president refuses and today he scrapped a planned visit to the white house. speaking in center city, president trump said it was a mutual decision. >> unless mexico is going to treat the united states fairly, with respect, such a meeting would be fruitless and i want to go a different route. >> tonight, the president is floating the idea of a 20% import tax to pay for the wall but that would leave american consumers footing the bill paying higher prices for cars, produce and alcohol. >> tonight president trump is back at the white house pro protesters marched through center city hours after his departure. >> nbc's drew smith is live in center city. drew, what is the situation on the ground? >> reporter: jacqueline, jim, this is something we haven't seen all day -- market street is open to cars and pedestrians. while there's just a couple protesters on the street, police are wrapping down their day and

most people have gone home it has been a long day for police. for the most part they called this a successful and mostly peaceful presidential visit. protesters tried to get through, but police held firm at the roadblocks designed to keep everyone away from the lowe's hotel. it's where president trump spoke and republican meetings continue tomorrow. at one point, our cameras caught people burning the american flag. but overall, the evening demonstrations stayed peaceful. beginning with a rally in rittenhouse square. >> it's an american tradition. >> reporter: people marched all over the city, at times splintering off making this presidential visit truly a handful for police. >> the logistics is mind-boggling. just in terms of trying to coordinate all this and knowing you're going to have these protesters out here. >> reporter: at one point, officers and their dogs had to search a construction site next to the hotel after witnesses

reported people breaking through the fence. >> sanctuary cities, is that working out for you? >> during our interview with a supporter of the president, hecklers came up to challenge her. >> i say give him a chance. i say give donald trump a chance. >> reporter: activists pledged to return to the streets often during this presidency. >> the only way we can fight this stuff is from a collective perspective. we have to come together. >> reporter: i checked with the office of emergency management and while there were more than 4,000 people out here on the streets tonight, there were no arrests and only one citation for disorderly conduct. life in center city, drew smith, nbc 10 news. president trump's visit to the city of brotherly love ended in a war of words with the mayor. >> it started when president trump said the city's murder rate is "terribly increasing." mayor kenney says that's not true. >> aundrea-clin thomas' has the

park service to provide proof about crowds on inauguration day. a senior administration official says the president spoke with the director on the phone saturday morning. mr. trump apparently expressed anger over side-by-side photographs showing fewer people at his swearing in than president barack obama's in 200 previous day's crowds. a white house official says the call shows the president's management style is to be so accessible and constantly in touch. new at 11:00, a toddler beaten in death in south jersey. authorities in camden county are investigating after a two-year-old pennsauken boy died from community have force raw ma. investigators say it happened on a home inside woodland avenue in november. so far police haven't made arrests. >> reporter: the school district of philadelphia says it needs nearly $5 billion to fix aging buildings across the city. newly released report from the district outlines more than 12,000 repairs needed.

the festival that begins june 15. >> a large tree created headaches for drivers on lincoln drive during the afternoon rush. look at this, the tree tumbled down and spread across both lanes near rittenhouse street. it took several hours to remove it lincoln drive reopened before 6:00 tonight. new details in a deadly accident involving a 50-pound dumbbell that smashed into this car windshield on the new jersey turnpike. police tell nbc 10 they found no evidence that it was a deliberate act but they're still not sure exactly where the dumbbell came from. 75-year-old jack decarlo died yesterday, two weeks after the weigh hit his windshield in salem county. a bucks county woman is accused of stealing nearly $200,000 from her 91-year-old neighbor. bensalem police arrested patricia westerman today. she's accused of opening credit cards and reverse mortgage in her neighbor's name. the victim granted westerman

investigators concluded bostian's train was never hit by a projectile, instead they found he was distracted by reports a nearby train had been hit. tonight, a new development in another amtrak crash, one that claimed the lives of two workers in delaware county. documents reveal the train engineer in that case tested positive for marijuana. >> now family members are hoping this information will help their case moving forward. nbc 10's brandon hudson has details. >> reporter: tonight an attorney told us the two worker deaths should not have happened. new ntsb documents show drugs and the failure to use a rail device possibly contributed to the fatal crash. >> it's a significant development. >> reporter: hours after nbc 10 got its first look at the new ntsb documents on last year's deadly amtrak 89 crash in chester, we spoke to the attorney representing joseph carter, jr.'s family. >> while the developments are new the death remains raw and painful for his family.

these are folks who loved each other, who cared for him and he cared for them. >> reporter: cartier was one of two maintenance workers killed when the train hit and killed him last april. these photos show the men working on the track moments before the wreck. >> there's no doubt here that he was the innocent victim standing on a track that should have been out of service. >> reporter: the investigation reveals the train's engineer tested positive for marijuana and opioids. the ntsb explains the opioids as morphine he was given after the crash for his injuries. the report also says a shunt which would have shown the track was out of service wasn't used. a train expert tells nbc 10 while a shunt isn't legally required by the federal railway association, it would have benefitted greatly. >> the shunt represents a positive safety backup in case there's a miscommunication. if that would have been used the dispatcher would not have given permission for train 89 to proceed. >> reporter: in a statement amtrak says "drug use in the

workplace is unacceptable and not tolerated. one employee testing positive for drugs or alcohol is too many." keep in mind 37 people were injured in this crash. amtrak adds it's reinforcing its drug-testing program. president trump plans to sign an executive order calling for a voter fraud investigation tomorrow or saturday. meanwhile the nbc 10 investigators have confirmed the president's own daughter tiffany is registered to vote in two states, pennsylvania and new york. white house counselor kellyanne conway insists that's not true. >> i talked last night with tiffany trump and she said it is flatly false that she is reg officered in two states. >> reporter: election officials say it's okay to be registered in more than one state. it's on fraud if yous can more than one vote. tonight the president is responding to a "saturday night live" writer who mocked the first couple's youngest son barron.

the writer has been suspended and she's apologized. tonight in an interview on fox news the president talked about the attack on his son. >> to attack my 10-year-old son is a disgrace and -- >> he's a great kid. i know him. >> he's a great boy and it's not an easy thing for him. the president also said alex baldwin's impression of him is "horrible." by the way, baldwin is hosting "snl" february 11. a colorado man took to social media to track down the woman who saved his life when he collapsed at the finish line of a half marathon. >> turns out the hero is a nurse from our area. bill amirault turned to facebook to find the person who gave him cpr when his heart failed minutes after running the key west half marathon. one of the first people to his side was amy smyth, a nurse at christiana hospital and had just finished the race. smyth and others helped keep him alive but she never found what

happened to him after he was taken away. her friend sent his the online video. >> i'm so glad he made it. it was an overwhelming feeling when i saw the video. >> we thanked them from the bottom of our hearts and they don't want the recognition, they're just doing what they normally do. >> bill says he wants to meet amy and his other hero so they can walk the half marathon together next year. an update on the story we told you about earlier this week. we're happy to report a sussex county woman who waited six years for a kidney transplant finally got one. while serena crawford was waiting for a donor her husband put up a sign saying his wife needs a kidney. serena received a kidney yesterday and we're told she's resting comfortably at a baltimore hospital. >> good to here. a nice mild day but changes on the way. >> glenn hurricane sworchwartz here. >> those winds are bringing in colder air but gradually as we head towards the weekend.

44 in philadelphia now, still above the normal high. in some of the neighborhoods we're seeing temperatures in the 30s. this is in chester county and the lehigh valley, but county. 39 in bath and wall muttport, still 40 in bethlehem, easton and nazareth, not all that cold for this time of the night. we still got good wind gusting to 32 at toms river and in atlantic city 29 in philadelphia. we had a wind gust of 47 miles an hour this afternoon so we had gusts of 45 plus today gusts to about 30 tomorrow. kind of a windy day but not as windy as it has been. we have a normal winter temperature returning in time for the weekend and probably even below normal next week, a relatively dry pattern except

for flurries or light snow for a couple days, you can see that in your own seven-day forecast at the bottom of your screen. a couple straight days way above average. the average high is 40. even as we cool down it's still at or a little above normal but it's going to feel colder with the wind coming in here about 5:00 a.m. feeling like 20s across most of the area. by tomorrow afternoon it's feeling like mid-30s. we were 55 today so it's feeling 20 degrees colder tomorrow afternoon than this afternoon, as we go through tomorrow night into saturday morning it's feeling closer to 20 degrees across a good bit of the area. still that's not that cold for this time of the year. it's just by comparison. so tacony is 44 tomorrow. chestnut hill 41. reading 42. not expecting any kind of precipitation. it's kind of a breezy day but
