remember, not all of them were big supporters. they didn't all go to his rallies. and they do have an opportunity now with the republican president to do things they couldn't do with president obama. and president trump reminded them of that. >> now we have to deliver. >> reporter: president trump telling republican lawmakers what's expected now that they control the house, senate and white house. >> this congress is going to be the busiest congress we've had in decades. maybe ever. >> reporter: in his address at the retreat in philadelphia, he laid out an agenda including what he called bold tax reform and healthcare reform. >> our legislative work starts with repealing and replacing obamacare. >> reporter: it's one of the main issues lawmakers are talking about here. president trump suggesting if they did nothing about it, democrats would come to them what didn't he touch on today you would have liked to hear? >> i like to hear, not just the

president, but folks in his administration get more specific about what they would like to see in the replacement plan on healthcare. >> reporter: president trump telling them on this and other things they need to deliver. and president trump nudging them at least the senators a little bit today to get his cabinet nominees confirmed. telling them that he would have liked to have his commerce secretary with him when he meets with the prime minister of britain who was here today. he will have to do it alone. live in center city, i'm lauren mayk, nbc 10 news. all right. let's go now to nbc 10's randy gyllenhaal. demonstrators filling the streets during the president's visit and they're still out there now? >> reporter: this is actually a different group of demonstrators than were out earlier today. about ten minutes ago a large group that was in ritten house square combined with the group that was in front of the hotel and hit the streets. they're on the move. this was not planned so police

are reacting. you can see a number of bicycle officers as well as the philadelphia police department. they're preventing these people from going toward the hotel. thatset where the gop is meeting. this huge crowd of demonstrators is filling market street. they've been marching as much as police will allow them. this part of market street between 13th and 10th street is closed because of the people in the streets. again, earlier there was a completely different group of demonstrators. those folks focused on healthcare. with picket signs and chants for change. today's march circled around city hall. 1,500 demonstrators turned the corner on to market street heading straight toward the hotel where president trump was speaking. >> we want healthcare. we want that now.

we want to feel protected. >> reporter: protesters are worried. >> we'll see what happens. >> reporter: the crowd was peaceful. secret service and homeland security were protecting the hotel. >> we want to make sure everyone is safe, including the protesters. >> reporter: this is 13th and market the furthest the protesters can get. it's blocked off here with dump trucks from the city as well as a number of police officers. about one block that way is where the gop and president donald trump will be meeting and discussing policy. the big questions now, what happens to americans with preexisting conditions. will millions lose healthcare. >> you can't repeal something without a solid plan. this plan that you had that no one's heard of. >> reporter: gale johnson hoping the gop comes forward with details. she says these demonstrations are just getting started. >> this is not over. it's just the beginning. we need to continue marching until someone uses their

listening ears and hears what we're trying to say. >> reporter: so those were the healthcare demonstrators earlier today. philly police estimate about 1,500 of them, the ones that are flooding market street are other folks. this was less planned. the other one was permitted. behind me there are philadelphia police officers making sure the crowd doesn't make it toward the hotel where the gop is meeting. police did tell us earlier, no arrests at the earlier demonstration. but we're going to track this one as this heads down market street. again, we'll keep an eye on it. we'll send it back to you guys in the studio. i'm randy gyllenhaal. >> thank you. the mayor is responding to president trump's comments on crime that we mentioned at the top of the newscast. our police officers have worked tirelessly and with great personal sacrifice. to get philadelphia's crime rate down to its lowest point in 40 years.

while successfully implementing reforms to strengthen police community relations. the mayor also said he will not change philadelphia's status as a sanctuary city. president trump also touched on his controversial wall at the u.s. mexico border. the president had promised that mexico will pay for the wall. and today the white house floated one of its ideas, a tax on mexican imports. we are breaking down the details coming up all new at 5:30. plus why taxpayers are worried they'll be stuck footing the bill. right now, 5:00, the nbc 10 investigators have learned new details about a deadly accident on the tracks. >> last april an amtrak train hit and killed two workers. tonight we learned the engineer had drugs in his system. mitch blocker joins us now with the new information just released today. >> and you've gotten new pictures to show us? >> yes. this was the second deadly accident we saw in philadelphia in just 11 months. in the last few hours, we have learned the engineer tested

positive for drugs and a rail worker says a routine safety device was not available. we now have the first look at the last moments before a deadly amtrak collision. amtrak 89 hit and killed two maintenance workers in chester last april. >> we have one level three walking wounded. one. doa. we're going to check the other portion of the tracks. >> reporter: according to documents released this afternoon, amtrak 89's engineer tested positive for marijuana and opioids. the ntsb explains the openioids as morphine he was given after the crash for his injuries. in a statement, amtrak says drug use in the work place is unacceptable and not tolerated. one employee testing positive for drugs or alcohol is too many. the railroad says it is going to strengthen its drug testing program. the ntsb investigation also confirms what we first reported weeks after the crash.

>> there were no shunting devices. amtrak had routinely stopped using shunting devices from what we can see. >> reporter: union officials told us last year a simple device called a shunt would have sho shown the shunt it was out of service. one of the crew members says the safety devices are not regularly available or used. we have also learned today there appear to have been major communication failures between dispatchers and the crew on the track. it is also worth noting with the president in philadelphia today, right now there is no administrator in charge of the federal railroad administration. that's the regulator who oversees all railroads. the trump administration hasn't appointed one yet. >> mitch blocker, thank you for that. on to traffic trouble on lincoln drive for rush hour. take a look at this, a huge tree fell in the middle of the road around 3:00. we just checked in the last 15

we're seeing westerlies, and this weekend temperatures will feel more like winter. >> thank you. new details now in this deadly incident where a 50 pound dumb bell smashed through an suv's windshield on the new jersey turnpike. today police told us they discovered no evidence indicating it was a deliberate act. they are still not sure where that dumbbell came from. jack docarlo died. please say a car drove right into a store before 9:00 tuesday night. it broke the doors and hit the sales counter. police say a woman was behind the wheel when she slammed into the store and threw the car into reverse and took off. the car may have a temporary delaware registration and heavy damage to its front end.

60 homes are without water tonight after a main broke around 12:30 today on shields street. the water department is there and repairs are underway. water service is not expected to be back on until later tonight. a follow up to a sinkhole that threatened several homes in montgomery county. sky force 10 was over brook and argyle roads. crews have filled in most of that huge hole. the ground gave way here yesterday morning. it nearly swallowed a pickup truck in the process. people who lost water because of it are still being advised to boil their drinking water. new jersey residents meant today with a new task force to improve drinking water. lead contamination problems in parts of michigan prompted the task force. the burning topic is the health concerns. >> whether it's pesticides or

tonight only on nbc 10, a case of mistaken identity that nearly took a man's life. >> thieves robbed and nearly killed the wrong man. the victim survived. he sat down with nbc 10's deanna durante to tell his story. >> reporter: she's small. shackled and cuffed and despite her soft spoken testimony that was barely above a whisper in court. police say she planned an

invasion that literally left a man dead. >> he felt like his head was coming off his body. >> reporter: you can see the scar on the neck. doctors told him he may never speak again. more than two months after the attack he took the witness stand and used his voice to testify against those he says attacked him. court papers say the woman wanted to live in an apartment and wanted the stuff that people lived here had. one reason why she set the wheels in motion. she told the judge she and the two men waited for hours trying to spot their intended victim. once the group thought they left, she didn't expect grimes to answer. >> as a result, we had what was one of the most horrific crimes that i've seen as a prosecutor over a long period of time. >> reporter: why a box cutter
