cigntogether, all the way. breaking news. deadly pursuit. a driver trying to get away from police crashes into a car, killing a person inside. nbc10 has exclusive video. getting justice. an arrest bringing closure to the family of an 8-year-old girl killed in a hit-and-run crash. and tracking rain. it's pouring in parts of our area right now. but will it stay for your morning commuted? >> announcer: nbc10 breaking news. a police pursuit ends in a deadly crash in west philadelphia, killing a driver not involved in the pursuit. this is exclusive surveillance video showing police making an arrest seconds after that deadly crash tonight. i'm jacqueline london. >> and i'm jim rosenfield. we're told this started as a shoot-out at 48th street and

westminster avenue. police heard the shots and chased two vehicles. one of them crashed and killed a person about a mile and a half away at 52nd and locust. >> nbc10's keith jones is live in west philadelphia with the breaking details. keith. >> reporter: the intersection behind me is closed off, the reason being this is where that police chase ended. take a look at it for yourself. this was all kaud on surveillance video which we've obtained exclusively. this is 52nd street. we see smoke billowing, a man runs. a city police cruiser enters the shot. two officers rush toward a four-car accident. this is what it looks like. each vehicle significantly damaged. one worse than the next. police say one car was parked. one driver was unharmed. and one person died in this car. back to our exclusive surveillance video, we see a man emerge from the smoke and casually take off his jacket. now an officer rushes in and pins him against the truck. she's replaced by a different officer, who moves the man to the ground, appearing to place

handcuffs on him. more police join the pair and walk the man out of the frame. a child's car seat was removed from one vehicle. a child was not involved in this crash, though. police arrested a total of two men from that nissan who were involved in a shoot-out which led to this crash. >> there was a 9 millimeter with an extended magazine in the nissan. the nissan has strike marks so we know definitively just from the video that they were involved in an active gunfire, gun fight. >> reporter: and the second white vehicle, as a matter of fact, is still out there tonight. police are looking for that car and whoever might be inside it. there's still no idea as to how many people they're looking for. live in west philadelphia, keith jones, nbc10 news. tonight, a suspect is in custody for a hit-and-run that killed an 8-year-old girl. >> and nbc10 was first on that scene today as police discovered the car involved in that crash.

we've learned the nissan was brought to this auto body shop in fraser, chester county, 11 days ago. the day after jayanna powell was hit and killed. >> nbc10's brandon hudson is with us with the charges the suspect might face. >> reporter: at the moment we're waiting to see if police will walk the suspect out of this building across the street, which is the accident investigation division of philadelphia police. we're told the charges for this 24-year-old suspect could range from vehicular homicide to leaving the scene of an accident. when we first saw the car, police say is tied to the hit-and-run which killed 8-year-old jayanna powell, it was leaving an auto body shop in fraser. our crew saw the altima, busted front end and all. the owner of the shop told nbc10 off camera a female brought the car in on november 19th, the day after the crash that killed powell. late tonight, police arrested a 24-year-old man after executing search warrants on the car and at a home in philadelphia.

it's another step toward closure for powell's family. the 8-year-old's mom spoke from her heart yesterday as the reward for information reached $25,000. >> i had to lay my baby to rest yesterday. the hardest thing in my life. i don't get a prom. i don't get a graduation. no marriage. no grandkids. no nothing. >> reporter: on november 18th, police say powell was heading home from school when the driver of this nissan altima seen in this surveillance image hit her and her brother and didn't stop. it happened near the center section of 63rd and lansdowne in overbrook. tonight investigators are trying to determine if the crash was an accident. police say the 24-year-old suspect is also from the overbrook area. just a few moments ago, we spoke to jayanna powell's dad over the phone. he said that he's thankful for all the support he and his family have received, and he's thankful for the process is moving forward. reporting live in north philly,

i'm brandon hudson, nbc10 news. turning to our weather now, heavy rain falling. this video shows some ponding along city avenue. the rain still coming down heavily in parts of our area right now. >> sheena parveen is tracking how long it will last in your neighborhood. sheena. >> we still have more rain as we go overnight tonight. so it is n parts of northern new castle wi seeing almost an inch and a half an hour with some of the heavier rain. what you're seeing with the yellows and oranges, that is the heaviest of the rain. the green is showing us the lightest of the rainfall. delaware county, phoenixville, norristown, franconia right across 476 and 76, all these areas through montgomery and bucks counties, especially upper bucks county near richland and even through the lehigh valley seeing that heavier rain right now. that's going to continue sliding through the area, eventually

moving into parts of new jersey. then we have this area of rain. that's also going to move through as we go overnight tonight. so here is what future weather looks like. 2:00 in the morning, still the rain around. you may still be hearing some brief heavy rain as you're sleeping. but take a look for the morning commute. finamoweing. it's just going to be windy and quite a bit cooler. a closer look at the foron at sixers have just four up. wins on the season. fortunately for the team's fans, all four have been at home. >> yes, but tonight the sixers' quest for win number five was cut short before the game even started because tonight's game against sacramento was postponed after some kind of slippery substance developed on the playing surface. after nearly an hour delay, the league stepped in, postponed the game citing a player safety issue. we caught up with some disappointed fans afterwards. >> i get myself excited tet tre

you're going to get injured. >> you'll hear what the players had to say about tonight's postponed game coming up later. a montgomery county judge is blocking a recount of the presidential election results. today judge bernard moore rejected a request from the green party to recount the votes in almost 80 voting precincts. the republican party and county officials argued against that request. former green party presidential candidate jill stein is leading a recount effort in pennsylvania and in two other states were president-elect donald trump won by a narrow margin. a hearing on a statewide recount in pennsylvania is set for monday. meantime, president-elect trump will begin his victory tour tomorrow. he and vice president-elect mike pence will be at a rally. he will also be in indiana to celebrate a deal to keep carrier air-conditioning from moving jobs to mexico. the company has confirmed it reached a deal with the trump administration to keep nearly

1,0 1,000 jobs in the u.s. today the president-elect announced he will leave his business to focus on his presidency. mr. trump tweeted while he's not obligated under law to step down, he wants to avoid any conflict of interest. so he'll remove himself from the trump organization. he plans to announce more details next month. pennsylvania senator pat toomey is taking his fight against sanctuary cities to the white house. >> senator toomey is calling on the president-elect to step in and cut off funding to sanctuary cities like philadelphia. >> the executive action that he could legally pursue would not be permanent. i don't think it would be as effective as the legislation that i've introduced. it wouldn't have the legal force of a new law, but it would be a good start. and it would be fully consistent with his constitutional powers. >> sanctuary cities protect undocumented immigrants from deportation by limiting cooperation with federal immigration authorities. under a bill submit bid toomey, sanctuary cities would lose

block grant funding. last year, philadelphia used $39 million in block grants. meantime, the university of pennsylvania is taking steps to protect undocumented students. in an e-mail sent today, university officials announced they won't allow federal immigration and customs officials on campus unless required by a warrant. hundreds of students, faculty, and alumni signed a petition for the school to turn itself into a sanctuary campus. a montgomery county high school teacher is suspended, accused of making racially charged comments to students after the election. today, the cheltenham high school board announced the suspension after hearing complaints. students say the teacher was discussing the black lives matter movement and the donald trump presidency when she allegedly told students to stop complaining about being black. the school district did not name the teacher involved. police are questioning the mother and boyfriend of a philadelphia toddler found dead in his home this morning. he was found dead inside the

kensington home where he lived and police say the boy's mother and boyfriend called 911. officials say the 2-year-old had bruises and internal injuries consistent with abuse. he died a short time later at the hospital. >> i was just crying all day because it's sad. so, um, i just want to know what happened. that's all i want to know. >> so far, no charges have been filed. a special honor tonight for some of philadelphia's finest to protect and serve us on a daily basis. nbc10 was at the fraternal order of police awards ceremony in northeast philadelphia. the ceremony recognizes officers who go above and beyond the normal call of duty, like 18th district captain robin wimberley. she was presented with a prestigious commander of the year award. ♪ meet the newest class of firefighters in montgomery county. the ceremony took place at the

the search for survivors continues tonight in tennessee after devastating wildfires exploded two nights ago in the great smokey mountains. the fire has destroyed more than 1,700 acres, forcing 14,000 people from their homes. at least seven people are confirmed dead. here at home tonight, families who relied on a montgomery county doctor say they feel disgusted and betrayed. police arrested dr. david kennedy after one of his nurses found sexually explicit images of children on his phone. nbc10's drew smith reports from pennsburg where police are still going through the pediatrician's digital files. >> reporter: the office was open today, but the doctor was not here. he's still in jail. we saw many parents very upset about what they're learning. now they're looking for a new doctor. detectives stayed late tonight at personal care pediatrics investigating what they say are sexually graphic photos of children on devices belonging to dr. david kennedy.

>> unbelievable. i live right next door to him. in this day and age and him being a pediatrician, that's very alarming. >> reporter: the pediatrician's car is still sitting in the office parking lot. the district attorney says kennedy recently gave one of his nurse practitioners an iphone. >> she found images on that phone that were very disturbing. >> reporter: right now it does not appear any patients are in the photos. but investigators are asking anyone who may have more information to call them. >> it really freaks me out. it's disgusting, especially to think that i have smaller children. >> reporter: this woman has six kids who go to this practice. she was just in there today. staff told her the doctor was on leave, but to add to her frustration, she says the practice is charging $25 per child to transfer medical records to a new doctor. >> i will not be stepping foot back in there. absolutely not. >> thank you for calling personal care pediatrics. >> the person who answered the phone here said she wasn't allowed to talk to us. the families say nothing they

could say will fix the feelings of betrayal and broken trust. dr. kennedy will be back in court late next month. he's still in jail. he has not yet met his $250,000 bail. in pennsburg, i'm drew smith, nbc10 news. more and more parents are worried about food allergies in their kids. but a new study says the real problem may be the tests used to determine them. a new report shows more americans than ever say they have food allergies. but there isn't much evidence to back this up. a panel chaired by dr. virginia stallings, the direct over of the nutrition center at chop found the problem lies in testing for allergies. they say there's not a good simple test to show when someone's truly allergic. and the line between a true food allergy and food intolerance has become muddied. the panel recommends further testing by the cdc. mayor jim kenney was on hand for tonight's ribbon cutting for thomas jefferson university's newest lab. the vault will be used by

jefferson students for design, fabrication and prototyping. the holiday tradition continued tonight in new york city with the 84th lighting of the rockefeller center christmas tree. >> three, two, one, go! ♪ >> that never gets old, does it? the 94 foot norway spruce was cut down earlier this month and made the 140 mile trip to manhattan. the tree is complete with more than 50,000 l.e.d. lights. this year's tree will be on display until january 7th in new york. and this friday night at 7:00 right here, join us for a half hour special as we light the holiday tree at the blue cross river rink at penn's landing. the nbc10 morning team will all be there broadcasting live. it will be a lot of fun. and we're expecting much drier conditions for the festivities on friday.

look at that. we're still dealing with a lot of rain. people caught in heavy rain along 12th and market where people are dealing with those constant downpours. sheena. >> those are the best kind of umbrellas to have, the one where you just -- it goes over like half your body. those are the ones you want, especially on a windy, rainy day. today we just mostly had the rain around, not so much in the way of wind. as we go into tomorrow, we are going to have the wind. overnight tonight, many of you will be sleeping, but we'll have more rain. some of that could be locally heavy. we're not done with the rain just yet, but by the time you wake up tomorrow morning, we will be. it will be sunny. it will be drier, but it will be windy through the afternoon and cooler in the morning too. aside from tomorrow's cooler weather, we're going to have a stretch of even chillier temperatures as we go through the weekend and into next week. so just remember that. i'll show you that with the ten-day in just a minute. right now here's the radar. we still do see the heavy rain around. it's continuing to slide mostly from west to east. the heaviest is where you see the oranges and yellows right

around wilmington, even a little bit further to the south near pennsville. even moving into philadelphia now. parts of norristown, parts of montgomery county, upper bucks county, moving into lower bucks county now, that's where we have some of the heaviest rain currently. that is going to continue sliding through the area into new jersey, and then eventually that second area of rain you see behind it, that's what's going to move through as we go overnight tonight. again, we're not done just yet. by 2:00 in the morning, this is future weather. still raining across the area. if you have the heavy rain, it will be pretty brief. it's going to move by quickly. so it will be dry by the time of the morning commute. that's how fast the rain's going to move through. 8:00 in the morning, dry conditions. nice and dry for your drive. we do not expect fog tomorrow morning. then through the afternoon, you'll notice the winds gusting near 35 miles an hour. then we go into friday. friday is going to be another dry day, but it's going to be a little colder than tomorrow will be. so just make sure you have the jacket handy. tomorrow, though, high

the sixers were supposed to kick off a four-game homestand tonight against the kings. joel embiid had his minutes restriction increased to 28, and he was going to be paired with jhalil okafor. all of that sounded great, but none of that happened. some mysterious moisture surfaced on the court during shoot-around. as a result, the game was postponed an hour after the scheduled tip-off time. even kings center demarcus cousins helped with the drying effort, but in the end, nothing worked. >> the league makes the call, but it was a pretty unanimous decision that let's just do what's in the best interest of our players. >> we need to investigate and really evaluate, you know. there's a lot of mitigating circumstances that could cause this, so we need to go back and really assess where we are and what may have caused it. we've never had an issue before, but we need to make sure we don't have this issue again. >> it's just not worth injury. for a guy like joel embiid, you know, dealing with foot
