immigration officials, that's because they want them to feel safe to call 911 or go to the hospital without fear of deportation. as the gop meets in the heart of philadelphia, the city's own sanctuary status coming under republican fire, president trump signing an executive order to cut federal grants to sanctuary cities where local police often don't cooperate with federal immigration. >> that's all about to change. from here on out, i'm asking all of you to enforce the laws. >> reporter: in philadelphia the order could impact $500 million in federal grants. >> this is not a dictatorship, it's a democracy. >> reporter: but the mayor standing firm on his policy saying it's up to congress not the president to decide funding. >> if the united states congress wants to vote to take money away from police and firefighters,

it's up to them to explain why they're doing that. >> reporter: kenney saying the visitors should take note. >> >> it is a vibrant city because of immigrants. >> reporter: if the sanctuary status disappears, people are worried the immigrants will go underground. >> people are worried about calling 911 and worried for their own safety. >> reporter: the trump administration says the deportation priority will be for people committing crimes. his priority is making sure people in this country, seeking to do us harm or have committed a crime are at the forefront of that. >> reporter: back live outside the republican retreat, we're already having protesters gathering. we expect thousands more tomorrow. mayors in other cities including boston and seattle are also saying they will stand firm against this new executive order. kenney adding he is willing to go to federal court. randy gyllenhaal, nbc 10 news.

our country's top republican leaders are reacting to the immigration moves as they're here in philadelphia for their retreat. we sent lauren mayk to ask about losing federal money in philadelphia for staying a sanctuary city. lauren? >> reporter: republicans are giving the president's moves on immigration some good reviews here. republican members of the house and senate are meeting across the street in a retreat in a city that could lose millions. >> this is a decision that the city has made, and i think they have to be the ones to evaluate what the implications are. >> reporter: house and senate members meeting with each other behind closed doors, hours before the president arrives. >> what we have to try and do is focus on things that unite us. >> reporter: while details of the plan to punish sanctuary cities are still emerging, it is clear the plan is to cut federal funds, even excluding law enforcement funding that could

still cost philadelphia hundreds of millions of dollars. are you comfortable with stripping federal funding from sanctuary cities? >> i'm not comfortable with municipalities where elected officials will tell law enforcement not to collaborate with customs and immigration enforcement. >> reporter: what types of money are you okay with the government withholding? >> look, i believe that, you know, we can withhold community block grant funding. >> reporter: potential consequences for the city that's a back drop this week for c conversations between a congress and new administration. the congressman putting responsibility on municipalities saying there could not be effective immigration enforcement without the help of state and local law enforcement. i'm lauren mayk, nbc 10 news.

you can already see the extra security in center city ahead of tomorrow's visit from president trump. if you drive in that area, you need to be prepared. roads will be closed to cars and pedestrians from 8:00 in the morning until 6:00 in the evening. you also won't be able to get close to the loews hotel at 12th and market where the president will be. you can track all the breaking new that comes with the president's visit tomorrow, stay with the free nbc 10 news app. breaking news now we're following in philadelphia. a woman attacked by a dog in german found. denise nakano is live near where this happened. what are you finding out? >> her extensive injuries sent her to the hospital. neighbors are telling me she just turned 96 this past january. here at her home, behind her home is where the attack happened. she was attacked by at least one dog. police contained two dogs here on the 5800 block of brush road. this happened about 3:30 this afternoon. we spoke to neighbors who heard some yelling and they came out

and this is what they tell us. >> put her in the cop car and put her in the ambulance, her face was mangled. that was it. >> reporter: neighbor's are going door to door along with detectives trying to find out what happened to this woman. we're finding out she's 96, her injuries were extensive. she is now alert and talking, sent to the hospital in critical condition but been upgraded to stable condition at einstein medical center. i'm denise nakano, nbc 10 news. a cheltenham street is a construction zone after a sinkhole nearly swallowed a house, and that pickup right there. crews are working to stabilize the area and run new gas and water lines. the ground opened up on brook street in glenside around 3:30 this morning. the hole is more than 20 feet deep in some places. three homes no longer safe to be inside. >> a knock on the door from the policemen who said you have to

move your car. it was out on the street or it will fall into a sinkhole. >> reporter: water and gas have been cut to the block while crews run new lines. when the water is restored, people affected will need to boil the water until it is deemed safe. a clean bill of health for pennsylvania governor tom wolf less than a year after he revealed he had prostate cancer. the 68-year-old got the good news from doctors last week. governor wolf says he plans to run for re-election in 2018. former pennsylvania congressman chaka fattah is getting ready to spend his first night in prison. he reported to a federal prison at lewis run in mckeen county at 11:00 this morning. that is near the new york border. the jury found him guilty of taking an illegal $1 million campaign loan and using government and non-profit money to repay it.

his son is serving five years in an overlapping bank fraud case she was an inspiration to a generation of women struggling to find their place in a changing world. now actress mary tyler moore is gone. ♪ you're going to make it off all ♪ >> the mary tyler moore show was groundbreaking at the time for focusing on an unmarried career woman, moore also played spunky laura petri in the early '60s on the dick van dyke show. she battled diabetes for decades. she was 80 years old. now new details in the case of a driver whose suv was hit by a 50-pound dumbbell on the new jersey turnpike earlier this month.

75-year-old jack dicarlo was headed down the turnpike in salem county when the dumbbell smashed through his windshield. investigators are trying to figure out whether the dumbbell was thrown from an overpass or fell off another vehicle. to the jersey shore bureau now where an atlantic city police officer will not be charged in a deadly shooting last year. the grand jury declined to bring charges against the officer. a camden man was shot by police after officers on patrol witnessed a robbery near the seize cesars garage, one of the officers was shot. he survived. this is shakea holmes, her daughter shot herself to death in their north philadelphia home last summer. the gun belonged to her boyfriend, demetrius williams who is also being tried in the case. a new law in philadelphia aims to crackdown on predatory towing. the mayor signed a new bill into

law that bans towers from removing cars in private lots and driveways before being ticketed. the new law also gives the power to write tickets to the police, not just the parking authority. advocates for planned parenthood are sending a message to the president and pennsylvania lawmakers. they're holding a forum in west philadelphia about what it will mean if funding to the program is cut. millions of people could lose access to cancer screenings, birth control and hiv testing and treatment. nbc 10 in west philadelphia for the grand opening of 4050 apartments. the 20 units are designed for low-income artists and others part of the philadelphia promise zone. before these apartments were built, it was just a vacant lot. jersey shore beaches undergoing emergency repairs after this week's nor'easter

president trump says he will order an investigation into voter fraud it will look into undocumented immigrants, those registered to vote who are dead and people registered in multiple states. this as nbc news confirmed that president trump's youngest daughter is registered to vote in two states. she's registered in both pennsylvania and new york. that's legal, but it's illegal to cast a ballot in both states. a landmark restaurant chain is taking over a closed restaurant in new jersey. chickie and pete's will take

over champ's restaurant. they plan to do a makeover before they open in time for football in september. >> see things laying empty like that, not doing anything. to see progress, means jobs for people in the town and places for family to go. >> evesham township plans to pour in millions of dollars into another shopping center on route 70 that has been vacant. >> now to the jersey shore where work started today to fix some of the most severe beach erosion triggered by the nor'easter. >> that storm formed these dangerous cliffs on long beach island and brought significant flooding as well. tonight there are growing concerns about flooding happening far more often in coastal areas. ted greenberg explains. this is really dramatic. >> reporter: an up-close lesson on the power of the sea for this high school oceanography class. >> it's impressive to see one storm could do this where we're standing now was all sand on

sunday. >> reporter: emergency repairs now underway in the holgate section of long beach township where waves ravaged recently built protective dunes. the storm leaving behind dangerous cliffs, some 15 to 20 feet high. >> we're pushing the dune up to get rid of the cliffs so we can protect the public and nobody falls. >> reporter: the storm also soaked the jersey shore with coastal flooding and the future could bring more high water. this new u.s. government report co-authored by a rutgers university researcher predicts disruptive and damaging floods will become far more frequent later this century because of rising sea levels. >> i think they'll see drastic changes. >> the report found that a sea level rise of less than 14 inches could cause a dramatic increase in flooding in much of the coastal u.s.

and under certain scenarios, a one in five year flood would happen an average of five times a year. >> it's really concerning. these coastal communities have to set forth the time to figure out how to plan for the future. >> reporter: the immediate future here means several more days of bulldozing sand along a mile-long stretch, rebuilding protection from the strength of the sea. ted greenberg, nbc 10 news. >> spring-like conditions today at the jersey shore. you're looking live at cape may where we expect warm temperatures again tomorrow. krystal, i know showers are headed our way. >> that's right. we are tracking a mix of good and maybe the bad if you're tired of the rain. we have showers and also temperatures similar to what you are seeing here. 49 in philadelphia. we cap today officially a high of 54. which is 14 degrees warmer than average. 45 in the lehigh valley. 50 in delaware. along the jersey shore, still at 49.

really nice conditions this evening. these temperatures will not drop much as we go through the night. looking at some of our pennsylvania suburbs, west bradford township, 50 degrees. cochranville, 47. 48 in uwchlan township. el r elroy at 46. ft. washington at 45 degrees. as we go overnight the values will stay above freezing. as the rain passes through, you don't have to worry about icy spots. here's the radar and satellite. that line of rain, a cold front pressing our direction. what will happen is we'll have one more day of nice warmer than average conditions, and the moisture will pass through. behind it, a cooler situation starts to build in. our temperatures will fall back to average for this time of year. let's look at that rain. right now it's not anywhere close to us yet. it's still getting into pennsylvania. we still have clear conditions. overnight we're going to quickly see the clouds start to build in here's the hour-by-hour forecast. there are the clouds, 1:00 a.m.

now the morning commute, there's the rain. now, this model is sheing off s little break in the rain, i think some of this rain will be more to the north, so much of our neighborhoods will see a light rain that passes through pretty quickly here. this is 6:30 in the morning. by 9:00, 10:00 tshit moves off, thursday afternoon some of the sun will return. and we will continue with mostly clear conditions going into thursday night. here are the neighborhood temperatures for tomorrow. the winds at 15 to 20 miles per hour, your guests up to 35. temperatures are the same, we have the morning showers and the windier conditions. 56 in fairmont for tomorrow afternoon. allentown at 50 degrees 55 for voorhees, 54 in egg harbor township. newark at 58 for the high temperature. some of us are getting way warmer than average by the later
