by 9:00, still some more showers coming through. as you can see it's hour after hour of at least scattered showers once this first batch moves through that just about everybody is going to see. by tomorrow morning, it's cloudy and maybe damp but not wet like it is tonight. temperatures are well above freezing. allentown at 38, philadelphia 45. so we don't have to worry about any kind of icing or change to snow, but as you can see it's damp and it's on the cool side. but these temperatures are actually above average for this time of the year. and wait till you see just how much warmer it's going to get with the rest of the forecast coming up later. a live look at the u.s. capital. we're now just three days away from donald trump being sworn in as the nation's 45th president. this afternoon we're getting a new glimpse into what we can expect on inauguration day. lau

traveling there. >> lauren? >> reporter: one of the more interesting details we learned today concerned president-elect trump's oath. mr. trump will be sworn in as president using two bibles. his own bible, which was presented to him by his mother after graduating from primary school in 1955, and the other bible will be the same one abraham lincoln used at his first inauguration in 1861. it was next used for president obama's first inauguration in 2009 and again in 2013. ♪ the musicians who will provide the sound track for friday's inauguration are tuning up. the u.s. marine band rehearsed this morning in washington. it will provide the music for friday's swearing-in ceremony. then the band, which includes members from our area, will take part in the procession down pennsylvania avenue.

the u.s. marine band has taken part in every presidential inauguration dating back to thomas jefferson in 1801. a bucks county company will provide the official inaugural gift. the lennox corporation made these engraved crystal bowls that will be presented to donald trump and mike pence on friday. lenox has its headquarters in brist bristol. this is the second time it has created the official inaugural gift. the menu for the luncheon was released today. first course, maine lobster and gulf shrimp, then there's steak and wrapped up with souffle and cherry vanilla ice cream. >> count on nbc 10 to bring you complete coverage leading up to friday's inauguration. jacqueline and i will be joining lauren along with tracy davison, vai sikahema.

jeremiah monell locked eyes with the judge. the hearing laid out gruesome details of his estranged wife tara o'shea watson in front of their 12-year-old child. >> the witness saw him stab his wife repeatedly. >> reporter: this week marks one month from the homicide inside the home. we learned that monell had previously ransacked the house. a reinnistraining order on file >> she would repeatedly invite mr. monell over despite having a restranging order. >> reporter: including what his son said to authorities. >> the state police were so confident they swore out an affidavit for the murder charges. >> reporter: and say surveillance video of his truck placed him near the scene of the murder. because he's considered a threat willing to run from police for two weeks he was not granted

disclose his gifts and other financial information within 30 days. we told you about williams' failure to disclose $160,000 in gifts, clothes, vacations, cash and a $45,000 roof for his home. he told us he made a mistake by not telling the public now the city board of ethics has made him pay for it. at this point williams has not released any kind of statement. his team is still reviewing the ruling from the philadelphia board of ethics. there also could be serious political ramifications from what we are learning today. this all comes as district attorney seth williams runs for re-election in what is becoming a more and more crowded field. for the investigators, i'm mitch blocker, nbc 10 news. to this now, delaware has a new governor. john carney took the oath of office today.

tim furlong was there for the inauguration. what can we expect from the governor in his first few days in office. >> reporter: he readily admits his first decision as governor was a pretty horrible one. he chose to keep his inauguration outside on the steps of legislative hall and it rained. but the next few days he said he'll focus on economic development and get down to business here. what could be a tricky state budget and try to help make wilmington safer. >> is it raining now? >> reporter: it rained hard for the inauguration in dover but spirits are high. >> i feel the sunshine in my heart. >> reporter: but on day one as govern governor, kearney has his priorities. one is to fix the city where he lives. >> i truly believe our state cannot be successful if wilmington is not successful. >> reporter: in his speech he mentioned the new wilmington mayor who was in the audience here. they're friends and they've already talked about new policing strategies and reintegrating prisoners as they

wife of the orlando nightclub shooter knew her husband was planning the attack. noor salman is due back in court tomorrow after a brief appearance today. prosecutors also told a judge she provided her husband with resources to carry out the attack. her husband murdered 49 people inside the pulse nightclub before being killed by police. the man charged in this month's deadly airport shooting rampage in florida will remain behind bars for now. a judge ordered esteban santiago held without bond. authorities say he opened fire in a baggage claim area in ft. lauderdale's airport two weeks ago. five people were killed, six others wounded. president obama will hold his final news conference as president tomorrow, and he made a surprise appearance at white house press secretary josh earnest's last press briefing today. earnest took the job in 2014. he joined president obama's presidential campaign in march of 2007. president obama signature health

care law is as popular as ever even as its fate hangs in the balance right now. according to a new nbc news poll, 45% of people believe obamacare is a good idea. that's the highest percentage since nbc began asking the question nearly eight years ago. last week the house and senate approved a measure that will make it easier to dismantle the law. it's considered the first step toward doing away with obamacare if it will allow congressional republicans to repeal the law with a simple majority. another day of confirmation hearings on capitol hill. >> nominee for secretary of interior ryan zinke faced questions from a senate committee. he's a retired navy s.e.a.l. if confirmed he'll become the first person from montana to serve in a cabinet position. and a confirmation hearing for donald trump's pick for education secretary set to begin in about an hour. betsy devos is an advocate for

her command today. she split from chris christie on two key issues. she wouldn't vote for donald trump and was against the governor's proposal on how to spend the state's increase in gas tax. new jersey commuters who work in philadelphia have a new way to get there. a live look at 30th street station. today new jersey transit's new 555 bus began running between here and winslow township. the service is especially helpful to people living in burlington and camden counties who need to get to university city. a tragic mystery in the indian ocean will remain just that. crews have finished their search for malaysia airlines flight 370 without finding a single trace of the plane. 239 people were on board the plane three years ago when it vanished during a flight from malaise xwra ysia to china. a group of children were attacked by several dogs in atlanta. the elementary-aged childrenp walking to school when they were attacked by three pit bulls.

rape, but it will be kind of damp and a little bit of fog, too. 45 with a little light rain in philadelphia right now. 40s in most of the rest of the area. wind is fairly light. 38 in lehigh valley. that's one of the cool spots. we do have some relatively dense fog. coatesville only a half mile of visibility, mt. pocono a quarter mile. everywhere else the visibility is kind of tolerable. the fog is wa i would consider to be light across most of the area. the rain actually precvents it from being dense in most cases. wind is coming off the ocean. that will keep the temperatures from dropping overnight. 43 in ocean city and summers point. 45 in ventnor, 44 avalon, dennis township. when we get that wind we get uniform temperatures across the area. the temperatures today, that's actually maybe the coldest day in the next ten days. and today wasn't all that cold.

it's kind of foggy, kind of damp. you see the short camera. now it is damp across a good bit of the area. we have some of the heavier rain coming through berks county now into portions of upper bucks, montgomery, pottstown getting heavy rain right now. we've got another area that's in eastern maryland, middletown, dover also getting heavier rain as we go through just the next half hour. it's obviously affecting the afternoon rush. even over the next couple of hours, we have more showers moving in from the west. it's not going to be a continuous rain across the area, but once in a while you get a little bit of a downpour. pu have fog in parts of the area, just not exactly the prettiest night in the world. but the temperatures are well above freezing. we don't have to worry about snow or ice or anything like that. it is just damp. we'll tell you more about what we're going to see additional

>> but the rebates for a new washer they were promised never shows. they contacted harry hairston. >> you ever have that happen to you? you wait for a rebate and how frustrating it can be. a big headache at times. the family tells us they've called the company time and time again, but they continue to get the runaround. richard romer is happy with his new washing machine, but the rebate that was supposed to pay for part of the washer took longer than it was anticipated to come. samsung recalled his old washer. the company says his was one of 3 million where the top could detach. >> we were supposed to get a rebate from samsung. >> they notified him about the rebate on november 2016. >> right away i called on where to send the rebate form because it was not on the form.

intelligence analyst serving a 35-year sentence for leaking classified material. back in 2010, manning, who was then known as bradley, swiped 700,000 military and diplomatic files and gave them to wikileaks. the president's action today means manning will now get out of prison in may. you could be shelling out more to step on the sand in stone harbor this summer. borough council is expected to vote today on whether to raise the cost of beach tags by a dollar. the money from the tags will go to services like cleanups and the cost of daily beach tags would go from 5 to $6 in stone harbor. avalon already improved the $1 increase. distributors can now sell any quantity including six packs, 32 ounce bottles and growlers are also fair game. until now distributors were limited to selling cases and

we're going to be seeing some of these places in the 50s during the day tomorrow. so it's going to be a much nicer day tomorrow even though we'll see a lot of clouds. a half hour ago we were showing you some of this heavier rain around pottstown. we still have it and limerick and phoenixville and hackville. if anything is rain is getting heavier. that rain from maryland moving into new castle county and that's where they're getting it. dover starting to see a little bit heavier rain and that's going to get a little heavier still over the next few minutes. but this is the back edge of it. we're not seeing a really rainy day tomorrow. we'll see more showers during the night tonight. some of them coming through pretty quickly. not a widespread thing. and the temperature, if anything, holds steady or maybe even goes up a little bit. then we watch back to the west.

so thursday is nice and dry, but here comes a weak system coming in on friday, but this is inauguration day and there's new time and there's some rain approaching. so that is in the forecast. it's quite mild wednesday and thursday and dry, but friday the rain comes in around noon or into the early afternoon. around here tonight it's damp, as you can see. it's chilly, but not cold enough for ice or snow. the temperature doesn't go much as we go through the night. this is a symbol for fog. so we're seeing some of that fog the morning rush tomorrow. not necessarily that dense. and then in the afternoon we got some of these numbers in the 50s. the average high is 40, remember. so 51 in philly and wilmington, atlantic city and trenton at 50 degrees. and tomorrow night we're dry as well. let's take a look at this ten-day forecast.

again, the average high's 40. 51, 54, 52, 54. friday night, that's when we have some rain. sunday night we have another shot of generally light rain. monday is the heavy rain. and gusty winds. nasty, nasty weather here gone monday and into tuesday. look at that for wednesday. near 60 degrees but still kind of wet even toward the end of next week. so that forecast is quite different from what we would typically see in january. and as you see today's temperature, 45 degrees. that's the coldest day in the next ten. >> we're going to hit 60 again. >> it looks like we very well might. we got a lot of clouds in the next week and a fair amount of rain, too. that's the trade-off. >> still doesn't feel like january. >> wait till february. i think we'll make up for it. >> uh-oh. >> it was bound to come. >> we'll talk about that later in the week.

middle of nowhere. >> reporter: a newly formed island of sand where a dead 35-feet-long humpback whale is now stuck just off the coasts of brigantine and long beach island. staffers from the stranding center capture this video friday on their quest for clues about why the massive creature died likely within the past week. they say the whale did not appear to have been hit by a ship. >> when you have an animal like that coming in and there's no apparent cause of injury, we need to examine it. >> reporter: federal wildlife authorities are anxious for answers after about 50 humpbacks died along the east coast last year. >> national marine and fishery service is concerned that there's such a large number of humpbacks dying and we're trying to see if there's anything going on internally with population. >> reporter: a population that's also growing. we told you about a surge of

why the victims could be right in your neighborhood. nbc 10 news starts now. right now at 5:00, a rainy rush. this is a look at i-95, the rain getting heavier for the evening commute. >> wet and dreary for most of the day. this is how it looked look the atlantic city boardwalk as people walked around with hoods and umbrellas. i'm erin coleman. >> i'm keith jones. the first alert weather team is tracking the rain and how much it will stick around in your neighborhood. let's get the latest from krystal klei. >> a rain boots kind of day because we see the showers move in and out, which is what we were expecting to happen. now we're starting to see some of the more heavy to moderate rain move in with this next batch of steady showers that we're tracking. let's look a little more closely at spots that are coming down more heavy. montgomery, bucks county and lehigh valley we're tracking

those spots of yellows. that indicates the heavier showers that are dropping down. right near norristown, pottstown tracking some of that activity. it will continue tracking along to the east. this may pass into mercer county and clip philadelphia as well as it continues to track along. now drop down south. the same thing in delaware, not the oranges but the deeper greens which indicates more steady and complete coverage kind of rain that will move into south jersey as it tracks over the bay here in the next half hour or so. these in and out showers will continue to weaken and lighten up as we go into this evening as well. here are the temperatures, as i mentioned. it is all rain, which is good news. don't have to worry about the icing and we didn't have to this morning. mount pocono may see slick spots. philadelphia at 45 and millville at 44. the temperatures won't fall much overnight because of the cloud coverage and the moisture in place. but take a look at your visibility. this is in mt. pocono seeing more fog now.
