instead of a victory lap yesterday -- >> hashtag fail. >> right. they reversed course on the ethics office. who is to blame? >> it is a stumble, not a fumble. they can move on from this if they learn the lessons. they have to understand the biggest message of the election. people don't want business as usual in washington. they don't want politicians getting special treatment. decisions they made to change the rule was absurd. it was reversed for a range of reasons, including constituents and donald trump teaming up to tell them, no way. if they learn the lessons, i don't think there will be lingering costs. >> paul ryan didn't like the idea, steve. basically, house members said, yeah, yeah, okay, thanks. when donald trump said he didn't like it, and basically, everything changed. is this a sign of things to come, of the dynamics between paul ryan and president-elect trump? is he going to be saying to congress, jump, and they're going to be asking how high? >> it is interesting. nothing getting everyone's attention like winning an

election everyone thought you were going to lose. think about last year. paul ryan was communicating in every way possible, thinking donald trump was a sure loser in the election. his political instincts told him that. he said, hey, guys, this is a bad thing to do. then donald trump comes out a few hours later. this is a guy, his political instincts were validated in the grandest way possible in the election. he said, my instincts -- his argument yesterday was strategic. this is bad politics, guys. they're going to listen to him now, at least for a while. >> talking about politics, obamacare, of course, is front and center today. president obama going to capitol hill. does he have anything to gain by doing this in a republican controlled congress? is this a pr move? is he speaking to the american people? what's going on? >> this is a titanic debate the country will have. on the one side, democrats will say, you may not like everything about this law but a lot of you have health care now because of this law. >> 20 million people. >> keep it in place. the republicans are going to say, for six years, every

election we've run against this law. we can do a better job. the debate today on capitol hill will get attention, but it'll play out for months as both sides make the argument. do you want the current law or something different? republicans are obligated to try something different because they've told voters they will. >> it'll take forever, right? >> they own the issue now. let's talk about donald trump and the intelligence community. he tweets last night, the intelligence briefing on so-called russian hacking was delayed until friday. perhaps more time needed to build a case. very strange. you don't have to read between the lines there. he's saying that the intelligence briefings are cooking the books, that they're part of some vast intelligence conspiracy. pardon the pun. what is possibly to gain by this 16 days before you take the oath of office? >> i think it is two things here. first of all, this is donald trump. he clearly sees the coverage of this. he sees the persistence of this story. he sees it basically as his opponents in the democratic party and the media trying to delhe -- delegitimize his win.

donald trump's campaign capitalized on people not trusting major institutions, including the intelligence committee. >> when he says these things like, i know more than anybody else about something, or i know more about isis than the generals -- >> tweets this or that. >> does he understand how much scrutiny every word he says is going to receive once he takes that oath? >> or the impact the words have. >> he understands but as a time on the national stage as a politician, he never paid a price for it because he won the white house. when he is president of the united states and makes these claims, i think there will be a different standard and he'll learn a different lesson. you can't make claims as president of the united states and -- >> maybe he'll step away from the twitter. >> no, he won't, but maybe he'll think twice before hitting send. >> mark and steve, good to see you. let's move on. new information on the deadly

terror attack at an istanbul nightclub. officials identified a gunman who killed 39 people during a new year's celebration. he's not been publicly named and is at large. police detained five alleged isis members in connection with the attack. isis has claimed responsibility for the shooting, which also wounded nearly 70 people. meanwhile, here at home, a north carolina officer is on administrative leave today after video showed him slamming a female high school student to the ground. this morning, we're hearing from the girl as well as her mom. kerry sanders has the latest on that. kerry, good morning. >> good morning, katie. that video of a school resource officer body slamming a 15-year-old is the talk of the town, especially here at this high school. this morning, the girl's mother says she plans to do everything she can to have charges brought against the officer, as well as school officials. >> reporter: this morning

15-year-old jasmine darwin, being slammed to the ground by a school resource officer on this video, is speaking out. >> when i watched the video, i get really angry, like you didn't have to slam me like that. you could have pulled me away. >> reporter: darwin was taken to the hospital tuesday night. her mother said she suffered a concussion, a bruised wrist and other injuries. >> i am upset, angry. he could have killed my daugh r daughter. >> reporter: the 9 second cell phone video doesn't tell the whole story. jasmine said it started when she saw her older sister fighting and tried to break it up. this video allegedly shows the fight. the officer involved is ruben, and has been at the school four years. he is on paid administrative leave, which is department policy. social media exploded when the video was released. this is vile. this is not okay. there is absolutely no reason to

body slam a girl 1/3 your size. so many people have no concept of the challenges working in public schools. similar incidents have gone viral, catching the nation's attention. this confrontation between a school resource officer and a student in south carolina a year ago. that officer was fired, but no charges against him. and in texas, this 12-year-old girl bodies slammed to the ground by an officer. he was also fired. the principal of roseville high sent an audio message to parents. like many of you, i am deeply concerned about what i saw in the video. the safety of our students is a top priority. >> reporter: the police chief is asking the community for patience. >> he will work to review any and all pertinent information so we can provide an accurate account of the events. >> reporter: harrison isn't sending either of her daughters back to the school. >> the school is supposed to

protect the children when they're at the school. my child was not protected. >> jasmine's mother said her daughter is scheduled to see a neurologist later today. >> kerry sanders, thank you. sentencing begins today in charleston, south carolina, for dylann roof, the 22-year-old convicted of killing nine people at a historic church there. the same jury that found roof guilty will decide whether he'll get the death penalty or life in prison. roof is representing himself. he said he plans to call no witnesses or introduce any evidence. seven crew members were hospitalized tuesday after complaining about toxic fumes on an american airlines flight from charlotte to orlando. they said they developed headaches after smelling an odor in the cabin. the airline inspected the plane but didn't find the source of the fumes. all crew members have been released from the hospital. mr. roker has cozied up to us here at the desk.

a scary moment at a utah ski resort. a young boy had to be rescued after he was left dangling from a chair lift high above the ground. the boy was skiing with friends when the ski lift snagged his backpack and pulled him into the air. the operators stopped the lift and jumped into action. they used a ladder to pull the boy to safety. this is the second time in the past two weeks that a skier's backpack has been caught on a chair lift at the sundance mountain resort. >> i ski all the time with my kids and worry about things like that. >> scary. >> every time. meanwhile, there are reports this morning that charles manson is out of prison and in a california hospital. nbc's gadi schwartz is in los angeles with the latest on this. what can you tell us? >> good morning, matt. there are reports this morning that 82-year-old charles manson is serious ill, but the department of corrections refusing to confirm or deny, citing patient privacy laws, only tells us he is still alive. >> reporter: charles manson was supposed to die in prison.

sentenced to death in 1971 but saved from execution when california abolished the death penalty. every day he's lived out the sentence, a painful reminder to victims' families. >> he's been a curse to our family and to the tate family and to the labianka family. i'm sure it would be nice to have that door closed, that manson would die. >> reporter: this morning, the los angelesreporting manson is in a california hospital being treated for an undisclosed illness. the 82-year-old manson serving life in prison for his role in a killing spree by his followers. seven people were stabbed and shot to death in 1968. can words, rise, hail to pigs and heldter skelter written in blood. sharon tate was one, who was eight months pregnant.

speaking out. nbc national correspondent miguel almaguer has more on the stair. good morning. >> at first, parents were apprehensive about releasing the video. especially for them, it is difficult to watch. they hope other parents can take away a valuable lesson, one that could save a life. >> reporter: body and brock were doing what toddlers do, climbing a dresser when it comes crashing down. brock pinned beneath the dresser. the parents, who say they were upstairs, had no idea what had just happened. >> we did have a really close call. >> reporter: trapped for nearly two minutes, body tries to lift the 155 pound dresser off his brother. somehow managing to push it off his tiny body. brock, shaken but, incredibly, not seriously hurt. >> that was crazy. we are lucky. >> reporter: their mother says the boys may only be 2 years

great, fresh ingredients. that's the most important thing. we learned that counting calories is important, but whole, natural ingredients are the best thing. so the corn chowder begins with corn. you may not find fresh ears of corn, but you can use frozen ears of corn. the reason why i like the whole corn is because the corn -- and we're going to grill them in a grill pan. >> right. so you don't have to steam them or do anything, you can grill them just right on the pan and they'll be cooked enough? >> they'll go in the chowder at the end and cook more. you can broil these. just to get the char, the flavor, the smoky flavor. the thing about the corn is that the cob, the cob is important to -- and just cutting the corn, the grilled corn off the cob. the cob itself adds great flavor and also adds a creaminess to the dish. we just love our corn chowder any time of year for that reason. >> i love corn chowder, too. >> you can add chilies to this.

>> a healthy dose of bacon, good for any healthy dish. i love bacon so much. it's an addiction. i have a problem. >> there are so many great bacons. there's a group for that now, you know. >> bacon anonymous. >> there is. the bacon adds great flavor. i just browned it, and i'm going to put vegetables in here. some onion, celery. actually, there is a little bit of butter to go in here. you know, even joy bauer would say, you know, that the fats are healthy in moderation. >> that's true. they've gotten a bad name, but studies have shown they leave you much more satisfied and you're not hungry between meals if you indulge and have a little fat here and there. >> this dish is a meal in itself. we have our vegetables that are wilted, celery and onion. i'll add cumin for great flavor. we can add some stock or chicken
