meredith vieira, our guest co-host this week, while savannah is on maternity leave. >> she said to jimmy fallon, he said how emotional the whole family has become about leaving the white house. >> we'll have more on her appearance. let's start on a thursday morning with politics. and the late-night conversation between president-elect trump and the outgoing director of national intelligence. the focus, leaks of unverified allegations against mr. trump and where they came from. in a moment we'll talk about that with kellyanne conway. first, we begin our coverage with nbc's hallie jackson. hallie, good morning. >> reporter: good morning, matt. the president-elect, not pleased. the intelligence community, not responsible. that's what james clapper is telling donald trump, dismayed, too, he says, about the leaks appearing in the press. their talk came just hours after that feisty news conference from

donald trump, firing off against so-called fake news. overnight, a rare olive branch from the director of national intelligence. james clapper, calling president-elect trump, expressing outrage over media leaks and assuring trump they did not come from the intelligence community. clapper, releasing a statement. i emphasize that is not from the leaks in the i.c. just hours after trump took the agencies to task. >> they looked at that nonsense that was released by, maybe, the intelligence agencies. who knows? but maybe the intelligence agencies, which would be a tremendous blot on their record if they did. >> reporter: what got him so fired up? a 35-page document. first made public by buzzfeed, which is partially funded by the

parent of nbc news. that document, according to intelligence and law enforcement sources, had been initially privately prepared to smear trump. reviewed and dismissed out of hand as deceitful. >> it's all fake news. it's phony stuff. didn't happen. >> reporter: some outlets reported that trump was briefed on that information by u.s. intelligence leaders. but multiple intelligence officials tell nbc news that's not true. trump, during his first press conference in nearly six months, at times, antagonistic, shutting down a reporter. >> don't be route. >> can you give us a question -- >> don't be rude. i'm not going to give you a question. >> can you say -- >> you are fake news. >> sir -- >> the president-elect, also focusing on how he will untangle himself from his business empire. pointing to piles of paperwork he says makes his separation from the trump organization, official. >> i can run my business and run government at the same time. i tonight like the way that looks.

but i would be able to do that if i wanted to. >> reporter: but he won't, for show. giving up leadership of the trump organization. that will fall to his sons, eric and donald jr. the business, hiring an ethics adviser to sign off on anything that could raise conflicts questions. and for his business, no new foreign deals. some of what trump's talking about, unverifiable until he releases his tax return. >> the only one that cares about my tax return is the reporters. >> you don't think the american public is concerned? >> i don't think so. i won. i became president. i tonight think they care at all. >> reporter: a quinnipiac poll showed 75% of americans believe trump should release his returns, including most republicans. trump and his team believe their conflict of interest solutions satisfies not just legal but ethical concerns, too. the government's independent ethics office sees it differently, since trump is not fully divesting or selling off

everything. >> this isn't is way presidency has worked since the government passed the ethics in 1978, after the watergate scandal. >> reporter: that ethics office recommends that trump divest. trump's lawyers say that's not realistic. as donald jr. and eric trump take over the organization, ivanka trump will step aside and focus on settling in washington with her children. her husband, jared kushner, is senior adviser to the president-elect. matt? meredith? >> hallie jackson, down at trump tower. thank you very much. trump's nominee for secretary of state, rex tillerson, is facing his own questions over conflicts of interest. kristen welker is here with that part of the story. good morning to you. >> reporter: as tensions escalate over russia's interference in the election,

it's casting a spotlight on rex tillerson who has done extensive business in russia. a dramatic backdrop for his confirmation hearing on capitol hill. russia, in the spotlight in new york. at the president-elect's news conference. >> if putin likes donald trump, i consider that an asset, not a liability. >> reporter: and on capitol hill, where rex tillerson, mr. trump's pick for secretary of state, faced intense questioning. democratic senator bob mendez asking tillerson whether or not he lobbied against sanctions for russia and iran. >> i never lobbied against sanctions, personally. >> the company you directed did. >> to my knowledge, exxon never directly lobbied against sanctions. ♪ >> reporter: tillerson denounced russia's recent actions. but couldn't say if the president-elect agrees with him. >> the president-elect and i have not had an opportunity to

discuss this specific issue or this specific area. >> good-bye. >> reporter: tillerson saying they've discussed broad policy principles recording marco rubio going head-to-head with tillerson, over whether vladimir putin is a war criminal. >> do you believe that vladimir putin and his cronies are responsible for ordering the murder of countless dissidents, journalists and political opponents? >> i do not have sufficient information to make that claim. >> reporter: and speaking with nbc's andrea mitchell after the hearing, senator rubio couldn't say if he would vote for tillerson. saying many of his answers were concerning. there's more confirmation hearings today, including trump's pick for secretary of defense, james mattis, and hud secretary, dr. ben carson. another exciting day on capitol

hill. kellyanne conway is a senior adviser to president-elect trump. good morning. >> good morning. >> let's start with the leak of the unverified ail xwagss. president-elect jump said it was released maybe by the intelligence agencies, who knows? but maybe the intelligence agency, it would be a tremendous blot on their record. disgraceful if the intelligence agencies turned out to be so false and fake out. james clapper called the president-elect last night and said i don't believe this release or these leaks came from the intelligence community. does mr. trump believe james clapper? >> the president-elect was very happy to receive the call from mr. clapper. very happy that mr. clapper agrees with him, matt, there should be no leaks. why intelligence officials or other people are leaking to the media, rather than making sure that the president-elect and president obama himself, are

briefed on sensitive information, i think is really the point here. >> you said it again. you said intelligence officials or someone else. do you still believe that there's a chance this came from the intelligence community? >> what i believe doesn't matter. here's what does matter. what matters is that the president-elect had a briefing by the four top intelligence officers in our nation last week. we were very happy to receive them here at trump tower and for the president-elect and vice president-elect to get that briefing. no sooner do they have that, people are leaking information. what struck me most in mr. clapper's public statement, i'm sure your viewers can access for themselves, is mr. clapper re-emphasizing that the intelligence community gave no credibility and voracity to the fake news documents. and that's important here. that's important here because i don't want people to leave thinking it's been imbued with some credibility. and it was nbc news who broke

the story yesterday. good for you. it says on the website, that donald trump was not briefed on this intelligence matter. >> in two seconds, does mr. trump believe mr. clapper that this did not come from intelligence? >> mr. trump was very happy to receive that information from mr. clapper. and he has respect from the intelligence community. he said that last friday. and he said it again last night. >> but again, does he believe it? yes or no? >> you have to ask him what he believes. but what he believes is we are at a fraught time that we have leaks on sensitive information on political purposes. we agree, as do all americans, that's dangerous stuff. we can't -- our hands are tied because we can't discuss private, sensitive information. and yet, others are doing it. >> let's move on, kellyanne, to what we can discuss. his plans for his business holdings moving forward. he said yesterday, he could run his business and run the government. but he doesn't like the way that looks. he's putting his assets in a trust that will be managed, in large part, by his adult sons. ethics experts agree that is

totally legal. but they add, they feel it is inadequate and meaningless because it leaves him open to suspicions of corruption. let's look at the message. is that the message he wants to project as he takes office? >> well, those are sommete ethi people. but many people, including legal experts are happy with what he's doing here. he's making enormous sacrifices. the holdings of this successful businessman, over decades is unprecedented for our presidency. >> is that agreed to the plan? >> he's agreed to step away from everything that has to do with the trump organization. he will have no decisionmaking prowess. no equity interest. he's divesting. he is turning over management of his wildly successful business to his two sons. >> kellyanne, you know if you do that and you put it in a blind

trust, it's controlled by someone. you have no communication with, independent. he's turning it over to his flesh and blood. and makes it sound like his plan of avoiding conflict of interest is trust me. >> that's not fair at all. he had his lawyer up there yesterday. anybody can pull the information. she read the whole statement publicly. nbc news was right there in the front. we were happy to take questions from two of your reporters, matt and meredith. and the fact is, miss dillon, addressed the blind trust issue. people are looking at the wrong issue there when it has to be a blind trust. why always the presumptive negativity against mr. trump when he is trying to comply with the law and satisfy any ethics concerns that people have? he is making an enormous sacrifice here. >> he did something interesting, kellyanne. he used an example to talk about conflict of interest. he said a guy from dubai had

approached him not long ago. perhaps less than a week ago, and offered him a $2 billion development deal. let me play a little bit about that sound byte. >> over the weekend, i was offered $2 billion to do a deal in dubai, with a very, very, very amazing man. and i turned it down. i didn't have to turn it down. as you know, i have a no-conflict situation because i'm president. >> so, again, he's ethical. trust me. but isn't his own example, at the crux of the issue here? if you don't completely sell off your assets, if you don't completely remove yourself from business, isn't this the exact kind of situation he's going to be placed in time and time again? >> no. mr. trump used that example yesterday to show he is already leaving a lot of money on the table. one could argue he could have turned over that business opportunity to his sons, who will be taking over the trump organization.

he's showing that he's going to devote his time 100% to the presidency. let me just say, as part of the legal statement, mr. trump has sold off and liquidated, easily liquidatible assets. telling a stock is different than selling real estate. and that's very clear, as well. i think people should, you know, this nonsense that if a foreign leader stays in the trump hotel somewhere around the world, they're getting a benefit beyond a good night's rest at a hotel, that's a bridge too far. and american people elected donald trump because they like the fact he's not a politician. he's a successful businessman. and they will follow him into the white house, watching him apply that business acumen to the presidency. the skills going to washington, owing nobody anything. at this ddivestment is transparent. i invite your viewers to look it up. let's bring in msnbc's chief

legal correspondent. you heard kellyanne. what jumps out at you. >> she said everyone is being presumptively negative. i don't think that's accurate. there's precedent where presidents have used blind trusts for some of the premise of the questions you were letting out, matt. she made a reference to say that donald trump is divesting. he is not. that's the crux of the issue. she referred to hotel beds to foreign leaders. in a gets the issue opposite. the question is whether there are gifts being bestowed, if the president doesn't do anything. >> even though he said he will turn over profits to the treasury, you're receiving that money. >> i have never as a lawyer or a reporter, heard of a concept you would take something bad like a gift, and say you will accept it, process it, and donate it

later. if it's bad, don't take it. if it's not bad, if that's their argument, this is normal business, fair market value, they shouldn't have to donate it in the first place. we don't know who donald trump owes. he comes to washington owing no one. >> how do we find out? >> he should release, not only the tax returns, but all outstanding debts. what banks does he owe? we don't know. >> he said there would be an ethics adviser put in place to oversee all this. is it clear who hires that person? who pays that person? who controls that person's job? >> legally, the ethics adviser is meaningless because this is a person that would be hired and fired by donald trump. the office of government ethics does exist as a different layer. and there's lawyers at the justice department more independent. we're seeing not any collaboration with them, as past president administrations have

done. but rather, the use of private lawyers and the trump company. the big headline was, this was an announcement of a management plan where donald trump receives ceo and owner. >> and the office of government ethics would not be able to examine those deals. >> correct. they haven't consulted with them. and the office of government ethics director, said we could improve this. they froze us out. this could be an issue that consumes donald trump's presidency, if there aren't more clear and transparent lines. breaking overnight, the u.s. senate took a big step early in repealing obamacare. senators moved a nonbinding measure, to make it easier to repeal the law next month. democrats who oppose repealing obamacare staged a protest

during the vote. many stood and stated why they were voting against that measure. mr. roker is here with a first check of the weather. >> we're still looking at a lot of rough weather out west. in fact, you look right now, hollister, california. they had a lot of flooding overnight. and still dealing with all that heavy rain. a lot of rescues going on. but we want to give you a moment of zen right now. take a look at nora, the polar bear, in portland, oregon, dealing with the snow. everybody just pause. ah. and then, there's little elephant. but unfortunately, we got more rain to talk about coming into northern and central california. this is the last round until we get to the weekend. and then, things finally start to dry out. that's good news. the system will move into the southwest and eventually dry out. if there's a silver lining to all this, you see the rain, right? they're going to be looking at locally two inches possible. the snowpack another foot or more. foot and a half. but the great news is, that

donald trump, even appearing in evan's music video. >> wake up. come on. i'm tired of you. you're fired. >> reporter: last year, he showed me around a moscow mall. with a replica of times square. but trump's hopes for a trump tower moscow have never gotten off of the ground. >> i have no dealings with russia. i have no deals in russia. >> reporter: that doesn't mean he hasn't tried. donald trump's connection to moscow traces back as far as 1987. on the fourth of july, independence day, trump was touring moscow, looking for sites of a hotel, including several near red square, he says in "the art of the deal." later that year, he met with soviet president gorbachev, in washington. nine years later, the trump organization told "the moscow times," trump was heading to moscow, to discuss developing trump tower moscow.

donald trump's son, donald jr., traveled there to speak to a property conference. one month later, the trump organization registered trumptowermoscow.com. in 2013, trump brought the miss universe pageant to the russian capital. trump tower moscow is next, he tweeted. experts say it would not be unusual for a high-profile visitor to be the target of russian intelligence. >> the idea is to collect material about someone. and that to leak this material, and try to put them under control. so, this is very, i would say, traditional think for the russian security services to do. >> reporter: but donald trump insists he would never have allowed himself to be compromised. donald trump saying in that news conference, he is extremely careful, knowing that they can even be cameras in hotel rooms in moscow. a senior u.s. intelligence

official telling nbc news, their investigations have not found any conclusive or direct link between trump and the russian government. matt? meredith? >> fascinating. thank you very much. let's get another check of the weather from al. >> we alluded to this yesterday, the ice storm. about 10 million people under a winter storm watch, from oklahoma city, dodge city, to champaign, illinois. and this is going to extend out over the weekend. oklahoma city to st. louis, there's an ice risk. a little farther south. we're going to be talking about rain. as we get into saturday, look how far this stretches, from amarillo, texas, to west of washington, d.c. the moisture and the cold will term the timing of the amount of ice. but we look for this threat to continue into early next week. especially from chicago all the way back into texas. this is going to be a long-range event. and we're also looking at heavy icing from central kansas into central illinois. parts of kansas, missouri and

blown off. it probably could have killed somebody. >> reporter: samsung launching a nationwide recall in november. millions of machines. now, consumers say, they're botching that, too. slow response times. missed appointments. and weak fixes. >> i have called numerous times. i never get calls back. >> samsung is making no effort to fix this. >> i want my $500. >> reporter: thousands more, now joining facebook groups dedicated to this. had i been in there at the time, these would have seriously hurt me. another writing, i'm scared every time i put clothes in mine. >> i'm afraid to do laundry because it could hurt my kids. >> reporter: brittany is a mother of three. she says, she asked samsung for a full refund. >> unfortunately, they only offered us $22 for a new washer. >> reporter: $22? >> $22. or $122 if we opted to get another samsung washer, which we don't really want. >> reporter: she chose the repair option.

but said it took multiple tries to get a repairman there. eventually, she says, he did work to secure the lid. after that fix, samsung is telling consumers to apply this sticker, changing the settings. now, you have to wash your bedding on the delicate cycle. you have to run it three or four times to get a blanket clean. >> this one was marketed as one that could do bedding at home. and now, it can't. >> reporter: if you don't follow the new instructions, samsung says the machine could still hurt you. sending along this warning. for bedding or bulking items, only use the bedding cycle. using any other cycle, may cause the washer's top to detach from the machine. and this is after the fix. consumers have sued samsung in a proposed class-action. what do you make of samsung's response to the recall? >> it's a joke.
