news today." i'm tracy davidson. >> and i'm vai sikahema. first, let's get to bill henley with the "first alert" neighborhood forecast. the forecast weather and also baseball. >> good morning. our top story, what a morning, oh, my goodness. it's going to be a beautiful day. no matter what happens. we do have some changes today. dry right now. pretty warm, temperatures are in the 50s. i'm watching the doppler radar. nothing in the area yet but are there are the showers moving into northwestern pennsylvania and out of cleveland that caused a short delay before the cubs won it all. we'll see sunshine today before the clouds arrive in the area with the chance of showers. the first of showers, the lehigh valley, late this morning, some showers will be popping up. and they will change from delaware to new jersey too.

it's not an all-day rainfall. even warmer than yesterday morning. upper 70s in new jersey. a little cooler in the lehigh valley with a chance of showers. look at delaware, 80 degrees this afternoon. well into the 70s for philadelphia and the suburbs. i'll go through the forecast hour by hour and show you when the showers are most likely to come into the area when i come back with the hour-by-hour forecast. >> excellent. 4:02 there's no end in sight for the strike in philadelphia. in a statement last night, septa's board chair called a meeting to engage in good faith negotiations to bring an tongd the backout. trolleys and subways in the city are not running. let's get a first look at those situations with jessica boyington.

>> we're watching the trains and rails for any delays. not yet, we saw them yesterday morning. and even more yesterday evening for the ride home. so, just watching all the regional rails and we'll be watching them four as well. for the delay, we typically start to see around the 5:00 hour, ten-minute delays and then it trickles off. also watching the majors, that's because a lot of cars have specifically commuters use septa flowing out on the roads right now. no problems right now westbound or event. we'll check in with 422. a look there as well. eastbound drive time from 29 to the schuylkill, just eight minutes. average speed still into the 60s. >> get ready for another challenging morning if you like septa. >> late night talks between septa and the city's union ended

with month deal. pamela osborne is there. >> reporter: well, vai, since they weren't able to reach a deal right now, last night, the strike continues into this morning. late last night, septa released a statement asking union reps to engage in meaningful negotiations without delay. they're also asking the union if the strike isn't reached by tuesday, the strike would be suspended by election day. we haven't heard from the union since the talks ended late last night, early this morning. we know that the union representing septa workers wanted to increase pension packages. they wanted to keep health care affordable for their employees and also demanding steadier schedules for septa workers. in many ways, the strike has crowded the city with buses and subways.

stopped at bryn mawr college. now yesterday trump told voters if you already voted and have buyer's remorse, you can change your vote. he was referring to early voting which pennsylvania did not have. if you voted absentee ballot you can still show up and vote on election day. your absentee ballot will be voided. pennsylvania is one of four states where you can change your absentee vote. >> so, if you live here or in michigan or in pennsylvania or minnesota, those four places, you can change your vote to donald trump we'll make america great again, okay? >> election officials say it's important to note you cannot have your absentee ballots returned to you. a new jersey school district

not endorse governor christie. if convicted, the most serious charges against them, kelly and barone could face up to 20 years in prison. well, we're looking at clouds starting to move into the area. and those clouds are going to be on the increase. let's see sunshine. much warmer start this morning. and with that warm air is light fog once again this morning. we had it yesterday morning, it's back. 2 1/2 miles in coatesville it's down to a mile and a half in allentown. the moisture, we could see thicken up before sunrise. the fog, you'll see some in wilmington, a mile and a half visibility but it's not going to lastday. right now, 58 degrees in philadelphia. we'll be in the 50s for a short time, blast into the 60s and

into the 70s for the afternoon. a good chance of scattered showers during the early afternoon hours. clouds will be lingering. suburbs, 57 degrees right now. we'll see breaks of sunshine but the clouds will be increasing, a chance of showers during the day. in the lehigh valley, you'll see showers to begin with later this morning, 61 degrees. until a chance of shower, mainly light showers, though, at noon and 2:00 this afternoon. for new jersey, sunshine and clouds increase this afternoon. a chance to suggest maybe even a thunderstorm late this afternoon for new jersey. at the shore, temperatures climbing into the low 70s by lunchtime. and there is a chance of some late afternoon showers at the shore. after the cold front swings through the area. 61 degrees, down to 57 degrees by 8:00. with the cooling temperature, we could still see the fog thicken

up to begin with. but then as the temperature climbs, the clouds and fog and there is a chance for a shower in delaware. but as this clears out, we'll see much cooler weather and some of it is sticking around for the weekend. we'll have the weekend forecast when i come back. on this thursday, 58 degrees outside. again, a warm day which will probably help those who are having to walk or have other measures to get to school. >> everybody is trying to figure out what is working for them. nbc10's traffic reporter jessica boyington has you covered on what to do with the regional trails and any other concerns. >> that's right. just wanted to let anyone tuning in right now to expect delays but there are none yet. if you have to go, now is a good time. always with the rails, we'll have delays, assuming what happened yesterday and the day

now, there are winners and losers in septa's strike. >> lft, uber, taxis, those are all winners. commuterses, sports fans and business owners are all losing outside. without septa, some fans had to find another way to get to the flyers game at the wells fargo center last night. the businesses relying on septa, one man tells us sales are way down on the newsstand near the omni station. and the people at the factory, business is off 75%.

>> basically crippling us. i'm baking one an hour. where i'm usually baking three or four times in a row. >> at least one business owner we talked to said he's praying for a quick tonight the walkout. he lass worked in what he calls the digital divide. businesses donate old computers through an organization called team children. and then families who might not typically be able to afford a computer can buy one for as little as 55 bucks. volunteers preload every computer with education ago software that features math, reading and other learning opportunities. >> people believe if we can get this software into ever home, we can get kids using it at a relatively young age to end poverty. the biggest poverty we have in

and then a warmup. 80 degrees for this afternoon. well into the 70s for the suburbs of delaware and new jersey, close to 80 degrees in the afternoon. it's completely dry in the area. if you're heading out, trenton, philadelphia, wilmington, no sign of wet weather. but the system that i'm tracking is now in western pennsylvania. we'll look at the forecast hour by hour when i come back in just a few minutes. the septa strike in philadelphia is in day three. idling buses, and trains. septa board chair issued a statement calling the union to engage in good faith negotiations. and said when septa thought there was progress, the union brought a halt to negotiations. so we're going to get a response from the union right now. and our strike continues as we see with jessica boyington. >> yeah, we're watching delays and regionall
