setting a chain-reaction. the driver got out and attempted to carjack this white sedan. police say the owner fought him off and locked the doors. according to investigators, the driver set his sights on a nearby septa service truck. >> the offender then opens the door of the septa vehicle and pulls the driver out on to the street and started punching him. >> reporter: the suspect got in the truck but couldn't drive it. as he tried to walk away, the owner of the white sedan, police say has a permit to carry a gun, went after him. >> the man with the gun was yelling to stop him and tackle him. he tried to break into his car. i ended up tackling him. >> reporter: the teen tells me and his brother helped to hold the suspect down. he struggled to breakthrough. >> the man with the gun came over and tried to keep him on the ground but he wanted to get up and he tried to push him away and they were forced to shoot him in the leg. >> reporter: joe kelly and his brother were heading home after

weather played a part in the accident in a school bus crash in delaware. all the students are expected to be fine. the search is on for two men who police say used a gun to force their way into a home and steal $15,000. nbc 10 on the scene on memphis street. the men knocked on the women's door. a woman answered and the men barged in and ran upstairs to take the car. the owner of rebel casino said it could reopen in weeks despite another potential delay for the property. the new jersey casino control commission was set to hold a hearing today on weather owner glen straub needs a gaming license. the hearing was put on hold because of a last-minute change to a lease agreement. straub tells nbc 10 he hopes the property known as ten will reopen next month. >> shooting for 100% open but

that's everything including all kinds of other stuff. >> straub believes he doesn't need a gaming license because he simply is the building's landlord. pennsylvania's governor has the first official challenger for re-election. state senator scott wagner. wagner announced he'll seek the republican nomination and attempt to unseat tom wolf next year. 61 and a staunch critic of governor wolf. he owns a $65 million waste hauling company. we know the contractors selected for $92 million project in ocean sky, one of the largest beach restoration projects in the country, in fact. weeks marine will replenish sand dunes along the northern section of the county, an area devastated by hurricane sandy. some landowners oppose this project. the amount of sand needed to complete the project could fill lincoln financial field three

times. delaware governor spent much of the day packing at the governor's mansion. he held his final news conference of his administration. governor-elect john carney will take office on tuesday. a first for the city of philadelphia. today mayor kicked off the first meeting of a new task force charged with finding ways to fight opioid abuse. police, doctors, and addiction experts were on hand. the task force will meet over the next few months to figure out a road map for attacking the city's heroin problem. delaware lawmakers are pushing to reject the state's panel recommendation for higher salary finance would affect legislators, judges, and other high-ranking state officials. delaware is facing a $350 million budget shortfall. the pay raises will take effect automatically unless lawmakers vote them down. all right. back to the controversy over russian meddling in the presidential election. president obama ordered a report about it and he's telling nbc

it's supposed to be a time saver, but paying her bill online caused frustration for one viewer. >> that's when she turned to nbc 10 responds. what happened? >> the payment she made was never apply talked to her account. we stepped in to help. she was hoping to save time by paying her pgw bill online. >> i'm used to make all my payments online. >> reporter: in june she submitted a payment for 15-3. two months later they were noticing a problem. >> they were charging me for two months. when i called them, they said it was because i never made the payment for june. >> reporter: her bank statement showed the money had been deducted by pgw. she called the company and went to the offices several times. >> it was frustrating. i mean, i made the payment and you are telling me i didn't. >> reporter: she called nbc 10 responds. we contacted pgw anded into the

neighborhood. >> let's get more on the timing and how the wet weather will stick around. here is first alert meteorologist. >> we're looking at the rain not too far off at this point. expecting it's going to move off the main rush this evening. so take a look down to the southwest. you can see it's passing now through parts of washington nearing baltimore. we've got the clouds which we've been seeing throughout today. that's going to be heading our direction. so we pull it out a little more, you can see all the rain. the yellow and orange indicating areas of strength that the system has, which will allow the pockets of heavier storms move through. the good news is this is overnight again. really unless you've got evening plans, it's not going to be a big problem because the bulk of it is all out by the time that we get to tomorrow morning's rush. here is a look at the temperatures. it's pretty obvious if you step outside there's been a big warm up out there. we're 50s now in philadelphia. 46 mount holly and wilmington. take a look at the 24-hour
