chicken. >> reporter: al rivers saw that snapchat. he's a friend of the victim's family and a parent at the high school. he says this was just the latest in a string of racial attacks against the black teenager. >> he had been going through stuff for years. one student actually threw a confederate flag at him. other slurs. >> reporter: the video sparked a fight. officials initially only charged a black student with the fight. but the district attorney announced the white student will face cyber harassment and ethnic intimidation charges for creating the racist video. >> harassment, whether it's based on race or otherwise, is a crime. >> reporter: the d.a. says he hopes this sends a message the school has faced months of racist incidents. the d.a. says a group of white students calling themselves the rednecks has long been harassing black students at the school. >> it sends a message that this kind of conduct is not going to be tolerated, and hopefully just break up the loose organization of boys who feel that they want

to be part of such an organization. >> a zero tolerance policy will help everybody up at the school and help all them coexist in there. >> reporter: the d.a. says that both the white and black student will face a probation-like program in juvenile court. live in easton, randy gyllenhaal, nbc 10 news. turning to the weather and our soggy stretch is rolling on. we were out on kirkwood highway in newark today as that rain fell. to pennsylvania and a live look in the poconos. skiers are hitting the slopes at camelback mountain. if the temperatures had been colder, today's rain could have been ice and a lot of snow. they've been enjoying fresh powder out there. in new jersey a dreary day at the shore. a live look in cape may tonight where the drizzle continues to fall. we've already seen the heaviest of the rain today. we will dry it later tonight. >> kind of gray behind us. glenn "hurricane" schwartz with a first look at the forecast.

>> yeah, it's going to be slow process of drying out tonight. we're cloudy across the board. as you can see -- you can't see the tops of the buildings. low clouds, 48 degrees in philadelphia. we're in the 40s across much of the area. a lot of places are still seeing some rain but not nearly as much as what we saw earlier. this area that came through is moving up to new york, but we also have an area back to the west that is coming in and that will be affecting us later on tonight. so just because the radar looks kind of quiet here, there's still more back to the west that could sneak through. don't leave the windows open tonight. just a few little sprinkles left over. so there is no heavy rain that's coming during this next few hours, but later on tonight you can see some of those showers coming across. some of them in the middle of the night. look at these showers. rapidly moving through. and by morning it's all out of

franked for where this all unfolded. >> reporter: police are not releasing the name of the man who won't face murder charges for shooting that intruder but right now drug charges are pending because of the small amount of marijuana found bagged on his table. >> it's very scary and it happened so close to me. >> reporter: shattered glass coats the porch at 1951 pratt street. the aftermath of a shoot-out between a man who lives here and two intruders who forced their way inside his home. >> around 11:00 at night, i was sleeping with my wife upstairs and i heard about six shots. the police officers, they took the wife out. when they assist him in putting him on the stretcher, that's when they went in the house and they recover the kids and they took them out. >> reporter: police say the 26-year-old husband and 24-year-old wife had just returned home. while the wife was putting their four yuoung children to bed

upstairs, two gunmen knocked on the door and forced their way inside. one started firing striking the man who lives here in the mouth and leg. homicide investigators tell us the homeowner returned fire fatally shooting one intruder in the head. the other ran away. you have concerns about what happened with four babies upstairs? >> i mean, it's dangerous, especially, you know, people kind of shooting each other back and forth and these houses have thin walls. it's concerning especially you never know what house they're going to go into, you know? it could have been my house. >> reporter: now, along with the drugs found inside the house, police tell us they located two semiautomatic handguns. one belonging to the homeowner, the other to one of the intruders. at 6:00, the neighbors talk about charges pending against the homeowner and how they're protecting themselves against home invasions. live for now, monique braxton, nbc 10 news. happening now, both congress

since 2011. as a sign of bipartisan democratic senator bob casey was toomey's official escort. in delaware democrat matt meyer was sworn in as new castle county executive this morning. meyer's a delaware native. he's a lawyer and used to be a teacher. and he served in iraq as a diplomat for the u.s. state department. democrat mike purzycki will be sworn in as wilmington's new mayor. according to his website, his fou focus will be on education, economic development and public safety. pennsylvania lawmakers are returning to the statehouse in harrisburg today. lauren mayk joins us. what can we expect from the legislature this year? >> reporter: well, first of all, more power for republicans. pennsylvania didn't just go red for donald trump in november but voters put more republicans in both the house and the senate

here in harrisburg. that means more control over the budget process and a challenge for democrats. in harrisburg lawmakers launching a new session with some new dynamics. a democratic governor but a stronger republican majority. in the house, their numbers greater than they've been since the 1950s. state representative martina white is a republican from northeast philadelphia. how will you use that? >> well, i think it's already been used. the governor has already agreed to not begin to negotiate for the budget by increasing taxes. >> reporter: a different tack in a different year. state representative brian sims is a democrat from center city, philadelphia. >> i think what we'll have to see in 2017 is that if democrats like me want to see our issues retain traction and see buoyancy, we have to reach across the aisle and legislation that everyone in pennsylvania can agree with and republican

jersey man suspected of killing his estranged wife in front of her children. >> for the first time we're hearing 911 calls that came in the night of the murder. keith jones live in our breaking news center with some of those calls now, keith. >> jim, they were made in the early morning hours of december 19th, shortly after police began looking for jeremiah monell. they found him last night at a strip mall. he's accused of shooting tara watson to death inside her home. she was his estranged wife. the couple's son and daughter witnessed the murder. the boy then ran to a neighbor's house for help. listen as that neighbor makes the call to 911. >> her son just came to my house saying his mother is dead. >> is dead? >> yes. >> okay. and are you there? can you see if she's breathing? >> my wife is inside right now. i'm walking through. i'm not touching anything just in case. >> eventually the neighbor's

wife finds tara o'shea watson's body but it takes some time before she realized she was killed. listen now to that part of the call. >> oh, my god, she was murdered. >> it was murder? what kind of injuries? >> i'm on the phone with the state police right now. >> okay. what kind of injuries does she have, sir? >> police say jeremiah monell took off in his truck. there was no sign of him until last night. they arrested him in a tent 30 miles from the murder scene. cydney long is working on that story. she'll have it all new at 5:00, which is when i'll see you next. keith jones, nbc 10 news. teenaged girl is in the hospital after serious injuries after she was hit by a car near her school bus. the 14-year-old was crossing shore road near ocean avenue in upper township when a 17-year-old driver didn't see her in time and hit her. they have not charged the driver. the teen is expected to recover from her injuries. after six years of a

four-day work week, staff at administrative offices in upper merion township are going back to a five-day work week. in 2010, the staff started working only four days. the add was to save money during a time when the economy wasn't doing so well. now that the economy is on the upswing, staff is back to working five days a week. >> really, it was just expanding our offerings, the cost savings was more than offset by the money coming into the town. we could afford to do this. it is really just about serving the residents. >> since staffers were back today, they're only working a four-day week this week. in the transition to president-elect donald trump, house republicans have scrapped a plan to change the congressional ethics office. >> that was a quick turnaround. many had criticized the proposed changes including trump himself. gop leaders voted behind closed

doors yesterday to give themselves ultimate control over the ethics office. it was created several years ago after prescribery and corruption scandals in congress. the move would have kept information about the investigations from the public. the representative who proposed the amendment was to make sure that house members got due process. but the president-elect responded with two tweets that said that with all that congress has to work on, do they really have to make the weakening of the independent ethics watchdog, as unfair as it may be, their number one act and priority? vice president-elect mike pence will head to capitol hill tomorrow to meet with new members of the house and senate. at trump tower he said that they will talk about plans to roll back government regulations and repeal and replace obamacare. >> the president-elect has a very clear message to capitol hill and that is that it's time to get to work. it's time to keep our word to the american people to make this country great again, make it prosperous again. we look forward to being on

day springsteen serenaded crowds right here on independence mall part of that star-studded rally for hillary clinton here in philadelphia. meantime, the ford motor company announced this morning it is keeping jobs in the u.s. and dropping a plan to build a new plant in mexico. instead ford will add 700 jobs at a plant in michigan where it will make self-driving electric vehicles. ford's ceo said the move was made in part because of president-elect trump's pro growth policies but he said mr. trump did not personally lobby ford to make the move. the president-elect used twitter to warn another u.s. carmaker, though. mr. trump threatened to tax general motors for importing compact cars from mexico. the gm spokesperson said the vast majority of gm compact cars sold in u.s. are actually made in ohio. happening now, delaware county authorities are releasing new details in the case of a former radnor township supervisor accused of assaulting

a 103-year-old woman. employees reported seeing william spingler touch the woman's chest area multiple times at a nursing home in wayne. they're discussing his arrest at a news conference getting under way right now. new details this afternoon in the killing of a pennsylvania state trooper. police say the suspect confessed to the crime in a text to his own mother. 23-year-old trooper landon weaver was shot while responding to a domestic incident at a home. they later tracked the suspect, jason robison and they killed him after he made threats and refused to obey orders. in chester county three conestoga football players pled guilty to harassment. they were told to clean the football locker room. the victim refused and tried to leave. that's when the victim testified he was shoved, pushed and held down by the three teenagers. the allegations uncovered a hazing culture tied to the

football team and other athletes at the school. it's unclear how the teenagers will be punished. overseas hundreds gathered this morning at the reina nightclub in istanbul condemning the deadly attack on new year's eve. a makeshift mem moial has been set up at the club. a delaware man was hurt in that incident. the gunman got away in the chaos afterward and is still on the loose. turkish authorities say they're close to identifying him now. isis claimed responsibility for the attack but has not provided proof. back in this country deadly storms ripped across the southeast last night spawning at least 12 tornadoes and leaving 5 people dead. unusually warm and humid weather helped fuel those storms which left a trail of destruction from texas to florida, a tornado in southeast alabama knocked a tree into a mobile home killing four there and injuring three others. in mississippi flash floods stranded motorists.

right here at home, a live look at the schuylkill expressway at belmont. the traffic at a crawl and roads are wet. >> a little bit of rain and drizzle. the heavier rain is gone, but as that happens, the fog increases. and we're seeing less and less of the city's skyline out there. so we'll have at least several hours of that. the temperatures are above average for this time of the year, but of course, it's felt pretty chilly with that dampness plus the east wind. the temperature west bradford 42, collegeville is 43. also st. david's 44. newtown, new hope at 43 degrees. now in a couple of days you're going to long for temperatures like that. if you like milder weather. well, we have mild winds coming tomorrow. temperatures are going to be in the 50s over a good bit of the

area. but that's the end of it. for quite a while, thursday through monday, that's five straight days of the arctic chill. we haven't had an extended period like that before. we do have friday morning snow expected at least in parts of the area. this is the radar over the last six hours. obviously, you can see the steadier and heavier rain moving out. but there is more back to the west. as you can see. that's moving straight to the east. so some of that could graze us during the night tonight. here's the futurecast hour by hour. as you can look at the temperatures. they don't really drop very much as some of those other western showers come in during the night. very little chance in delaware and south jersey here. and by morning it's about the same temperature as it is now or maybe even a little higher. and so tomorrow is the milder day. we have some places getting into the 50s, especially if we get the sunshine.

it's going to be a windy day. then we look to our west. a system coming off of the west coast. and look at this area of snow. now, this is not a big storm. but it is certainly cold enough for snow here. here's low pressure dropping along the coast combining with the moisture and it looks like we get a little quick hit of some light snow especially friday morning and especially in delaware and south jersey. the farther north you are, the less the chance of getting any kind of snow on friday. tomorrow no snow anywhere. look at these temperatures. tacony at 52, even easton and allentown at 48 degrees. vorhees township, 42. rehoboth beach, 55. as we go toward the weekend, take a look at the difference here. we're looking at the jersey shore and delaware with the best chances of accumulating snow friday morning and then another

here with more. >> it looks worse than it really is. you can see with the reports most places just reporting cloudy skies and not the rain. we're still seeing a little bit in the lehigh valley. of course, we're seeing some fog and perhaps a little bit of drizzle. and you can't dry things out when you have conditions like that. despite the fact that the main area of rain has moved on. but there is another area back to the west that is moving straight east, and that is headed in the general direction of philadelphia and to the north. that will be coming in later tonight even though we have a kind of a lull now, at least a lull of the more significant rain. we still have the patchy areas of some drizzle right now. but it's certainly not going to lead to large amounts of rain. we still have some of those showers from western pennsylvania. they're going to be coming in this evening. another batch later on tonight. but the first place to dry out,

free college tuition. it's an offer that sounds too good to be true. >> yeah, but hundreds of thousands of new york students could be able to attend college free of charge. at least that's what new york governor andrew cuomo is proposing now and vermont senator bernie sanders there by his side as he laid out his plan at laguardia community college today. that plan would offer free college tuition to new yorkers whose families make less than $125,000 a year. it would apply to anyone accepted to any two or four-year city or state university. >> we have to have college for every child, man or woman who wants to attend. other countries have already done it. it's time this country catches up. >> the governor wants the program to begin this fall, but

first it needs approval by the state legislature. the new golden dawn diner in maple shade could soon be replaced by a parking lot. the landmark restaurant closed after a fire in 2013. shortly after the fire there was a fund-raiser to restore the restaurant, but it never lapped. the parking lot would belong to elite acura dealership next door. the town's zoning board will consider the proposal next week. rather than grabbing an authentic italian meal at a nearby restaurant, visitors to the vatican, they now have a chance to grab a burger at a nearby mcdonald's. a branch is now renting out a vatican-owned building on the square. it opened new year's eve and is already popular with tourists. look at them crowded in there. no word on what pope francis thinks of the move or whether he plans to stop by for a meal. >> i hear he likes pizza and misses it. let's take a live look from our camera in center city.

you can see the steady rain, the soaky rain that we had all day is pretty much moved out. we're just left with a little bit of drizzle. but there's another area back here by cincinnati that's moving straight to the east. and so we're not giving you the all-clear for the night because some of those showers could move through especially in our pennsylvania counties and from burlington county northward in new jersey. later on during the night. but by the time you get up in the morning, it should be dry. it still may be cloudy. there may be a little bit of fog. we'll be watching this system coming from the west coast moving straight west to east. so it doesn't have a whole lot of moisture with it. it's not a big storm. we've got a little bit of a disturbance down south that's going to meet up with it. and by later thursday night and into friday morning, we've got enough moisture and cold air to create some snow. and yes, there very well be

accumulation. but that's especially southern delaware and by the jersey shore could get a couple inches of snow. maybe just a little bit of snow in philadelphia and probably no snow farther to the north and west. let's show you a little closer view of this. you can see the lighter snow moving in later thursday night and into friday morning. this just one computer model. there's 8:00 a.m. it's a decent amount of snow in cape may county and in sussex county, delaware. and those areas also have another good shot at some snow on saturday with another system tracking to the south. and states to our south are really going to get some significant snow out of these two systems. so if you're traveling south, you will have to keep in tune to this. now, here we are friday with a little bit of light snow, philadelphia, and the p.a. bu h 'burbs. the second system saturday best chance again, jersey shore,

now to nbc 10 responds. a woman's life is changed forever after getting devastating news. >> and right in the middle of her battle with cancer she was hit with an unexpected financial blow that went unresolved for months. so she contacted harry hairston and nbc 10 responds to get some help. >> as you might expect, this is a story of bravery. this woman after talking to her, i just said very strong lady. listen, after nearly two years of fighting for her life, she then had to fight for what's fair, a fight she couldn't do alone. >> are you hungry? >> donna says her life is back on track. >> did you have anything fun? >> her outlook on health much brighter than it was two years ago. dina says less than a month after feeling a lump in her chest her doctor called her at work with life-changing news. >> i'm really sorry to tell you that it's breast cancer. >> reporter: that was in january of 2015.

the following months, dina underwent seven surgeries. her oncologist here at christiana hospital prescribed three shots of a drug to help prevent the cancer from returning but she had to pay more than $1,000 in full for each shot. >> i asked if there was an alternative. >> reporter: the hospital could administer the shots instead and put her on a payment plan. she took her doctor's advice but she had no idea the cost would increase more than ten times. this bill shows the first shot at $11,000 and two others cost nearly $14,000. her co-pay was eight grand. >> to be hit with those costs is just, just unbelievable. >> reporter: she was also hit with a billing error. she told us she fought the charges for six weeks telling the hospital it should have told her about the costs beforehand. but christiana wouldn't budge.

>> i was told there is nothing they can do. >> reporter: so she called nbc 10 responds. we reached out to christiana to ask about the charges. christiana told us, quote, we apologize for the errors on our patient's bill and we have corrected the bill. >> i just want to thank nbc 10 and thank you so much, harry. can i get a big hug? >> a big hug for you. of course, a brave woman there. and so happy that everyone turned out to be right. christiana corrected the coding from physical therapy to cancer treatment. the price of those shots has not changed. however, the hospital did budge a little on the bill refunding dina $3,000 for her time and efforts bringing the total she owes from $8,000 down to $5,000. and you know, she was going to keep fighting until she finally made things right. >> you really have to pay attention to those bills, too, and all those little codes in there. make sure you're getting the right charges, too. >> the doctors downstairs, a big change in the price.
