it's gone. >> reporter: no longer today organizers canceled this year's race, the 124 mile course has been a staple on the pro circuit for 30 years. hosting the likes of lance armstrong, putting manayunk on the map. it's a 17% incline here, cyclists having to pedal up this massive hill as large crowds gather on each side to cheer them to the finish line. this year sponsors were impossible to find. organizers say the $1 million price tag was too much to bear. officials say security costs have gone up dramatically after concerns about terror attacks during sporting events like the boston marathon bombing. >> it isn't fair but it's the way the world is now. there's such a big demand on security. >> reporter: winnie runs winnie's restaurant. she says the neighborhood will need to find another event to rally around.

>> i guess we have to reinvent ourselves again. and it's a great disappointment. it's going to hurt. >> reporter: i did speak with the race director today. she tells me they are hoping for some kind of savior to step up in the next month or so and fund the rest of the race so it can return. the city says they have not ruled out bringing the race back in 2018. randy gyllenhaal, nbc 10 news. today, another first for donald trump. he marked his first full week of president. >> mr. trump has welcomed british prime minister theresa may. president trump has accepted an invitation for queen elizabeth ii for a state dinner next year. that announcement made as britain's new prime minister visited the white house. nbc 10's erin coleman is joining us with a closer look at the meeting. >> by meeting with britain's

prime minister, president trump looks to strengthen relations with one u.s. ally as tensions fray with mexico. mr. trump was joined in the oval office this afternoon by british counterpart theresa may. the visit comes a day after mexico's president canceled his own trip to washington amid wrangling over president trump's planned border wall. theresa may took office last summer, and both she and mr. trump are tasked with preserving the special relationship between their countries. one of the questions they took today was from a british reporter, which prompted a somewhat humorous response. >> mr. president, you said before that torture works. you praised russia. you said you want to ban some muslims from coming to america. you suggested there should be punishments for abortion. for many people in britain, those sound like alarming beliefs. what do you say to our viewers at home who are worried about some of you views and worried about you becoming the leader of

a free world? >> this was your choice of a question. there goes that relationship. >> this morning, britain's prime minister paid a tribute to america's war heroes. theresa may laid a wreath at the tomb of the unknowns in arlington cemetery. now, president trump is also expected to have a one-on-one with russian president vladmir putin this weekend. the two set to talk by phone tomorrow. russia has applauded mr. trump's promises to mend ties with moscow. jim? >> erin coleman, thank you. happening now, president trump is attending a ceremonial swearing in for james mattis. he becomes the nation's 26th defense secretary. this afternoon we're getting a behind the scenes look at republicans' efforts to repeal and replace obamacare. "the washington post" said they

obtained audio tape from closed door meetings. some said they should not come up with a quick fix on obamacare. they need to make sure they have a good plan. they said their plan will be known as trump care. and could have a major impact on the next congressional election in two years. new jersey congressman tom mcarthur was the only republican to vote against repeal and replace last week. hear what he has to say about the gop's plan at 5:00. this was the send off some republican lawmakers received at philadelphia's 30th street station this morning. demonstrators were there to see them off as the gop's congressional retreat wrapped up in center city. the legislators met for three days at the loews hotel and heard from president trump thursday. president trump's back and forth battle over a border wall had everyone talking during his visit to philadelphia. the president is floating the idea of a 20% tax on mexican imports to pay for the wall

after mexico's president said he refuses to foot the bill. nbc 10's cydney long followed some of those imported goods from port to market in south jersey. what are small business owners saying about the potential tax? >> they're concerned that some of their specialty foods or i m items may stop shipping all together or less of it. therefore their deliveries could go up and they would have to pass on that cost to their customers. >> here we make, like the mole sauce. >> reporter: at this restaurant in cherry hill and this sister owned specialty mexican grocery store, two shipments arrive each week from mexico, avocadoes to make guacamole each morning. soda, shrimp, sauces, spices, nectar and a host of other goods could cost much more if president trump enacts a 20%

philadelphia's kensington session. police on the scene of a shooting. at least one person is shot. police are looking for that gunman who they still believe to be in the area. we'll continue to monitor this situation as we look at officers there on the ground investigating. winter is back in wilmington. these dogs don't seem to mind the colder temperatures at all. if you're headed out to the river rink, keep in mind it's going to be windy again tonight. winter weather returns just in time for the weekend. >> nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking the chill. >> yeah, we've seen a pretty mild january for this part of the country, that's for sure. and now that we're getting back to typical january temperatures, it feels a little cold. 41 in philadelphia right now. with mostly cloudy skies. the clouds have kept the temperature down to the upper

30s and low 40s during the day today. which is right around average. had a few sprinkles and a few sn snowflakes on the radar. snow flurries montgomery county, norristown moving toward the philadelphia area. they're not going to amount to anything, of course. these are sprirnkles in south jersey coming into cape may and atlantic counties. they will barely reach the ground. the wind, 20-30 miles per hour. we've seen gusted as high as 31 in philadelphia today. which is way down from what we've seen over the last couple of days. feels like temperatures going down as well. when you see the temperature drop, and the wind stays up there, yeah, it feels colder. 28 in coatesville. 31 in trenton. 19 in mount pocono at the moment. the temperature trend is going to go straight down during the

night tonight. not especially cold for this time of the year, but with the wind it's going to feel like it's in the mid20s by tomorrow morning. we'll see if it gets any colder as we head through the weekend coming up in a few minutes. we have breaking transportation news right now. all pat co services shut down because of a track issue in west mount, new jersey. it's not clear how long service will be down. philadelphia's school district says its facilities are getting an f and need $5 billion for repairs. a new report outlined all the changes needed to make the schools structurally sound. the school in the worst condition is richmond elementary in port richmond. that's based on the cost to repair everything or replace it. the district showed off the roof issues at dunbar elementary.

>> when you come into a bucket with water dropping into it. >> the district says it has a billion dollars to spend. new details about the bridge connecting the pennsylvania and new jersey turnpikes. this afternoon we learned crews will be putting up eight temporary support beams, that will happen some time next week. crews are trying to figure out what caused a crack in the bridge. it's been closed for a week now. still no date for when it might reopen. a former philadelphia police officer accused of ordering her children to fight other kids has been cleared. a court found her not guilty. prosecutors said video back in 2014 showed her encouraging her kids to take part in street fights. we're waiting to hear if gross will get her job back with the police department. delaware's new governor says he's all in when it comes to helping and protecting

wilmington's youngest neighbors. city and state leaders met today to talk about what needs to change to keep kids safe. it follows a reports from the cdc about youth violence. recommendations include more community services for at risk youth in wilmington and starting a state level children's cabinet council under the leadership of governor john carney. a philadelphia police officer is on the mend after an early morning crash in brewery town. his cruiser hit another car. the officer was not seriously hurt and the other driver was find. child sexual abuse reports are up in montgomery county. advocates say more money is needed to investigate. state representative tom murt visited a child advocacy center. it allows a team to gather in one place with a victim. that spares the victim from having to retell their story repeatedly. >> we are to continue getting the word out, educating, due

child abuse prevention and see and provide services to all of these children who need them. we need more funding. >> mission kids is one of 30 such centers across pennsylvania. tens of thousands have converged on washington, d.c. for the annual march for life. >> the march for life is held each year to mark the anniversary of the 1973 supreme court decision legalizing abortion. one of president trump's first official acts after taking office was to sign an executive order banning u.s. aid to foreign groups that provide abortions. this year's march has one of the biggest named speakers in years. vice president mike pence. >> let this movement be known for love, not anger. let this movement be between for compassion, not confrontation. >> this is the 44th year for the march for life. one of president trump's top advisors, kellyanne conway is also a speaker on the list.

students boarded buses in philadelphia this morning to head to the march in d.c. we spoke to one woman who says she's been going to the march for the past 35 years. she says she's happy to see so many young people making the trip. >> they know how important it is is. and i'm willing, at my age to still say it's important. that they know the importance of it. >> philadelphia's archbishop also travelled to washington for the march. the deadline to get health coverage for the affordable care act ends on tuesday. the trump administration has pulled back on all advertising and all outreach for that program. the president and congressional republicans have vowed to repeal and replace what's known as obamacare. there is no public outline of what kind of plan would replace it. an estimated 8.8 million people have signed up for coverage so far through the aca marketplaces. new details about the recovery of president george h.w. bush.

he's expected to go home sometime this weekend or monday. he's been in the hospital for nearly two weeks after suffering pneumonia. his wife was in the hospital but was later released. philadelphia's please touch museum has unveiled its plan for the future. the museum says it will become more vaurinvolved with local scs and early childhood development. it will look into ways to connect with people through digital technology. please touch museum emerged from bankruptcy last spring. sky force 10 live over breaking transportation news in hadden township new jersey. all service was shut down because of the problem on the track here in westmont. service has been restored. there are delays of about 15-20 minutes. again, service has been restored. the philadelphia auto show is rolling into town this weekend. >> from solar powered cars to new twists on those classics. we're getting a sneak peak at

back to you guys. >> you look good in blue, all right. tim, have fun. as far as our weather, i saw a few flakes on the way to work. >> i did, too. >> but it seemed odd because my car temperature said it was 43. so i don't know. we should ask glenn. >> was that snow we saw out there? >> you can get snow at 43 degrees. i've seen it snow 46, 47 degrees. of course it will melt eventually and the flakes are really really tiny. barely coming out of the clouds. the wind not nearly as strong as what we saw yesterday. the temperature, well that's lower than what we saw yesterday. 37 in coatesville. 40 in allentown. 41 in philadelphia. and in delaware, we're seeing temperatures into the 40s for the most part. greenville is 39 degrees. glassgo w 42. further to the south we're in the low 40s, george town,

lincoln, longneck, lewis ruhoebth. all of them, 42. and that's pretty close to average for this time of the year. the wind continues to be above average. gusting to 30 at dover air force base. remember, a couple days ago they were gusting closer to 50, even yesterday we gusted over 45 miles per hour. the peak gusts today in philadelphia, 31. and tomorrow's gusts will be a little bit lower than that. it's not going to go calm, but it's getting a little less windy each day. the normal winter temperatures have returned. and they're going to stay with us for a good while. overall dry pattern, except for some of the flurries you saw today. you might see on monday or later on next week. we're certainly not going to be seeing a lot of snow. the average high, 41. remember, how warm it got the last couple of days. today's high so far, 44. kept down by the clouds. over the weekend, low 40s.

on monday, a high of 36 degrees. that's well below average. partly because the clouds and maybe because of a little bit of light snow. the feels like temperatures generally in the 20s. again is more typical for this time of the year than what we've been seeing much of the month of january. getting close to the teens by 6:00 a.m. tomorrow. so it's going to be cold. the whole weekend. seasonably cold the whole weekend. even at 10:00 a.m. we're feeling like the 20s. the highest it's going to get is 33, 34 degrees. then it goes back down into the 20s for saturday night and into sunday morning. so it's pretty consistent all through the weekend. it will be feeling like 33, 34 in the afternoons. 20s in the mornings. here's that winter radar again with a couple of these tiny little snow flakes. a lot of it not even reaching the ground not many places

we have breaking news about new jersey governor chris christie. prosecutors announcing they will not pursue a criminal misconduct case against chris christie in the bridgegate scandal. the complaints claimed christie failed to order his aides to reopen access lanes in 2013. three of christie's form were aides were convicted or pleaded guilty in the alleged scheme. it was all to punish a democratic mayor who didn't endorse the republican governor. an executive order from the president could strip philadelphia of millions because of its stance as a sanctuary city. >> a democratic congressman repping t reprepresenting the city says

it's not the way to solve the problem. lauren mayk discusses where it could go and what it could cost the city. >> reporter: in the city of philadelphia, battle lines are being drawn. >> i'm really proud of philly for holding its ground and saying, you know, what immigrant rights are important. >> reporter: an executive order from the president calls for cutting federal funding from cities like this one protecting immigrants. >> the president is not a king or dictator. if you want to change the laws you should go to the congress. >> reporter: his district includes parts of this sanctuary city where millions could be at stake. is there anything you can do to prevent that? >> reporter: well, first, it's questionable is constitution what he's attempting to do. >> reporter: evans says it will likely end up in court. republican lawmakers we talked to as they gathered in philadelphia this week, stress the responsibility of cities like this one. >> i think in general we have to

have a rule of law. we can't have federal laws regarding immigration and have cities just ignore them. >> reporter: up for debate, just which funding to cut. congressman charlie dent points to community development block grants. congressman ryan costello to criminal justice money. >> my votes and the votes of virtually every republican in congress should be you should not be providing criminal justice grant funding to a city police department that's not going to comply with other provisions of applicable federal laws. >> reporter: the timing of any changes to federal funding here in unclear. we checked and found the city of philadelphia doesn't get all of its federal money all at one time. it comes throughout the year. in some cases, funneled through the state. on the parkway, i'm lauren mayk, nbc 10 news. a live look at the pentagon, president trump is here now. he's meeting with the joint chiefs of staff. he's attending a ceremonial swearing in for defense

from making it feel a little bit warmer as well. upper 30s to the low 40s. had a few sprinkles and even some snow flurries on the radar. they appear to be falling apart already as the sun starts going down. and that is fairly typical. a lot of that didn't even reach the ground at all. a few sprinkles right towards the city as everything does weaken. we're still seeing gusts of 10-20 miles per hour. 29 miles per hour in coatesville and allentown. yesterday we saw gusts well over 40, some cases over 45 miles an hour. it feels like it's 35 in atlantic city. only 27 in coatesville. 19 in mount pocono. so it's feeling like winter again. by tomorrow morning, 32 degrees in philadelphia with the winds still up there. it will feel like the 20s. temperatures will actually be in the 20s in some parts of the

lehigh valley for example. even in delaware you can see the temperatures right around the 30 degree mark. we'll see it does get colder at some point next week and some chances for some snow. we'll get into that a little bit later. here's a look at some of the stories we're following county by county on nbc 10 news at 4:00. montgomery county, people living in glen side no longer have to boil their water. a few hours ago the advisory was lifted. it went into place because of a massive sinkhole that opened on brook street wednesday. crews are still fixing it. a driveway and two front yards are gone. kent county a distillery in smyrna is branching out. the owners are buying the old smyrna theater. they've been renting the first floor for the past few years. buying the building will allow them to construct a new warehouse along with a cocktail garden. they make a variety of spirits including whiskey gin and vodka. mercer county plans are

going to merge parishes. another 15 parishes will be linked up to neighboring ones, sharing resources and one pastor. in gloucester county the first of three hearings are being held as lawmakers try to hammer out a school funding formula. they plan to consider input from educators as well as parents. the last spending plan was made in 2008. there will be three public hearings across the state to give the community a chance to weigh in. tensions arising between president trump and mexico. >> and now the president's wife is gracing the cover of "vanity fair," mexico's february issue. melania trump front and center right there. the magazine dugs her the new jackie kennedy. the shot was originally taken for an april 2016 story in gq magazine. one of the area's biggest musical festivals is back this summer with a big line up. >> get your tickets now.

high school students who are also parents at a charter high school can stop worrying about what they're going to do with their children doing school hours because there's a new childcare center inside the school. school employees can do it. the school wants children to be able to focus on schoolwork. more women are looking into forms of long term birth control since president trump was elected. that's according to new data from a thena health. it says iud doctor visits increased 19% between october and december of last year. experts say the spike is most likely because of president trump's plans to repeal the

delaware's fire fly music festival has become one of the largest events of its kind in the country. this year's gathering is guarantee today bring in the crowds again. ♪ >> canadian rnb sensation the weekend will be among the headliners this year. organizers revealed the line up today. this will be the sixth year for the festival.

>> great to talk with him. more on that at 5:00. glenn, how about our weather? >> well, it's back to winter. we haven't seen a whole lot of that this winter. the clouds that we've seen, here's a live shot at cape may have kept the temperature down today. 42 in atlantic city. 41 in philadelphia. those are fairly average for this time of the year. but it's eight to ten to 12 degrees colder than this time yesterday. dover's 12 degrees colder. so yeah, that's why you feel it. plus, there's some wind, it's not quite as windy yesterday. the airport is 41. 41 at graduate hospital, ritten house, center city. 39 in andorra and summerton. you can see there are differences across even the city. even during a day like this, with the wind generally evens things out. the wint gusts, 10-20 miles per hour in much of the area today.

we have seen much more than that. look at these temperatures. compared to last year, in january, we're 5.8 degrees above normal for january. last year barely above. allentown, over seven degrees above normal. this isn't as extreme as last winter's start in december. but that's very impressive. and last year, that was pretty close to average for the entire month of january. these feels like temperatures are pretty close to average as we go through the night tonight. mostly in the 20s. and we may be dropping to near the teens in some areas by tomorrow morning. you saw perhaps 19 sitting there at allentown for a little while. nothing too extreme coming this weekend. this is more of the averages from the high temperatures and low temperatures for this time of the year.

we've had a few sprinkles, even a few snow flurries flying around today. but they're pretty much falling apart. a few sprinkles coming down toward the shore right now. and the temperatures as we go through the next several days, of course, in philadelphia we're going to be dropping and monday will be the coldest day across the entire area. allentown, barely get to the freezing mark. wildwood we get to 38. there could even be light snow or flurries in wildwood on monday. that is a possibility. weekend, looks dry, though. decent amount of sunshine. not as much wind as what we've seen the last couple of days. high temperatures, right around the low 40s. which is, again, right around average for this time of the year. we do have chances of some light snow or flurries on monday with a weak system and another chance perhaps later next week with temperatures mostly in the 30s for highs next week.

what you should look for. >> reporter: ceomy gets things done around the house while her 3 month old son sleeps. while she was pregnant she decided to book a flight to see family in atlanta. she bought the insurance. when she told her doctor about the trip, she had concerns about the zika virus. she took the doctor's advice and decided not to go. she first contacted travelocity which told her she had to go through the insurance company. she did, filling out a claim form to cancel the trip. including a doctor's note. she got this response. >> my claim was denied because it was my choice not to go to georgia. >> reporter: we reached out to aon insurance which told us that canceling the trip because of a
