today. since there is still no deal buses, trolley and subways are not running. we have seen delays and crowded trains this morning. we have live team coverage. matt delucia is live for us at the sheraton hotel where negotiations are expected to happen today. what's the latest? >> reporter: no word yet on when the talks will resume. septa expects them to resume in hours to come. a tough spot feeling the pressure for another day. day two of the septa strike. regional rail is one of the few services still running. with buses, trolleys and subways still parked commuters have their subways still crossed. >> i will not be going to work. >> i will be coming in at like noon but i'm just playing it by ear and opening for the best.

>> reporter: he says the delays many encountered yesterday didn't effect him too much. a different story for jess. she usually gets home from work around 5:00 or 6:00. >> last night a couple of the trains were cancelled and then it would go from 30 minutes to 40 minutes to 50 minutes to 60 minutes and then i didn't get home until 9:00 at night. >> with gridlock on the roads and silence on the subways taxis and ride sharing services are cleaning up as riders hold out hope and wait for their train to arrive and a strike to end. >> i just hope for the best. i am going through many septa strikes. i'm glad i have the train. that's okay. it will get me there. >> reporter: some positive hopes there. right there back live this is the sheraton hotel. that is where all of this negotiating has been happening. quite a few people have resorted

to walking to work. i did reach out to the transport workers union a short time ago to get an update on where things stand. i'll be back at 11:30. matt delucia, nbc 10 news. >> traffic has been heavier than most mornings. let's get the latest now. starting off with the regional rails? >> we are seeing these updates coming in minute by minute, second by second. it is crazy out there. we are seeing delays on newark and 26 minutes delays for 521. these are the latest delays. a live shot at 76 around belmont avenue traveling from the vine. it has been a trend all morning.

bumper to bumper traffic. now in the 50s but it is still going to be very delayed. upp upper hanover there is an accident. this is hill road and montgomery avenue. all of the roadways have been closed down because of this further accident investigation. we are seeing traffic being detoured as far back as route 100. this has been coming in my reports for quite a while. let's take a look at woodhaven to the vines. it is much more improved. northbound travel times, we are doing okay. travel speeds in the 50s. they are so far looking pretty good. we are doing okay as well. the regional rails will be coming in minute by minute. back to you. >> thank you. the philadelphia parking authority is cutting the price of some of the garages during the septa strike.

third, how he is being portrayed in the media. >> 79-year-old bill cosby looked straight ahead as he was lead by sheriffs deputies. >> reporter: the defense will lay out the case against cosby is biassed. his attorneys say he was vilified by campaign ads when he declined to prosecute cosby more than a decade ago. it shows news conferences from gloria alred. we may hear an argument that cosby's age are factors that could effect a trial. he is legally blind. it is possible the judge may not get to the most controversial issue. should jurors be allowed to hear from some 13 past accusers. they have filed a motion against allowing their testimony.

and in the next 30 minutes we'll continue to monitor all of the presentations for motions inside the courtroom and have updates for you at 11:30. monique braxton, nbc 10 news. >> thank you. new this morning philadelphia police look for the gunman who killed a man. sky force 10 flew over the scene. a man was shot several times in the back and around 9:30 last night the victim was pronounced dead at the scene. police recovered the weapon. take a look at this new video. philadelphia police say this man spent about 40 minutes stealing tools from an auto repair shop. the video is from early friday morning. it broke through a locked gate on west ashdale street. he took $3,000 worth of guns and an air compressor. a pregnant woman in the

hospital following this crash in northeast philadelphia. two cars collided around 9:15 this morning. one of the cars flipped onto its side. another woman, a 66-year-old, was taken to the hospital. we are working to find out the conditions of both women. and new jersey has rejected a turnaround plan to fix problems. it sets the stage for a possible state takeover. they announced they would not accept the proposal. the five year financial turn around called for cutting spending and selling vacant land. those moves would help the city pay off about $500 million in debt. a take cover would give control of the struggling city's finances. don and council president released a statement saying in part we are truly disappointed the state did not recognize the value of this thoughtful and

comprehensive plan. it was reviewed by many who were deeply respected and deemed as a truly viable. the state truly missed a golden student. he served the city for a dozen years has died. late last night the fire department announced the passing of harriston. he was appointed and served for 12 years until his retirement until 2004. it is not yet known how he died for do we have any word on funeral arrangements. governor tom wolf will sign legislation strengthening the prescription drug monitoring program. it restricts the number of pills prescribed to minors and given out in emergency rooms. it will create more locations where you can drop off your old

so the shore will be close to 80 degrees. we were 79 on sunday. we dropped way down on monday. we went up to 60 today. into the 70s todd and tomorrow. there's no doubt we are getting this big warm up. we do have a lot of sunshine around, dry air across the region but that is a cold front that is bringing showers and thunderstorms to the chicago area and eventually we'll bring at least showers around here. later today after being in the low 70s we start dropping during the evening hours. it is not going to be a cool night at all. tomorrow morning to get up you have to go walk into -- get to any where or taking that bike. you won't need a heavy coat tomorrow. it will be in the mid-50s. then we warm up into the 70s. it was just a question of how

fast this moisture comes in. the atmosphere as a whole will be really really warm. by later in the day as the front comes down we have showers and maybe a thunderstorm with it. it does not look as well organized as what came through on sunday afternoon. that is something we'll have to keep an eye on. it will be a dramatic temperature drop. you can see temperatures at 7:00 thursday dropping into the 50s. there is a pretty sharp temperature contrast to that. on friday it is much much cooler. the record high for philadelphia tomorrow is 80 degrees. it is predicting 78. some of the best chances of tieing or setting records will be in atlantic city where the records are a little more tollerable. over the next few days you can see the temperatures going up

a good if bit of the day should be dry. it will allow temperatures to go well into the 70s. here we are at 11:00 a.m. most of area is dry. here comes the cold front. 2:00 the showers from lehigh valley down to the south and west. it will be later on during the afternoon when we expect the showers and possible thunderstorms. now, the quicker this moves in the more it will limit that temperature rise. if this we do have a better chance. this is right around 5:00. it could effect the commute home tomorrow and then the cool air comes in behind it. for the seven day -- or ten day we are going up to low 70s.
