in cooler temperatures. they're going to stay with us throughout the day. 54 with a northerly wind at 07 miles an hour. that's in philadelphia. 54 in the suburbs, just a little bit cooler for new jersey and the lehigh valley and no sign of the fog that we had yesterday. delaware, right now is 52 with a light breeze. look at this, we have a nice cool weekend and dry weather ahead. take a closer look at the weekend when i come back in less than ten minutes. now, in day four of the septa strike and it will bring more headaches to commuters, buses, trolleys, subways in the city not running. talks continued into the early morning hours but there is still no settlement. those talks are scheduled to pick up again today. there's no time set for the negotiations. pensions, work rules and health care costs are among the issues on the bargaining table. let's get the latest on delays and conditions related to the strike with first alert traffic reporter jessica boyington. >> we are, of course, watching for septa delays. right now, nothing for the

regional rails. expect delays in your morning commute. yesterday, about 4:30, 5:00, we started to see delays. watching 76, right around gloucester city over in new jersey. i see 76 and i immediately think schuylkill. this is right around market street. the northbound lanes, that's what's headed towards philadelphia right now. no big problems or delays. now we check in with the schuylkill expressway. we're all green right here for our drive times. no problems or delays eastbound into center city. 13 minutes from the blue route to the vine street expressway. speeds into the high 50s. commuters get ready for friday morning headache. >> with the septa strike now in its fourth day, no matter how you get to work or school, chances are it might not be an easy ride today. matt delucia is live at the fern rock transportation center.

is there progress to report in the talks at all? >> as of right now, vai and tracy, that is anybody's guess. both sides are still going at it in terms of the negotiations. riders in the meantime, they're left hanging in the balance and they are starting to get used to finding other alternatives. that still doesn't help with the stress of trying to get to work or get home at the end of the day here. there's a lot of frustration with those who have dealt with long lines and overcrowded regional rail trains like these here. they talked late into the evening again. first it was back and forth in the court of public opinion. they said the union 234 was not negotiating in good faith negotiations. willie brown said they have been prepared to bargain day and night and he won't apologize for trying to maintain quality affordable health care for members and their families. those were his words. riders tell us they just want this whole thing to end.

>> i couldn't get home in time. then i missed a few classes getting back here. >> you can't get anywhere. they're trying to get somewhere somehow but if nothing is moving, how are they getting people moving? >> you hear the plight of some 6 the passengers there. septa said it had plans to file for an injunction yesterday in court. that would force striking workers to go back on the job for election day. that's a few days away on tuesday. the union says septa should be more concerned about working on a settlement. some is of the passengers are showing up here to take the regional rail. something they normally wouldn't do. they'd take the subway or market-frankford line. >> make sure you have our nbc 10

building. despite what you see on television, you can't see anything. there was a lot of smoke in there. iy the in -- i went inside. smoke is all the way to the floor. >> the conditions are improving and he is cautiously optimistic about their survival. 4:06. 54 degrees outside. lawmakers will hold hearings in trenton to look into ny transit's management, operations, funding and safety. the hearings come in the wake of the september 29th train crash in hoboken that killed a person and injured over 100 others. testimony will be heard from nj transitd executive director santoro. victim two is long believed to be the boy who assistant coach mike mcquery said he saw sandusky sexually assault in a shower room in 2001.

as dutschke's lawyers allege prosecutors hid the man from jurors at the trial because his story didn't match mcquery's. sandusky is serving is a 30 to 60-year sentence for child sex abuse. meantime, the government hit penn state with a record fine of more than $2 million for not reporting crimes related to the sandusky case. the u.s. department of education says the university violated the cleary act which requires colleges to report campus crimes and warn people if their safety is threatened. the fine follows a five-year federal investigation which sided psid cited penn state with at least ten violations. penn state officials say they're reviewing the finals. police busted one of the =um and biggest suppliers of heroin putting a den the in camden's heroin epidemic. operation infern toe started in april. federal authorities say he ran a

multimillion dollar heroin and cocaine operation. it is said to have fueled crime across camden. >> the taking down of gordo is in essence taking the head off a snake. >> they're going to catch more people, not just the big one, the little guys, too. >> gordo is in custody in puerto rico. investigators say drugs were shipped from there to chicago and driven to camden and north philadelphia. the city has given the christie administration new details about its financial turnaround plan. the city committed supplemental information to the state department of community affairs about atlantic city's five-year plan. however, guardian didn't offer specifics. he says he hopes the new information will persuade the state to accept the plan and prevent a state takeover. 4:08. money is on the way to help two jersey shore communities fight frequent flooding. yesterday, state, local and federal leaders announced $22

million in federal grants for projects to reduce flooding in wildwood and north wildwood. the money will pay for drainage improvements on pacific avenue in wildwood to redirect storm water from vulnerable areas. there's not enough thank yous, really, there's not enough thank yous in the world for what you did to us. you feel like an orphan after a while. >> the money will also fund a new pump station and other projects in north wildwood. 4:09. we have a breezy day ahead. you can see the winds are already blowing in the city. the rain is out of here. still clouds overhead. they'll be ridingç out on the winds out of the northwest to keep us much cooler this afternoon. no 70s today. 14 mile-an-hour wind out of the northwest. it moves through allentown, coatesville, philadelphia,

wildwood and millville. the rain has ended in cape may. clouds over cape may. you can see the rain showers are farther to the south. extreme southern delaware and farther to the south. we're drying out, though there's still some clouds in the area for wilmington, philadelphia and trenton. it has started to clear out in the lehigh valley. the temperatures have been coming down, low 50s right now in the lehigh valley. 54 in the suburbs and in the 50s for delaware and philadelphia and south jersey. for the few neighborhoods we found are in the 40s, atco, coil field, swedesboro in the 40s while it's 52 in mt. laurel. very low 50s for medford, lumberton, florence and robinsville. we'll see sunshine, a lot of sunshine. the temperatures creep up. we're not in for a big warmup. 51 degrees at 7:00, up 5 by 11:00 in the morning and up a few more degrees by 3:00 this afternoon. those are the winds holding down

our temperatures today. we get to close to 60 degrees this afternoon and philadelphia. cooler for the suburbs. few scattered clouds this morning, riding through on those winds. but mainly sunny skies at 11:00 and 3:00 and you'll see lots of sunshine, too, in the lehigh valley. that will clear the clouds out. plenty of sunshine, 53 degrees at 11:00 and 3:00 this afternoon, 55 degrees. look how uniform the temperatures are for delaware, new jersey and the jersey shore. that's the wind doing that for us, keeping the temperatures barely uniform as we go up into the 11:00 hour, 57 degrees in delaware, 56 in jersey shore and 58 degrees at the jersey shore, interior new jersey 56 agrees and closer to 60 degrees this afternoon. the weekend, that's looking good, too. very dry air and that's going to make for some cool mornings. but a nice çwarmup in the afternoon. upper 50s and low 60s for philadelphia, the suburbs and the lehigh valley. new jersey right up to 60 degrees at the shore and in interior new jersey.

norristown high-speed line to get to her job at king of prussia. but she has to take a different terminal, doubling her commute. now to an nbc 10 exclusive. the government is gearing up for an unprecedented effort to protect the country from some sort of cyber attack on election day. the officials with the department of homeland security and military, the intelligence community tells nbc news they are worried about one of three scenar scenarios, part of the internet going down or an attack disabling communications and transportation in critical swing states. intelligence officials stress they have no specific warning about an election day attack. election day, of course, is four days away. both candidates are making their final pushes for the battleground states including here in pennsylvania. hillary clinton will spended is her final night before the polls open right here in philadelphia. hen and daughter chelsea and

see any fog. we had some really thick fog yesterday, not going to repeat. 50 degrees at 7:00. the temperatures start to climb. brilliant sunshine, 55 degrees, that's at 10:00 this morning. and with sunshine, we will see those temperatures across the board climb into the 50s. closer to 60 degrees this afternoon. we're going to see enough sunshine to keep that cool with us for the weekend. i'll have a look at that within i come back in just a few minutes. >> bill, thank you. day four of the septa strike. contract talks lasted into the early morning hours but without reaching a settlement. the negotiations are scheduled to restart later today. so, again, today, buses, trolleys and subways are not running in philadelphia. let's get you updated on the conditions on regional rails and on the roads with nbc 10 first alert traffic reporter jessica boyington. jess? >> watching the regional rails all morning for delays. not yet though. within the next hour or so i'll assume we'll see the ten-minute delays or so trickling in for

most of the regional rails. moving to the roads, also watching paulsboro, an overturned tractor-trailer on northbound side of 295 just around exit 19, mantua grove road. if you're heading northbound right in here anç maybe moving towards the central jersey or heading towards trenton or maybe even heading up towards philadelphia at a different angle, that's what you'll pass right there. it's only blocking one lane. the rest of the lanes are moving by on 295. here's the vine street expressway. our cameras around 24th street. no big problems or delays right now through center city. we're open as well. not dealing with that construction, westbound towards the schuylkill or eastbound towards 95. vai and tracy? >> thank you, jessica. we hate to tell you, but you have to brace yourselves for another long commute to work. >> buses, trolleys and subways are still on strike. matt delucia is at fern rock transportation center. matt? >> vai and tracy, people are
