breaking news at 5:00, a disturbing crime uncovered in delaware county. a college student used a hidden camera to secretly record dozens of women and children. >> those cameras were found in several locations, even a local high school. nbc 10's jacqueline london joins us live from the breaking news center with more on the suspect under arrest. >> keith and erin, the suspect is accused of using a hidden cell phone to take 51,000 upskirt pictures and videos over two years. vincent cain is a part time student at villa nova. the investigation began after a cell phone was found hidden in a bathroom on campus. police say that phone belonged to cain and he was using it to take up dloet skirt videos in bath radios on campus. they say he did the same thing

at o'hara high school and a cvs pharmacy where he works. authorities say he had 51,000 secret recordings and some of the victims were under age. cardinal o'hara says it informed parents and students about the situation. villa nova has done the same thing. cvs says it is cooperating with police. jacqueline london, nbc 10 news. following up on a story from delaware we brought you as breaking news. a deadly fear at an apartment building in lands down. we learned the victim was a man. crews found his body after being called to landsdown avenue for a kitchen fire. investigators are trying to figure out how it started. let's talk about your first alert weather. tonight we're tracking rain moving closer and closer and closer to our area. >> and that is on top of some very cold weather for this time of year. very, very cold.

first alert meteorologist sheena parveen is here with your neighborhood forecast. >> a cold start to this morning, temperatures around freezing. now we're seeing them mostly in the low 50s. they rebounded but still a very cold afternoon. 52 in philadelphia, suburbs 53 through much of our neighborhoods in delaware. closer look, 52 in rittenhouse. we haven't been much warmer today. 51 in mt. airy and 53 in fox chase. if you're in conshohocken, by 7:00 tomorrow morning, maybe the upper 30s. notice how we'll start to see the increase of some rain. as we go through the day tomorrow, temperatures staying in the 50s and rain coming. a rainy and chilly pattern setting up. there's the rain i'm talking about, just off to our west. notice how over parts of michigan we already have snow developing there. some of the cold air to the north is going to run into part of this weather system.

if you're in the poconos, you could be seeing some of that early tomorrow morning. for monroe county, freezing rain advisory until 11:00 a.m. tomorrow morning. the rest of the area mainly seeing rain. that goes to show you we have a little wintery weather trying to move into part of the area. either way, make sure you have the umbrella handy. we have a weekend warmup i'll show you coming up. happening right now, democratic vice presidential candidate tim kaine is campaigning in lehigh county. this is kaine's second stop in pennsylvania today. nbc 10's lauren mayk is live in knewto newtown bucks county. he said the keystone state is key to winning this election. >> reporter: if it seems like you've seen a lot of these candidates, you're right. you certainly have. today tim kaine seemed to have messages for two kinds of voters, for undecided voters he laid out the case for what hillary clinton wants to do and against donald trump and for

held a rally in the same town. it was about five miles from kaine's event at the newtown athletic club. experts say philadelphia suburbs including bucks county could be very important to winning the state of pennsylvania. voters in montgomery county are worried they may have trouble voting at all. nbc 10's deanna durante is looking into a problem with absentee ballots. coming up new at a:30, why election of feshls are scrambling to print them in time. video of a group of thieves backing their store into boyd's department store in center city before stealing $45,000 in designer coats and handbags. the heaves arrived in two cars and rushed into the store with masks and hoodies. 18 kt and chestnut, take a look at how the store looked. it was broken glass. mannequin on the street from the destruction. they made off with expensive purses and jackets.

police are still looking for them tonight. details on the theft that caused this damage at the union league. police now they're looking for reginald phillips. they say he caused this damage when he ripped a brass railing out of the union league steps. officers later recovered the railing. the building has about $100,000 in damage. police are still looking for phillips. new details into the possibility of a septa strike. today septa releases a contingency plan in caseworkers walk off the job november 1st. regional rail would be the only transportation option in the city. no city bus, trolley or subways. service in the suburbs would not be largely impacted. the north town high-speed line and suburban buses will run. the contract with the workers union is set to expire on october 31st. the union says some of its concerns are scheduling break times and driver fatigue. tonight new jersey transit

has what it needs to install a new safety system on its rails. the board voted to lease the last radio frequency it needs to install positive train control. that lease is with the new york metropolitan transportation authority and will last 50 years. it should be en stalled by 2018. the absence of that train control system is one of the things investigators are looking at in last month's deadly train crash. from the rails to the roads, new at 5:00, the girlfriend of philadelphia district attorney seth williams will serve one year probation for allegedly slashing the tires of city-owned vehicles. a judge approved stacy cummings for the accelerated rehabilitation disposition program. in addition to probation, the terms include paying a fine of $845 and attending an anger management class. cummings is accused of slashing the tires of a city-owned sedan and suv that were parked outside the house of d.a. seth williams

last november. prosecutors didn't charge her until august of this year. delaware county district attorney's office is handling this case due to a conflict of interest. also tonight, new concerns over the rising cost of health care just as enrollment is about to begin, patients have learned their premiums are going way up. in pennsylvania that increase could be more than 50%. nbc 10's rosemary connors joins us from center city where a lot of people, they're talking about this, rosemary. >> reporter: absolutely, erin. we caught up with folks at redding terminal market and found quite a few people who get their insurance over the affordable care act. over the next week they'll be doing a bit of scrambling especially with word of the rate increases. they say now they're going to have to figure out what is the best plan that won't cost them the most. a hearty sandwich was on the list of many in the lunch crowd. on some of their minds, the affordable care act and the increase in premiums next year.

>> i think everybody should be entitled to good medical care. >> reporter: david owns jonathan best gourmet grosser tells me his wife and 11-year-old daughter get their health insurance through obamacare, he's aware insurers have requested an average rate increase of nearly 33% for next year. he believes it's money well spent. >> it makes me feel confident that i got a good insurance policy. it covers everything, that i don't have to worry about down the road. >> reporter: we did some digging and found some policies in pennsylvania, for example, an average plan for a 27-year-old could go up by as much as 53% or $113 each month. >> our policy premiums went up. our doctors chapgtd, our co-pays went up. >> reporter: dominic works at the grosser in redding terminal gets his insurance through his wife's employer. he says he's also noticed an

the u.s. defense secretary is ordering the pentagon to stop trying to take backbone news from thousands of soldiers. >> national guard members in california got those bonuses for reenlisting to iraq and afghanistan. efforts to reclaim them sparked bipartisan outrage. >> just days after a published report that thousands of california national guard members are being pursued by the pentagon to pay back suspect bonuses they received for reenlisting a decade ago, defense secretary ashton carter has halted the process. >> i've ordered the suspension of all efforts to recollect

reimbursements from affected california guard members. >> reporter: it follows the los angeles times story that nearly 10,000 california guard members have been ordered to repair bonuses during what turned out to be a recruiting scandal. >> we stepped forward, volunteered, signed on the line. we did our duty. now they're slapping us in the face. >> reporter: former guard member robert deannedaro received a bonus of $15,000 or more to reenlist for more combat in iraq and afghanistan. an investigation in 2011 determined those bonuses were in error or illegal. several members pled guilty to fraud. at the same time the pentagon pursued payback from soldiers which both sides of the aisle call outrageous. >> tonight there's some concern this reenlistment bonus scandal may stretch outside the borders of california. the national guards of delaware and pennsylvania say they aren't affected. new jersey tell us they have an

ballots. we have more on what's behind this ballot mess. >> reporter: family time is important for the family. that's why the family vacation is a big deal. they know this year's election, that's a big deal, too. since they can't be in two places at once. >> we're trying to do absentee ballots. it was well over two weeks that we sent it in and we haven't heard back. so we're a little concerned. >> the family is part of more than 20,000 voters who have requested absentee ballots from montgomery county voter services. despite over time and extended hours, workers here are still keeping up with the demand, two weeks before the election. >> they are processing ballot requests in the order they came in and getting them out the door as quickly as possible. >> reporter: we were there as hundreds of ballots were going out the door. they say there was a slight delay in printing of ballots because of a legal challenge to the wording.

they say there's still time to get your vote counted. you can come here in person. >> did you know you can go to the county and do it today? >> no. >> the county has fallen down on their jobs to getting absentee ballots out. >> reporte >> there is no conspiracy going on and nobody thinks about anything partisan when they walk into work in the morning. >> reporter: if you are disabled, you can designate someone to come here and pick up your absentee ballot. what you can't do is send someone in your place like the parent of a college student. if you are concerned about not getting the ballot back to norristown in time, the best course of action, fill it out in person or overnight it. deanna durante, nbc 10 news. montgomery county says it will have extended hours and be open on saturday from 9:00 to noon to accommodate requests for

some early precip in the poconos with temperatures below freezing. that's why we have a freezing advisory out for carbon and monroe counties. this could create dangerous conditions if you are in the higher elevations early tomorrow when the rain starts to move in. as we go through the morning hours tomorrow, most of the area aside from the poconos looking at above freezing temperatures. mostly above 40 degrees. then the rain increases through the day and by the afternoon it's going to be cold and rainy. only in the upper 50s. some of the rain could be heavy at times. i'll show you a closer look at the timing on that. a bit of a warmup for your weekend, too. >> sheena, thank you. three philadelphia a corrections officers are accused of beating a handcuffed inmate and trying to cover it all up. investigators say the three handcuffed an inmate back in june and then they punched, kicked, stomped and dragged him. the officers turned themselves in today and are suspended from their jobs. authorities say after the attack

the men told their superiors the inmate had harmed himself. a new jersey preschool ex-peopled a 3-year-old girl with down syndrome. today the state attorney general filed a discrimination lawsuit against noble learning. the morristown school is charged with discriminating against the child because she was not yet toilet trained. the complaint alleges that the school didn't provide the accommodations the chilled's disability required. in a statement noble learning community says our schools are dedicated to serving the needs of a diverse student population including many with disabilities. we are proud of our comprehensive policies and from seed yurs to ensure compliance with state and federal laws. also tonight, a halloween heist, surveillance cameras caught these thooefts pilfering pumpkins from a new jersey farm. the surprising number they managed to steal next. multiple e-mails because she was scared. kelly, quote, i wasn't the only person to delete e-mails and texts. to several in the courtroom that seemed a direct swipe at governor christie whose subpoenaed phone records show 12 deleted text messages during a legislative hearing on bridgegate. >> he gave and voice and texture to what i thought about the way this governor was running the administration. >> reporter: kelly seemed almost deflated when the government pointed out that seven other witnesses in this trial gave testimony that conflicted with hers. kelly, quote, all of them have a different recollection of what happened, and i will tell you all of them, their livelihood depends on chris christie. her attorney, though, was able to establish many of those seven disagreed with each other, not just kelly. and he ended, quote, are you innocent of these charges? kelly, i am.

joining us. >> reporter: this case broke open on september 26th a month ago where here on villa nova's camp campus, a student found a cell phone camera in one of the bathrooms at villa nova university. police very quickly traced that cell phone back to vincent kane, 19 years old, a part-time student here at villa nova. when confronted by detectives, kane admitted to taking these types of videos for more than two years. searching his home police found a hard drive with 51,000 pictures on it. those pictures were taken, as you said, from a cvs where he worked and at cardinal o'hara high school where he graduated last year. students had strong reaction to this news when we spoke to him moments ago. >> it's college. it's the world. everything kind of happens, you're never going to be sheltered from everything. it's kind of
