not until next week. that could obviously change a bit until we get there, but at this point, something we're definitely watching. here's a look at the wind radius around the storm. the red showing you the hurricane-force winds. the yellow showing you tropical storm force winds. as we go through time here into
11:20 pm
tomorrow morning when it's right off cape canaveral's coastline, hurricane-force winds could extend to daytona beach. you see the tropical storm force winds closer to gainesville. if that continues on the track we are seeing at this moment, we could see hurricane-force winds as far inland as jacksonville by tomorrow evening. then all that starts to kind of weaken as it starts to head offshore. but something that florida obviously is watching very closely. we'll be updating it too as we go into tomorrow morning. local weather here, though, we don't have to worry about matthew. tomorrow is going to be a nice day. expect mostly sunny skies, comfortable temperatures, but saturday is when we start to see changes. the cold front i just mentioned, 8:30 saturday morning already seeing some showers moving in through saturday afternoon. we're going to see showers around saturday evening. the rain is going to be here and then by sunday, we start to see it all move out just to our south, though. that is where matthew will be with the heaviest rain. now, make sure you tune into nbc10 news today starting at 4:30 tomorrow morning. our morning team will be
