afternoon as we move forward with this strike, right now we're over jfk boulevard in center city, near 30th street station, and one thing we're seeing is a lot of people who would otherwise take septa into the city, are parking their cars along jfk boulevard as you approach 30th street station. what that means is that all this traffic heading through here trying to get to i-76 or the vine street express way, is really having to wiggle around all these parked cars that are not typically here. this is one impact, parked cars that would typically be taking septa. this is all part of the early commute as we move through the accept too stri septa strike. >> all right, george, from the air now to the ground.

developments concerning septa's union strike. septa today filed a lawsuit in the court of common pleas seeking an injunction to end the twu local 215 strikes asserting that it constitutes a clear and present danger to the health, safety and welfare of our riders and the citizens of philadelphia and the region. in the lawsuit, septa notes that the strike has caused people to miss critical medical appointments, it's making it impossible for some disabled residents to get to facilities for specialty care and get assistance with fundamental life care matters, it's causing students to miss schools and presents a risk to citizens' right to vote in the november 8 election. septa is asking the court for an injunction, ordering twu local 234 employees to return to work immediately to alleviate the

devastation caused by the strike. now we had hoped to have our general counsel here to explain the process and answer questions. unfortunately, he's in court right now. my understanding is once it is filled, he will be assigned to a judge for a hear, and once that hear is set, we will present evidence and testimony to the court. it has been assigned to judge linda carpenter. the union has been served. and this is the latest that we have. for the sake of our ride er for the sake of our ride eiders employees and our took payeraxp have to get this done, too much is at stake. >> you're just listening in to

that news conference, as we told you, the strike is causing people to, she was saying, students are missing school, people are missing crucial medical appointments and because of the upcoming election on tuesday, and they're asking for a hear and the union has been served. >> septa has been threatening to file this injunction for the past couple of stays. we have seen the impact to septa riders each and every day. randy gyllenhaal has been posted outside the talks at the sheraton hotel today. but septa announcing that lawsuit filing that lawsuit in the court of common pleas. and they expect to have a hear and they expect to have testimony to drive home the point that this strike needs to end. >> let's go to jessica boyington with more on that.

>> we're watching the regional rails of course with delays. we'll start there. seeing just minor delays so far, at the most 25 minutes for doylestown, other other than we're seeing 15-minute days, 20-minute delays, but we expect these to increase. we're seeing a little bit of a difference than we saw earlier in the week. much earlier today we are seeing some really heavy delays in center city. here's where the vine street expressway runs into the schuylkill. remember the broad street line isn't running, we're in the single digits right here, a little further south on broad street, a little further on to north philly. 9-mile-per-hour, here 8-mile-per-hour, really in and out of center city, we're at a crawl. >> we want to help you get to and from work, so we're offering

northern bringing in some of that cooler air. and as the wind dies down tonight, the temperature is going to be going down too. 40 degrees in philadelphia by 8:00 a.m., but in the 30s, pottstown, doylestown, trenton, burlington, sweetsboro all at 39 degrees. there's going to be a little bit of patchy frost if the wind totally goes calm. so the temperature dropping pretty quickly as we go tohroug the evening. with a little bit of a breeze, that will feel pretty chilly, and then of course by tomorrow morning, that will be the co coldest point of the weekend. we'll see if it's going to clear up by election day. 20 minutes of nonstop news. >> keith? >> today a federal jury convicted two former allies of

new jersey governor chris christie for their part in the so-called bridge gate scandal. both bridget kelly and bill baroni were found guilty on all charges. ea kelly and baroni are charged in the plot to use traffic jams to push a mayor who would not endorse christie in the 201233 election. >> i felt she was a scapegoat and i feel now she is ascape zbo goat. >> i am very, very looking forward to this appeal. >> we are gratified that the jury saw the evidence the same way that we did. >> the most serious charges carry up to 20 years in prison. but the united states attorney

for new jersey says there is no way he would recommend that the pair serve that long. a statement by chris christie, those people were terminated by me and today the jury affirms that decision by also holding them responsible for their own conduct. a sentencing is scheduled for november 21st. both said they will appeal the decision. all right, keith, and we are following more breaking news out of new jersey. three students were stabbed at the university of rutgers. that campus was placed on lockdown. a suspect is in custody. investigators say he stabbed himself as well. no word on what led to the killing spree. two children were hurt in a

fire in olney last night on sheldon street. first responders discovered the children ages 6 and 11 months on the second floor, immediately began cpr, the neighbor who called 911 tells us it looks like fire works shooting from the back of the house. >> you don't want to be the parents that have to go through something like this, our prayers are with them, definitely with them and we hope that the children recover. >> fire officials haven't said yet if there are working fire detectors in the home or if there was an adult in that home when the fire started. the head of the transit authority talked about a number of safety violations found during a federal review that began in the spring, these include on board fire control on the strains, as well as trains stopping too close to each

other. today's hear was called after the deadly hoboken train crash in september. >> first and foremost, is the safety of our customers and employees. there's no substitute for it, no alternative to it. >> we need to get this right. new jersey commuters rely on this system. >> nbc10's cydney long was at today's hear, we'll hear about what is being done to install a new safety system in the new jersey transit trains. 20 minutes of nonstop news continues with concern over the driver that hit and killed a young mother on one of the busiest roads in atlantic city. people are still shaken by what they witnessed. >> she was lying just in the road right there on the side. >> carry hayes saw the heart breaking scene moments after a woman was killed in a hit and run along busy route 40 in atlantic city. >> it's horrible. it's really, really horrible.

>> reporter: the crash happened feet from the bay view inn and sweets, hayes was a guest there as was the victim. police tweeted out a description of the suspect vehicle that did not stop, a black work style pickup with front end driver's side damage. >> i don't see how someone could leave someone laying in the street and not pull over or something. >> reporter: the victim was hit in the westbound lane and then thrown over that concrete immediamedia median. they say those drivers did stop. >> everybody was a mess, everybody was in his tderricks they were so upset. >> sometimes when the light

turns yellow, they punch it so they can get through before that red light comes. >> investigators have not yet released the name of the woman who died. those who knew here said she was a young mother who recently got a job at a casino coffee shop. >> you work all the time and i talked to her a couple of hours before that and she was happy about having some time off work and everything. i hope they find the person that did it, hold them accountable for doing that because he took a person's life and just left them there. it's now legal to use ride sharing services like uber and lyft. today governor tom wolf signed a bill that makes ride sharing legal in new york city. now under the new law, ride sharing drivers must now have pro proof of insurance coverage and pass a criminal background

november 14. drivers worried about snowy roads this winter, they're going to have a new tool to help. snowplow information will be available online. drivers who log on to penndot's website will get information about which roads state wide have been plowed and when. officials say it will allow drivers to plan trips at the safest times. >> no snow in the forecast yet, though, right? >> we're in a weather pattern that there will be no snow in the country in the next week or so. it is a very warm pattern overall. we have a bit of a chill right now, but warmer weather is coming back. this is cape may, beautiful looking shot, it was 80 degrees some places at the shore yesterday, only 62 degrees today. in delaware, we had some 80s as well in the southern portion of the state, right now it's only 60 in wilmington, 58 in

claymont, 60 in georgetown, they were about 83 yesterday. rehoboth beach, dewey beach, 80. it's not quite as windy as it was several hours ago. we're starting to see the wind die down and that will lead us into this frosty night in parts of the area. so temperatures dropping into the 30s across most of the area tonight. we're going to see lots of sunshine over the weekend, the rain chances are zero, and not just for the weekend, either. and election day. sunny with temperatures getting close to 70 degrees. at least in parts of the area. here's the hour by hour as we go through the night. temperatures dropping through the 40s pretty quickly this

evening. so if you're headed out, you might need a sweater or light jacket. a little bit heavier coat for tomorrow morning, there's 8:00 a.m., 36 degrees in allentown and some localized spots could be closer to the freezing mark if the wind totally dies down. and then we're back up to the 50s by noon. near 60 again by early afternoon. so it's not going to be much warmer tomorrow than it is today. but it will be less windy. well the clock's going, wednesday, nothing. this is the predicted rainfall from the european model all the way through the middle of next week. nothing. and we happen to be in a moderate drought in philadelphia and surrounding counties, but a severe drought through the mountains and the northern portion of new jersey. so a week from now, after all this dry weather, we're going to need some rain, but this

want to go right to nbc10's george spencer with some breaking news in sky force 10. >> reporter: perhaps another impact of the crowded roads during this septa strike. we're right on top of this new jersey transit bus, involved in a minor accident. the problem is where this accident occurred. we can tell you this is right on the northeast corner of city hall in the middle of center city philadelphia. these roads have been especially crowded during this septa strike as more and more center city commuters have been driving into work. this is a minor accident on the northeast corner of city hall. we have confirmed there were no injuries in this accident. live in sky force 10, i'm george spencer, nbc10 news. all right, george, it was a celebration more than a century in the making in chicago today. >> n >> thousands of fans packed the

we're following some breaking details in afternoon in the septa strike. >> septa officials have filed a lawsuit asking the court to end the work stoppage.

septa filed a lawsuit on grounds the strike threatens the public's safety. while more than 50,000 students have to find other ways to get to school. now it also argues the strike would make it difficult for people who vote after work to make it to their polling places on election day. a city judge could hold an emergency hearings on the injunction request later today. the union has not responded. rosemary connors is live along the ben franklin park way. >> how's rush hour traffic looking where you are? >> reporter: busy to say the least. in fact a police officer is here at this intersection of the park way and 22nd street, directing drivers, making sure that everybody can get out of the all right. as we head into the weekend, many are wondering what their commute on monday will look like and that includes students all across philadelphia. >> the first day of the strike, only 60 people were here.

like the whole school was able to fit in one roof. >> reporter: since then attendance has improved at this high school in carson city. just over half of the students are here on this friday. john amina jackson is one of them. >> i have to come because i don't have an option, oh, i'm just going to stay home, i have to go to school to turn in a paper. >> we have a really tight scope and sequence and we don't have a lot of down days. >> the quarter ends on monday, and that means making sure that the students who aren't here fingertips. >> that allows me to provide information. >> at fairmount, temple university student has been facing a similar situation without the septa bus to take

her to her job as a babysitter, she's forced to walk everywhere. >> i walk to school in the morning all the way from my parent to school, and after school i come to work and then i have to walk to their school to pick them up. so it's really tough. >> a lot of people are trying to get around this strike by walking everywhere. you can see it right here along the ben froanklin park way, people heading home from work. i should also mention a few minutes ago we saw one of those flash busses, flash is still running and this weekend they will be accepting septa tokens. >> and we're seeing a lot of cars with those pedestrians. nbc10 first alert traffic reporter jessica boyington has her eye on the traffic and the rails. >> so, we're going to start with the rails and then we'll head back over to the roads and tell you the really big trouble

spots. right now the rails aren't doing very bad. 10 minute delays on some lines, to 20 minutes delay. as the rush hour progresses, we'll start to see more of those and we'll give you updates there. right now in center city, this is the trouble spot, our cameras vineland expressway at broad you can see that reflected here here's 95, 8 miles an hour. 7 miles an hour on the schuylkill, headed towards the vine street expressway. the broad street service isn't running. and if you're not trying to take the highways, trying to avoid that and get off and take some back roads, right now there's an accident in emerald city. that's what we expected. >> our nbc10 first alert weather team is helping commuters plan ahead with our nbc10 commute

difference. that's part of what neighborhood weather is all about. a high of 62 degrees, we were at 72 yesterday. but we're far from average. we'll be around average for the next few days as well. it's feeling cooler because it was in the 70s the last two days. we're near 40 in some parts of the area, so it's going to cool off quickly, the high school football games are going to be in the 40s, not too bad for this time of the year. tomorrow morning we're talking about upper 30s and then into the 50s and low 60s tomorrow afternoon. no clouds around, no threat of any kind of rain, same story for the eagles playing against the giants on sunday, the weather is great for football. lots of sunshine, temperatures getting into the upper 80s, and for election day, it doesn't get much better than this, either, we have a chilly start, lehigh valley, only 38 degrees, for example. but just about everybody getting
