right here. likely millions of gallons has caused tremendous damage here, this is the third break in this same shoprite plaza that we have covered in the past few years. >> i'm wondering if sky force 10 can zoom in to see how many shoppers are still left alongside that store entryway at shoprite who still need to be rescued. they have capped that and i'm sure many people still need to get to their cars. >> reporter: you see these live pictures, as we zoom in on the work, you can see the water has receded from in front of the shoprite itself, people are now able to walk safely from sort of under that awning you see on the right of your screen, right below the shoprite lettering. that's the building where they have begun to wait safely because that pathway had just

been a flowing river of water. people have been being taken to their cars by raft to get to their cars. right in front of the ross clothing store, even though the water has receded in other spots, the lower sedans, like that white car you see in your frame, still significantly submerged as a result of millions of gallons of water spilling here. >> this is the third time has happened in the same spot, of course engineering firms have to examine the site. george, you covered this when this happen before? >> reporter: this has caused the same problem, really almost this same level of damage, at least two previous times, and here's what's critical to note, the water structure underneath the parking lot is very old, like so

much of the infrastructure in the city of philadelphia. the last time we cover a 48-inch main breaking here, it was 120 years old. 120-year-old pipes, they age underneath this ground. as you pan to the right, you can see the spot where this actually occurred. you see that massive crater in the middle of your shot, surrounded by soil, that is where the water was just pouring out about 5:00 this afternoon. >> george spencer live in sky force 10 from an aerial vantage point. now we want to take you down on the ground. nbc10's rosemary connors arrived there a short time ago. what is the situation like right there, rosemary? >> reporter: it appears the chaos has been contained. in fact i spoke to a philadelphia water department crewmember not too long ago who tells me they have identified the water main, they have identified the break, they're work completely shut off the valve. but the damage is done, you can

see the gallons of water spilled out of this water main, this whole area cordoned off because investigators are going to have to get in here and find out where the break happened and what to do next. you can see an incredible show of response by emergency crews, firefighters are on scene, hazmat crews are on scene. in fact they just landed their helicopter a short time ago. there's no reports of any injuries. the question is how much water actually spilled out here, these water mains that are four feet around, they can carry hundreds of millions of gallons of water, the next step to figure how much water lost and then the cleanup. >> nbc10 was first on the air with this water main break about an hour ago. take a look at what we saw just after 5:00.

obamas for a final rally the night before the election. absentee ballots across philadelphia -- today investigate ty supporter mitch blacher is still waiting. >> there are still more than 12,000 voters in montgomery county who have not returned the their ballots. we have confirmed that midwestemore than 5,000 ballots came in today. we first started covering this story when we learned that the county did not start sending out those absentee ballots in early october. what we do know at this point that the county felt this was such a severe problem that they gave absentee voters more time
