area but generally light snow. the temperatures are marginal the fact it's happening during the daytime hours, again, helps us out. there could be a few places that get a few little ice pellets for a brief period of time. there we are at 4:00 in the afternoon. still during the daylight hours. as we go into saturday night, the system starts to move out. so we're going to be in decent shape. we're at 48 degrees now in philadelphia. even 41 in allentown. as you can see, the temperatures are way warm enough. you can see during the day tomorrow, it's going to be much colder and the snow is going to be falling. but the temperatures, again, marginal. the road temperatures helping us out, too. more on the timing of this and the rest of the weekend in a few minutes. 20 minutes of non-stop news continues with a massive search for a missing boater along the jersey shore. coast guard and rescue crews found the man's boat near an

island in tuckerton bay. nbc 10 jersey show bureau reporter ted greenberg has been there all day. >> you spoke with the fisherman's friend who was the last to see that man last night? >> reporter: that search centered here on tuckerton bay. you can see a coast guard helicopter there off in the distance. the search has been going on for eight hours. friends tell me the missing man has been boating his entire life. from the air and on the water, a massive search for a man glenn miller has known for years. >> we've all been friends. >> reporter: miller says he was with his longtime friend, identified by relatives as chris hugg before he took his boat out yesterday to go clam. >> helped him load it up, got his gear together. watched him cruise out to tuckerton creek. >> reporter: hug gg called a

family member to say his boat ran aground. this morning the bout was found drifting near an island in the bay with no sign of hugg, state police the coast guard and local authorities, all trying to find him. >> they're still looking this long, i'm pretty nervous. >> reporter: other clamors fear the missing man got into trouble while trying to get his boat back in the chilly water. >> it gets hairy because it goes from being ankle deep water then right to the left could be 12 feet. drop off is steep. >> reporter: with the weather turning colder, glenn miller worries about what happened to his friend. >> we've been boating all our lives, you know, we're locals. it's just hard to believe. hard to believe. i hope they find him alive. >> reporter: you can see the coast guard still actively searching for hugg. state police have wrapped up their portion of the search for the day. they may put boats back in the water tomorrow. if weather conditions are safe

enough to do so. we'll keep you posted. live in tuckerton i'm ted greenberg nbc 10 news. a man was able to escape from police with handcuffs still on. not once, but twice. after they say he assaulted a state trooper. sky force 10 was over the scene when officers caught up with the suspect a third time and arrested him. aundrea cline-thomas is joining us from northeast philadelphia to explain what happened here. >> reporter: well that suspect was handcuffed in the back of a police cruiser. he managed to kick his way out and escape. right now, he is back in custody. while officers look for the other people who were with him. this is the second time in the same morning police arrested this man, sky force 10 captured him being led into detective. >> it's scary. you know, you have your doors locked, everything's locked. >> reporter: police say he was in a cadillac heading southbound

on roosevelt boulevard. officers followed the car, which then crashed again. this time, into an off duty state trooper's personal car. near the intersection of summerdale avenue. >> sometimes you hear like screeching, like brakes, i didn't hear brakes i heard a crash. >> reporter: it woke up residents who were fast asleep at 5:00 this morning. a trooper went up to the cadillac to help and police say he was assaulted before suspects inside the cadillac ran away. >> i had my cell phone to make the call. the cops were already there. i figured it's already taken care of. >> reporter: police did arrest one of the three suspects, handcuffed him and put him in the back of the police cruiser. somehow he escaped while still in handcuffs. >> you're in custody, you going to run out of police custody? >> reporter: philadelphia police caught up with the man not far away and arrested him again. but two other people are still on the run.

now, the trooper involved in all of this, we have learned his name is trooper jarrett harvey. he is okay. as for the man who was brought here to northeast detectives. his name has not been released. at last check, within the last hour, charges still had not been filed. reporting live in northeast philadelphia, aundrea cline-thomas, nbc 10 news. a buck s county school is apologizing after students were sent home with a math assignment with questions about sexual assault. there is a twist here throw. the high school says the math questions are based on maya angelou. i know why the caged bird sings. they say their sorry if it offended anyone. randy gyllenhaal is at the school getting reaction, and we'll have his story at 5:00. right now, we have new details in the investigation into the deaths of a prominent

new jersey couple. the medical examiner has changed the death certificate of john sheridan to list his manner of death as undetermined. it was previously listed as suicide. prosecutors say the ceo killed himself and his wife. they were found after a fire inside their home in 2014. the sheridan family petitioned to have the suicide ruling changed. it's not clear what this means for the investigation which has been closed for more than a year. at a time when police departments are under a microscope, the department of justice says the philadelphia police department is doing a satisfactory job. we have more on this new report released today. >> this is a follow up from 2015. that assessment gave the department recommendations focused on deadly force training, policies, practices and community involvement. at the time the doj said there were more than 90 things the

department should change. today we learned more than 90% of those changes have been made. >> you can get caught up in a vacuum and believe that you've done this, therefore likes the police in your little world. that's not the case. there are people who don't like the police and are justified in believing in doing so. and so you want to try to work with as many people as possible. again, it's about a partnership. and we are willing to work with anybody. provided that you're willing to have a genuine partnership. >> the mayor and police commissioner met to talk about the report. the one thing the report mentioned the department could do a better job with community relations. you heard commissioner ross saying it's a two-way street. the report also says the department should continue to cut down on officer involved shootings. a final report will be released in just a few months. for now we're live in the breaking news center. >> erin, in a similar report was released today in chicago.

it found the city's police department there violated constitutional rights by engaging in a pattern or practice of use of excessive force. the report says the chicago police department has poor training and has put its own citizens in danger. federal government launched an investigation into that department more than a year ago after the shooting death of a black teenager. laquan mcdonald by a white officer. a warning for thousands of delaware residents. a security breach may have put your personal information at risk. and all about 19,000 people may be affected. state insurance officials say the data breach involves two subcontractors of himark blue cross blue shield of delaware. it appears the unauthorized access first occurred last march. nbc 10 delaware bureau reporter tim furlong will have more on the impact on this breach at 5:00. defense lawyers are trying to get a landmark case in the catholic church sexual abuse

scandal. >> monsignor lynn was before the court again today. >> reporter: he has served 33 months in prison. was released last summer when a new trial was ordered. monsignor william lynn is prevented from talking about the case against him and so are all the lawyers involved. but we can tell you inside an 11th floor courtroom in philadelphias prosecutors were accused of misconduct and withholding information they say should have been disclosed that would have been prevented lynn from being convicted. lynn was a former aide to the cardinal. prosecutors say lynn continued the church's practice of rotating pedophile priests from parish to parish. today lynn's lawyers accused the district attorney of hiding information about the victim in the case. a former philadelphia detective took the stand and told the judge he voiced concerns about inaccuracies in the victim's account. when he brought it to the prosecutor at the time she said quote you're killing my case.

lawyers say if they had that information and would have been disclosed the outcome would have been different and lynn would not have been found guilty. prosecutors say this case is an abomination and say they gave all documents they had to the defense prior to the trial. even the if the judge rules against the defense in this motion, monsignor lynn is set to have a new trial start later this year. in center city, deanna durante. in washington the house has approved a measure that will make it to dismantle the healthcare law. it's considered the first step to doing away with obamacare. it will allow congressional republicans to repeal the law with a simple majority. president obama spoke about the future of the affordable care act in a conversation with nbc's lester holt. you can see the dateline special, barack obama the reality of hope tonight at 10:00 only on nbc 10. join us for nbc 10 news at

11:00. senator tom carper was in sussex county, delaware today making a pitch to keep the affordable care act alive. he was joined by healthcare leaders. he said repealing obamacare without an adequate replacement would be detrimental to patients and the economy of delaware. vincent hughes is among those trying to save obamacare. hughes held this news conference outside philadelphia city hall today with other elected officials and healthcare advocates by his side. he says the affordable care act has reduced the number of uninsured people in pennsylvania by 4% in four years. sky force 10 is live over breaking traffic news on the northeast extension of the pennsylvania turnpike. a crash is between the quakertown and landsdale exhibits. this is a live look at that huge backup that's been caused because of this crash. we can tell you we don't know if anyone is hurt. those southbound lanes are

blocked. we'll continue to monitor the situation. a philadelphia woman was apparently so upset she was not winning on her scratch off tickets, well, she's in jail now for allegedly making threats to lottery workers. she was arrested yesterday, police say she was calling the pennsylvania lottery telling employees she hired someone to harm their families. she is facing 25 counts of harassment and stalking and three counts of making terroristic threats. friends and family are remembering a law enforcement veteran here in philadelphia. >> richard zapelli was laid to rest. he was 70 years old. he served as the first deputy commissioner of the philadelphia police department in the 90s. he was also deputy mayor of philadelphia and chief of the philadelphia housing authority. he is also the father of nbc 10 assignment editor marlena

zappeli, our hearts are with her at this time. there is a new place to run and bike in delaware to tell you about. new trails along the canal in newcastle county opened today. it marks the completion of a continuous trail, which runs more than 14 miles from delaware city to chesapeake city maryland. now, to the transition to donald trump. >> steve harvey made a visit to trump tower today. he posed for photographs with mr. trump. harvey says he was there to discuss inner city housing initiatives. >> i've always been concerned about inner city problems because they're huge. my mentoring program has been a part of this. that's what i want to see happen. >> harvey called today's meet ing with the president

elect successful. and mr. trump is once again dismissing a document alleging russia has damaging information about mr. trump called the document fake as he has for the past several days. the president elect appears to be turning his attention to a new justice department probe of the hillary clinton e-mail investigation. he tweeted this morning, what are hillary clinton's people complaining about with respect to the fbi? based on the information they had she should never have been allowed to run. guilty as hell the tweet said. they were very nice to her, she lost, because she campaigned in the wrong states. no enthusiasm. the tweets come a day after the justice department's inspector general announced he would be looking into the fbi and justice department's handling of the investigation into hillary clinton's e-mail server. clinton aides have blamed the fbi for influencing voters. clinton plans to attend next friday's inauguration. with just a week to go until

inauguration day, the race is on to get everything ready. crews are setting up the media village in front of the white house. with president elect trump set to take office, massive security preparations are d under way. security costs have topped $100 million. 3,200 police officers from across the country will be in washington next friday. they'll be joined by 80,000 members of the national guard and 5,000 members of the military. today the secret service talked about all that is going on. >> strategy, has been to develop a security plan that will create a safe and secure environment for everyone. those attending the inauguration as well as those who will be exercising their first amendment rights. >> donald trump's inaugural committee has raised a record $90 million plus dollars to help cover the cost of next friday's

event. ten university students will see the inauguration. the seminar will wrap up next friday with the students attending the festivities. what's being servied for lunch? while donald trump won't have control over the presidential menu on his first day in office. i want to go up to sky force 10 now. take a look at this, the aftermath on the northeast extension of the pennsylvania turnpike. this crash between the quakertown and landsdale exist. we're live over the scene. it involves the tractor trailer and the van behind it. you see a fire truck behind the accident. one person we're told is trapped. this is in the southbound lanes. as we pan along the turnpike, you're going to see that traffic is backed up for miles as a

result of this accident. we will keep an eye on the situation for us. it looks like it's going to take a while to clean up that scene. we know that wet weather was not a contributing factor to that. wet weather is coming our way. >> a little bit of snow coming for some of us, right, glenn? >> that's right. most of us it's also going to be melting. and so the roads, just like i-95 right now, i expect to be mainly just wet during the afternoon tomorrow. it will be dry during the morning because nothing will be falling. 48 in philadelphia. still way too warm for any snow. we're starting to cool down, lehigh valley, 41. and in delaware, northern delaware, the place that is most likely to see perhaps an inch of snow, we'll watch these temperatures. neighborhood by neighborhood during the day tomorrow. 49 in wilmington town. 46 in harmony hills, 45 in glasgow. close to 50 in parts of southern delaware. these areas are likely to see

either rain or a bit of a mixture that also would melt when it hits. temperatures will be above freezing. but it's going to start feeling colder, that's for sure. feeling like 20s as we head through the evening. that's compared to our record warmth yesterday. so you'll feel that chill later on tonight and tomorrow morning. really, just about all the day tomorrow, it's barely going to feel like it's above freezing. in some areas, it won't even feel like that. on the live radar, well, we have no returns nearby. this is the weak system moving in west to east. and it's not going to get a chance to strengthen. in fact, it looks like it might weaken as this moisture moves into high pressure that's up over new england. you can see here, actually a better chance of snow, washington, d.c., baltimore, than what we're going to see in the philadelphia area. there we are 11:30. we're starting to see a little bit of that light snow. delaware, south jersey, into

philadelphia. so some flakes, yes. big snowfall, no. and later in the day, when it gets dark, and stuff could have a better chance of sticking, the snow's over. so the reasons for limited problems being expected. the roads are warm from the 60s yesterday and the 50s and the 40s today. the timing, the snow falls during the daytime hours. so that would lead it to try to melt along with the temperatures that are marginal or perhaps even above freezing while this is happening. so if we get that one inch of snow, mostly on glassy surfaces, again the best chance at the computer models show from chester county down into central delaware. that, of course, would be the only threat of snow for the next week, at least. now, in our neighborhood forecast, you'll notice lehigh valley and berks county, i don't have any snowflakes there.

another look from sky force 10 over this breaking traffic news on the northeast extension of the pennsylvania turn pike. a crash between the quakertown and landsdale exits. we have learned a person who was trapped has been rescued and that person has been taken to the hospital. as you can see from these pictures from sky force 10 the crash involved a tractor trailer and a van. this is happening in the southbound lanes. one lane as you can see is getting by slowly. traffic is backed up for miles.

nbc 10 first alert weather tracking saturday snow for parts of our area. now not everyone will see the flakes, but the timing could impact some of your plans in the afternoon. today, it was a breezy in the morning at the jersey shore. nbc 10 on the beach today here in longport. we saw this couple taking a gingerly stroll there on the sand with looks like sweatshirts on. even if you don't see snow in your neighborhood tomorrow we'll all feel the colder temperatures. >> glenn "hurricane" schwartz is tracking those changes in our first alert neighborhood weather. glenn? >> yeah, wasn't it just recently we had record warmth? today it started cooling down. tomorrow it will feel like winter again. a few days ago there was snow all over the grassy surfaces here. now there's nothing. there could be snow on the grassy surfaces by tomorrow

afternoon and night. just a few returns in west virginia, mostly in kentucky and back into the middle of the country. so it's going to be a while before we see any of this snow. certainly nothing tonight and nothing first thing in the morning. you traveling down toward baltimore, washington, it's a different story. they're going to be getting a little bit more snow and a little bit earlier as well. this generally comes toward the midday hours and in through the afternoon. this is mostly light. the temperatures are kind of marginal. the roads have been warm. just as it gets dark, it will be cold enough to start sticking. the whole thing starts to break up. so timing is on our side here, if you want to be able to get around tomorrow. it's 48 in philadelphia now. only place below freezing or even close to freezing is mount poco pocono. but with the northerly wind, the colder air is coming in and it's going to feel like winter later

summerdale. they say he then rammed a state trooper's car and assaulted the trooper too. police are looking for two other men that were with him. a search is underway this afternoon for a missing boater at the jersey shore. rescue crews found chris hugg's boat in tuckerton bay but the man is still missing. hugg called a family member around 7:30 last night to say his boat had run aground but didn't need help. a worry about a security breach in delaware. officials say the breach involved two subcontractors of the highmark blue cross blue shield of delaware. we'll have more on the story coming up at 5:00. sky force 10, live over the breaking news in montgomery county. crews are battling a housefire. this is in norristown and is happening along combs street near oak. no word if anyone is hurt and no obvious flames here. you can see the trucks there trying to make sure the flames

wednesday at 4:00. 43 presidents are looking for new homes. these wax figures are being auctioned off tomorrow. they're from gettysburg hall of presidents. the hall closed in november after 60 years in business. tomorrow's auction begins at 10:00 a.m. in gettysburg. you can see the entire gallery of wax presidents up for action on the nbc 10 app. >> cool or creepy? >> a little of both, maybe? >> right. take a look at the beautiful sunset along the jersey shore. this is tuckerton, ocean county. what a beautiful sunset. and a fairly nice day today, glenn, when we had the sun out. beautiful. >> yeah, we had a lot of sunshine today and clouds starting to move in now. and it will be overcast just about all day during the day tomorrow. it's 48 degrees in philadelphia now. 40s else where. these are above average temperatures. but a whole lot colder than it was yesterday. the northwest winds gradually bringing in colder and colder air.

but it also means uniform temperatures at the shore. 49 in ocean city. 47 in mullica township. look at the temperature difference between today and yesterday. 22 degrees colder in coatesville than this time yesterday. 20 degrees colder in trenton and mount holly. remember we had records yesterday. and we're going from the records yesterday to feels like temperatures in the 20s. during the night tonight, and into tomorrow morning, nothing bitter cold, certainly nothing record cold. nothing like last weekend. but after temperatures in the 60s, you'll feel that chill. and it will be there all day tomorrow and into the night tomorrow night. so the weekend, going to be fairly close to a typical january with the temperatures. not compared to yesterday. but that's a january average. patchy light snow on saturday. and then mild again.

very mild for most of next week. nothing on the live radar close by. we have a few returns out by washington. and a few more the further west you get. a big ice storm in the middle of the country to potentially even affect kansas city for the playoff game on sunday. the hour by hour showing some of that light snow coming in, but not early enough tomorrow to hit these colder temperatures. and so the later it comes, the more we get to warm up, the more likely that snow is to melt. especially if it continues to be light the way the computer models have been trending over the last couple of days. and then as it gets cold enough, when it gets dark, the whole system moves out. so we're more optimistic about getting through the day without any kind of serious problems. sunday, of course, going to be a nice sunny day. that's perfectly safe.

we have a little bit of light snow, parts of the suburbs you can see temperatures getting above freezing, even in langhorn. hardly any snow, if any in easton and allentown with high temperatures in the 40s as well. at the jersey shore and delaware there's a little bit of mixture in some placewis with rain and snow as temperatures get well above the freezing mark. that's going to be quite a change from what we're going to be seeing -- what we saw last week. then on sunday, look at this, sunshine everywhere. temperatures in the 40s. not bad at all. >> okay. you cannot sit here. >> philly park officials have put a new rule in place. not everyone is happy about it. we'll explain next at 4:00. by peggy lee playing ]

all new at 4:00, no more sitting on the wall at written house square. >> the new signs went up this week, but they aren't sitting well with some people. nbc 10 erin coleman is joining us. the new rule has a lot of people asking why now? >> parks and recreation department told me the wall structurally was never intended to have people sit on it. some people who sit on it say the park is for the public and they'll continue to use it as they please. among the dog walkers and the baby strollers, it didn't take long to spot people doing something that's now banned. sitting on the wall. >> it's a public park that people shouldn't be afraid to use. >> i definitely think that sitting on the walls is just part of the park. this is one of the most diversely used spaces in philadelphia. and i don't know why they'd want to hinder that.

>> philadelphia's parks and recreation department put up the four signs earlier this week. a spokesperson says it's in response to an uptick on vandalism and to preserve the integrity of the wall. particularly after a million dollar restoration project a few years back. >> i get it. but i was surprised. >> i feel like i know why they went up. i don't happen if it's the most productive thing. >> especially since some say sitting up here is part of the fabric of the park. part of the draw that makes it what it is. >> a little bit of a bummer. >> how do you enforce this? that's a good question. police officers at this point can ask people to not sit on the wall. if they choose to stay up there, that's as far as it goes. the philadelphia police officer assigned to the park asked this group to stay off the wall. >> i hopped back on it. >> they're not the only ones who say they'll continue to do it. >> i don't think there's any damage. i don't think that there is any danger. and i think this is an
