tank open and a burnt piece of paper sticking out of the tank. police say the paper had been previously lit, but don't believe it ever caught fire. no arrests have been made. good evening. i'm jacqueline london. tonight we're also following a big weather story. an overnight frost that could leave some of us with temperatures in the 30s. nbc10 first alert chief meteorologist glenn "hurricane" schwartz has details. >> this is the first time we've got a frost advisory for a lot of counties in our area. much of new jersey, away from the city of philadelphia, and the jersey show, and most of the counties in pennsylvania north and west of the city of philadelphia where all the concrete keeps that temperature in. 51 degrees in philadelphia now, but we have temperatures well down into the 40s in many parts of the area, and some places getting pretty close to the 30s. hopewell is 41 degrees. blanden 42.

presidential debate. an audience member wondering if the candidates were good role models. >> i don't think it's for children. >> it's bizarre, honestly, that this is where we are. >> reporter: in the suburbs outside philly, the consen shus among voters we talked to is that this election has taken a turn toward adult only material. >> can you think of a presidential debate where they're talking essentially about sex tapes and sex assault? >> reporter: frank farley is a psychologist who says parents are right to keep young kids away from all of this. but kids middle school age and above should get to see it, followed by proper guidance. >> and families should get into it because this, after all, is our country, and these are our leaders-to-be. you just can't sweep it under the carpet. >> reporter: farley also says this can turn into a teachable moment about respect, morality, and right and wrong. >> shaming, body shaming, that's been done by a presidential candidate. >> reporter: out for a walk in the park tonight, ronald turner tells us it's important for his

kids to have a positive example. >> to me, nobody is really showing any class. they're throwing a lot of mud, and they are not respecting the families. >> reporter: it's clear to him right now this campaign is not something they should look up to. in cheltenham township, drew smith, nbc10 news. and the clinton campaign continues to deal with the fallout of an e-mail leak. today wikileaks released a second alleged batch of e-mails from clinton campaign chairman john podesta. in one exchange, a long time aide to bill clinton calls chelsea a spoiled brat who has a lack of focus in her life. while it's unclear who may have hacked podesta's e-mails, u.s. intelligence officials have previously pointed the finger at russia for trying to influence the presidential election. atlantic city's taj mahal is now closed, and the presidential candidate whose name it bears says it should stay open. donald trump told the associated press, quote, there's no reason

for this. the republican presidential nominee added that friends and casino owner carl icahn should have been able to work out a deal with the local 54 unite union. some 2,800 people are losing their jobs with the casino closure. it's atlantic city's fifth casino to close since 2014. tonight samsung is under fire again. the company is halting sales of the galaxy note 7 after reports that the replacement phones may be catching fire too. as nbc10's denise nakano reports, customers aren't the only ones who are worried. >> reporter: when samsung thought its problems with its galaxy note 7 couldn't get any worse, there's a string of new fires involving phones meant to replace the model recalled last month for catching fire. >> we do not want to work on them. >> reporter: natalia owns cpr cell phone service in king of prussia, where her technicians have seen all sorts of problems, but none quite like this. >> once the phone gets to a

certain temperature, the battery itself is igniting. if it's not an ploegs, it will be over heating. >> reporter: a flight had to be evacuated last week after brian green's cell phone caught fire. tonight samsung announced it's suspending all sales of the galaxy note 7. consumer reports says it's unusual to have a replacement model have the same defect as the original model. call this an explosive fate for samsung, but most would agree stopping the production of galaxy note 7s like this one was the right thing to do. >> it's not only like united states issue, but it's for all over the world. >> reporter: ditmer says her advice to customers and anyone with a galaxy note 7, don't chance it. >> take it back just to be safe. a father is in jail tonight after police say he gave his daughter heroin that led to an overdose. the 16-year-old girl wasn't breathing when family members found her saturday in lancaster.

paramedics revived her with several doses of a heroin antidote. when the teenager came to, she told police her father, kerry long, gave her heroin after she asked for it. he is now charged with aggravated assault and jailed on $1 million bail. north carolina is in a state of emergency tonight. rescue efforts continue in the wake of hurricane matthew. the storm dumped more than a foot of rain, triggering massive flooding. at least 23 have been killed in the u.s. nearly half of those in north carolina. matthew dumped 13.6 trillion gallons of water on the southeast. in florida, a federal judge issued a one-day extension to the state's voter registration deadline because of matthew. right now the vine street expressway is preparing to shut down in both directions. here is a live look from skyforce10. the closure is happening between i-76 and broad street. it will last from 11:00 p.m. to 5:00 a.m. every night through thursday. the closure is so crews can work on penndot's plans to overhaul

mark, at least for a brief period. the frost advisory for many of the inland counties in new jersey and in pennsylvania, not of course for the major metropolitan area, which has all sorts of concrete that keeps that heat in at night. we do have clear skies. you can see the nearest moisture way back to the west, and that's moving up toward canada, not even moving in this direction. high pressure right over the easter lakes. a light northerly flow. and as that high builds over tonight, that's going to cause the wind to really diminish. and we're going to keep the clear skies as we go through the day tuesday, even into wednesday it's going to stay pretty dry. we may start to see some clouds increase on wednesday. and then on thursday, this front comes through. it looks like of impressive early in the day, but look what happens to it. it all falls apart. that's about our only shot at rain for the next week and possibly beyond that. so we start off the day tomorrow in the 30s.

38 in redding. 36 degrees in easton. going up into the 60s. a little closer to philadelphia. we're still starting in the upper 30s. 41 degrees in newtown. and in philadelphia itself, 47 degrees although mount airy could start in the upper 30s. in new jersey, we're starting near 40 degrees. in trenton and haddenfield, glass borough and farther to the south, atlantic city, of course, not nearly as cool as some other areas. we've got tropical storm out in the atlantic. it's nicole. it's a long way from the united states, but the problem is there's bermuda. that's not good. putting it right over the island of bermuda possibly. the temperatures start to go up as we head toward thursday, then drop again. and then start to warm up sunday and into next week. you don't see a rain drop in sight. we'll be right back.
