we begin with nbc10's denise nakano live on independence mall where this big clinton rally wrapped up. quite a crowd out there. >> reporter: it is the biggest turnout of her campaign, some 33,000 people packed independence mall and those who could not make it here watched from the perimeter. >> you got a front-row seat in history. >> reporter: a rock star kickoff to a rally on independence mall. jon bon jovi performed before a crowd of tens of thousands followed by the boss, bruce springsteen. >> the choice tomorrow couldn't be any clearer. >> reporter: musicians and political heavy hitters focused attention on philadelphia, where pennsylvania elections are typically won and lost. >> each of you has the power to swing an entire precinct for hillary. >> reporter: the rally at independence mall on the eve of election day made clear the philadelphia vote is key. a pivotal city in a pivotal swing state. the final hours before voters head to the polls.

have more star power coming out later this evening. next up, raleigh, north carolina, where clinton will add lady gaga to the mix. here's a live look at the crowd that has already gathered there. jon bon jovi and samantha ronson are the other headliners along with bill clinton and chelsea clinton. this event is set to start in 40 minutes. that will cap off today's swing state sprint. clinton held four events today alone, a rally in michigan in addition to her events in pittsburgh and philly. >> hillary clinton not the only one with a jam-packed day. donald trump went on a five-state battleground blitz. he rallied in scranton, pennsylvania, plus cities in new hampshire, north carolina, and florida. right now, he's in michigan. nbc10's keith jones live in our breaking news center. >> reporter: jim, donald trump has logged almost 2,400 miles just today. he's about to speak in michigan. in fact, right now ted nugent is playing guitar there. trump says anything short of a win is a waste of his time, energy, and his money.

to this massive crowd in new hampshire? he said, if you want to say it, you can say it. okay? >> reporter: back live right now, trump is speaking in grand rapids, or about to, i should say, michigan. you're looking at ted noodugent playing guitar. i'm going to be here in the breaking news center listening to trump and what he has to say before election day tomorrow. he's expected to vote in new york before going to several swing states. >> keith, donald trump could face an uphill battle tomorrow. the latest polls have him trailing hillary clinton. >> she's leading 44% to trump's 40% according to the final nbc news "wall street journal" poll of the campaign. but trump is closing that gap. in mid-october, clinton was leading by 11 points. but electoral votes will ultimately decide the outcome of the race. it takes 270 to win, and if you look at the nbc news battleground map, clinton appears to have enough votes on her side. right now she is projected to

win 274 electoral votes. trump has 170. and 94 electoral votes are still a toss-up. thousands of absentee ballots are still missing tonight. it's a problem we've been tracking for weeks. now the nbc10 investigators are getting answers from an insider. we'll share what we found during our investigation coming up in just a few minutes. and if you have a problem casting a ballot tomorrow, we want to hear from you. nbc10 has set up a special hotline number for problems at 9 polls. call us tomorrow at 877-nbc-wcau. that number again, 877-622-9228. you can also find that number on the nbc10 app. tonight voters in philadelphia breathing a sigh of relief. the septa strike is over, which means buses and trains, they'll be running on election day. >> nbc10's brandon hudson is live. brandon, things aren't completely back to normal tonight, though. >> reporter: not at the moment, jacqueline and jim. but we did notice the bus stop here.

this bus stop, not everyone has gotten there yet. septa, people are trying to pick up on getting their buss and trains back in order. we did notice, though, that everyone we spoke to said they expect septa to be at 100% starting tomorrow. at a septa train stop near the clothes pin in center city, former philadelphia mayors ed rin dale, wilson good, and john street made one last push to remind passengers to vote. >> make sure you vote tomorrow. >> reporter: it was the first evening rush hour since the septa strike ended this morning. we met yolanda robinson, who rode the train for the first time since the six-day work stoppage. >> i cried the first day they went on strike. >> reporter: although the broad street and market frank ford lines were limited today, robinson was relieved. she told us she didn't have an election day travel plan if the strike continued. but it wasn't going to keep her from the polls. >> i was going to go out and vote.

i didn't care how far that is. >> reporter: moments after septa and the transport workers union agreed on a deal, septa announced limited service on limited trolley routes. >> they know the importance of the elections. >> tomorrow i will be taking accesepta to work. >> reporter: nbc10 also learned several groups including ride sharing companies will help people in a bind. >> anybody who wants a ride to the polls, to the polls and back, can call uber or lyft, and it's already prepaid for. >> reporter: a democratic pac raised about $50,000 to fund those election day rides. a spokeswoman says she expects service to be fully restored tomorrow. brandon hudson, nbc10 news. and if you're heading out to the polls tomorrow morning, you're going to need a jacket. it's going to be cold. coming up i'll show you the rest

counties other than atlantic city. question two decides where the money from the gas tax should go. vote yes, and you want to designate the money for the transportation fund. vote no, and you think the money can be used for other things. to delaware where voters will decide the next governor. congressman john carney is the democratic nominee. both of them vying to replace current governor jack markell, a democratic who is wrapping up his second and final term. tis congressman carney is giving up his seat to run for governor, there's a battle to replace him. lisa blunt rochester is the democrat on the ballot. if she wins, she would be the first woman and first african-american from delaware elected to congress. she's running against republican hans regal. tonight, about 8,500 absentee ballots may not make it to montgomery county by tomorrow's 8:00 p.m. deadline. a county judge extended that deadline from friday when it became apparent more than 17,000 ballots would not make it back in time. in an exclusive interview, a

county voter services insider tells nbc10 investigator mitch blacher why this should have been avoided. >> how are you? >>. >> reporter: regina's son requested an absentee ballot two months ago. >> it's like the big if every day. >> reporter: gianni just turned 18 and away at college, it's his first chance to vote. >> there was plenty of time for me to have received my ballot. >> reporter: he's one of the nearly 30,000 montgomery county voters trying to vote absentee and one of the thousands who have complained about not receiving a ballot. they began mailing ballots in early october, and the last batch were sent out on november 3rd, five days before the election. >> we sent them to the postal service. in our minds, they were out. >> reporter: the county blamed the ballot delay on the u.s. postal service. but in a statement released to the nbc10 investigators, the post office says it's been in

frequent contact with the montgomery county election board and has received no reports of any issues. >> did you see this coming? >> yes. which is, again, why i left. >> reporter: andy k in, opf was the election board manager. >> when is the day you needed to send this balance out out? >> probably two weeks sooner. >> she and the executive director resigned weeks before election day. >> they were ignoring me. they weren't going to ask me. i saw them reinventing the wheel and making these same mistakes over and over. >> she said she warned county leaders to print and mail absentee ballots earlier. >> when you don't have a hard date, which is happening to them right now, that means you have waited all this time before you can print your ballot. >> obviously when staff resign this close to a major election, that does present some challenges. >> reporter: the commissioner would not talk about what led to the resignations but told us neither former employee spoke to her about absentee ballot problems. >> is this going to cost people

their vote? >> we are doing everything we can to enable everybody who has filed a valid absentee ballot application by the due date to be able to vote. >> reporter: the former election board manager believes the damage may already be done. >> you have people right now that may be disenfranchised. >> i just checked in with gianni. he says he still does not have his ballot as of thursday. 17,000 absentee ballots were still unreturned in montgomery county. that number is now under 9,000. the deadline is 8:00 p.m. tomorrow. for the investigators, i'm mitch blacher, nbc10 news. to this now. can you take a selfie at the polls tomorrow? the answer is yes if you vote in delaware. voters in the first state might see signs that say no cell phones, but that's more of a suggestion rather than a rule. in new jersey, there's no uniform rule. it's up to the county's board of elections. and in pennsylvania, you're not allowed to reveal how you're about to vote. but officials have said there is a first amendment right to take selfies.

as for the weather tomorrow, almost picture perfect. a little bit chilly start, i guess. >> i guess so. grab that jacket. here's sheena parveen with the election day forecast. >> in the morning, it is going to be cold. if you are heading to the polls early, keep in mind 30 degree temperatures in much of the area when the polls open. and we will even be seeing some widespread frost, especially if you are in delaware. now, as we go through the afternoon, it's going to stay nice and dry for election day. that's great. it's also going to be warmer. wamer than it was today. rain does move in, though, not until wednesday. but we do have some rain in the forecast as we go through this week. you can see that with the seven day right at the bottom of your screen. here's your election day forecast. by 7:00 a.m. in philadelphia, upper 30s. lehigh valley, 33 degrees. many of our pennsylvania suburbs about the mid-30s. south jersey, mid-30s. along the shore and in delaware, expect temperatures mid-to-upper 30s and again some frost around in the morning too. by lunchtime, if you're heading to the polls, then sunny skies, mid-to-low 60s. by 8:00 p.m. when the polls

close, still nice and dry. temperatures in the mid-to-upper 50s. it is going to be a warmer day tomorrow, but the morning hours are going to be cold. again, there is that frost advisory. cold enough for widespread frost through delaware, even delaware county and also for cape may county early tomorrow morning. that will go until about 8:00 a.m. so a cold start. warmer afternoon. big area of high pressure. that's keeping us nice and dry as we go through your election day. but then by wednesday, there is all the rain that we're watching. it's still way off to our west, but it will be here as early as wednesday morning's commute. i'll show you that in a second. tomorrow, neighborhood high, 68 degrees, fairmount. easton coming in around 65 tomorrow. voorhees township, 67 degree. egg harbor city, 66. here's future weather. we stay dry tonight. we stay dry tomorrow. don't worry about any rain in the forecast for election day until wednesday. there's 8:30 in the morning wednesday. some showers around for the morning commute.
