some new campaign allegations and attacks. here's your state of the race today. 22 days to go. donald trump is doubling down on his claims of a rigged election. this time blaming the media, his opponent, and many polling places. but, there has yet to be any evidence of voter fraud. our newest head-to-head polling shows clinton holds a ten-point lead over trump among likely voters nationwide. when you look at the key female voting bloc, clinton has a advantage 55%-25%. bernie sanders will campaign for hillary clinton with two events in colorado. >> starting with nbc national correspondent peter alexander. he's on the trail in green bay, wisconsin. peter, good morning. >> reporter: matt, savannah, good morning to you. two days until that third and final presidential debate. donald trump will rally supporters here tonight in green

bay. heading into this critical week, trump is now furiously ratcheting up his rhetoric. facing a growing deficit in the polls, donald trump is intensifying his efforts to fuel doubts about the legitimacy of the election. >> one big fix. it's one big ugly lie. >> reporter: trump expanding his argument that the election is being rigged by the dishonest and distorted media, but also at many polling places. that incendiary new claim challenging the fairness of the voting process. but it also contradicts one of trump's top surrogates, rudy giuliani. >> i don't expect the electoral process to be rigged, meaning the election to be rigged. but if it is, we'll contest it. >> reporter: mike pence also tried to down play his running mate's latest claim. >> we will absolutely accept the results of the election. >> reporter: house speaker paul ryan rejecting talk of a rigged election. his office saying, "the speaker

is fully confident the states will carry out this election with integrity." ahead trump's trip today to wisconsin, ryan's home turf, trump's blasting his party's 2012 vp nominee as a man who doesn't know how to win. republicans divided and now under attack. a gop office in north carolina firebombed. a nearby building vandalized. so far, no arrests, but trump blames animals representing hillary clinton and democrats. clinton condemning the attack as horrific and unacceptable. the fierce rhetoric coming just days before the candidates' final debate showdown. in our new poll, 31% of voters said the debates made them more likely to back clinton. just 14% more likely to vote trump, who still is vigorously denying allegations he groped or kissed women without their permission. trump's latest challenge for clinton -- >> i think we should take a drug

president obama won. let's talk about the democrats. hillary clinton facing her own troubles this morning. more stolen e-mails, this time purported to include transcripts of speeches she gave to goldman sachs. nbc's andrea mitchell has more on that angle. andrea, good morning. >> reporter: good morning, savannah. hillary clinton riding high in the polls but now facing that rolling wave of release by wikileaks of stolen campaign e-mails. including now allegedly what are purported to be secret transcripts of those goldman sachs speeches that she gave before she was a candidate. hillary clinton's motorcade on sunday whisking her to practice for her final debate. but how can she prepare for the drip, drip, drip of thousands of pages of stolen e-mails released each day by wikileaks, especially purported transcripts of those goldman sachs speeches she gave before running for president. bernie sanders wanted to see them during the primary campaign. >> you got to release the transcripts. let everybody see.

>> reporter: now clinton talks about cracking down on wall street. >> we still have to crack down on the big banks. >> reporter: but as a highly paid speaker, clinton appears to have told the bankers, "the people that know the industry better than anybody are the people who work in the industry." she also said new banking regulations after the 2008 crisis were passed for political reasons. and the jury is still out on the 2010 dodd-frank wall street reform law. a stolen e-mail wikileaks said was to campaign chairman john podesta reveals, clinton decided to oppose the tpp trade deal she once supported even before seeing the final version, contrary to her latest claims. an advisor writing, "if she weighs in now without viewing the document, some in labor might wonder why she didn't just oppose earlier."

donald trump and rudy giuliani pouncing on this. >> she is getting bombarded by wikileaks and she needs something to save her because the stuff she says in those e-mails is disqualifying for being president of the united states. >> reporter: the clinton campaign firing back blaming russia suspected by the fbi of being behind the hacks of those e-mails. at the same time, vladimir putin on sunday saying that they were not trying to steal anything or influence the u.s. elections. but this, as nbc news has reported exclusively, the cia is planning a covert plan to launch a cyber response to all of this if russia does not stop. at the same time, there are also e-mails from last summer saying that campaign aides were concerned about a character flaw in clinton, that she could not express remorse or apologize for the private server. she finally did in a series of interviews starting with us last september. savannah and matt? >> andrea, we remember it well. thank you. let us talk about all this with chuck todd.

chuck, good morning to you. >> good morning, sir. >> for months and months, hillary clinton refused to talk about or release the transcripts of those speeches to goldman sachs saying that she would do that some time when donald trump released his taxes. now we know, allegedly, what was included in her comments to gold plan sax. do you have a better sense of why she didn't release them? >> i sure do. this was -- i think this would have been more problematic for her in the democratic primaries. look, the democratic party is moving in a direction much faster to the left than hillary clinton ever was. what wikileaks -- what we have learned out of all of this, matt, on one hand, it sort of reinforced what we already thought we knew about hillary clinton. but politically and ideologically, this being exposed during the primaries with bernie sanders, that basically she was making a calculation to move to the left. i think it would have been absolutely damaging in the primary and possibly cost her the nomination. >> obviously if you say it would

have been that damaging in the primary, the question then is how damaging, if at all, is it now with three weeks to go until the general election. >> i think in a general election, much less damaging, number one. there are some voters who are going to be reassured that she's in the middle here a little bit, number one. and then second, remember who her opponent is. i think against another opponent this could be more lethal. i think against donald trump, obviously he blocks out the sun with all of his problems. >> let's talk about donald trump. he spent the weekend really honing in on this idea and this message that the whole system is rigged. but if you really think about it, that's the message that not -- not a message to win, it is not a message to turn out voters, because, frankly, people might get depressed and think, why bother. it is a message to explain a loss. >> that's right, savannah. i think it is also a message as a way to not lose either. to not look like a loser. this is going to be donald trump looking like a fighter.

this is going to be donald trump defining victory in his own way. we've got -- we all know donald trump pretty well, i think, the three of us. one thing he will never admit is losing or failing at anything. to me, this feels like donald trump's way of deciding this fight for the presidency will make him look like a winner even if he gets trounced. >> chuck todd, thank you very much. want to mention, nbc news will bring you that third and final presidential debate wednesday night. komplg coverage begins, 9:00 eastern time. bug niz overseig news overs. the army launch be an attack of mosul. nbc's chief foreign correspondent richard engel is with troops on the move in northern iraq this morning. richard, good morning. >> reporter: good morning. this is a major operation where we are, we've been hearing outgoing rockets and artillery throughout the day.

. it began in the early morning hours at around 60,000 iraqis are taking part. it is also the main focus of the some 5,000 u.s. troops in this country. the biggest offensive against isis anywhere so far has begun. this morning iraqi forces, backed by american air power, and artillery are on the move. it seems like every iraqi in uniform and every vehicle is being brought in for this operation. so far, this stage moving the armor to the front line is moving very quickly. but american commanders say it could slow down considerably if and when they meet resistance. heading into battle, but their mood is upbeat. as the attack convoy stopped briefly, some troops started dancing. and they're getting a warm reception from iraqi civilians. many villagers came out to welcome the troops as they advanced toward mosul where more than 1 million people are penned

in by isis as human shields. but then, as the convoy drew closer to mosul, an ominous sign. huge plumes of black smoke shut out the sun. isis torched these oil wells, wells it used to fund its terror, rather than allow them to go back to the iraqi government. many iraqis want revenge for over two years of isis abuses. "we will be victorious in mosul, god willing," a soldier said. how long it will take depends on what isis has in store for these troops. iraq's prime minister says this mission has one goal -- to liberate mosul from isis, and god willing, he said, we will win. savannah? matt? back to you. >> richard engel in iraq, thank you. we have an update now on a tragic story out of lexington, kentucky where the 15-year-old daughter of olympic sprinter tyson gay was killed over the

weekend. police announced last night they arrested a 21-year-old man in connection with that case. trinity gay was shot outside a restaurant early sunday when a group of men in two cars opened fire on each other. trinity was not in either car. she later died at a lexington hospital. like her father, trinity was a sprinter. she ran for her high school team. mpl n now to traumatic video we showed you last week, a great white shark busting into a cage with the driver still inside. this morning that diver is telling his story for the first time. nbc's keir simmons has the latestest on th eson that. goo. >> good morning. this is the video that went viral. inside that shark cage had been a lone diver. this is the view from the boat from terrified onlookers. until now we hadn't married from the diver himself. but this morning he tells us this was not the only shark he was confronted with. >> reporter: thrashing

furiously, a huge shark inside a shark cage. the animal panicking, trapped. what you can't see is the chinese diver who, just moments earlier, was inside that same small cage. the shark's bloody body horrifying witnesses. watching from the boat. is there anybody in the . >> is there anybody in there? >> reporter: seconds later he resurfaces, uninjured. >> i just feel very lucky out there. can survive, still alive. and nothing gets hurt. >> reporter: the terrifying sequence lasting less than two minutes. taking the bait, slamming into the cage. >> before he broke the cage, his nose has been locked in the small window. i just tell myself, hey, come on, you don't want to go into my cage. but maybe less than a second after he broke the cage. >> reporter: the diver thrown out into shark infested water. >> at the same time there is two

of the other sharks swim below me. >> reporter: up above, panic. someone opens the hatch. and finally, the diver emerges. >> i don't think he want to attack me. he just panic. i think it's just accident. >> reporter: shark cage close encounters occur when sharks are hunting food. it can look like a shark attack. in fact the animal is unable to swim backwards. but experts warn tourists no the to take risks, like in mexico earlier this year. a diver touching a shark's nose. after this latest frightening incident, the diver says he'll keep diving. >> i will get back to the cage next day. >> he says the shark was so powerful, he was thrown out of the cage and left holding a piece of the torn-off metal. he says that he was not that frightened because everything happened so quickly. matt and savannah, i'm not sure everyone would say that. >> i would agree with that. >> it was bad in the cage.

not so great outside either. shark infested waters. back to the video we showed at the top of the show. tramat traumatic rescue caught on camera. cell phone video shows palm bay police officers and several bystanders rushing to free the trapped driver as the suv burst into flames. after they pulled him out, they locked arms forming a human chain. eventually pulling the driver up hill to safety. miraculously, he only has minor injuries. let's turn to dylan now, first check of the weather. al is still on the mend. doing well. >> he pick a good week to recover. it is going to be in the 80s, sunny. it is fantastic this week across the northeast. in fact across most of the country it is going to feel like late august rather than mid-october. summer-like temperatures thanks to this area of high pressure pushing the jet stream way up to the north. memphis, 88 degrees for the next

nbc 10 news starts now. 7:26. good morning, i'm tracy davidson. a warm and foggy morning as you can see. let's get right to your first alert neighborhood forecast. meteorologist bill henley has that. bill? >> no shortage of fog. it's gotten thicker in the last few minutes. look at this fog bank. this is a view from above the fog from high atop the comcast center. the thick fog will take a while to clear. it will be clearing. dense fog in hazleton, down to a mile and a quarter in pottstown. look at the thick fog for blue bell and now philadelphia international and wilmington both reporting eighth mile visibility. that will make for slow going this morning. as the temperatures warm to 80 this afternoon, the fog will disappear. tracy? there's a problem on 422. nbc 10's first alert traffic reporter jessica boyington has you covered. where is it, jess?

see some improvements. over the weekend, we had wind gusts 80 to 100 miles per hour. several inches of rain, several inches of mountain snow. now tapering off to more or less just spotty showers from seattle, medford, oregon, eureka, california as well. we do still have some mountain snow but now the big story is the high winds, especially all across the rockies where we do have high wind warnings and watches and wind advisories, too. we still could see wind gusts upwards of around 50 miles per hour, especially in the highest elevations. want to point out also that it is not just very windy but it is also extremely dry. humidity levels are low and with the warm-up we're seeing, we could see any fire that develops spread very, very quickly. this includes denver, dodge city, up into north platte, amarillo, texas, santa fe, new mexico. those are all areas with the red flag warnings in effect for the day today. again we will see some of these spotty showers trying to move eastward. not really helping out the red flag area but good morning, i'm

80 degrees today in delaware. jessica boyington is watching the traffic this morning. what are you seeing out there? >> starting with the bridges rosemary, construction headed over the ben franklin bridge on the westbound side. two right lanes are closed, causing a slowdown headed into philadelphia. the rest of the bridges look okay. 422 around st. gabe's curve westbound side trash spilled everywhere, one lane getting by on the westbound side. it is deadline day for atlantic city, published reports say the city needs to submit a revised spending plan to avoid a state takeover. atlantic city council introduced a budget in august asking for millions in state aid. new jersey officials are not on board with that plan. someone set four cars on fire on three different streets in overwrook neighborhood overnight. no one was hurt but police are searching for the person who scorched those cars. we'll have another update in just about 25 minutes and a full
