norris town. people are blaming these wait times on state lawmakers? >> reporter: that's correct. get this, four or five hours. that was the average wait time here today. and some people couldn't even get their questions answered. and we're seeing this at career links across the state. unemployment recipients have no choice but to wait at the clear links center in norris town. >> it's a pain. i mean, we've been sitting, me and this lady have been sitting here for almost four hours. >> this is our dedicated line here. >> reporter: they're all waiting to use the one phone, a direct line to a representative who can help restore or initiate their unemployment benefits. >> you can't call from home. because the phone is just going to get a busy signal. they're not going to answer. so you have to come here. >> reporter: that's because half of the call center employees with the state who would be answering the state have been laid off. the senate did not vote on legislation that would restore

six young lives. you can see the flames right there pouring from that home. nbc 10's keith jones is following the developments from our breaking news center and joins us. >> firefighters and investigators are having trouble getting in parts of that home because the second and third floors have collapsed. five of the six children's bodies have been found. the nine kids range in age from eight months to 11 years old. the fire started after midnight. hour later smoke was billowing. we see heavy equipment on the scene removing debris. firefighters can't get inside to search for the cause of the fire. the community as you can imagine is heart broken. >> i can't imagine the pain of a mother who -- or father who has to suffer this kind of loss. >> elijah cummings says the

woman hurt is one of his staff members. nbc 10 news. the house plans to vote on a measure tomorrow that will make it easier to dismantle president obama's healthcare law. senators approved the measure early this morning. and that's considered the first step toward doing away with obamacare. it will allow congressional republicans to repeal the law with a simple majority. president obama spoke about the future of the affordable care act in a conversation with nbc's lester holt. you can see the dateline special, barack obama the reality of hope tomorrow night at 10:00 here on nbc 10. the school board is set to name a new superintendent at a special board meeting tonight. the school chief will serve a term of three to five years beginning in july. the board will consider a proposal to buy a plot of land on west gordon street that could be used to build a new school.

the morning call reports the property would cost just more than a million dollars. the majority of the district's buildings were built before 1960. lehigh university is warning students about a e-mail tricking them into giving out sensitive information. the e-mail is entitled new development and falsely claims to be from the school. it includes a file. if that file is opens, it gives whoever sent the e-mail access to passwords. it's full speed ahead for plans to build a new transit center in wilmington. the delaware transit corpation said they're finalizing a deal to build the center next to the station. the new transit center could open as early as spring of 2019. there is a lot of planning going into the inauguration of donald trump. that includes protests.

today in washington, this group invited reporters to speak with them about how they plan to celebrate resistance next week. but even with planned protests, the show must go on. >> the full dress rehearsal for next week's inauguration takes place this sunday in d.c. the military will try to mimic every small detail. four people will serve as stand ins for the first and second couples based on each of their heights. the military will practice every movement. mr. trump and mr. pence will make come inauguration day. >> you can imagine there are a lot of moving pieces. a huge event. it was a massive scale. you can imagine the department of defense, the secret service, fbi, so many different, you know, partners involved. and you want it to go right the first time. >> the four stand ins were chosen from the united states army band which will be performing at the inauguration. local doctors are dealing with some of the largest number of flu cases in pennsylvania since the beginning of flu

season more than 500 patients have been diagnosed with the virus. in berks county alone. we found out why doctors are seeing more cases. >> reporter: the two places that are seeing this most clearly are your local doctors office and hospitals. they're seeing an influx of influense influen influenza. pharmacies left and right seeing the cold and flu medicines flying off the shelves. it's always the first sign of flu season pharmacies on the front line. >> yeah, there's been a lot of people. >> reporter: tracking over the counter meds. >> lots of the nasal sprays. >> reporter: here in berks county the flu is spreading faster than almost anywhere in pennsylvania. >> my daughter said her friends are sick a lot. and she's in first grade. >> reporter: 550 people here testing positive for the virus, lehigh seeing about half that. philly even less. and most cases go unreported.

are 47. cape may, 48. we've got the wind coming in off the chilly ocean at 41 degrees. inland, 64. woodbine inland at 62. see what a difference it makes to be right at the shore or inland. the current wind gusts 20-30 miles an hour. we've seen gusts over 30 during the past couple of hours. believe it or not, this fairly impressive line of showers coming in to pennsylvania is going to break up before it gets here. so we're not talking about any kind of rain. but the next system coming in from the west is a fairly weak one. limited moisture. no gulf of mexico moisture with it. no atlantic moisture. here it is. saturday at 6:00 a.m., it's not quite in yet. and different computer models are showing slightly different solutions. but the general trend would be for it to be cold enough to

>> you're looking into the county where grace was adopted. what are you finding out? >> reporter: well, the people in berks county, the officials there i reached to the county commissioners, two refused to comment and one said he was confident that prosecutors were handling the case. we can also tell you that crime scene investigators were back at the quakertown home where grace was murdered. >> it's a horrible death of a little girl that shouldn't never been. >> reporter: when nbc 10 first sat down with rose on december 28th, she told us she thought her daughter was taken from her for a better life. she knows now that didn't happen. >> there are a lot of terrible people in the world. >> reporter: as district attorney and a judge, david heckler has seen a lot of that. he chaired a commission after the the jerry san dusky scandal that was instrumental in changing the laws to protect children from abuse. >> you're vulnerable to the staffing, the pay tends to be very low. but the college degree is

required for all the field people. >> reporter: that's a major problem, according to heckler in the field of child protective services. as for the investigation, we know she was a social worker with north hampton county. she didn't have a social worker license. nbc 10 has confirmed he was a foster mother to 30 children from 2000 to 2010. in 2010, her then husband was charged and pled guilty to sexually abusing grace. when she was nine years old. and a 15-year-old foster child. we have learned during that investigation that the district attorney says the foster child accused sarah of knowing about the abuse and not stopping it. he said she wasn't charged in that case. we reached out to officials in berks county the county that handled the adoption of grace and her siblings. while two county commissioners refused to talk about the case and say if there was an investigation. commissioner mark scott told me i'm sure it's being handled internally. now, the reason that investigators were back at that

66 degrees at philadelphia. we're still shy of the record here. wilmington and atlantic city both set records already. they both broke the record by a good four degrees. that's pretty impressive. 64 at atlantic city at the airport. colder at the beaches. 64 in trenton. 65 in vineland. 67 in dover. and look at the difference between yesterday and today. yesterday wasn't all that cold. 20 degrees warmer than yesterday in dover. and 14 degrees in allentown. so the temperature trend has gone from the 54 yesterday to 67 today. protected high 42 tomorrow afternoon. around this time. and then 34 for the high saturday. 44 for sunday. it's back to winter-type temperatures. not bitter cold or dangerous cold, but winter. it's not going to feel like
