the images went viral on social media. police were trying to break up the brawl but friends of the girl say one officer went too far. nbc10's keith jones live with more tonight. keith? >> reporter: the 16-year-old girl behind me. i talked to her legal guardian and her best friend. they say one officer was reckless. thousands of viral views, alleging police misconduct in southwest philly. a 16-year-old girl touching the officer who is advancing. we don't see what happens when the camera turns away but the next second, the 16-year-old is on 54th street. both appear to be swinging their arms. the 16-year-old's best friend was right there. >> she lost her mom. she don't got nobody. she was there for me and look where she at. >> reporter: she says her friend did nothing wrong but admits there was a fight involving as many as 30 people including the

16-year-old's legal guardian. >> they throw me against the car, slam her on the ground. she's 16 years old. the cop shouldn't have done that. >> reporter: turns out this isn't the only angle. video we saw on instagram shows a large brawl. officers can seen and its the purging and grappling but this angle doesn't know the 16-year-old and the officer and specifically what happened when the camera turned away. still the altercation is quickly spreading across social media in philadelphia. >> it's all of. the officer looking at the young girl not backing down to the officer and then i see the young girl fall and the officer on top of her. what is going on here? i said, what, second day of the year. >> terrible. >> reporter: the 16-year-old is still being processed here at southwest detectives. police are looking at this video. we have confirmed tonight internal affairs is

investigating. keith jones, "nbc10 news." to the weather now, a fierce storm system heading our way. take a look at the video from louisiana. you can see the heavy rains, strong winds tearing through that area. take a look now at first alert radar. that storm system is heading for our area and moving quickly. let's bring in first alert chief meteorologist glenn churk r hurricane swartz. >> we'll see pretty much of a washout tomorrow. it's hard to believe that rain that was in louisiana 12 years august is going to be here by tomorrow morning. but look how fast it's moved. already into north carolina, it's moved 750 miles just during the day. it's only got 500 miles to go to get here. it can get here by the morning rush even though things are fairly quiet now, just a few sprinkles or drizzle drops we'll see for the rest of the night. at 6:00 a.m., the beginning of

husband jeremiah. >> i don't think he deserves the death penalty. what he deserves is to go to jail and stay there for the rest of his life. >> reporter: sources tell nbc10 police captured mo nel near a strip mall on east black horse pike in folson, the end to a search which began a few days before christmas. they say he stabbed his estranged wife in front of their children. police found mo nel's pickup truck abandoned in a small town late last month. he wasn't arrested till today. more than 20 miles away from where oshay watson was killed. >> he believed in his bible and his goud. i believe in god, too. god needs to deal with him. >> reporter: oshay says she's tried to get her daughter to move south away from the abusive relationship. she wouldn't tell us where her five grandchildren are but said

they're safe. >> hopefully it won't scar them for life. hopefully, they will be fine and the community to thank for it. >> reporter: if you know someone in an abusive relationship, get out and find help. she hopes her daughter's murderer can be a powerful lesson of what can happen in a toxflick relationship. i'm brandon hudson, "nbc10 news." new at 11:00, a delaware man who survived a mass shooting inside the nightclub in turkey is back home in our area tonight. this is video of jake raak leaving install bun today. he was shot in the beg new year's eve when a gunman opened fire inside a club there. at least 39 people were killed. dozens other injured. isis has claimed font for that attack. >> customs terminals across the u.s. are back up and running after dealing with computer issues earlier tonight. a live look at philadelphia international airport. officials say some delays were reported. but elsewhere across the country

donald trump expected to announce more cabinet nominees this week. this as the new congress gets sworn in tomorrow. gop leaders plan quick action on dismantling legislation he wants changed. among them rolling back president obama's environmental regulations, cutting corporate and personal tax rates and killing the affordable care act. meanwhile, president obama will meet with congressional democrats wednesday to discuss strategies to protect obamacare. and house republicans today voted to gut the independent office of government ethics. the independent body was created in 2008 to investigate allegations of misconduct by lawmakers. the change would put the office under the control of the house ethics committee which is run by lawmakers. the full house expected to vote on that change tomorrow. one philadelphia group gearing up to march in the inaugural parade. the first troupe cavalry spent the day cleaning their uniforms they will wear. the members of the pennsylvania

army national guard unit will ride horses in the parade. the city cavalry is based in fiddler square and the oldest miflt unit in the united states still in active service. a close call for a local family. a bullet went right into a house in burkes couldn't, just missing a baby's crib. a the couple says they were watching fireworks when something shattered the glass sending pieces into josh's face, his wife looked down, found this bullet on the floor right next to their 9-month-old's crib. police say the bullet was likely fired by someone celebrating the new year's eve. >> clearly there's no thought involved. they think they're celebrating the, but the bullets end up somewhere. innocent people can be affected and hurt or killed by that. everyone is okay. police believe the shot came from one, maybe two miles away. police say a man wearing nothing but sneakers is exposing

police in new york city trying to track down a group of thieves who stole $6 million in jewelry. this is surveillance video of the heist. you can see two of the three men police say were involved right here accused of breaking into two safes inside a jewelry wholesaler in midtown manhattan on new year's eve. south jersey, police looking for the owner of a pitbull that attacked another dog and its owner. it happened in memorial park in waterford township days before christmas. the dog's owner says the pitbull charged him and his dog and bruno was left with gashes on his upper body and the basque his mouth.

he's oo being treated for an eye injury. >> really difficult on the family, too. it was him being injured but also my husband and then, you know, the stress of both of us. >> the owners are offering a $500 rewarded with hopes someone comes forward with information. the new year bringing pain at the pump for drivers in our area. gas prices on the rise tonight. pennsylvania drivers are paying an average of $2.57 a gallon in new jersey. drivers are paying $2.40 for. in delaware shelling out an average of $2.31 a gallon. analysts say these higher price coz be a trend for 2017. >> in pennsylvania, when the ball dropped on new year's, the tax on gas jumped just under cents a gallon. >> i try to get extra gas out of it. >> reporter: it's up to wholesalers whether they pass on the increase. but for drivers on a budget, parting with several pennies more per gallon since midnight

on sunday adds up. >> i couldn't believe it. i make minimum wage. i barely can afford to get back and forth to work. >> i have a landscaping company. i had to sell it. between the gas and everything always going up and down, your profits change. i think it's crazy. >> reporter: the keystone state tops out with the biggest gas tax in the country at more than 50 cents a gallon. the latest hike part of a multiyear contract to fund contracts for bridge and roadwork. analysts say the winter holiday gas prices are the highest since 2014 driven not just by gas tax hikes in pennsylvania and new jersey but by cuts in output by oil producing countries. >> over the course of the coming year of 2017, motorists should expect to pay 25 cents to 50 cents a gallon more than they did in 2016 due to the opec decision to cut oil production. >> reporter: we found prices flirting with $3 a gallon, that

could easily spread in the coming months. >> we still need to move. get set for spring price hikes when u.s. refineries do maintenance and switch over to summer fuel grades. riders on septa's high speed line and select bus routes could be in for savings though. it's part of septa's fare simply indication program. multizone riders along the norristown high speed line will see a $1.50 reduction between the norristown and 69th street stations. bus riders on 123, 124, 125, and 150 will see a 50 cent drop in fares. more rain coming our way, right, glenn? >> oh, yeah. you think today was nasty, wait till tomorrow. you can't see the tops of the buildings. we have low clouds, a little bit of fog. a little bit of drizzle. not much on the radar. light stuff in new jersey. but the rain that i was showing you started in louisiana this

morning is in north carolina now. and it's moving about 60 miles an hour in our direction. so here we are, 6:00 a.m., might not be doing a whole lot. just a little drizzle, a few sprinkles. we've got this solid area of rain. once it starts coming down, it's going to be just getting heavier as we go through the morning. look at this late morning, into the midday hours, it's pouring. but it's just rain. these temperatures are not going to be going down overnight. they're going up. and during the day tomorrow, they're not going to go very far either. it's 42 in wilmington and marshallton, glasco, harmony hills it, 46 in georgetown, milton, louis, rehoboth beach. you can see the northeast wind. as long as we have a northeast wind and rain, it's not warming up. in the afternoon, raining everywhere. it starts tapering it off by the

afternoon rush. so we may just be down to some drizzle by the afternoon rush. that's the nicest part of the day we're going to see. then on wednesday, a complete different story. the wind shifts and we get nicer weather. here's the look through the night tonight. it's damp until it gets really rainy. 5:00 a.m., a little bit of fog. a couple of spots of some light rain. as we head toward the 9:00 a.m. hour and noon, it is raining everywhere. the temperature struggling to get through the upper 40s so it's going to be another chilly rainy day out there. and over the next few days, wednesday is the nicest day. breezy. that's going to start bringing in the arctic air. and by thursday, the lehigh valley high is only 33. it gets up to 42 tomorrow. and then the rest of the area, everybody stays in the 30s.

you by xfinity. it will change the way you experience tv. >> i'm john clark. penn state's storybook season ended tonight with a trip to the rose bowl. a rematch of the 2009 rose bowl in cali against usc, the highest scoring rose bowl ever. penn state down by as many as 13 points. say kwan barkley dodging defenders left and right. 79-yard touch down. he had 194 yards. penn state is up one. next penn state possession, trace mcsorley looking for chris godwin. the defender gets a hand on it but godwin still catches it. penn state goes up eight. they scored a rose bowl record four touchdowns in the third quarter. the trojans tied it at 39.
