starting to see to the set up outside the capitol. we've been meeting people from all over the country who are already arriving here. and i want to introduce you to some folks i talked to back home in bucks county who helped work to elect donald trump and are now heading here to see him sworn in in person. >> when donald trump rallied voters in newtown this october, he also already had a certain businessman in his corner. the owner of newtown athletic club watched as the future president spoke at one of his properties that day. he's now preparing to see trump sworn in as president. >> it's kind of surreal. >> reporter: jim's support came with help on the ground. he edded up a group of volunteers calling themselves people for trump. >> we had specifics we needed to go to. >> reporter: have a necessa >> reporter: they set out to tell friends about their

candidates. >> he's our guy. >> reporter: vanessa they told voters about his business experience. do you feel like you convinced people? >> totally. >> reporter: trump didn't win in bucks. he came close in a county where registered democrats outnumbered republicans. he won pennsylvania helping him to win the white house. now their candidate takes the big stage. what does he need to do to keep your support? >> do what he said he's going to do. >> reporter: on what issues? >> on his platform. keep us safe. i expect a wall to go up. i expect the immigration policy to be favorable to the america first. i think the battle is only just begun. i think we're in a battle and i think we need to reclaim our country. >> reporter: as the inauguration nears, vanessa, jill, and jim are making plans to be there. >> i can't wait to see him be sworn in. >> yeah. >> i'm so far away to look at the big screen. it's just, you know, it's just it made it all worthwhile.

him breathe a little better. he's staying in the icu for observation. barbara bush was admitted to the same hospital for a cough and fatigue. days before hospitalized, the elder bush wrote a note to president-elect donald trump. he apologized and he his wife wouldn't be able to attend the inauguration under the advice of his doctor. president obama finished his final news conference as kmantder in chief. the president talked about a wide range of topics including the viesz he gave president-elect trump. >> this is a job of such magnitude that you can't do it by yourself. you are enormously reliant on a team. >> president obama also defended his decision to commute the sentence of chelsea manning. the president said she had a tough sentence and served -- and justice was served. manning spent seven years in prison for leaking qualified documents to wikileaks.

it's taking longer this week to get from jersey to philly on pat cotrains. patcoe was forced to pull two dozen rail cars. a mechanical rail problem was blamed on winter weather. you got a look at the repair work going on today, randy. >> reporter: yeah. patcogave us a tour. we say workers on 12-hour shifts working overtime fixing the faulty motors that went haywire. in the meantime, a lot of commuters are having a lot of trouble. this train coming from philly was packed. they're starting to unload here. it might be a couple more weeks of headaches during rush hour. as patco trains arrived during rush hour alana williams races up stairs to catch a ride to the city. this week has been tough. >> you miss three train at a time. they drive past. >> reporter: crowded train cars. some passing the platform

without picking people up. >> i'm late. everybody is -- it's crazy. >> reporter: patcopulled 20 plus cars out of service. their electric motorsed from, of all things, fluffy dry snow. the problem started during the early january snowstorm. you might remember it was a light, fluffy snow and like dust, it got sucked into the motors eventually causing them to short circuit. crews now working 12-hour shifts overtime. >> this came in this morning with a defective motor. >> reporter: during the winter months patco prefers the heavy, wet snow since it doesn't get sucked in the motors. >> heavy wet snow is our friend. white snow, powdered snow is not our friend. >> reporter: and the problems were compounded this week by others, including one case of an operator overshooting the platform. >> i'm very sorry for the disruption. i'm very sorry for the

inconvenience. i've been working hard to make sure it doesn't happen again. and patco tells us a few maintenance issues throughout the week have popped up. a perfect storm of problems. it could take up to a month from today to get fully back to normal. >> thank you. problems for philadelphia district attorneyset williams. the police union is now attacking him with a billboard on i-95 take a look. it says "help wanted new philadelphia district attorney." yesterday williams received a record ethics fine. we spent yesterday and today trying to find him. we'll show you at 6:00. today in washington, philadelphia mayor made his views about immigration rights known. he had a special message for people here at home. >> we're there to protect them and respect them. we're there to celebrate their contributions to our cities. congress needs to get real about what is going on.

he's in the nation's capitol for the u.s. conference of mayors. today the mayors announced a bipartisan resolution to protect sanctuary cities like philadelphia. turning to the weather now. a warm january night at the blue cross river rink. this is a live look here. temperatures reached 50 in parts of our area. the ice is fairly clean right now. nobody really out there. >> but sunshine in short supply. nbc 10 along the board walk where skies were gray and conditions dreary out there. we'll get to meteorologist crystal klei. >> we have mild conditions. it's been the same all week. we've seen a lot of gray and clouds and still seeing that right now. here is a live look outside. all of our live cameras are pretty gray. 47 is the temperature currently in philadelphia. these temperatures will be on the up tomorrow.

tomorrow we'll see our friend, the sun. radar satellite showing us the clouds are holding tight to the region. we'll track when they leave and more on the next round of rain moving in. coming up. dui suspects can't be forced to have a blood in pennsylvania. a state appeals court ruled earlier this month a chester county man was wrongfully penalized for refusing a dui blood test. the court deferred to a u.s. supreme court decision calling blood tests without a warrant an unconstitutional invasion of privacy. police are being advised to use a breathalyzer test. excellence in policing was awarded in philadelphia today. more than 80 of the phil's finest were honored during a merit accommodation ceremony. the officers were singled out for things making outstanding arrests, showing special initiative, and never giving up while on the job. hearings begin today in

the fight against human trafficking is taking top priority with the announcement of a new task force. >> there's a warning for all parents. nbc 10 joins us live how you can protect your children. denise? >> reporter: the first problem is being more aware. we spoke to many people on chestnut street and many were not aware that human trafficking, sex trafficking is a major problem in our community. here is what you need to know to protect your loved ones. the lure of empty promises.

young people being exploited and sold. >> it's happening right here. it's happening to our kids. >> reporter: human traffickers are skilled at gaining, especially from children. so experts say this is what you need to know. get educated. for starters, understand traffickers recruit through social media, at schools, and in malls. most traffickers use social media to lure unsuspecting victims and groom them. teach our children about the dangers of social media while providing practical safety tips such as not sharing personal information or accepting friend requests from strangers. talk to your child about sex trafficking. >> even those who think my kid could never get involved with this. sit down and talk with your kid. here is why you might be approached. here is what to do if you are approached. scream and run in the other direction and find a law enforcement officer. >> reporter: this is growing problem facing our youth. it's happening in the cities, suburbs, and rural communities. a concern become a top priority for federal, state, and local

broke into her house just after midnight. police say he dropped his cell phone during a struggle with the victim. atlantic city police hope you can help identify the man in these surveillance pictures. investigators say he beat and robbed a 77-year-old woman earlier this month. police say he followed the victim to her room, attacked her, and stole money. pennsylvania soon accept applications for those who want to grow and sell medical marijuana or open a dispensary. the state will approve as many as 27 dispensary licenses with up to three locations each. and up to 12 grower processer permits. the goal is to have the system up and running by the middle of next year. you can apply on the state health department's website between february 20th and march 20th. you might be tired of rainy weather, but news came from it. the drought watch is over. it began in november but thanks to the recent rain and the snow melt, the delaware river basin commission says the drought watch is no longer necessary.

>> we saw the rain this morning. by lunchtime, it was just a chilly afternoon. we were in center city as people walked around 13th street. nbc 10 first alert meteorologist crystal klei has the neighborhood forecast. rain on the way. >> that's right. after we rain yesterday and soggy today. we're looking at potential for at least two more rounds of rain by the time we finished up the end of your weekend and next week. we have some sunshine before that. one day, at least. here are the temperatures now. it's pretty mild out there. not terribly but not the nice refreshing out of we saw last week. we're at in clayton now. we have areas at 44 degrees. robinsville at 43. so temperatures are fairly mild and they'll be able to go into tonight yet again. we have the clouds in place but if you look off to the north,

you can kind of see that break. the clouds will to thin overnight and tomorrow morning. so while we'll start tomorrow morning with clouds hanging around, by the afternoon we'll have sunshine mixing in. that'll be the first time we've seen the sun in several days and the last time we see it for a few days after that. here is a look at the neighborhood temperatures. chestnut hill at 50. 49 the temperature for allentown as well as redding. we seat the temperatures upper 40s to low mid 50s. warmer than average and actually not bad in the afternoon with some sun mixing in. avalon at 52. the focus we'll see sunshine. take a look. there are the clouds we're dealing with now. tomorrow morning starting to thin by 6:00 a.m. but we have some lingering cloud coverage. we boot it out in the afternoon and evening.

so 7:00 p.m. pretty much clear conditions across the board. that's for thursday. as we go overnight into friday, though, clouds return and with it comes some moisture. in fact, notice that rain that we see actually passes right through washington. right around noon to 3:00 p.m. in d.c. for inauguration day. so it won't be terribly heavy and won't be long-lived. we will see showers that pass through and make it to philadelphia late afternoon into the early evening. those showers move out and then we're just left with the cloudy conditions into your saturday. so here is the temperatures for your weekend. those showers later in the day friday at 50 philadelphia phil and mid 50s by your saturday. peaks of sun and cloudy conditions. sunday we'll start cloudy be turn rainy in the afternoon to evening. and could turn into heavier rain by sunday night. temperatures dropping to mid upper 40s. in fact, this is a system that will last. it could be our next big storm we're looking at.

whatever is going on with them. >> reporter: he might to the be perfect, but he's pretty close! this week's wednesday's child. >> and if you would like to make his dream come true or the dream of any wednesday's child go to northbound -- nbc10.com. philadelphia recently took control of a strip of land near barber street hoping to turn it from industrial space to public space. the city intends to turn it into a walking trail that would eventually run from penn park to the pier 70 shopping center at taskers street. if the owner doesn't take the case to court, the city said the construction will begin in the spring. tourists couldn't get enough of independence park last year. the park service telling us more than 5 million visitors made their way to the national historic park in 2016. that's a million more than the year before. officials say it's due to

right now at 5:30. new information in the case of a 14-year-old girl allegedly killed by her adoptive mother. tonight we're getting a look at another side of this story. this time from the woman accused of killing grace packer. >> nbc 10 has been all over this story. she's live now tonight. what have you learned, deanna? >> reporter: we just met with the two attorneys that have been assigned to represent sara packer. that's the mother who last lived here in bucks county who is accused along with her boyfriend of the rape and murder of her 14-year-old daughter. >> sara is obviously very upset about the whole situation. >> reporter: locked away in a

restrictive unit, sara packer has been painted as a woman who helped rape and murder her daughter. used a saw to dismember grace's body left the remains near a dam in missouri county. >> i don't she planned anything. it's mr. sullivan that planned things and had fantasies. >> reporter: sara's boyfriend, jacob sullivan is involved in the crime and said he confessed to police and hospital workers. packer lost job as a social worker and her ability to foster children after her husband, at the time, david plead guilty to molesting two children. a foster daughter and grace when she was 9. >> in that case, the lehigh district attorney's office cleared her of any wrong doing in the case. if she was aware of what was going on, i think she would have been charged. >> reporter: we asked defense lawyers about the other kids sara took care of. state records show she was a foster mother to 30 children from 2000 to 2010. >> she had a good reputation

valley. meantime thousands of people are poring into center city, philadelphia for the annual lgbtq creating change conference. many people there told us philadelphia is now a must-visit city riding a wave of being in the national spotlight. >> the first time that i come here to philadelphia. >> i love philadelphia. the community seems great so far, from what what i've got to see. >> great town. >> reporter: lesbian, gay, bisexual, transgender and questioning men and women are flocking to philly. >> the city has been amazing. >> reporter: organizers say they've been wanting to hold the annual gathering here for years. >> this is the 29th creating change conference. first time in philadelphia. >> reporter: the task force has values of freedom and equality and justice, and philadelphia is the birthplace of our nation's freedom and equality and

justice. >> reporter: the city placed host to several huge events in recent years. the pope visit in 2015 brought in hundreds of thousands of people. the democratic national convention the past july more than 50,000. many say the national attention kept philadelphia top of mind for many groups big, small, and in between. creating change, bringing in 4,000. to what organizers are calling the city ofly love. >> it was so important after 29 years to finally bring this wonderful conference to our city. >> i'm from philadelphia. says "straight out of philly." pulls a gun and shoots into a store in north philly. the suspect is man in the doorway of the r & b grocery. several surveillance cameras caught a shot of the getaway car. a silver hun day. a man forced his way into a plato's closet. he stole money from the business and drove off in a jetta. the store buys and sells used clothing for teens and young adults. penn dot is about to begin a project to replace a busy bridge in delaware county. work will begin monday to replace the route 452 bridge repping over the septa railroad tracks there. the project expected to take two and a half years to finish. pen dot said route 452 will stay

open during most of the work. temple hospital university hit a milestone. marking the 125th anniversary. the north philadelphia hospital was founded in 1892, back then it was known as samaritan hospital with a staff of two people police a horse-drawn ambulance. today temple university hospital is about 4,000 employees and cares for more than half a million masht patients a year. while we're talking about temple, the university school of media and communication got a new name today. it's now named after philadelphia broadcasting icon lew kline. dr. christopher mcginley are replace sylvia sims whose firm has expired. mcginley is an assistant professor at temple university. meanwhile a pennsylvania four public school teachers filed a lawsuit today they hope will reach the supreme court. the group wants to prevent

teachers unions from collecting mandatory union dues saying it violates their constitutional rights. union officials say the lawsuit is an attempt to weaken unions and could lead to lower wages. christina school district has a new superintendent. richard greg got the nod last night. currently the superintendent in the penn dell. john carney is getting to work after the inauguration. this afternoon he signed his first executive bill for jobs. governor carney said there needs to be a partnership between the private sector and the government. the location of a second skate park in lands dale could be announced next month. the officials in the montgomery county town said four sites are under consideration. right now fourth street park is an early favorite. the council member said members are taking neighbor's concerns into account when deciding.

again. they're calling on women to make and wear pink hats with cat ears during protests marches. it's catching on. one d.c. area yarn store owner said she keeps selling out of pink yarn. verizon is going to extremes to force galaxy note 7 phones to give them up. the phone was recalled last year due to fire risks. not everyone returned them. samsung had rolled out an update to disable the twice from charging. now verizon will reroute all nonemergency calls to customer service. it may even bill owners for the price of the phone. if you fly american, there are changes you need to know about. the airline which has a hub in philadelphia is the latest to add a basic economy fare class that stops passengers from using the overhead bin. fliers buying basic economy tickets will able to bring on board carry-ones enough to fit underthe seat in front of them.

evening. the is, it'll be more light moderate rain on friday. could be heavy by sunday night. in dover you see the temperature dip a little to 48 on friday with the showers. then back to the low 50s. allen town will be upper to mid 40s. in wildwood around 50 degrees for those temperatures as we go through the next four days. temperatures will be mild but a wet pattern with the chances of rain in and out. that affects inauguration day in washington, d.c. weakening and moving out by 2:00 to 3:00 in the afternoon. temperature wise not bad. low 40s at 9:00 a.m. upper 40s by 3:00 in the afternoon. and here is a look at the long range forecast. this is what i was talking about for your sunday. so 6:30 in the morning. we see some of that rain potential starting to the southwest of us. but look at the yellows and deeper greens. that's heavier rain by sunday evening. and the storm center doesn't even move in until monday.
