gop leader paul ryan who says he will not support trump. on a conference call this morning, ryan reportedly told gop lawmakers he's now so consumed in making sure hillary clinton doesn't get control of the house and senate, basically a blank check for a president. trump took to twitter late this afternoon to respond to ryan's comments. he said, quote, paul ryan should spend more time on balancing the budget, jobs, and illegal immigration and not waste his time on fighting republican nominee. the ryan/trump feud could have a major impact on other senate and house raisces, including the ra for senate here in pennsylvania. today pennsylvania republican senator pat toomey said the second debate showed the shortcomings of both clinton and trump and also called trump's comments about women outrageous and unacceptable. toomey is in a tight race with democratic rival katie mcginty.

coming in, only 62 in much of the lehigh valley. 65 degrees in philadelphia, officially at the airport. and it's 62 degrees chestnut hill, 64 in fox chase, 65 in bustleton. with clear skies we'll be seeing the temperatures drop pretty dramatically overnight tonight. we have a frost advisory in effect for much of the area later tonight and into tomorrow morning, some places getting into the 30s. that means patchy frost is likely. the wind will have to diminish. we have the wind 10 to 15 miles per hour. it's still not as strong as it was even a few hours ago. so it is starting to taxpayper . the temperatures dropping through the 50s. by 10:00, it's 51 in philadelphia.

45 in the pennsylvania suburbs, dropping down to 37 by morning. 37 lehigh valley. so some places where the wind goes calm, we'll see that temperature go even lower than that at ground level. parts of new jersey in the upper 30s. i'll be back a little bit later to see how much we warm up and if there's any rain in week in a knew minutes. >> thank you, hurricane. a woman was struck and killed this morning while trying to cross route 70 in easton township. skyforce 10 over the area where it happened. police tell us the driver stayed at the scene. investigators say they'll release the woman's name once her family members are notified. in north jersey, trains are running again at the hoboken terminal for the first time since the deadly nj transit tracks. eight tracks are open but nine others remain closed. crews are still working to clear debris from the crash.

you'll remember a train slammed through the bumper at the end of the tracks on september 29th, killing one woman and injuring more than a hundred others. federal investigators say the train sped up and was going twice the 10-mile-an-hour speed limit before the crash. the end of an era in atlantic city, the trump taj mahal shut down this morning, marking the city's fifth casino closure since 2014. >> nbc 10 jersey shore reporter ted greenberg was the only television reporter inside the taj when the few remaining guests were told they had to go. >> reporter: the doors were locked soon after the gambling stopped. >> the taj mahal has ceased operations. >> reporter: the taj mahal casinodesolate as it closed this morning. >> very somber, empty.

>> reporter: dee dee williams worked at the taj since day one in 1990, when then-owner donald trump called the over the top gaming hall the eighth wonder of the world. 26 years later, shelley orloff of fair lawn, new jersey, was its final blackjack player. >> i'm sad any time a casino closes, because it means fewer and fewer people are going to a.a. a.c. to gamble. >> reporter: people are losing their jobs with the closure, atlantic city's fifth since 2014. a thousand of those workers have been on strike since july 1st. on the boardwalk this morning, there were tears and anger towards current taj owner carl icahn. the two sides failed to reach a deal on restoring health and pension benefits eliminated in bankruptcy court. >> we gave them a proposal to keep the place open. they were adamant on closing.

>> reporter: carl icahn said it was simply impossible to find a workable path forward that would not have required funding additional investments and losses in excess of $100 million over the next year. the shutdown also put many nonstriking employees out of work. one told me she left with hard feelings towards the union behind those who walked out. >> we lost our jobs because they were being greedy. they were offered a package. they didn't take it. and we lose our jobs over it. >> reporter: ted greenberg, nbc 10 news. >> of course the taj joins the atlantic club, show boat trump plaza, and the rebel, in the growing club of casinos that have shot down since 2014. new jersey voters will decide next month whether to change the state constitution to allow gambling outside of atlantic

city. hurricane matthew's wrath is over. but several southeastern coastal states are still dealing with devastation caused by the storm. in north carolina, a levee broke, flooding an entire community. hundreds of people had to be rescued, many others had to evacuate. thousands are without power across the carolinas in georgia. at least 18 are confirmed dead in the u.s. north carolina governor pat mccrory warned of the risk for more flooding. >> i encourage people, if the water is coming, leave early. don't wait. and take what you can with you. but get out of there and save your life. don't put emergency personnel at risk. >> mccrory said the state has not yet seen the worst of the storm and warned the impacts will be felt through this weekend. heavy winds and rains from matthew took a total on the coastline of an island in north carolina, you can see homes destroyed.

root in waters surrounded a civil war fort in georgia. marine relief continues near haiti today, food was delivered to port-au-prince. tens of thousands have been left homeless. lack of clean drinking water there has led to an increase in cholera cases on the island. cholera can kill within hours of being untreated. tap the nbc 10 app to find out how to help the victims of hurricane matthew and a list of organizations accepting donations. new details on the possible abduction of a woman. police say a man attacked the woman with a baseball bat and put her in a car last night. investigators say the suspect was in a black car, possibly a toyota corolla at the time of the attack. there was no report of any missing persons at this time.

the schuylkill river trail will be extended, thanks to a $3 million state grant. pennsylvania governor tom wolf made the announcement on the trail of locate u.s. treat and center city this morning. the extension of the trail which runs along the schuylkill throughout the city will run from bertram's mile to passayam point. >> we want to make sure every pennsylvan pennsylvanian is within 15 minutes of a nature trail. >> the governor says the extension of the trail will help reduce stormwater runoff in neighborhoods that are near that river. jury selection began today in a whistle blower lawsuit. the plaintiff says the school discriminated against him.

the university terminated him in 2012. one pennsylvania city is going green in an effort to avoid a charlie brown christmas. >> today the mayor of reading signed off on a plan to have an artificial tree on display. this was the scene in reading two years ago. the tree was likened to that sksk scrawny tree featured in "a charlie brown christmas." a major funding boost for a philadelphia high school. today roxboro high school was presented with a $1.1 million check from the philadelphia school partnership, a nonprofit that wants to help the neighborhood school better prepare students for college and their future careers. roxboro's principal spoke about the potential impact of the funding. >> i assure you that your

investment will produce what you can't even imagine. our kids are just soaring right now, they're doing well. >> the philadelphia school partnership has donated nearly $16 million to the school district of philadelphia. pennsylvania governor tom wolf is spearheading an effort to stop the painkiller abuse epidemic. he was at pottstown this afternoon to discuss ways to combat opioid abuse. the governor was at the community health and dental care building. the organization provides health care regardless of ability to pay. we're learning that samsung has stopped production on its galaxy note 7 smartphones. the south korean company made the decision to temporarily halt production because of the fire danger. the replacement phones that were supposed to fix the overheating problem have also been a concern. one allegedly caught fire on an airplane last week. at&t and t-mobile had already stopped giving replacement phones to customers who wanted to replace the older model.

honoring christopher columbus. an organization representing americans of italian heritage celebrated columbus day. members of the state lodge of pennsylvania order sons of italy laid a wreath at the columbus obelisk. they laid a second one at the christopher columbus statue at broad and oregon. >> announcer: now your nbc 10 first alert weather. we had some nasty weather over the weekend. but we have sunny weather now. it's a whole lot cooler. temperatures in the 60s everywhere. basically nobody is warmer than the mid-60s, and some places already down into the 50s. 59 in walnut port and up in lehigh valley, berks county, 58 degrees in warrer norsville.

we have few clouds in the middle of the country, but it's going to be a pretty quiet week whether-wise, a good time to go ahead and wash your car if you need to, because you don't have to worry about too much in the way of rain. 10 to 15-mile-an-hour wind in most places. it was windy yesterday, not quite as windy today. we'll be seeing the winds be much later during the night tonight and into tomorrow. and we really do have a nice, dry week. we certainly had our share of rain. we don't need any for a while. we get to dry out philadelphia's rain chances as we go through all the way into the weekend are very low. dover, atlantic city, reading maybe has a 20% chance on thursday. that's about it for rain chances during the week. now, matthew is pretty much history. but speaking of history, it had

quite a wild track as we went west ward into the caribbean, went straight to the north, hit haiti, hit the bahamas, grazed the florida east coast just offshore. and we told you last week, once it made landfall if it did make landfall, that's where the biggest problems would occur. and that's what happened, in south carolina and into north carolina, when you add it all up, that's where most of the damage and maybe most of the fatalities were going to be. that storm had a very long history but now it's gone. through the time tonight, clear skies. that means temperatures will drop pretty quickly into the mid-50s by 7:00. by 11 and 12:00, we're already close to 40 degrees in inform these places. so it is going to be a chilly evening. by tomorrow morning, we're talking 37 in allentown. that's at 6:30 in the morning.

quakertown in the 30s. exton, reddiading in the 30s. in atlantic city, in the 40s. philadelphia and trenton in the w 40s. then we warm up tomorrow with less winds. it's going to be a nice looking day and a nice feeling day. philadelphia, 67. so it will be a little bit warmer, and it won't be as windy. so that's a pretty nice combination. so here is the forecast. in philadelphia we have temperatures going into the 70s as we go through, especially into thursday. the lehigh valley, temperatures staying in the 60s. the jersey shore, we've got temperatures in the 60s until thursday. and delaware with some nice weather as well. kel we'll see how long this lasts coming up a little bit later. officers inside the pha police department are blowing the whistle.

rode with sergeant shane smith. he was one of 14 officers on patrol. >> typically we have around anywhere from ten to 14 people. >> reporter: we didn't see any arrests. the sergeant walked the beat, and kept moving. >> the constant movement from one site to the next. >> reporter: when we asked him if he felt there was a lack of mount pow manpower, he said that question was best answered by the chief. >> i wish i had a police officer for every development and asset 24 hours a day. but i don't. >> reporter: the chief told us his department has 70 sworn officers to serve 90,000 people. compare that to reading, which has 88,000 people but almost twice as many officers. >> it doesn't mean that an area is uncovered. it just mean that no one is assigned to that specific car.

>> reporter: but those areas are still troll still patrolled? >> absolutely. >> reporter: we looked through the crime stats. those developments have historically in june had some of the lowest arrest rates. since 2013 at this development, there have been three homicides, two rapes, and four aggravated assaults. the police department made five arrests. >> as chief of police, it's my responsibility to make sure we use our limited resources efficiently and effectively. >> reporter: along with manpower, we noticed a special detail. personal protection for public housing ceo kelvin jeremiah. this internal police memo says the night work squads will provide an officer to watch the ceo's residence. does that have any impact on your ability to police the housing developments? >> it doesn't.

atop the comcast tower at the philadelphia museum of art, a beautiful day, a gorgeous fall day. you may want to grab an extra blanket. we're in for our first frost outside this evening. >> i can't believe we're reporting this already. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking the chilly changes that, glenn, really snuck up on us. >> wasn't it just summer a little while ago? we had all those days in the 90s. now all of a sudden, we need the jackets, need the heat on during the night tonight. it's 65 degrees despite the brown sunshine in philadelphia. that gives you an idea about the cool air mass. much of delaware is in the mid-60s as well. temperatures in wilmington, for example, dropping down to 52 degrees by 9:00 tonight. just headed out for a late dinner, it's going to get kind of chilly. and at 2:00 a.m., at 46 degrees, probably close to 40 degrees, when you get up in the morning.

we have a frost advisory. it does not include any part of delaware. it does include a lot of the counties in new jersey, away from the coastline, and of course right away from the major metropolitan areas, in much of pennsylvania, we have frost advisories as well. the actual official air temperature doesn't have to get down to 32 degrees, just down at the ground. you need calm winds for that, clear skies and calm winds. we have the clear skies. the calm winds are going toed to the temperatures down too. tomorrow morning, 36 in allentown, 38 quakertown. 35 degrees in reading. we'll see how much it warms up next week and if there's any rain coming in a few minutes. here's a look at stories making headlines on nbc 10 news at 4:00. donald trump back on the campaign trail hours after losing support of the top republican on capitol hill. today paul ryan said he would not support trump anymore.

it's 62 in princeton, 63 degrees in robbinsville. it won't be quite as cool tomorrow and it won't be quite as windy. the winds 10 to 20. we've been seeing gusts over 20 miles per hour. nothing on the radar/satellite nearby. it is perfectly clear. you can check out your own seven-day forecast at the bottom of the screen at any time. and you'll see, i don't have rain in any part of the area for the rest of the week. this moisture way out in the middle of the country doesn't look like it's going to amount to a whole lot. we'll show you one model that does at least have the chance of and it coming in, not so much during the day tomorrow, but as we go through wednesday and into thursday, we're going to get some winds coming in off the ocean. i think we're going to see more clouds around during the day on wednesday and some places at least have a chance of some showers, especially up toward the poconos, lehigh valley as we go into thursday. the neighborhoods, they're going

to be some chilly neighborhoods by morning. chestnut hill maybe down to 38 decks. schwenksville, 39. reading at 37. easton at 36 degrees. of course we get all that sunshine and go up well into the 60s tomorrow. 38 in robbinsville as well. and some of the warmer spots, the beach only 51 degrees. much quieter now that we're rid of matthew, but we have nicole in the atlantic. the spaghetti models show unanimous agreement that it stays way, way out into the ocean. it's not going to be bothering anybody around here. we've had enough with that hurricane business in the last week or two. 67 tomorrow with sunshine. up to 72 on wednesday. and then 74 thursday. look at the temperatures, in the 60s. and it's still dry.
