how voters in our area could sway the entire election. ticket troubles. some drivers say police have no right to bust them for speeding. >> announcer: nbc10 news starts now. deadly flooding. storms leave central and western pennsylvania underwater. tonight that same system is bringing rain to us. good evening. i'm jacqueline london. the path of destruction stretched 150 miles, and now pennsylvania's governor is calling in the national guard to help with the recovery. a 65-year-old man died after this tree fell on his home in clinton county. he was on a ladder when the tree came down. it knocked him to the ground, then landed on him. officials have declared a disaster emergency in sullivan county. a number of roads are closed. some nearly destroyed. fast-moving floodwaters washed away at least two homes and several cabins. flooding is also a major issue

in lie combing county where water isn't just outside but also inside homes and buildings. many residents were evacuated around 5:00 this morning. that same system is bringing rain to our area tonight. nbc10 was there for a wet night in westchester, but the big weekend story is the wind, and a 20-degree temperature plunge. meteorologist erika martin has our nbc10 first alert neighborhood forecast. >> jackie we do have a major change in the works. we were seeing dry conditions, certainly felt more like summer. if you look at the bottom of your screen, you will see your local neighborhood forecast. a look outside, we are seeing that system headed our way as you mentioned. notice rain on the left and notice how this camera is shaking quite a bit. that's because we are seeing quite a kick-up in those wind speeds and those wind gusts. otherwise, satellite and radar image giving you a really good picture here of just how quickly those showers are headed in our direction. locally we're seeing lots of greens on the screen so more showers in the works. pockets of heavy downpours

moving from west to east. otherwise clearing by the first half of tomorrow morning. but then again we do have a hazardous weather outlook. all due to the fact that we do have those pockets of heavier downpours. coming up in my full forecast, i do have the expected cooler temperatures by tomorrow and those increasing wind speeds and wind gusts. back to you. who won the debate? >> donald trump rallying supporters in bucks county and claiming victory after the final presidential debate. tonight he doubled down on his claim that the system is rigged against him. and with just 18 days until the presidential election, he's still hoping he can pull out a victory in must-win pennsylvania. nbc10's aundrea cline-thomas is live in newtown. aundrea, in order to win the white house, trump needs to win suburban philly voters. >> that's right, jackie,

especially here in bucks county. so today's speech didn't just focus on policy. donald trump really urged his supporters to get everyone that they know to the polls. thousands arrived hours before donald trump's rally in newtown. support his campaign is relying on in the philadelphia sub bushes. when he took the stage, donald trump stuck to a script. >> your incomes will go up under a trump administration. your taxes will go way down under a trump administration. >> reporter: the economy, second amendment and immigration reform all got big cheers from the crowd. right now polls have trump trailing hillary clinton in pennsylvania by margins that have been widening over the last month. it coincides with exposure of lewd comments he made about women and multiple allegations of misconduct that trump has denied. >> i see more young women,

mothers, grandmothers here with a passion for their country that wants a change. >> reporter: with 18 days left in the election, trump continues to question the validity of the system. >> we're living in a rigged system. >> reporter: his defiance resonates with his base. >> i give him credit for staying away from what everybody wanted him to do, and that's why he's popular, and that's why people like him. >> reporter: and for those that don't prefer that approach, donald trump still may have their vote. >> some of the comments i think trump has made have been racist and unfair, but at the end of the day, i can't vote for hillary. >> reporter: tomorrow in gettysburg, donald trump will lay out his plans for his first 100 days in office. it's a pivot that has campaign is calling the closing argument to the american people. reporting live in new tourn, aundrea cline-thomas, nbc10 news. meanwhile, hillary clinton and tim kaine are heading back to philly tomorrow. they will appear together at the university of pennsylvania.

earlier today, clinton met with black lives matter activists at a rally in cleveland. she criticized trump for not saying he'll accept the result of the election. >> make no mistake. by doing that, he is threatening our democracy. >> clinton also had some help from vice president joe biden today. he campaigned for her in wilkes-barre. new tonight, pennsylvania republicans have filed a federal lawsuit ahead of the election. they're challenging the law that says poll watchers can only serve in counties where they live. donald trump has made unfounded claims about massive voter fraud in pennsylvania. but republicans say, quote, this suit isn't about election fraud. this is about enforcing constitutional rights. now to a developing story. police are looking for the gunman who shot three men tonight in west oak lane. it happened just after 9:00 at walnut lane. authorities say a man appeared from around the corner and fired

shots at the men. all three were expected to be okay. new at 11:00, several dozen young people were taken into custody after fights broke out on temple university's campus. skyforce10 was over that scene earlier tonight. police tell us no one was seriously hurt. a spokesperson for the school told nbc10 roving groups of students were playing cat and mouse with officers all evening. tonight, celebration on college campuses across pennsylvania. that's because the faculty strike is over. after three days on the picket lines, union members reached an agreement with school administrators. that means students will be back in class at kutstown, millersville, cheney, and westchester universities. nbc10's keith jones reports. >> i'm a little overwhelmed because i don't know what's going to go on with exams. >> reporter: this woman has a hard enough adjusting to life on

westchester's campus. add a teacher's union strike to the mix and no classes for three days, and hailey is stuck adjusting again. >> it's not they're being selfish, but i just think like there's people that are trying to learn, trying to get an education, and like this is obviously compromising it. >> reporter: earlier tonight, a big compromise. this tentative contract couldn't come at a better time. it's homecoming weekend here on campus. a lot of traffic is already starting to build up as alumni who had mixed feelings about this, including students, get back to this campus and back to work. >> i had a lot of tests scheduled, so i got to study now. >> gerald gray isn't alone. more than 100,000 students at 14 state universities were affected by this including these five in our area. basically the new contract provides raises for employees but requires them to pick up a greater share of their health care costs. teachers say they walked out, though, to preserve the quality of education for their students. >> i'm paying for an education,

and i deserve my teachers. >> reporter: shannon like most of the students is happy the strike's over. >> the teachers weren't very happy about it, and i felt bad for everyone losing their education. >> reporter: keith jones, nbc10 news. fbi and homeland security are trying to find out who is behind the day-long series of cyber attacks that brought some of the biggest names on the web to their knees today. internet users in at least six countries were unable to load popular websites like twitter, netflix, amazon, paypal and others. the attack was aimed at a tech company based in new hampshire that serves as an internet switchboard and allows people to connect to websites. new jersey governor chris christie is responding to testimony in court today, stating that he knew about plans to close lanes of the george washington bridge back in 2013. christie's former deputy chief of staff, bridget kelly, testified that she told the

governor about plans for a traffic study on the bridge a month before they began. kelly and former port authority worker bill baroni are accused of helping plan the lane closures in retaliation for the po mayor not endorsing christie. a statement was released saying, as the governor has said since january 9, 2014, the governor had no knowledge prior to or during these lane realignments, and he had no role in authorizing them. anything said to the contrary is simply untrue. the tale of the dash cam. an officer scene kicking a man in the face. why police say it was an appropriate use of force. i'm tracking some showers moving on through hour by hour, picking up on those rain showers through the overnight hours. coming up in my full forecast, i'll tell you what to company for tomorrow morning. i'll see you in just a bit. why some local drivers say

an allentown man is accusing the police of using excessive force after dash cam video captured an officer kicking him. you can see hector medina pena being kicked after a pursuit back in 2015. he was accused of robbing a strip club. the city says it was appropriate since the suspect was reaching toward his waistband. but the suspect's attorney argues it was unconstitutional. a local attorney wants to know if you received a speeding ticket from philadelphia police on the interstate. it turns out that's not supposed to happen, and you may be able to file legal action. nbc10's brandon hudson explains why. >> reporter: philly police can patrol the interstate. they can pull you over, but officers aren't supposed to give you a speeding ticket on the interstate. we're told it's happened more than once, and that's why they're being sued. here's how this breaks down.

a 2012 memorandum from then philadelphia police commissioner charles ramsey said officers can't hand out speeding tickets on the schuylkill, 676, and i-95 until further notice. >> we found out there has never been further notice. in fact, there hasn't been a speed enforcement agreement as far as we know since 2012. >> no speed enforcement agreement means only state troopers can fine you for speeding on the interstate. jason powell is an attorney representing three people who were illegally ticketed by city police for the last three years. powell says one of his clients already challenged the ticket in court and won. >> i think most people wouldn't question it. i think most people assume that if they're being pulled over by a police officer, the police officer has the authority to do that. >> reporter: we tracked down drivers to see if they knew the rules of the road. >> i didn't know that. >> reporter: derek young told us he didn't realize the interstate was state police jurisdiction only. >> i got pulled over by a regular cop. >> reporter: on the interstate?

>> yeah. he let me go. he just said slow down. he didn't give me no ticket. >> they shouldn't be doing that. >> but you don't want people breaking the law, so it's like a 50/50. >> the residents of philadelphia have to comply with the rules, and we believe the philadelphia police and the city should too. >> reporter: the philadelphia police department and the city cannot comment at this time pending litigation. brandon hudson, nbc10 news. rocker jon bon jovi went back to school today in south jersey to start shooting his latest music video. ♪ shot through the heart, and you're to blame ♪ >> the new jersey native's band filmed the video at camden high school but students weren't there. they were off for a teacher in service day. bon jovi's crew used the school's gym and six classrooms. it's unclear if the singer was actually there for the filming. erika martin, i'm living on a prayer that this warm weather is going to stick around, but i know that's not happening. >> great segue, jackie.

hazardous weather outlook has been issued by the national weather service for tonight. we do have some heavy downpours moving across the area. notice green on the screen here. some pockets of yellows and oranges denoting some heavier downpours. i do expect one or two isolated thunderstorms, otherwise not very organized through the overnight hours. hour by hour forecast, picking up on the showers through early tomorrow, the good news is the second half of your saturday will be dry. however, it will be very gusty. and in just one moment, i do have your hour by hour gusts. you'll see just how gusty and windy it will get. current temperatures right now, mainly in the 50s, 60 in philadelphia. wilmington, 58 degrees. a wider perspective. this is the big story for tomorrow. notice the blues on the screen here. everything diving on down, so cooler temperatures in the works. certainly by tomorrow afternoon, temperatures only topping out in the 50s. so future temperatures starting this at 11:00 p.m. we're seeing 50s and 60s in the forecast. then by tomorrow morning, we

start the day off in the 40s, and really that's all we're going to get. by 5:00 p.m., burlington, 52. egg harbor, your expected high temperature, 54 degrees. be sure you look at the bottom of your screen for your local neighborhood forecast. so here we have your future wind gusts. it's going to get very gusty by tomorrow morning. we're seeing anywhere between 20, 32-mile-per-hour wind gusts. sustained wind speeds between 15 and 20 miles per hour. by 4:00, 5:00 p.m., we're seeing 36-mile-per-hour wind gusts for potstown. keep that in mind. even though temperatures will be in the 50s, it's certainly going to feel a lot cooler than that simply because we do have those strong wind speeds and wind gusts. so those scattered showers will start to clear for the second half of your saturday. good news there. temperatures topping out only in the 50s. overnight lows getting a lot cooler by sunday into monday. seeing low 40s. sunday, seeing lots of sunshine in the forecast. a high of 62 degrees.

low 60s on monday. and then seeing a couple of clouds develop on tuesday with a high of 57 degrees. by thursday and friday, we're tracking the potential for some showers. otherwise, be sure you stay dry tonight and bundle up for tomorrow. we have sports coming up on the other side of the break.
