snow and freezing rain. nbc 10 glenn "hurricane" schwartz is here with our forecast, glenn schwartz. >> we did get a few snow flakes up in the mountains. changed over to light freezing rain right now. temperatures are near the freezing mark. we are seeing pink changing to regular rain in the green. not much around the philadelphia

area or points to the south but we continue to see the steady rain through the lehigh valley. farther to the south we are on the drier side. that is not going to last. there is more to the west that will be coming in during the afternoon. and the temperatures not going up a whole lot especially in the lehigh slvalley. as we get to the afternoon rush it's not very chilly in philadelphia. look at this rain coming in. showers, maybe thunderstorms as we go into the evening hours. but a huge temperature contrast across the area. in philadelphia look at that. the temperature actually goes up during the evening hours. same story in the pa suburbs. lehigh valley staying in the 40s most of the day. areas to the south getting into the 60s. more on the weekend forecast

coming up. a judge approved a $265 million settlement for the victims of the crash and the families of those who died. the train derailed in may of last year and injured more than 200 others. federal investigators believe the engineer was distracted by radio traffic at the time of the crash. this morning the philadelphia city council is taking steps to help avoid the septa strikement th. they are already laying out a contingency plan. what are you hearing about the possible strike? >> reporter: they are aware that a strike is possible come next week. they are frustrated and angry it has come down to this. once again almost to the 11th

hour as far as a possible deal. take a live look right now. they are going to be addressing the issue later on this morning. the union says if there is no deal they will walk commuters dealing with rain and they are telling me they are more concerned about getting concerned. and to that regional rail would still run but there are fears of overcrowding. riders are being urged to come up with a back up plan and it's something people are thinking about today. >> i don't think they got anything more than they were getting originally. >> does what does it do to riders like yourself?

gunman who shot and killed a woman in northeast philadelphia. the shooting happened in the parking lot of an apartment complex around 1:30 this morning. a man was shot in the face and arm but is expected to be okay. police say the gunman fired at least a dozen shots. one bullet went through an apartment window but no one inside was hurt. a deadly shooting in the west oak lane section was an execution-style attack. police respond around 12:30 this morning. they found a man like on the sidewalk mere feet from his house. a police car collided with another vehicle. the officer was row respoespond

robbery. the driver and other car was taken to the hospital in stable condition. and philadelphia police want you to take a look at a burglar who used hammers to break into an electronics store. he used two hammers to breakthrough the store earlier this month. the man used the hammers to bust into the display cases. the worker hands over the items and the robber runs from the store. if you happen to have any information you're asked to call philadelphia police. happening today jurors will hear closing arguments in the

bridgegate trial. they are accused of closing access lanes for four days back in september of 2013 in order to punish a democratic major who didn't endorse christie. both claimed they thought it was part of a legitimate traffic study. closing arguments are expected to begin today in a trial that was brought against pennstate. mike mcquery claims they failed to support him after he testified in the child sex abuse scandal. penn state argues his termination was part of a coaching change. police in delaware county have arrested a man for alle allegedly using hidden cameras to spy on people.

they uncovered more than 50,000 images including child pornography. 19-year-old used hidden cell phones to secretly record people in the bathroom. a student found that phone and then reported it. that lead to a month long investigation that uncovered more secret recordings. where he graduated in 2015. cvs store where he worked. >> especially as a woman you're taught to be careful. i'll be more careful and making sure everything looks fine. >> police say cain is a part time student and no longer works at cvs. police say they arrested a man who allegedly caused this damage at the union league.

>> who said you could stay here? >> one. >> what's your name? what's your last name? he gives the officer a fake name and says he has been evicted. the officer tells other officer to come to the scene. he was shot and wounded in an exchange of gunfire. he bleed not guilty. this morning they are beginning to assess the damage caused by earthquakes. many can't return to homes because building are so heavily damag damaged. this is the same region that was hit by an earthquake back in august which killed around 300 people. broadcasting agency was video taping a church when it collapsed during the quakes

yesterday. the church has already been damaged. this time the quakes were far less deadly with one reported death so far. an apartment fire killed one person and left a dozen other people including several firefighters hurt. at one point flames were friending embers to two near by. investigators are still looking into what caused that fire. and happening right now the department of justice is announcing arrests in the irs telephone scam that had been argumenting taxpayers for the last four years. we are giving you a live look. the government has arrested at least 20 people and executed nine searchwarrants. it involves five call centers in the u.s. and india. callers posed as tax and

immigration agents unless money was sent to clear up a deportation warrant or to uncover income taxes. stay with us and we'll give you more details on this announceme announcement. well, we have already had several hours of rain in parts of the area. other places not raining at all. what a temperature difference across the region. it's 50 degrees and cloudy in philadelphia. we have many areas north of philadelphia that are just barely to 40 degrees while it's in the 50s or even warmer in other parts of the area. let me show you this. in the lehigh valley we have places as low as 36 degrees. we saw redding 39 degrees. farther to the south we go into delaware and it's 57 degrees in dover.

it is 58 in georgetown. 61 in bethany beach. so we already have about a 23 degree temperature difference across the area. that is going to spread because parts of delaware are going to warm up more significantly. this is the freezing rain. we saw it. light freedsing rain is stazing. we do have some showers coming in upper montgomery counties right now. more coming in later today. as we go towards the afternoon we are talking about near 60 at philadelphia but staying in the 30s here. some possible thunderstorms developing with that temperature contrast from north to south across the regions.

the temperatures may be going up in parts of the area tonight. it's not cooling off very much until we get well after midnight when it starts to clear out. by tomorrow we are going to be seeing the wind really picking up, 20 to 30 miles per hour wind during the day tomorrow but it will be dry and the temperatures hold in the 50s during the afternoon. speaking of 50s much of the area will be held there. we will be around 60 in center city philadelphia. a little bit cooler to the north. allentown in the afternoon only about 48 degrees along with easton. farther to the south atlantic city and cape may 64 degrees. huge temperature contrast from north south. that is what neighborhood

as you can imagine. septa did issue a contingency plan to at least get people preparing for the worst case scenario. first off, what would not be running? it is along with trolley routes. it is already on right at or near capacity right now. there aren't too many options out there. septa is looking at adding trips and having express trains make extra stops. if you can make your schedule flexible at all that would help with the overcrowding issues. some of the septa riders are trying to figure out what to do next. >> i told the bus driver good luck and he said i hope we don't strike. >> every year they can't --

teenager's death at a school with special needs. they heard the teens say get off of me. i can't breathe. the 17-year-old died two weeks ago. he was living there as part of the residential treatment program. the teen was accused of stealing an ipod. students say three staff members held and punched the teen because he was acting aggressively. in a report witnesses heard him get hit in the chest and say i can take this. that's all you got? give me more followed by get off me. i can't breathe and then silence. last night a neighbor across the street from the school tells us she is shocked to hear of the teen's death. >> i never heard of any problems happening in that facility. i have been here for 15 years. >> we told you they were voluntarily closing the residential treatment program but will continue to operate as

a school. they have gone a step further revoking their license to operate. the school says it is saddened by the death. there were other findings like staff members aren't properly trained and parts of the building are unsanitary. you can read more on the nbc 10 app. and the sixers lost their home opener last night against the thupder. there is a lot of talk about the national anthem singer that was supposed to sing and sixers told her she couldn't because of her shirt. >> they are singing the national anthem and they are telling me i can't because i'm wearing a we matter jersey. they told her she would not be singing minutes before she was to take the court. she says she was never given any kind of dress code. a members of the sixers dance team stepped in to sing the

boys continue to out perform girls in math but that gender gap is closing when it comes to science. a study shows most children enter kindergarten but girls tend to fall behind by third grade. a separate study shows fourth grade girls had closed the gender gap. in eight grade that gender gap was even tighter. trauma can come in many forms whether it be a house fire, car accident, natural disaster or devastating injury. the pain is always real. it is a local organization that provides services and support to people effected by trauma or crisis. dennis is the president and ceo of the trauma survivor's

let's take a look at parts of new jersey. the wind is southeast coming in off of the ocean. we are getting into the 50s here. medford 50. lumberton 50. millville 55 degrees. it will be quite a contrast across new jersey. look at princeton, only 42 degrees. across central and south jersey we have significant temperature differences. here is more rain starting to come in. this is more like patchy generally light showers. there is more activity back to the west that will be coming in later. the freezing rain in the mountains is pretty much gone. so the advisory has expired for that. farther to the south you can see some more rain in chester county. look at this development as we

go through the afternoon. not only rain fairly widespread but also heavier rain and maybe even thunderstorms developing with that big temperature contrast from north to south. we continue to see that coming across the area through mid-evening. so between let's say 3:00 and 9:00 that's when it's going to be the wettest around here. after midnight it starts clearing out, drying out and getting pretty windy for tomorrow along with some chilly weather. you don't see any kind of precipitation coming in for saturday but as we go into sunday we have a little system that is going to be moving down. it gives us just a chance of a few showers during the day on sunday. so saturday looks dry, 70 degrees in philadelphia. 72 in delaware. cooler in the lehigh valley. a little bit cooler on sunday
