president trump's border wall creating a rift with mexico. the rift unfolding as he went to a gop conference in philadelphia. cameras capturing his ride home. >> great plane. >> reporter: the rest of the day, turbulent, amid a bitter back and forth, over who will pay for the wall. mexico insisting it won't. upset by mr. trump's action ordering the wall. cancelling a visit to the u.s. >> unless mexico is going to treat the united states fairly, with respect, such a meeting would be fruitless. and i want to go a different route. >> reporter: later in the day, press secretary sean spicer floating the idea of a 20% tax an mexican imports. a move that would have americans bear a higher burden. the white house disputing that.

>> it will lift up the ages of american workers, as well. >> reporter: but top officials walked back the tax, indicating it's one of a buffet of options. but the president himself telling nbc's peter alexander, we cannot lose our companies to mexico or any other place. and then, have them just make the product and send it across the border free. we're going to put a substantial tax on those countries. the president also set to reaffirm the relationship with theresa may. they will discuss a range of topics from trade to national security. the white house misspelling may's first name. but quickly sends out a correction. overnight, the president signaled to fox news he may be closer to blocking refugees from syria, iraq, iran. >> we're going to have extreme vetting to people coming into

pentagon for the confirmation of james mattis. he has a call with vladimir putin this weekend. relations with russia has been the chilliest in decades, spectacularly after revelations the country tried to meddle in the u.s. election. we're joined by vincente fox. he served as president from 2000 to 2006. good morning to you. >> good morning, matt. good morning, natalie. good morning, united states. >> you're not only a former president of mexico, but you're a history buff. a student of history. i wonder if you can compare right now to where we're at in u.s./mexico relations to any other difficult times you've seen? >> we're at the very lowest point since the war between mexico and united states. or before the nationalization of the oil by president cardenas,

where he took away from the companies that were abusing over mexico. he took away the industry and nationalized it. it was a courageous, strong thing to do. but welcomed by all mexicans as today. president pena, stand in front of this guy. trump has brought back a strong mexican spirit. and we're ready for the trade war. we're ready, of course, for not paying for that wall. >> yes. you have adamantly said mexico will not pay for this wall. president trump is insisting mexico will. how that is going to happen may be somewhat complicated. is there any diplomatic resolution at this point, president fox? >> no, none -- not at all because president pena is very firm on the position.

and now, that trump keeps playing around with everybody, keeps throwing smoke balls by proposing a 20% tax on mexican imports, it's nonsense. he is playing around with american people and he is playing around with media. if he can tax, who is going to be paying at the end for the wall, it's the same american people, american consumers. >> do you think it will spark a wider trade war? >> i don't think he will do it because there is so much to lose for united states, starting with 10 million jobs, where mexico is accountable for u.s. citizens by what we import every year into mexico. $250 billion u.s. the first big loss to the united

states is 10 million u.s. workers jobs, which he laz promised to protect. and he's doing exactly the opposite. >> you said this the debate has energized the mexican people. but the current president is in a difficult spot. he's got historic low approval ratings. and the mexican people want him to stand up to donald trump and protect the reputation. but if he draws a line in the sand, president fox, doesn't he risk severe economic impact to his country? >> he, president pena, is already coming back to much higher popularity levels. i know that president cardenas, when he nationalized the oil industry and took it away from abusive u.s. oil corporations, he became the most popular president in mexico.

this is a big move for president pena. >> do you think that president pena made the right move by cancelling his visit here to the united states? could there have been some middle ground? some more discussion had he met face-to-face with president trump? >> yeah. it was a very wise move because at this stage, trump keeps pretending to play around with u.s. citizens, as well as mexico. but now, he find out that you don't play around with mexico. as we say, we're chiquitos. we might not be too big, but we are smart and firm and speaking about sovereignty, and speaking about honesty. when we're talking about dignity. and this is what president pena is defending. it doesn't matter what the amount of money is. it's a matter of sovereignty.

it's an emotional subject in mexico. and i think president trump is playing around with everybody. throwing smoke balls. and that does not work for him. he has faced his first defeat. he cannot digest a defeat. his ego won't let him do that. he keeps on agressing, conflicting the situation, worldwide. >> former mexican president, vicente fox. appreciate your time this morning. thank you. in addition to president trump's aggressive moves on immigration, he is moving ahead to investigate widely debunked claims of national voter fraud. national correspondent peter alexander has more on that. >> reporter: good morning to you. senior aides say the executive order on voter fraud could come today or tomorrow. but the bottom line is, the experts say the issue isn't voter fraud, it's out-of-date

registrations. and to punctuate the point, nbc news has confirmed that four of those closest to trump are among those registered in two states. one week into his presidency, president trump is focused on the election that propelled him into office. blaming widespread voter fraud that cost him the popular vote. >> we're going to defend the vote of the american citizen. >> reporter: the president blaming millions of illegally cast ballots. >> people registered in two states. in registered in new york and new jersey. they vote twice. there are millions of votes, in my opinion. >> reporter: voting officials say there is no evidence of widespread fraud. but they do agree with the president that millions of people are registered in multiple states. among them, members of trump's intercircle. steve bannon, steve me nuchen,

and jared cure kushner. first daughter, tiffany trump, is registered in new york and pennsylvania, despite kellyanne conway saying that is false. >> it is flatly false. >> reporter: i asked her about it thursday night. >> she told me she had filed the paperwork. she had gone through the account with me. as far as she knew, it had been done. >> reporter: it is not against the law to be registered in two states. and it doesn't mean voters are casting ballots, which is illegal. not that fraud is being committed but many roles are out of state. some joining a unique partnership to make registration accurate. in 2016, the program identified

about 2 million voters who had moved or passed away. but the integrity of the 2016 vote, experts say, was better than ever before. i'm told that language is being finalized for that executive order. it won't necessarily be an investigation. but perhaps, more of a review. traditional executive order doesn't necessarily mean this would be a criminal inquiry. matt, natalie, back to you. >> peter alexander, thanks so much. let's bring in steve and nicolle wallace. >> give us the headlines of the week already. >> i think one week in, one headline is, that chaos rules at this white house. and the other one has to be that this is going to be a tale of split/screen america. his detractors will find cause every day, to light their hair on fire. and his supporters will final kernels of him keeping his word. >> i think rarely in american

history, have we seen a president come in and deliver a shock to the system. that's people in both parties used to washington and politics working a certain way. not sure how to process this. >> let's move on to something else. he ran on the wall. and he ran on the idea that the media is bad and dishonest. now, his chief strategist at the white house, steve bannon, gave an interview to "the new york times." quote, the media should be embarrassed and humiliated and keep its mouth shut and just listen for a while. the media here is the opposition party. they don't understand this country. they still don't understand why donald trump is president of the united states. people watching may say, well, i agree with some of that. the media did get the election wrong. but there's a reason he made these statements at this particular time. what's the political strategy here? >> he's trying to buck up his number one client. and the truth is, the leader of the free world is obsessed with

media coverage. and they're desperate to get him to turn off of the tv. and they're trying to put steel in his spine. the truth is, he gets sad when he watches coverage that isn't good. he gets sad and bummed out when that -- he's still not over the pictures of his crowd size. >> what do you think about that? >> i think it's also -- it's an invitation to the media, trying to bait them into fighting, instead of reporting. trying to bait them into a fight they can turn around and say, hey, look, they are out to get us. it's a challenge for the media. almost like a referee in a basketball game. the coaches are yelling at you, keep calling the game. >> it worked for him in the election, to discount the media. >> i spent a week of talking to his voters. they are happy to see him stand up for himself. they are frustrated when it looks like he's squandering valuable time in these petty fights. >> talk about difference in 10 or 12 days. let me play you a portion of what barack obama had to say to the media and the press, in his last press briefing.

escalations and tensions with our neighbor, mexico. and what other world leaders can read into this, as they see the first foreign skirmish. >> watching you guys with president fox, i was thinking about george w. bush's relationship with president fox. what a difference this administration is ushering in. and if this is how we treat our friends, it gives a lot of people concerned about how we treat our adversaries. >> we have to make that the last word. steve, nicolle, appreciate it. thousands are expected on the national mall to take part in the march for life. the march is to protest the decision to legalize abortion. if mike pence will be alt the march. kellyanne conway is on the list of speakers. for the first time in years,

abortion opponents say they have political moment. this week, president signed an executive order, banning aide to groups that provide abortions. let's start with the nba. look at this. that's oklahoma city's center, clearly frustrated as he heads to the bench. he punches the chair, and in doing so, fractures his right forearm. the thunder won the game, 109-98. to college, one of the biggest flops. watch the oregon ducks forward, dillon brooks, after brief contact with a player. brooks lunges backward. struck by some invisible force. it didn't work. utah fans not impressed by the performance. >> is this soccer or basketball? >> that's a dive. let's say good morning to mr. roker and get a first check

of your friday and your weekend forecast. >> ow. let's show what we've got. lake-effect snow, big story this weekend. and the reason for this, it's awfully warm and we haven't seen a lot of ice over the great lakes. arctic air comes down out of canada. comes across the great lakes and picks up the moisture air. usually by this time, you see the snow buildup. but it starts to get cut off because we have more lake freezing over the ice. that, of course, cuts off the moisture that's available. normally, we would have 50% covered by ice. this year, 1% to 10%. that allows a lot of moisture. look at the amounts we're going to be seeing this weekend. anywhere from 12 inches in western pennsylvania and new york, to up to three feet around the tug hill plateau. we'l (vo) data plans aren't one size fits all.

we spoke to former president of the former president of mexico, vicente fox who called this president trump's first defeat. today, president trump sits down with british prime minister theresa may. his first white house meeting with a foreign leader. and he will speak by phone with russian president vladimir putin over the weekend. some scary moments at the largest hotel in tampa, florida. fire broke out on the roof, forcing guests and staff to evacuate. firefighters were able to put it out and gave the all-clear. crews made some improvements on the proof. and think that debris sparked that fire. the first all-williams final at the australian open. it's the first time that venus and serena met with a grand slam on the line, in years. greg melvin. >> i pull for the older sibling.

have been my professional life blood. when you look at the map now and you see that blue west coast of america and that blue east coast of america -- >> right. >> and everything else between is red, that's tribal warfare. but of all of the stories i covered the last 50 years, one continues to divide america. america's crisis in black and white. what troubles me most of all is race division. this has been a big, big part of my career. >> you think that's the single biggest issue we have yet to resolve? >> certainly in the top tier. i really do. when president obama was elected, i was with you the night after that. you were giddy. we thought, this is a passage that's going to change race relations. and to many ways, race relations are worse now.

it's not his fault. it's what happened from the ground-up. i always asked, if i were black, if my skin were one shade darker, would i have gotten all those chances. it's the biggest issue of my life, frankly. it really is. you know, i -- i get emotional. i think mostly because of all of the good things that happened to me. and when i do say, if i had been one shade darker, i wouldn't have gotten any of those jobs at that time. one shade darker. they say, oh, i don't think we can do this. we're a much different world, now, thank goodness. and i think there's a lot of opportunities that are out there. at the same time, we still, far too much, see the world through pigmentation. somebody sees a white person, if they're black and come to con cushions that are not always appropriate. on the other side, white people look at black people and they

unload on them a lot of the cliches of our time. we need to find a way that we can converse with each other and understand each other. we come from, many times, different cultures. but we're common americans. we have to find a way to the future. >> do you look forward with hope? >> i do because it's more incremental. there's a lot of gains going on. if you look just at our business. had a great african-american correspondent on here. we didn't have those. al roker is an american icon. when i was doing the "today" show, it was all white bred. that's changed a lot. political america and cultural america. we have to be able to talk to each other. >> if i can be personal for a second. not only have i admired your reporting and learned from it, you're one of the people around here is a great friend and mentor to all of us. and you take the time and you talk to us. and you pull us through. and you fry to hold us to
