that caused all the tornadoes down south and that is dragging more moisture right up at us. this is coming later tonight and into tomorrow morning. the northeast wind gusting still 43 miles an hour in atlantic city, 44 in wildwood, the peak gust was 63 miles an hour earlier and the moderate coastal flooding has occurred across much of the coast and we've been telling you about for days now. we passed the high tide but the back bay flooding occurs a couple hours later. so that's still going on in places like atlantic city and another 12 hours from now pretty much the same thing. >> let's take a live look at conditions in krm. wind speeds here they reached 60 miles an hour at the shore. let's get to cydney long live in atlantic city. >> i know you've been showing us flooding all afternoon. what are the conditions like there right now? >> reporter: i can tell you we're still getting some of those gusts of winds but not as

bad as we saw earlier in the afternoon where flooding is concerned taking a look. right here, two or three blocks in that direction, two blocks down to the bay, two or three blocks from each corner where we're standing right now is completely filled with water in the street. all it took was a combination of the high tide this afternoon and those gusty winds to push all of this water into the street. a wind driven storm surge combined with rain and sand went barrelling down the north end. others mistakenly drove through the rising flood waters leaving them with no choice but to be bailed out by tow truck crews. mom ma maria of atlantic city says she had no choice but to be out and about. >> i have to take my son home because i'm at work. i have to drop him off and i have to go back to work and then i have to see how we're going to get back home.

this is the worst i ever seen out here. >> reporter: students in the chelsea neighborhood and texas avenue school braved the gusty winds and heavy rain on their walk home. >> it's like a slap to the face. it's very cold and knowing that some kids don't have like enough clothes to wear, it's ridiculous. >> reporter: now remarkable we just saw someone riding their bicycles through all of this mess and cars still trying to make their way through all of this water. we've seen trash cans and debris floating down the street. we've seen our shares of tow truck drivers but we've been checking and there are no major reports of any major wind damage other than all of the wind that pushed this water into the streets this afternoon and no major injuries. live in atlantic city, i'm cydney long, nbc10 news. >> the weather causing problems in other issues to tell you about on the rails right now. amtrak just resumed service on

northeast regional trains traveling in new jersey but nj transit has stopped all rail service now between philadelphia's 30th street station and the cherry hill station. service has been suspended on the war minister line and glenside. >> talking about power outages now. we just checked with peeko is reported just over 3,800 customers in the dark. del mar have a has about dependence pse&g it has about 3,800 customers waiting for those lights to come back on. >> we've had storm force 10 out there for you. it is rolling through allentown, got the wipers going. the roads are still wet. still some rain coming down. erika martin. >> break it down for us? what are swe expecting to see? >> we're expecting to see more

rain and heavy down pours, hour-by-hour forecast will time this out for you perfectly tlooeft through later tonight. what can we expect? 6:00 p.m. we're seeing heavy pockets of down pours. notice you're seeing some yellows and oranges. we have some heavier pockets of rain. temperatures are mainly in the 40s and mid-to upper 30s however we're seeing low 30s for mt. poconos. 7:30 p.m. still seeing some down pours. it's moving from south to north. so here we start to see a little bit of a clearing. otherwise still seeing widespread rain and that sleet and freezing rain for the lehigh valley. at 10:30 p.m. seeing a little bit of a break including burlington county as well. we are seeing some break but notice just to the northwest of us, you are seeing a changeover with that sleet and that

freezing rain. by 11:00 p.m. more rain in the forecast. the good news is it starts to clear by early tomorrow morning. glenn has more details coming up. >> many people have likely seen before but never like this. center city damaged a muriel along broad and race street. you can see huge chunks just completely torn off. officials say no one was injured. >> and take a look at this, a massive tree opened up a gaping hole on this house in aston. no word if anyone was inside when that tree went down. >> philadelphia the storm turned deadly. a man died after this sign fell on him. police say the wind ripped the sign off the building in the hundred tangton park neighborhood. it happened around 1:00 this afternoon. delaware route 1 is closed in both directions in dewey beach.

in bill cosby's sex assault trial. hahnemann university hospital is launching a new program for transgender patients, the philadelphia hospital announced it's new gender affirmation program today. hahnemann calls it a first for an academic medical center in the region. >> businesses in philadelphia's gayberhood are asked to undergo training now for -- people of color are experiencing discrimination. it will be testing bars in this neighborhood to see if people are treated differently. leaders also say they're consider yanking funding from any agency that doesn't follow the city's fair practices ordinance. >> anyone in new jersey who denise access to a service dog could soon be fined.

>> it's been a busy day for president trump. he designed three executive orders, the first formally withdraws the u.s. from the huge pacific trade deal known as the tpp. he also reinstated a policy to limit abortion funding overseas and exacted a highering freeze for most federal government workers. one of president trump top priorities is to dismantle the affordable care act. lauren mayk finds out what could be coming for you and your family. >> reporter: it's one of his first acts as president on an issue that played big in the campaign. >> we will be able to immediately repeal and replace obamacare. >> but now comes the complicated part starting with this order to minimize the economic burden of the affordable care act. what does it mean? >> it's really hard to know and hard to read the tea leaves here. >> reporter: the order which says the administration plans to repeal the obamacare doesn't

make immediate changes but it does send a signal. >> it really for the incoming administration, trying to send a signal that the new president intends to do things related to the affordable care act and in some things undo things related to it. >> reporter: it's a signal that could have a trickle down effect. >> if there's a strong signal that the trump administration is really begin to pull apart at the law and jeopardize the finances of insurance companies, then that will create a lot of anxiety in the insurance industry and potentially cause some to leave the marketplace. >> reporter: while the president would need congress to implement a new plan the administration could make some changes to this one without legislation. for example, changing what insurers are required to offer, like free birth control and changing who has to buy insurance by granting wider hardships exceptions to people. on that dr. grandee points to the order to minimize the economic burden. >> some of the language in the

executive order makes some people think that a strategy. >> reporter: in university city, i'm lauren mayk, nbc10 news. >> in the pennsylvania state capitol today state lawmakers say there will be devastating implications if the affordable care act is repealed. if it's eliminated more than half million pennsylvaniaens will lose the health care they need. it will have a ripple effect on hospital and the state economy. >> back to our weather now and the nor'easter we're tracking tonight. you can see the storm right there. >> glenn, how long will this system keep hitting us? >> we're still going to be getting rain from this tomorrow probably even into the afternoon. the cape may is pretty much cutoff but only temporarily. as you'll see. it's cut off in philadelphia temporarily. 38 degrees with just cloudy skies now. not even as windy as it was. still getting some pretty heavy rain in new jersey, the lehigh

valley, delaware is just clouds. you can see the difference if we split the area in half. the northern half, rain, southern half, dry. and here's part of that wet part. this goes from ship bottom up to the rest of long beach island up through trenton. bucks county has been getting quite a bit. even though the rain is tapering off. farther to the north it's not. got heavy rain coming through lehigh valley, moving up into even colder air so you've got heavy freezing rain and heavy sleet and parts of the poconos. this is not good and this will continue most of the night. this isn't good either. heavy snow along the mountains of pennsylvania turnpike putting that to a stall but here's the center of the low, way down south and it's coming straight up this way. so until this gets passed this we're not in the all clear.

we're not going to be getting the steady type of rain we had this afternoon and it's likely to taper off as we head toward midnight. still more coming up from the south and spinning around during the day tomorrow as you can see and perhaps from time to time a little bit of snow or sleet in parts of berks county, lehigh valley county, certainly into the poconos. not necessarily a lot but just enough and then tomorrow night we finally dry out. this northeast wind gusting to 44, 43 miles an hour, right at the shore right now and it feels like it's 30 in philadelphia, 25 in allentown, 27 in wilmington. it feels like winter out there. and it's going to feel like that during the night tonight. as long as those northeast winds continue, we have more moderate flooding coming with the next high tide. we already had it this afternoon and the back bay's still

flooding in many parts of the areas as you've seen with those pictures from atlantic city. the high tide at the ocean occurred at 4:20 in the back bays it's a couple hours later so they're still getting hit by that. tomorrow we got cloudy skies, it's chilly, not quite as cold, quite as windy or wet as what we've seen today but robbinville, 40 degrees, gusty winds. this is an offshore wind tomorrow, so by tomorrow afternoon the ocean is going to be really calmed down. significantly. now 43 for the high tomorrow but 57, 57 with sunshine on wednesday. how's that for a day? 50 on thursday and then we starting to back to winter temperatures. the windy day on thursday that's pulling the colder air in and looks what happens starting friday, through much of next week.

there in delaware? >> it's misty here guys as we ahead through milford into kent county now. i'm not going that fast and you can see people flying around me. i will tell you there's a lot of pull on the vehicle. the wind is still blowing. you're still feeling it especially in a boxy vehicle like this. it's closed near the indian river only because of sand and water on the low. road spots on the beaches. inch or two of water on the road. don't try to get through it. so be careful out there. that's what i'm trying to do as i ahead back home to north wilmington myself tonight. >> at least the wipers getting a break there, tim.

a lull right now as people head home from work tonight. decent time ong that at least. >> take one more look at conditions in cape may tonight. the wind isn't as strong as it was and that rain tapering off. this is one of those days when you really want the most accurate forecast, every day but specifically when there's so much going on. >> there's such a variety of conditions across the area. relatively quiet in philadelphia and cape may. look at that radar, see that pink, that is freezing rain and sleet and apparently it is getting really, really ugly in the poconos so just layers of ice there. now that area of heavier sleet in the pink there, that's not going anywhere. heavier rain in the lehigh valley, north hampton counties going to have to watch this during the evening to see, if any, of that changes over to sleet as the atmosphere gets a little bit colder during the night tonight. we're going to be seeing another windy, wet day tomorrow but not quite as bad as today.
