jackknifed traffic trailer shutdown the lanes of i-95 of the common kpitd. video from the scene just minutes ago. let's get back to jessica. big delays because of that. 95 on cottman avenue. activity completely blocking off traffic. not moving at all. in a standstill t. closed. here's a few shots of it. closer to what the scene looks like. looks like salt trucks there. fire engines on the scene. blocking the entire road as it is. have to get that tractor trailer out of way before they open it whack up. also, get around it. how are you going to do that. taking all traffic now on the southbound side. diverting it off to academy road. all the traffic moving southbound towards center city. once you're diverted off.

get to frankford avenue. hop back on 95 southbound just past the betsy ross bridge. move through center city fine. also have a closure. closed for construction this morning in both directions in between broad street and schuylkill should clear been the hour. 4:04. conditions around the area. take a look down the show. cape may, just heard from bill, snow is still falling, but before sunrise it will move offshore. >> chester county was first of the county to see the snow. the flakes coated the cars and the sidewalks. the snow then moved into montgomery county. prelim mouth me plymouth meeting. nbc 10 camera shot the snow picking up. soon after that, light snow covered the pavement. system that brought us the snow overnight is slowing down. you still may have to take it

slow on your way to work or school today. >> matt drelucia. >> reporter: you mentioned take it slow. that is really the name of the game this morning. right now in just1áu got off o where we ran into the crash there on the southbound lanes. we drove on the northbound lane. we were able to get by that. here you taking a look at a little shopping center. you may remember in this area, see this parking lot here. we just saw the plows really busy making sure this is all cleared out. at the moment, we're at the stop sign. we'll head over on to street road and give you a look of what the conditions are like on major roads. sidewalks, parking lots, little bit of coating there. a lot of the major roads don't have much accumulation on them right now. the salt trucks, the plow trucks

not before the damage was done. neighbors believe the water main break may be related to a sinkhole in the street covered by the metal plate. >> pay taxes and cover sinkhole with a metal plate. this is what happens. >> neighbors tell us the sinkhole has been there since may. 4:07. this morning we are learning new details about the mother of 14-year-old grace packer. she's the montgomery county teenager found murdered months after she disappeared. sara packer, her foster mother is charged with endangerment. after she reported the girl missing, misled investigators. now learned from state records, sara packer foster children. asked department of health and human services to request status as a foster parent. we have not gotten an answer

yet. 4:07. philadelphia arch diocese accused of covering up for ped file priest will be back in court next week. sat before a judge while they argued whether the case should be dismissed. released from prison last august after the conviction was overturned. district attorney office is not dropping the charges and is planning for a new trial. during next week's hearing expected to testify about inconsistent statements made by an alleged victim. let's head outside and show you conditions on the ground. this is from storm 4. we heard just a moment ago, a lot of the crews have been out there salting the roads overnight and yesterday afternoon. that's why you're not seeing a whole lot of accumulation. even after the system completely clears out, we've got another one coming in.

that's for saturday. we still have to deal with today. seems to be dealing with it pretty nicely. beach avenue wet, but no slipping and sliding. temperatures right around the freezing mark. much of the snow with temperatures at or above freezing is melting. potential for a little more snow at the shore. very light snow. see a break inland in new jersey and the suburbs, we're still getting very light snow from the suburbs into the lehigh valley and birch county as well. here's the tail end of the system. that is already moving through lancaster county and westchester. really starting to lighten up right now. this is going to end shortly within the hour. and then by 6:00 this morning, not a little bit before, these snow showers will move offshore and be done with the snow today. you can still see there's steady snow moving back towards cape may. just crossing delaware bay right now into millford and into

sussex county in delaware. snow accumulating will come to an end first thing this morning. stay put for now. temperatures in the 20s for lehigh valley in the suburbs. just blow freezing this delaware. just enough to keep roads and sidewalks and driveways slippery. yes, you'll have to dust off the car in philadelphia at 30 degrees. number of neighbors in the 20s. chestnut hill. kensington, you're at 29. parkwood this morning. all these numbers listen climbing. the clouds that we're starting off with will be thinning out. 29 degrees at 7:00 in the philadelphia. get sunshine up to 32 at 11:00. even though 32 is the freezing mark with sunshine. a lot of that snow will be melting by 11:00. even more so by 3:00. temperatures stay just above freezing in philadelphia. improving conditions for the suburbs too. 26 degrees at 7:00. by 11:00. still blow freezing. with sunshine there will be

melting on the roads. 30 degrees at 3:00 this afternoon. anything on the ground tonight will refreeze. you'll see melting into the lehigh valley today. 30 degrees got sunshine before that 3:00 number of 30 degrees. for delaware and south jersey. see the snow come to an end first thing. break out into sunshine and stays dry during the day for new jersey and at the shore. look at those temperatures above freezing for interior new jersey and 36 degrees for the shore. so we will see a lot of melting during the day. if you've been watching the seven day, at the bottom of the screen, shows another system of the way for saturday. closer look at that when we come back with the ten day on ten. 4:11. continue to follow breaking traffic news. 95 southbound shutdown. let's get you an update. >> been there since 3:00 this morning. typically the last time i saw a jackknifed tractor trailer this situation took the entire morning commute to get it out of the way and under control. this is a live shot of what the

front of the scene looks like. now, again, no traffic moving by on the southbound side at all because of this. they have all traffic completely stopped off and being diverted. i also have a live shot of that from one of my cameras around cottman avenue. see the front of where they're starting to stop traffic. these folks have been sitting here quite some as well. closing it off where the scene of the tractor trailer is. you have to get around that, of course. if you're trying to get to 95, fl not a good idea. if you know somebody heading down 95 know, good idea to let them know. that will get you by the scene, the northbound side is not affected right now. moving by nicely. with the delay approaching the scene. 95 not a good choice this morning. additionally, moving through center city, vine street expressway is closed.

philadelphia the day after the presidential inauguration. today eastern state penitentiary will hold auditions for martin luther king junior day event. inviolated to try out starting at 4:00 this afternoon. winner will read excerpts of doctor kings letter from birmingham jail as part of a discussion on civil rights at eastern state on january 16. 4:18. today in chicago, four people accused of tortures a mentally disabled man on facebook live will appear before a judge. >> each before charged with a hate crime, kidnapping and aggravated battery. video may be disturbing. four systematics can be heard on the video using profanities against white people. the victim who is white was found disoriented following the assault. which police say went on for hours. investigators say the victim is a former classmate of one of the attackers. philadelphia's new soda tax

has hit a snag at certain grocery stores. mislabeled. spokesperson sells us some things were taxed that shouldn't have been and other items that should have been taxed were not. customers can bring receipts back to stores for a refund. 4:19. let's show you a live picture from cape may. shore will be the last place to experience the snow. bill says a little more snow to come through. it's tapered off in some areas. get you updated. keep you updated throughout the morning on the road conditions and the snow moving through and moving on out this morning. >> slippery conditions for much of the area. this is a live view from pens landing. see the wind blowing. looks a lot like yesterday. doesn't look like much of an impact. there is snow on the ground. even though it's a little bit. just enough to make for very slippery conditions. still tracking some light snow in the area.

just not going to last much longer. in fact, before the sun comes up, all the snow comes to an end. we will be melting and drying out before the day goes on. not a huge warmup today. does look above freezing for many neighborhoods. if it doesn't, gets close to freezing mark, sunshine coming through, the melting will occur. then it turns colder tonight. tomorrow, yet another storm system is coming up the coast. and could impact parts of our area with more snow. wilmington starting to dry out. snowfall just enough to make for slippery conditions. 29 in wilmington. newark at 30 degrees. numbers will climb into the 30s and snow tapering off and coming to an end. you still see snow. especially in lehigh valley, redding, getting snow. and at the shore, but it's going

to move offshore first thing this morning. this comes to an end in the suburbs as well. the last few snowflakes are on the way for philadelphia. at least for today. tomorrow is a completely different animal as a coastal system threatens parts of our area with snow once again. meteorologist crystal is standing by with a closer look at that potential. >> so we're tracking this round two potential. this one is a very more difficult forecast to talk about. we knew this was going to be widespread snow this morning moving through and moving out. next round is going to be a system coming from the south. depending how far north, see bigger or smaller impacts. a look at just one models update that we are tracking out there as we go along throughout the day. you can see on your hour by hour forecast that we are dealing with temperatures that are going to be very cold as we start out your saturday morning. you see those mid 20s, low 20s further north and teens as you get furthest from our views area.

notice the potential just offshore. again one models prediction here. looking at a lot of different models and making forecast. we're calling for that snow line to move a little further north. enough we should see impact along shore points and delaware beaches. see that around 9:30 in the morning. that's going to extend further north. very dependent on the system center. if it pushes further north, we see the effects. go through hour by hour. notice how cold we stay saturday as well. remember it's going to be breezy to windy out there. for saturday that means it feels colder than it actually is. temperatures in the afternoon only in the upper 20s. snow line start to creep off. talking a morning into afternoon potential for snow. then this will continue to shift off as we move later into the day. 8:30 in the evening. notice temperatures really didn't warm much throughout the entire day. this is what i'm talking about. that's the storm center i'm talking about at 6:00 a.m.

watch as it goes into motion here. if this shifts just a little further along to the north and to the west, that snow line pushes into parts of new jersey and delaware. snow totals will then be different until that starts to move off. this is the big if that we are tracking so closely for you guys and continues to do throughout all of our newscast. preliminary snow total forecast. could see a heavy hit throughout the day. up to six inches. notice how quick this tightens, only near an inch for philadelphia. now some mod lgs we'els we're lt are showing a different picture. in fact one of the most popular models we use, the euro, which is very consistent, suggests much higher totals. in fact we're on the cusp of 2-4 inch potential right near philadelphia with higher amounts into parts of new jersey. there is the possibility for more especially locally further south. that is something we're going to have a very close eye on as we

morning. the next problem is how do i get around this. few different ways. this is for the traffic moving towards center city. may not want to take 95 at all. take wood haven road. head down to the boulevard here. that way make your way towards center city. it is better than being stopped completely on the southbound side. if you already are on 95 or know someone headed down 95, frankford is another alternate. then hop back on to 95 southbound just around betsy ross bridge exit. additionally dealing with closure on vine street expressway. we have about another half hour before that clears out of the way as well. delay through center city, and, of course, more updates when i come back. in montgomery county, weighing in on details of bill cosby's upcoming trial. what they say about the potential jury and where the
