administration post, and then getting ready to present them to president-elect donald trump. it means that starting today, we'll start to get a better sense of who he will pick to run this city and this nation. donald trump's white house taking shape. his transition team working fast to figure out who goes where. multiple campaign sources tell nbc news high-profile people are in the mix for high-profile positions. like chris christie, newt gingrich, and rudy giuliani who didn't rule out attorney general rumors. >> i certainly have the energy and there is probably nobody that knows the justice department better than me. >> reporter: former congressman mike rogers giving a "no comment" to word he could be cia chief. all on a specialist for special security clearance. nbc's cynthia mcfadden reports exclusively that the president-elect's team has named nearly 30 people to whom they'd like to give access to the most sensitive details of american foreign policy. the list includes current and

former members of congress and the military, like senator jeff sessions and retired general mike flynn. maybe not outsiders, but some are outspoken. like john bolton, an ambassador to the u.n. under president bush. political insiders hunting for clues in trump's every move. like his decision to bring son-in-law jared kushner to the white house thursday walking the south lawn with president obama's chief of staff. kushner won't get that job. he's not allowed. federal law prohibits relatives from taking paid staff positions. that rules out ivanka, donned junior and eric, too. but overnight, trump staffers submitting ideas for other names as the transition team puts together a list of up to five options for each cabinet position. aiming for geographic diversity, not all from new york or d.c. trump values loyalty and that will likely be rewarded with steve bannon, his controversial campaign ceo, reportedly one option for chief of staff.

america that created wounds that are awkward. i happen to think we celebrate our democracy by best showing that we can transfer power without being ugly. president obama certainly did a good job. president bush created the good precedent. he allowed for the transitions to be done actually before the election. there was a lot of work done. president obama continued that tradition and actually got some support from the congress. so this year, both teams that were competing -- trump and clinton -- had transition teams that had been working since may. so there's been more groundwork done for this transition than any time in history. >> i know you believe that the chief of staff job is the first one he should address. tell me why. >> well, the chief of staff -- the only bureaucracy in washington that is not kind of dictated by congress happens to be the bureaucracy at the white house. the president gives definition to the country and certainly to the world who about the united states is. but the chief of staff gives discipline to the white house.

i think it is important for the president to name a chief of staff very, very early on. president clinton when he came to office, about the last person he named to be on his inner circle meant most of the people in the cabinet or the white house had already been identified and a matt didn't really have the gravitas given to him to help manage the daily operations of the white house. so i think it is important to name a chief of staff very early. it should be someone who can speak candidly to the president. speak truth to power. it should be someone who is there not to please the president, even though they serve at the pleasure of the president. they've got to tell the president what he needs to know, no the necessarily what he wants to know. even though the little piece of paper that is fancy that hangs on your wall that you all brag about, it says that you serve at the pleasure of the president for the time being. it is redundant and it is insecurity on purpose. but your job is not to win the president's pleasure. it's to tell the president what

he needs to know to do the job. >> a lot of people have observed that this time of transition before january 20th and the days and months after, in some ways the country is at its most vulnerable because you have new people coming in and learning these jobs, and everybody thinks about national security. tell me what's done -- give some reassurance about how the new administration will be ready. >> the new administration -- first of all, they will be very organized and planned. they'll probably have a 100-day plan and everything will be expected to happen click, click, click, perfectly. but the reality is the world doesn't follow the 100-day plan. something bad will happen and someone will test us, one of our enemies will think they have a vulnerable opportunity for the united states to expose it efse and they will do something. you have to be ready for that. you have to plan for it but you don't have to broadcast it. but yes, on day one, the president is the president. it's not like the transition to be president is a process. no. at a moment the president takes

the responsibility and you have to be prepared for bad things to happen. >> president bush even implemented -- they called it a table read, almost a drill to have that new team meet with the old team so they'd be ready for anything. >> president bush, george w. bush, did a great job of preparing the obama incoming team with real kind tabletop exercises about a disaster. and it was very helpful. >> andy card, great to have you here. when it became clear on election night that donald trump would be elected, there were immediate jitters on wall street. but thursday the dow surged more than 200 points to close at a record high. ali velshi is nbc's chief business correspondent. he's at the stock exchange. ali, good morning. >> reporter: good morning, lester. good morning, savannah. important to note that the dow was actually doing pretty well, so the idea it hit a record has a lot to do with the idea that markets generally go up. they don't go up in a straight line but they go up in fits and starts prp conce

donald trump's stunning victory came as a surprise to a lot of pundits and pollsters. >> he managed to win several battlegrounds once consider locks for a democratic ticket. one reason -- big voter turnout in small towns. nbc's gabe gutierrez is in canton, ohio with that part of the story. >> reporter: lester, good morning. this is stark county, ohio, about an hour south of cleveland. back in 2012 the vote was split about evenly here between mitt romney and barack obama. but this year donald trump crushed hillary clinton by 17 points. >> reporter: this morning across the heartland, there is one word hanging in the air. >> a change. >> it is time definitely for a change. >> reporter: change. a word no longer whispered but shouted in rural america. >> out of a revolt. just tired of the government the way it's been. >> reporter: president-elect donald trump flipped much of the rustbelt, the same voters from supported barack obama four years ago. pennsylvania, ohio, wisconsin and iowa, all unexpectedly turning red.

even the ones reliably democratic michigan still too close to call. >> of its small vehicle production to mexico. >> reporter: trump's message on jobs and trade resonated here in starke county. who are the voters who propelled him to the white house? this man is a republican, a retired city worker who is now an entrepreneur. >> a lot of the things that i've seen happen in this county here in the last 20 years, 20-plus year has been business leaving. obviously nafta had a huge thing to do with that. >> this woman is a retired teacher who volunteered for the trump campaign. >> he's a people's candidate. he's not the establishment. >> reporter: trump won over small towns by much wider margins than the previous republican nominee. in rural michigan, a 19-point victory compared to mitt romney's seven. in small town wisconsin, trump was up 29 points. romney again just seven. in pennsylvania's rural areas, a whopping 45-point trump win compared to romney's 19.

around. >> ant he is being raised to b service dog for a veteran. i adore amos and benjie. what does it mean to have amos in your life? >> went from living restricted to go anywhere. stairs. walking distance. wherever. he actually helps me with my gait. up and downstairs is not an issue where it used to be little bit rocky. but it is an amazing, amazing feeling. really is. >> incredible to see how much of a part of your life. joe, tell me your dog, how much it's meant to you. >> he's a part of my family. he's a part of my support system. he's helped mitigate my disability to the point where i'm a completely different person than i was when i first got him. i got him back in 2008. this has just been dedicated my entire time since then to helping america's vet dogs. it's just something i believe in so strongly. game changer. >> we love having you here. it is so amazing.

we are back. it is 8:39. we've got "today loves football." come on in. sunday night is game day here on nbc. it is a great one. we've got the new england patriots and seattle seahawks mixing it up for the first time since super bowl 49. it's like i've been planking. >> you're planking for two. >> here are some delicious recipes using ground turkey because thanksgiving is almost here. missy robbins and chef ryan har hardy. >> what are we making? this is like awesome football food. >> we have a couple different ways to do turkey today. it is really fun, it is thanksgiving and that's a key thing. we're going to make some ragu, turkey sausage, have a pasta.

we've got sausage, turkey, little bit of tomato paste, vegetables. >> what is this? >> this is fennel. you know, it is a vegetable. >> i'm not known for my culinary expertise. >> some kale, some wine. we're going to cook all of this together -- we do it with homemade pasta at the restaurant. dried pasta. whatever you like. start by browning the meat. turkey and sausage are in here together. put in the oil, cook that a little bit. remove this to a side plate. we're going to put in the vegetables. >> you just are browning right there. >> yeah. just browning the meat. takes about ten minutes to brown the meat. we put in the oil. little bit of extra-virgin olive oil always. chopped vegetables. >> you want to use the bits and parts that are at the bottom of the pan that adds the flavor. >> exactly. we'll get that going. that's going to cook for about -- come on, lester. >> i just want to see. >> we get that going for about 15 minutes or so until

everything turns translucent. over this side we have the vegetables that have cooked down with all the little meat trimmings. we're going to add saffron to this which gives you terrific fragrance. little tomato paste. kale which i love this time of year. it is great in farmer's markets. >> i into you that was kale. just to redeem myself. we put some wine in there, cook that down. >> want to leave a minute for the sauce. >> vegetables, everything is cooked together. put the meat back in. we're going to put the tomatoes. we're going to add our stock. we're going to let this cook for about 45 minutes until we get it down to a little ragu. toss with our fresh pasta which we have here. >> beautiful. we got our tasters downstairs. >> can't tell you how good this is. >> this is bread that's been soaked in milk which is the key

to very, very, very tender, tender meatballs. this is just turkey meat which is a little healthier than some of the rest of the meatballs we see out there. to make it taste awesome, we do pecorino, parmigiano r-reggianp. the egg. that's the key to meatballs. once they are really mixed up here. you can do this with your hands, too. >> tasters, what are you thinking down there? >> and then, you just go -- ball them up here. they can pop in the oven, 450 for ten minutes. once they're cooked, we have a pot of very spicy tomato sauce and they just go right in here. finish cooking for another ten minutes or so. >> this is very quick. >> well, i mean we're doing it a little quicker than normal. >> i know.

would respond if my friends were in trouble or my mom or they needed to shoulder to cry on. it is a very encouraging film and i think it is going to be really amazing. . the other really cool thing about it is that disabled american veterans, i'm an ambassador for them but a part of the proceeds from the film go to them. >> i don't think i've ever heard of that before, that the proceeds go directly to the veterans. >> a portion of it. >> that's beautiful. >> i just think it is going to be great. i feel like anybody that sees it will come out and be encouraged, they'll be better when they walk out than when they came in. >> you are seeing more and more of it, that there are these great faith-based films coming out that are addressing real need that's out there and a real desire i think people have. >> i think people -- hope is something -- hope and faith is something that people -- sometimes they don't realize they need it until they hear a song or they see that movie or a small act of kindness. it changes them, right?

then it makes them want to do the same thing for somebody else. i think now more than ever we need hope and we need faith and we need love and kindness and life is about choices. we choose to be happy, right? i choose to be happy and i'm going to choose to love and i hope that somebody sees the example and chooses to do these things. >> you are just infectious. >> in a good way. >> thank you. >> in a bubonic plague way? your happiness is infectious, i should say. that's so mean. brian is a veteran. we have a picture of him. there you are with your bodyguard. your stepdad, james, also a vet. you spent time in the national training center in ft. irwin in san bernardino. i was told you were put through your paces. is that true? >> i got to train with them. so they have literally built a town and a city where they can go. >> look at you! >> gear and everything. i didn't get to wear the fatigues but i think that's about 40 pounds of gear. a vest and a vest on top of that and the helmet.

i got lucky. somebody gets the skittles and everybody fights over it. but it was really interesting. i've always wanted to do things with the troops and i want to support them any way i can but to actually go and to actually train with them and see what they go through. because you think about it and it's not your reality if you don't have anybody who's currently serving or you haven't gone through the experience. but holding that gun and -- that's the city they built so they're able to -- it's like how it would be if they went overseas. and if you haven't been, it's definitely very interesting. but i appreciate them so much. >> one of the things that changed my life was doing a uso tour with jay leno and craig robinson. and you're there, we were at bagram airbase. >> yeah. >> i will never, ever look at veterans and our active service people again the same way.

it is very different. people who enjoy the book and the movie will also enjoy the series but it is not a retelling. >> it stands on its own. >> absolutely. >> that's awesome. what was it like training for the role of a former marine? i'm sure the mental has as much to do with it as just the physical? >> it absolutely does. especially if you talk about the technique behind being a sniper. it is very zen, very meditative. focus on your breathings, even your heartbeat can throw off the accuracy of the shot. i shot with the chief of the sniper school in the marine corps. i hit a 12-inch target at 900 yards. >> you did? >> yeah. >> hello! >> so it's legit. what you are seeing is real. i worked hard. >> do you transfer any of that zen behavior to your every day life? it seems like after training for something like that i would go to my zen spot every day. >> little bit. i'm trying to meditate a little bit here and there. . i think it is a positive thing. >> you got something you're very proud of.

you got an announcement to make. >> yeah. well, i've recently become an ofirm ambassador for hiddenheroes.org. hidden heroes is an organization based around military care givers and providing resources and support and a network for those who take care of our disabled vets. this show -- so i spent time yesterday at the medical center in the bronx and got to sit and talk with some of the families and the vets and see exactly how hidden heroes is making a difference for these individuals. i was really inspired yesterday. i could have spent -- >> gives you such perspective on life. >> it absolutely does. i feel often times our veterans feel discarded or maybe they are afraid to ask for help, too proud to ask for help because these are men and women who have stared death in the eyes. now they're home and they're wounded and they're sort of afraid to ask for help. and so it is a great thing that hidden heroes does and i'm proud to help support them and get the word out. >> i love that.

this morning on "today food," sausage stuffing two ways. all month we've been cooking up thanksgiving dishes to help you plan your holiday meal. joining me this morning, my pal, bo mcmillan, executive chef of sanctuary camelback mountain resort and spa in arizona. he makes his sausage stuffing one way, i make mine. i'm not going to say better, just a little different. but it is all beautiful because it all ends up stuffing. >> it's all gravy! >> that's it, baby. chestnut, breadcrumbs, on jobs,

eggs, apple. this is a simple, traditional recipe. grew up in plymouth, massachusetts. keep is simple. the home of thanksgiving. i've added onions and celery diced to the sausage. just kind of sweat that until it is translucent. once that's done, your base is ready for your stuffing. i've got some awesome brioche. real buttery and it also keeps your stuffing a little bit -- it doesn't let it dry out. it's really, really nice. >> very airy. >> exactly. put that into the pan. once those brioche cubes are in there, just basically sweat off a little bit of sugar and butter. that's where the chestnuts and apples go. then you are ready to fold in everything here. beautiful. want to season it up, of course. fresh parsley. i've got some beautiful thyme. i've got some awesome sage. don't be scared with it. >> no. >> little bit of egg. then we're going to add a little

bit of chicken stock. then and the cider vinegar. >> adds a little sweetness to it. >> give it a little salt and pepper. that's important. now you are ready to mix this bad boy and get it into your casserole dish. one of my tricks, we put -- for 500 people on thanksgiving we cook for 500 people. we mix it up real good, then butter and line the pan, parchment on top, 40 minutes at 350. you are ready to rock 'n' roll. >> you put it in the oven and it comes out looking like this. do you like to bake yours separately or put it in the turkey? >> turkey. old school. >> yes! nobody's gotten sick doing that. >> exactly. >> come on, people! i'm going to do a little cornbread stuffing. cranberries, chestnuts. they made me put celery. i don't like celery. get that out of here! we've also got some hot sausage. same kind of thing, brown off

the sausage. then once we do that, we kind of get rid of that and put it in a pan. and then what we're going to do is take some of the onion, sweat that down. we've got some sage and rosemary. and again, not using the celery. >> i like that you are bringing the meet with the spicy sausage. >> thank you very much. we take that, we've got our little sausage here. throw this in. here's the deal. with the cornbread, can you buy the cornbread ahead of time. let it sit for a day or two so it gets a little stale. or, you can make your own and let it sit for a while. now you've got your cornbread cubed. for a little sweetness, i went with cranberries. >> nayive to massachusetts. very nice call. >> chestnuts. it's nice, it is a sweetness, a little meatiness. then you take your onions and your celery. if you put it in there and of
